“Ganbappe Iwaki Fukkosai” (We can do it! Iwaki Restoration Festival) was successfully held

on the 1st and 2nd of October, in 21st Century Forest Park in Joban. This 2day festival

combined the “Grand Exhibition for Iwaki products and Trade Promotion”, “Iwaki Local

Industries Festival”, “Iwaki Dance Festival” and other various events together, including

performances by hula girls from the recently re-opened Spa-Resort Hawaiians. The festival’s

aim was to step towards reconstruction from the Great East Japan earthquake through

connection and mutual support by bringing the citizens and the community together.

Moreover, the festival aimed at creating energy for the greater Iwaki region by building ties

with the citizens of Futaba-gun who have evacuated to Iwaki city.

A big thank you to everyone who contributed to making the event a great success!

IIA Chinese translator, Ms. Yokoyama from Harbin, China held a Chinese home-style

cooking class for the IIA on the 4th of October. It was a very fun and lively class with 19

people participating. Dishes taught by Ms. Yokoyama were: Lotus root and pork hock soup,

black and white cloud ear mushroom and pineapple stir-fry and bitter gourd appetiser. All

these dishes are easy to make, delicious and healthy, perfect for the entire family. The lotus

root and pork hock soup provides collagen with pork hocks, and lotus root contains plenty of

fibre, vitamins and minerals including vitamin C and B12.Bitter gourd is a rich source of

vitamin C and it also contains vitamin B1, kalium, β-carotene and more. The bitterness in

bitter gourd is due to the momordicoside element in the gourd. This element has found to be

beneficial to gastrointestinal health and nerves system. Please try cooking these healthy

delicious Chinese dishes at home today! The recipes are available on the IIA website.

November 12th: Sukagawa Fire Festival @ Midorigaoka Park, Sukagawa. This is one of the three largest fire festivals

in Japan. It is magnificent event with huge 10m-tall “torches” (huge flammable towers), which are lit-up and you can watch

them burn with Taiko drumming for background music. While you are in Sukagawa, you should also check out the koyo

(autumn leaves) at Namekawa Sabo Dam. It is especially beautiful with the reflection on the surface of the water. The best

time to see the koyo in Sukagawa is usually from mid-October to early November, so the Sukagawa Festival comes towards

the end of the popular time, but you should still be able to see them then. Please visit the website for more information and

The Japan Tourism Agency said Tuesday that 10,000 foreigners will be given free round-trip tickets to the country in the next fiscal year

as part of a campaign to reverse the plunge in tourists since the March 11 disasters and amid a prohibitively high yen. The Japan

Tourism Agency plans to ask would-be travellers to submit online applications for the free flights, detailing which areas of the country

they would like to visit. The agency will select the successful entrants and ask them to write a report about their trip which will be

published on the internet.

Tourism authorities hope that positive reports from travellers about their experiences in Japan will help ease international worries about

visiting the country, the newspaper said. The programme, which will require travellers to cover other costs such as accommodation, is

expected to start from next April, subject to government budgetary approval. The number of foreign tourists to Japan fell more than 50

per cent year-on-year during the three months after the March 11 earthquake and tsunami that triggered meltdowns and explosions at the

Fukushima Daiichi nuclear plant.

The sharp drop began to ease somewhat in the summer. In June and July, tourist figures were down 36 per cent from a year ago, easing

to 32 per cent in August as the country worked to reassure foreign tourism markets.

The government has said Japan is safe except for the immediate vicinity of the crippled plant, where work crews are still trying to bring

the facility to a cold shutdown.

The Japanese government and Tokyo Electric Power Company say that a cold shutdown of the crippled Fukushima Daiichi nuclear

power plant will be achieved by the end of this year.

It will be included in a revised timetable for containing the nuclear crisis that will be issued on Monday.

They say the temperatures around the No.1, No.2, and No.3 reactors are less than 100 degrees Celsius and the amount of radioactive

material being emitted has dropped to about half the level of a month ago.

The latest survey showed estimated radiation levels of about 100 million becquerels per hour.

Also a giant polyester covering for the No.1 reactor building will be completed by the end of October.

The government and TEPCO say measures to achieve the state of a stable cold shutdown are progressing steadily.

On Monday TEPCO will submit to the government nuclear safety measures that will apply to its work to maintain a state of cold

shutdown over the coming 3 years.

Goshi Hosono, the minister in charge of the nuclear disaster said in September that they would try to achieve cold shutdown by the end

of this year. It had originally been planned for January next year.

The 13th of November is Gender Equality Day, and Mr Daichi Yamazaki will be giving a lecture on the subject. Many visitors are expected for this event, and

as a part of the IIA’s publicity activities, the IIA will be providing Nepalese snacks to 100 visitors in this event. We are looking for volunteers from IIA

Fukushima prefecture will undergo a health investigation for all citizens in

hope to reduce the anxiety towards radiation concerns, and moreover to

achieve health management of citizens in the long term.

-All residents who have been in Fukushima Prefecture since March 11th will be

included in this health investigation.

-The health investigation questionnaire will be mailed to the residents of Iwaki

city from October 27th.

-The investigation will focus on what the residents did and where the residents

were from March 11th to 25th, and estimate the possible amount of radiation

exposure to the resident’s body. The result will be notified to the residents

A seminar on the effects of radiation on our health will be held in Iwaki by professor, Noboru Takamura (Radiation Health Risk Managing Advisor for Fukushima prefecture, Professor and Chairman, Department of Global Health, Medicine and Welfare, Nagasaki University Graduate School of Biomedical Science) Majority of residents are concerned with whether the food and water we consume is contaminated by radiation. In this seminar, a professional scientist who is a specialist in radiation studies will discuss how and, to what degree radiation impacts our health. Some changes will be made to the Immigration Control Act, effective from July 2012.

The aim of the new system of residence management is to enable the Minister of Justice to continuously keep the

information which is necessary for residence management of foreign nationals, and also to ensure further convenience for

those nationals who are residing legally in Japan. Specifically, foreign nationals residing legally in Japan for a medium to

long term will be issued with residence cards. If a foreign national changes work places or makes some other form of

change, he or she will be required to give a notification of such changes. The maximum period of stay, which is now 3

years for those will be extended for 5 years and a system of special re-entry permission will be introduced for those

foreign nationals who wish to re-enter Japan within 1 year will, in principal, with out any application for a re-entry permit.

Moreover, the existing system of alien registration will be abolished upon the introduction of the new system of management.

Important points of the new residence system:

Point 1: A residence care will be issued.

Point 2: The period of stay will be extended to maximum of 5 years.

Point 3: A system of special re-entry permission will be introduced.

Point 4: The alien registration system will be abolished.

The system of new residence management will be applied to the foreign nationals residing legally in Japan for a medium to long term period with a

status of residence under the Immigration Control Act. Specifically, those foreign nationals married to a Japanese national, foreign nationals working

for a company or other organization, technical interns, foreign students and permanent residents are all subject to the new system.

You are not required to replace your alien registration certificate with a new residence card immediately after the implementation of the new system

of residence management (although you may do if you wish). The alien registration certificate that medium to long-term residents currently possess

will be deemed equivalent to a residence card for a certain period from enforcement date of the amended act. You will generally receive your residence

card at the time of the permission for an extension of the period of stay or other permission after the implementation of the new system.
