C. Additional Considerations 1. Does the property meet the definition of open space?

Yes, minimum eligibility requirements of applications converting from the Assessor’s Farm and Agriculture Open Space program ensure that only properties meeting the open space classifications definitions could be classified as open space under the Board of County Commissioners Open Space program. As per RCW 84.34.020(8)(a) and the Open Space program rules and definitions:

Farm and Agricultural Conservation Land (FACL) is “Land that was previously classified as "farm and agricultural land", but no longer meets the criteria for continued classification, and for which the owner(s) has applied for reclassification as Farm and Agriculture Conservation Land after receiving notification by the County Assessor that the land will be removed from agriculture classification for that reason. 2. Any other factors relevant to the application in weighing the benefits to the public?

Protecting this property from further development will prevent further potential storm water runoff from impervious surfaces and preserve the land for agricultural use into the future. The management of the property as open space is consistent with other properties in the area. The continued classification of this land as open space and the subsequent tax relief to the landowner is also consistent with the county’s strategic initiative number 7; to balance development with the preservation of the County’s rural character, natural areas, and open spaces.

D. Recommendation Staff recommends approval of classification of 5 acres owned by Burdell Deguise as open-space land for current use assessment.
