1. Approval of Agenda
SC001-2018 That the agenda for the Brampton School Traffic Safety Council of January 11, 2018 be approved, as printed and circulated.

The minutes were considered by Committee of Council on January 17, 2018 and the recommendations were approved by Council on January 24, 2018. The minutes were provided for Committee’s information.
4. Delegations/Presentations - nil 5. Program - Peel Safe and Active Routes to School Committee (PSARTS)
Violet Skirten, Crossing Guard Supervisor, advised that a meeting of Peel Safe and Active Routes to School Committee that was scheduled for December 2017 was cancelled.
6. School Travel Planning Program/Sub-Committee/Ad Hoc Committee
Participation School Travel Planning Program Violet Skirten, Crossing Guard Supervisor, reported that walkabouts will be scheduled in the next few weeks with schools that have expressed interest in the programs.

7. Program - Peel Regional Police - Safety Committee
Violet Skirten, Crossing Guard Supervisor, advised that the Safety Committee has not met since the representatives for the school boards were appointed as Chair. Members commented that the Safety Committee may wish to reconsider and reinstate the Peel Regional Police Services as Chair.
8. Correspondence 8.1. Correspondence from Kathryn Bray, Vice Principal re: Request to Review
Park and Ride/Traffic Congestion/Parking Issues at School Street/Property - Shaw Public School, 10 Father Tobin Road - Ward 10
Violet Skirten, Crossing Guard Supervisor advised that a site inspection was conducted for the school approximately two years ago. Based on the recommendations at that time a crossing guard was positioned at Mountainash Road and Father Tobin Road. The school staff is now concerned about traffic congestion on school property and the safety of students using the Kiss and Ride zone. Ms. Skirten suggested that a site inspection be undertaken to determine other safety measures. Committee reviewed the site inspection request and considered the comments provided by staff. The following motion was considered:

Traffic Congestion/Safety Concerns/ Crossing Guard at School Street - Fairlawn Public School, 40 Fairlawn Boulevard - Ward 10
Violet Skirten, Crossing Guard Supervisor advised that a site inspection was conducted for the school in March of 2017. Crossing guards were positioned at each major intersection in the vicinity of the school, but none at the front of

the school. Parents and school staff are now concerned about traffic congestion on school property and the safety of students using the cross walk to the main entrance of the school. They have requested a crossing guard at the front of the school. Ms. Skirten suggested that a site inspection be undertaken.
Committee reviewed the site inspection request and considered the comments provided by staff.
The following motion was considered:
SC003-2018 1. That the correspondence from Tony Kandola, Brampton
Resident, to the Brampton School Traffic Safety Council meeting of January 11, 2018, re: Request to Review Traffic Congestion/Safety Concerns/Crossing Guard on School Street - Fairlawn Public School, 40 Fairlawn Boulevard - Ward 10 be received; and,
2. That a site inspection be undertaken.
Carried 9. New School Openings
Trustee Anna da Silva, Dufferin-Peel Catholic District School Board, reported that two new Catholic elementary schools are scheduled to be opened later this year, one in the month of September at 40 Fallowfield Road. Dave Marcotte, Maintenance Services, Peel District School Board, reported that Whaley’s Corners elementary school is scheduled to be opened in March 2018.

11. Brampton School Traffic Safety Council Promotional Activities
Violet Skirten, Crossing Guard Supervisor advised that the crossing guard campaign has been completed. Safety education around schools is the next project anticipated later this year.

12.1. Email correspondence from Dhanwant Singh Kainth, Member, re: Resignation from Brampton School Traffic Safety Council
Committee was advised by Clerk’s Office staff that Dhanwant Singh Kainth, Member, has submitted his resignation from the Committee due to changes in his work schedule. Members acknowledged Mr. Kainth for the period of time he volunteered with the Committee. The following motion was considered:
SC004-2018 1. That the verbal advisory from the Clerk’s Office, to the
Brampton School Traffic Safety Council, re: Resignation from Brampton School Traffic Safety Council be received; and,
2. That Mr. Kainth be thanked for his participation as a volunteer
with the Brampton School Traffic Safety Council; and, 3. That the City Clerk be requested to fill the resulting vacancy
for the term ending November 30, 2018, in accordance with the Citizen Appointment Process.
Carried 12.2. Report from Mike Mulick, Project Supervisor, Service Standards, Enforcement
and By-law Services, re: School Patrol Statistics – Period ending December 29, 2017
Mike Mulick, Project Supervisor, Service Standards, Enforcement and By-law Services, provided an overview of the subject report. He noted that school attendances and tickets issued for December were lower compared to other months because of the holidays and snowfall. Enforcement officers were busy responding to hundreds of calls related to snowfall and this reduced attendances at schools.
The following motion was considered:

12.3. Discussion, re: School Board Representation at Committee
Trustee Anna da Silva, Dufferin-Peel Catholic School Board, advised that she has been unable to regularly represent the Board at meetings due to other commitments. She noted that the Board is aware of the situation and indicated that the Board would consider assigning a member of staff to attend the Committee meetings. The Clerk’s Office staff advised that the Terms of Reference for the Committee states that the composition of the membership include a Trustee from each Board to represent the Board at meetings. In order for a Board staff to replace the Trustee, an amendment to the Terms of Reference would be required. There was consensus by Committee that attendance by the representative of the Dufferin-Peel Catholic School Board was unsatisfactory. Committee noted that the Trustee for the Peel District School Board was not in attendance at the meeting and the matter should be deferred to a future meeting when both Trustees are available. The following motion was considered:
SC006-2018 That the discussion, re: School Board Representation at
Committee to the Brampton School Traffic Safety Council meeting of January 11, 2018 be deferred to a future meeting.
Carried 13. Site Inspection Report(s) 13.1. St. Andre Bessette Catholic School, 125 Riverstone Drive - Ward 8
Monday, December 11, 2017 – 7:45 a.m. and 2:45 p.m. Parking Issues and Traffic Congestion Committee reviewed the observations and recommendations in the site inspection report and considered the following motion:
SC007-2018 1. That the site inspection report to the Brampton School Traffic
Safety Council meeting of January 11, 2018, re: St. Andre Bessette Catholic School, 125 Riverstone Drive - Ward 8 be received; and,

2. That the Manager of Enforcement and By-law Services be
requested to enforce parking restrictions along Riverside Drive, Ballyshire Drive and Lindyfalls Drive during arrival and dismissal times at the school; and,
3. That the Crossing Guard Supervisor provide educational
information to the school principal on pedestrian safety in and around schools for distribution to the school community; and,
4. That the Senior Manager of Traffic Services arrange for the
implementation of “No U-Turn” signage on Riverstone Drive in the vicinity of the school; and,
5. That Peel Regional Police be requested to monitor and enforce
“No U-Turns” restrictions in the vicinity of the school; and, 6. That the Principal continue to encourage parents and
students to cross Riverstone Drive using the crossing guards that are positioned at the school location.
Carried 13.2. St. Marguerite D'Youville Secondary School, 10815 Dixie Road - Ward 9
Tuesday, December 12, 2017 – 7:45 a.m. and 2:10 p.m. Traffic Congestion and Parking Issues
Committee reviewed the observations and recommendations in the site inspection report. It was noted that the reference to Peel District School Board in Clause #2 of the recommendation should be amended to reflect Dufferin-Peel Catholic District School Board. The following motion was considered:
SC008-2018 1. That the site inspection report to the Brampton School
Traffic Safety Council meeting of January 11, 2018, re: St. Marguerite D'Youville Secondary School, 10815
Dixie Road - Ward 9 be received; and,
2. That the Manager of Enforcement and By-law Services be requested to enforce traffic regulations more so in the afternoon for right turns from Dixie Road to the school property; and,

3. That the Dufferin-Peel Catholic District School board review the possibility of widening the northerly entrance /exit to the school property from Father Tobin Road to ease the traffic flow of vehicles exiting the school property; and,
4. That the Principal encourage the parents to use the parking lots on the south side of the school to pick up or drop off students.

Thursday, December 14, 2017 – 8:20 a.m. and 3:05 p.m. Traffic Congestion/Crossing Guard
Committee reviewed the observations and recommendations in the site inspection report and considered the following motion:
SC009-2018 1. That the site inspection report to the Brampton School Traffic Safety Council meeting of January 11, 2018, re: Northwood Public School, 70 Gretna Drive – Ward 5 be received; and,
2. That it is the position of the Brampton School Traffic Safety
Council that a crossing guard is not warranted at the intersection of Gretna Drive and Kimbark Drive, as no conflicts were observed between pedestrians and vehicles; and,
5. That the Manager of Enforcement and By-law Services be
requested to enforce parking restrictions in the vicinity of the school during the morning and afternoon periods; and,
6. That the Senior Manager of Traffic Services arrange for a
Stop Sign Compliance Study for the intersection of Gretna Drive and Kimbark Drive; and,
7. That Peel Regional Police monitor the intersection of Gretna
Drive and Kimbark Drive to ensure compliance with the Stop Signs; and,
8. That the Crossing Guard Supervisor provide educational
information to the School Principal regarding safety in and around the school for distribution to the school community.

St. Angela Merici Catholic School, 83 Edenbrook Hill Drive – Ward 6 Safety Concerns – Meet at Intersection of Edenbrook Hill Drive and Duffield Drive Tuesday, December 19, 2017 – 8:00 a.m. and 3:00 p.m. Committee reviewed the observations and recommendations in the site inspection report and considered the following motion:
SC010-2018 1. That the site inspection report to the Brampton School Traffic
Safety Council meeting of January 11, 2018, St. Angela Merici Catholic School, 83 Edenbrook Hill Drive – Ward 6 be received, and,
2. That the Principal be requested to remind all students living
on the west side of Edenbrook Hill Drive to walk to the crossing guard at Edenbrook Hill Drive and Packham Road to cross Edenbrook Hill Drive safely to get to school; and
3. That the Senior Manager of Traffic Services arrange for:
the enhanced pavement markings on Duffield Road to be refreshed
a Stop Sign Compliance study to be conducted for the intersection of Edenbrook Hill Drive and Duffield Road; and,
4. That the Manager of Student Transportation of Peel Region
arrange for the school bus pick-up location on Duffield Road to be moved further west and away from the intersection of Edenbrook Hill Drive and Duffield Road; and,
5. That it is the position of the Brampton School Traffic Safety
Council that a crossing guard is not warranted at the intersection of Duffield Road and Edenbrook Hill Drive.

Thank you for the follow-up.
Please find attached the completed form regarding further review for a traffic guard beyond the
current extended time of 8:45am in order to accommodate the students attending McCrimmon
School, commence time 9:05am. Please consider at the forefront safety should be our number
one priority when it comes to our children.
Further note, I have also reached out to the non emergency number with Peel Regional Police as
provided, for an officer to be onsite for further observation. As of today’s date I have not
received any feedback.
Please keep me abreast of any changes or updates. I appreciate your attention to this matter.

January 23, 2018 Dear Sirs, My name is Ernestina Treminio, student from your Jefferson Public School, with address Brampton, ON I am writing to you, the Peel District School Board and the City of Brampton, to bring to your attention my concern regarding the very busy intersection of Jefferson and Juniper. along with other students inevitably cross this intersection to be able to reach the school, but there is no one assisting the children who are crossing the street in the morning hours of before school (8:845am to 9:00am and afternoon hours of 3:20pm. Everyone seems to be in a rush, car owners and pedestrians alike, and there is a very big probability of a child getting hit or someone getting into an accident. In other places, school children are given priority to cross the streets leading to the schools and oftentimes, these volunteers cross the street with them. Shall greatly appreciate it if you could please advise on how I could proceed to reiterate my concern, guide me as to whom to contact, and assist me with whom I need to liaise with so my concern gets addressed. Observations: 1. Shaw Public School is located at the northwest corner of Father Tobin Road and
Mountainash Road. The school has a student population of 650 from Junior Kindergarten to Grade 5. The school is serviced by two special needs buses.
2. Speed limit signage of 40 km/hr and “Fluorescent Green School Area” signs are posted on
Father Tobin Road in the vicinity of the school. There is also an “Advance School Crossing” sign for eastbound traffic.
3. The speed limit on Mountainash Road is 50 km/hr. “Advance School Crossing” signs are
located on the north and south sides of Father Tobin Road.
4. The intersection of Father Tobin Road and Mountainash Road is a 3-Way Stop controlled
by a Crossing Guard. “No Parking” corner restrictions are posted on all legs of the intersection.
5. The school parking lot is located on the west side of the school and the entry/exit is on Father
Tobin Road. The one-way 2-lane roadway encircles the staff and visitor parking lot. Entry to the parking lot is a quick left turn as you enter onto school property from Father Tobin Road. The main roadway leads to the Kiss and Ride and bus loading/unloading areas. Pavement markings are very clear indicating the Kiss and Ride drop off, bus loading/unloading areas and the drive-thru lanes. A sidewalk leads to the school from the Kiss and Ride and bus loading/unloading areas.

6. A designated cross walk for students/parents, highlighted with enhanced pavement markings, north of the entrance to the parking lot, leads to the main entrance of the school. A staff member, wearing a fluorescent vest and holding a stop sign, controlled the traffic to allow for a safe crossing.
7. Two other staff members wearing fluorescent vests assisted students to cross safely from
the Kiss and Ride drop off to the school entrance.
8. In the morning and afternoon, for the most part, the Kiss and Ride ran smoothly. During the
morning, two parents parked vehicles in the drop off lane to walk their children to school, while some parents parked in the drive-through lanes and blocked others. A little congestion occurred but staff directed the cars to keep moving. Many parking spots were available at both inspection times`.
9. In the afternoon, cars were parked on the north and south side of Father Tobin Road from
Mountainash Road to the end of school property. Vehicles were unable to move. Cars also parked close to the entrance and exits of the school partially blocking vehicles from entering or exiting the school property safely. A few parents J-walked with their children across to the south side of Father Tobin Road to enter their vehicles or homes on the south.
10. At both the morning and afternoon inspections, some drivers failed to comply with the
parking restrictions at the intersection of Mountain Ash Road and Father Tobin Road. This impeded the duties of the crossing guard.
11. Vehicles made U-turns on both Mountainash Road and Father Tobin Road in the vicinity of
the school adding to the traffic congestion around the school.
Recommendations: 1. That the site inspection report be received; and,
2. That the Principal be requested to:
Invite Enforcement and By-law Services, to enforce parking violations on school property;
Utilize the school newsletter and other school safety mediums, to educate students and parents/guardians on safety matters, such as:
- proper use of the Kiss and Ride - students should sit on the passenger side of the vehicles to safely exit
Encourage and direct parents who live on the south side of Father Tobin Road to use the crossing guard at the intersection of Father Tobin Road and Mountain Ash Road to cross the street; and,
3. That the Senior Manager of Traffic Services be requested to:
Install “No Stopping” corner restrictions on the north side of Father Tobin Road, and on the east and west side of the Kiss and Ride entrance/exit
Install “No Parking, 8-5, Mon-Fri” restrictions on the south side of Father Tobin Road from Mountainash Road to the end of the school property
Install “No U-Turns” signs on Father Tobin Road and Mountainash Road

Observations:
1. The school has 847 students and is located on the south side of Fairlawn Boulevard. It is serviced by six large school buses and one small bus.
2. Three Crossing Guards are in place for this school at these locations:
Humberwest Parkway and Daisyfield Boulevard/Fairlawn Boulevard
Fairlawn Boulevard and Ricardo Road
Humberwest Pkwy and Crystalhill Drive/ Ricardo Road
3. “Fluorescent Green School Area” signs and speed limit of 40 km/hr signs are posted on Fairlawn Boulevard in the vicinity of the school.
4. Parking restrictions indicating "No Stopping" anytime are located on the east side of Fairlawn Boulevard for length of the school property. On the west side of Fairlawn Boulevard, signage indicating “No Parking” are posted on both sides of the entrance/exit of bus loading area and the entrance /exit to the parking lot and Kiss and Ride area. "No U-Turn" signs are posted on Fairlawn Boulevard in the vicinity of the school.
5. A one-way, two-lane entrance located at the property’s westerly side leads to the bus loading zone. Clear pavement markings indicate the Bus Drop Zone, and Drive Through Lanes. The Fire Route zone is identified by signage.

6. The 'Kiss and Ride' program is operated in a separate parking lot adjacent to the south side of the main entrance and bus drop off area. The "Kiss and Ride" area is not identified at its entrance but clear pavement markings indicate there is a Kiss and Ride.
7. The Kiss and Ride operation ran relatively smoothly for both the morning and afternoon inspections, however, the two morning staff were not wearing safety vests.
8. The Kiss and Ride was underutilized at both morning and afternoon inspections. Students were being dropped off or picked up on either the east or west side of Fairlawn Boulevard. Several vehicles were in violation of the parking restrictions, some also making U-Turns. Many vehicles parked on both sides of Vanwood Crescent at the northern entrance.
9. Forty-seven students crossed Fairlawn Boulevard from the northern entrance of Vanwood
Crescent in the morning. Approximately 20 students entered or exited parked vehicles in the afternoon. Several students were accompanied by parents/guardians. Parents walked children across Fairlawn Boulevard, midblock into the pathway of buses/cars and traffic on Fairlawn Boulevard when exiting school property, instead of crossing with the assistance of crossing guard.
10. Vehicular traffic was moderate at both inspections.
Recommendations:
1. That the site inspection report be received; and,
2. That the Manager of Enforcement and By-Law Services be requested to monitor and enforce parking restrictions on Fairlawn Boulevard during school arrival and dismissal times; and,
3. That the Senior Manager of Traffic Services arrange for “No Parking, Mon-Fri,8-5” parking restrictions to be added to the north and south side of Vanwood Crescent, at the northerly entrance from Fairlawn Boulevard to Bengel Road; and,
4. That Peel Regional Police be requested to enforce the “No U-Turn” driving restrictions on Fairlawn Boulevard; and,
5. That the Principal be requested to:
Direct parents/students to use the crossing guard at Ricardo Road and Fairlawn Boulevard
Send educational reminders to parents and students about safe street crossing using intersections with crossing guards and proper use of Kiss and Ride
Advise all staff who assist in the Kiss and Ride area to wear safety vests at all times
Install signage that identifies the beginning of the Kiss and Ride area; and,
6. That it is the position of the Brampton School Traffic Safety Council that a crossing guard is not warranted at this time.
