OFFICE ORDER
In pursuance to the Office Order no A W -Pen-I-02/2009-13377 dated 21.06.2018 of OPTCL
(Annexure-f) and approval of the Competent Authority, Management of NESCO Utility has been
pleased to approve Revision of Pension 1 Family Pension of Pre-20 16 Pensioners and post 2016 Pensioner
1 Family Pensioners by adopting the principles for revision of Pension 1 Family Pension, Gratuity and
Commuted Value of Pension provided in Finance Department Office Memorandum 0 28300 dated
23.09.2017, Government of Odisha (Annexure-H) subject to revision of Scales of Pay of Executives and
revision of Wages of Non Executive Employees ofNESCO Utility.
The Wages of the on Executive employees of NESCO Utility have been revised and notified.vide 0/0 no. 9947 dated 24.08.2018. The revision of Pension / Family Pension shall be mutatis
mutandis the principles adopted by the State Government in the above Office Memorandum.
However, the on-Executive employees who have retired within 01.04.2015 to 31.12.2015 shall be
gUilkd by the provisions stipulated for the Post 2016 Pensioners / Family Pensioners.
The Principles for revision of pension / farni Iy pension of Pre 2016 and Post 2016 Pensioners /
Family Pensioners are as follows;
I. (a) Pre-2016 Pensioners & Family Pensioners: .In order to arrive at consolidated Pension / Family Pension as on 31.12.2015 for revision of
pension / family pension w.e.f. 01.01.2016, the following steps shall be followed.
(i) Pre-2006 Pensioners 1 Family Pensioners: The pre-2006 pensioners and the post 2006
pensioners who had retired during the period from 01.01.2006 to 30.11.2008 having
completed 25 years or more years of qualifying service shall be eligible for full pension.
The pension shall be further stepped up notionally to the amount corresponding to the

pre-rcviscd scale shown in (01-8 of the Concordance Table (Annexure-Ill) w.e.f.
01.01.2006 in case of Pre-2006 pensioners who have completed 25 ears of qualifying
service. This shall be given notionally w.e.f. 01.01.2006 and actual financial benefit shall
be drawn from 01.0 1.2016 after fixation of pension in the revised rate. However. pension
shall be fixed on pro-rata basis where qualifying ervice is 10 year or more but le than
25 years.
(ii) The Family pension of all pre-2006 pensioners shall further be tepped up to th amount
shown in Col-09 of the Concordance table a corresponding to pre-re i ed pay al - I -
held by the pensioner. This shall al 0 be given notionally w.e.f. 01.01._006 and • I
financial benefit shall be paid from 01.01.2016 after fixation of pen ion in h r
(iii) The Pension / Family Pension In the above ea hall be arrived n i

(iv) The Basic Pension / Family Pen ion a on 01.01.201.6 hall be revi ed by multiplying
a factor of 2.57. The amount of revised Pension / Family Pension shall be rounded off to
next higher rupee. For this purpose the existing Pension / Family Pension shall be the
basic pen ion / family pension only without the element of additional pension a ailable to
the pensioners / farni Iy pensioners of the age of 80 year and abo e.
(v) In no case the revised full pension of all Pre-Zf 16 pensioner relatable to maximum
period of qualifying service i.e. 25 year hall be le than the -0% of th 11 h
replacement level in Pay Matrix shown in nnexu re-Iv w.e.f 01.01._016.
(vi) The revised Family Pension of all Pre-20 16 Family Pen ioner hall not be I than "'0%

(vii) In no case, full pension or proportionately reduced pension or the family pen Ion hall be
less than Rs. 8,300/- per month.
(b) Post-2016 Pensioners & Family Pensione,"s :
(i) The Consolidated Pension of the Post-20 16 pensroncrs shall be 50% of the last pay
arrived on the date of retirement as Full pension where qualifying service is 25 years or
more. However, the pension shall be determined on Pro-rate basis where qualifying
service is 10 years or more but less than 25 years.

(ii) The Consolidated family pension of the family pensioner shall be 30% of the last pay
arrived on the date of retirement of the pensioner or the last pay arrived on the date of
death of the employee as the case may be.
(iii) For this purpose the existing Pension / Family Pension will be the basic pension / Family
Pension only without the element of additional pension available to the pensioners /
family pensioners of the age of80 years and above.
Age of Pensioners / Family Pensioners Additional quantum of Pension I FamilyPension

From 85 years to les than 90 years 30% or revised basic pension / Family Pension
From 90 years to less than 95 years 40% or revised basic pension / Family Pension
From 95 years to less than 100 years 50% or revised basic pension / Family Pension
100 years or more 100% or revised basic pension / FamilyPension..
(iv) Since the consolidated pension is inclusive of commuted portion of pension, if any, the
commuted portion will be deducted from the said amount while making monthly
disbursements.
(v) The minimum pension / Family Pension with effect from 01.01.2016 will be Rs. 8,300/-
per month (excluding the element of additional pension / family pension given to old
pensioners / family pensioners). The maximum pension / family pension will be 50%
and 30% respectively of the highest pay in the Pay Matrix.
(vi) The quantum of additional pension I Family Pension available to the Pensioners I Family
Pensioners for both pre-20 16 and post-20 16 shall be as follows;
(vii) The revrsion of pension shall be made as per the last pay arrived 111 the level of Pay
Matrix by the employee at the time of retirement. Up-gradation of post in subsequent
years wiU have no effect.
2. GRATUITY(i) Retirement I Death Gratuity :- The maximum limit of Retirement Gratuity and Death
Gratuity (DCRG) shall be Rs. 15.00 (Rupees Fifteen Lakhs) only w.e.f. 01.01.2016.
Dearness Allowance admissible from time to time with pay will be taken into account
while computing the amount of Gratuity w.e.f. 01.01.2016
The maximum limit of Retirement Gratuity and Death Gratuity (DCRG) for the
on Executive Employees retired I expired within 01.04.2015 and 31.12.2015 shall
remain as Rs. 7.5 Lakhs and no DA shall be taken into account for such calculation as per
previous Rules.

3. COMMUTATION OF PENSION:
The Commuted Value of pension will be 40% of the basic pension restorable after 15
years as per the amended provision of OCS(Commutation of Pension) Rules, 1992. This will be
applicable w.e.f. 01.01.2016.
4. QUALIFYI G SERVICE
The qualifying service for full pension is 25 year. Pen Ion hall how ver

5. DEARNESS RELIEF / Tl

No T.!. shall be admissible to the Non Executive employees who have retired / expired
within 01.04.2015 to 31.12.2015 after revision of pension / Fami ly Pension.
Further, the Dearness Relief / TI already drawn in pre-revised pension / Family Pension
from 01.01.2016 till the effective date of issue of this Order shall be adjusted while drawing the
pension / family pension in revised rate and Dearness relief(T.!.) granted thereof.
The Pre-20 16 Pensioners / Family Pensioners desirous of revision of Pension / Family
Pension shall submit an application to the Concerned Unit Head / DDO (Where life Certificate is
being given) for revision of pension / family pension in a prescribed form as at Annexure-V.
6. APPLlCA TION FOR PENSION REVISION
Where in course of fixation of Pension / Family Pension, any amount drawn or received
as Basic Pension / Basic Family Pension by the Pensioner or Family Pensioner under any
circumstances is found to be in excess of the amount payable to him / her under this Office
Order, amount so drawn or received shall be recoverable from such Pensioner or Family
Pensioner from his pension for which he / she shall submit an Undertaking along with the.application to the pension Disbursing Authority as specified in the same prescribed form.
The fact ofauthorization ofthe revised rate of Pension / Family Pension shall be recorded
in both halves of Pension Payment Order (PPO) under the dated signature of the Concerned DDO
/ Unit Head.
The Unit Head (s) Concerned (where the Life Certificate is being received) are hereby
authorized to revise the Pension / Family Pension at the consolidated rate as noted at point I(iv)
and intimate the same to Sr.G.M.(Finance), / DGM(Finance) Funds in the prescribed format at•Annexure-V for necessary correction in the PPO Register maintained in Head Office. However,
the revision of pension as pCI' concordance table and pay matrix (as noted at point I(i),(ii) and
I (v» shall be done at the level 0" Funds Pension Branch under DGM(Finance) Funds, HQ Office,
NESCO Utility, Balasore.
