CORRUPTION FIGHTERS IN KATHMANDUTransparency International (TI) Asia Pacific Department (APD) and TI Nepal are co-organizing the TI Asia Pacific Regional Programme Meeting (RPM) in Kathmandu on 19-21 May, 2014. As host chapter, TI Nepal will actively participate in the development and outreach of the programme and logistics arrangements.

CARTOONS IN NEW YEAR

Nepal elected a new executive head, Mr. Sushil Koirala of Nepali Congress, as the 37th prime minister with the majority of two third votes in the parliament in February 2014. After assuming power, PM Koirala promised to take tough measures against corruption and irregularities. Mr. Koirala is known for having a high level of integrity and leading an austere lifestyle, hence, it will be interesting to see how he will lead the government. As usual, TIN is very much willing to help the new government in their anti-corruption and good governance efforts.

Three Anti-Money Laundering (AML) bill on extradition, organized crime control and mutual legal assistance have been endorsed by the legislature-parliament in March 2014. The endorsements came into effect after the Financial Action Task Force (FATF), the global anti-money laundering body, set a deadline for Nepal.

With just weeks away from the Nepali New Year, TIN, in association with the Cartoonist Club of Nepal, is publishing the annual calendar 2071 B.S. Sketched by the top cartoonists of Nepal, the cartoons depict a vivid portrayal of the Nepalese life affected by

corruption problems. The calendar is currently in the designing stage,

and will be released and distributed to all the stakeholders.

REFLECTIONS AND WAY FORWARD WITH PARTNERSTIN has built a coalition of 22 independent CSOs at the grass root level to promote awareness of transparency and anti-corruption measures outside the capital. Meetings are held constantly with the NGOs to reflect upon the activities, impacts, results and future direction.

A mid-term review meeting of the ALAC DP project was held in Pokhara on 24 March, 2014. Project partners from Illam, Udaypur, Janakpur, Chitwan, Rupandehi and Kaski districts took part in the review. The meeting recorded achievements and shortcomings of the last two years. Good practices and successes were shared. Future plans were overviewed based on the experiences gained.

On March 9, 2014, a review workshop with representatives of 8 NGOs affiliated to TIN (AOs) was organized in Butwal. As the IA program of TIN was coming to an end, participants shared progress and results of the project and discussed lessons learnt.

The seminars on "Promoting Integrity and Accountability' organized by the district partners in Parsa, Siraha, and Sindhuli from 9-12 February, 2014 were a good platform for the dissemination of anti-corruption messages. The programs had the presence of local level governing bodies, media, political parties, civil society organizations, general public and the TIN representatives. NICSA presentation, in particular, proved to be the highlight of the programs.

On 3 February, 2014 an interaction program between government service providers and stakeholders was organized by local partner Mahila Jagaran Sangh, Illam. A Mobile ALAC was organized at the premises of Illam municipality office, where over 57 cases and inquiries were recorded.

During 2 to 6 March, 2014, Ms. Yakovleva Ekaterina, representative of the European Union, visited Kailali district for “On the Spot Check” to review and observe the impact of ALAC DP initiatives. She assessed the outreach and dissemination strategy adopted by the project and discussed progress and areas of further improvements.

UNCAC WORKSHOPUnited Nations Office on Drugs and Crime (UNODC), in close association with United Nations Convention against Corruption (UNCAC) Coalition, organized a multi-stakeholder workshop for Civil Society Organizations (CSOs) and government officials on UNCAC and its review mechanism. The event was held from 24 to 27 February at Kuala Lumpur, Malaysia, in which 60 participants and experts from the fourteen countries across Asia took part. TIN Deputy Executive Director Kamal Pokhrel participated in the workshop. The workshop provided a platform to identify key issues of joint collaboration between government, CSOs and Private Sector.

INDEPENDENT OPINIONWith the project “Promoting Integrity and Accountability” coming to an end in April, TIN used the services of Project Research and Engineering Associates (PRENA) to conduct an Independent review of the project. The review assessed achievements of the project against its target, approaches, methodologies and expected results. The value of work has been found to be enormous with strong impacts on research, advocacy and outreach. The feedback and recommendations have been taken into account by TIN for current and future programs.

PEER LEARNINGUnder the Governance & Organizational Strengthening Funding program, TIN Board leadership will undertake an exposure visit to TI Sri Lanka in April to observe TISL leadership and governance approach. Similarly TIN staff will visit TI Bangladesh in May to learn about their ongoing programs and activities.
