About The Seminar With the advent and advancement in technology, interaction of law and technology has
become much more crucial than ever before. Technology has now become an indispensable
facet everywhere. Impact of technology on nearly every aspect of society has led to intense
interconnection of platforms, systems and applications or in other terms hyper-connectivity,
leading to new threats and vulnerabilities. Increasing integration of technology in daily life is
slowly erasing boundaries of private and public life of an individual. Penetration of
technology-oriented devices, in every field has posed serious challenges to the law makers
across the globe. Multiple legal issues have emerged post introduction of technology, internet
and digitisation.
In the internet era, data, information and communication have spanned multi-fold
dimensions, through various social-networking fora. Opening up of the virtual world for
expressing ideas, opinions and criticism has become easier and far-reaching. Data and
identity theft, wrongful appropriation of data, unlawful data mining, cyber-squatting,
morphing, invasion of privacy, security concerns etc. are matters of concern and despite
efforts already in progress, the regulatory regime on the same needs to be fortified. The
gradual shift from paper-based administration to e-governance, by providing for electronic
submission of applications, provision of single window clearance systems, etc. have paved an
unparalleled mechanism for the implementation of principles of free and fair trade as agreed
in multilateral trade agreements such as the World Trade Organisation. The use of electronic
data and documents, as evidentiary value has increased transparency and accountability,
addressing the generally opaque administration and governance.
Businesses stand to gain with alterations in algorithms, resulting in reduced power of
bargaining and directly affecting the decision-making process of consumers. Malwares,
Trojans and Ransom wares are few examples of attacks on internet ecosystem which has
posed threats to internet based economy. Public Procurement and Tendering Laws have
undergone a change and have paved way for e-tendering process and selection of e-bids.
Smart-Contracts are the future of businesses. Unlike the traditional form of contracting the
block chain mechanism possesses is the trait of being immutable as opposed to written forms
of contracts the origin of which may be tampered with. Block chains can create a trail-path of
the entire documentation process. It greatly facilitates transactions such as real-estate deals
by insuring greater and faster identification of the movement of title and possession of the
incumbent property. Further the existent Peer to Peer (P2P) network and its inherent
Distributed Ledger Technology allows for cached copies of the transaction to be stored and is
accessible across the connected P2P Networks.
While use of technology has become prominent and rampant in all areas of work and
regulation, its usage in the Criminal Justice System has been held to be in violation of the
Right to Privacy. Certain tests such as those of Narco-Analysis have been held to be against
the tenet of the criminal justice system, viz. the Right against self-incrimination. Technology
has become all pervasive, impacting legal research and advisory services. Techno-legal
inventions such as LISA, ROSS have reduced the roles of lawyers in the negotiation process,

with leading law firms engaging in subscription services of these advancements.
Furthermore, use of technology in medical cases, raises several legal and ethical questions as
to the risks and threats that technology may pose.. Operations conducted by the use of
Robotics and Artificial Intelligence through surgical assistants in minimally invasive
procedures and the use of augmented reality have increased the need for broader regulatory
regimes in medico-legal activities. Technology has changed the way businesses are run.
Robotics and automation are slowly replacing manual labour. Data science, on the other hand
is opening up new avenues for employment. Virtual currencies and crypto-currencies are
trying to pierce its way into the strong physical currency market. But inadequate regulatory
measures have raised issues of security, stability and reliability. Unmanned Cars and
aircrafts, that were once, a work of sci-fi, have become a reality, but legal regulations
prescribing rule for the management of technology-induced air-traffic, licensing regime, and
governance that failed to keep up pace with the technological advancements..
Pinning of liability in matters related to technology, are tested on the threshold of diligence,
as against commission or omission that determines conviction or acquittal in other criminal
actions generally. The setting up of standards of diligence are open to challenge as they are
generally subjective in nature, paving way to suspicion on its dubious character, at the time
of enforcement and application.
Utility of artificial intelligence and liabilities arising thereof has been a major point of debate
and controversy. Some serious deliberations have taken place about the way in which
research and innovations have progressed in this area. This
International Conference on Law and Technology aims
to dissect the intersection between technology and its
impact on law and the legal regulation of
technology under several broad themes.
In the fourth industrialised era, where barriers exist
to geography, trade and commerce; technology has
pervaded across all spheres thereby, making it
imperative for us to study its interface on Law,
entrepreneurship, innovation and the global
regulatory regimes. This Seminar seeks to unite
vibrant minds and thoughts across the globe,
culminating their combined efforts in the form of a
research publication that will serve as a guide to various
stakeholders.
This three day seminar, is also witnessing the collaboration of the Software Technology
Parks of India (STPI), as knowledge partners with CEERA-NLSIU. Their involvement in this
era of discussing law and technology only adds on the many fruitful experiences of them
sharing the niche challenges and issues as arise in the I.T industry, it will make the process of
understanding the practical challenges much easier.

Submissions - Details and Guidelines:
Abstracts of not more than 500 words, of original research papers on the above-
mentioned themes are invited. Abstract must be submitted as Word documents, with a
covering letter containing the name and designation of the author(s) shall be
submitted for pre-scrutiny and confirmation
There can be a maximum of two authors for each abstract/paper.
All Abstracts to be sent via e-mail to Mr Rohith Kamath at [email protected]
on or before date June 15, 2020
Authors of shortlisted abstracts shall be required to register on or before June 30,
2020
The full-length research papers in case of short articles should be 3500 – 5000 words
(exclusive of foot notes), and not more than 8000 words (exclusive of foot notes) in
case of long articles.
Potential contributors are required to adhere to a uniform style of citation (20th
edition
of The Bluebook is recommended).
Selected papers shall be compiled and published.

About NLSIU
The National Law School of India University, the Nation’s premier law
university, came into existence through a Notification under the National Law
School of India University Act (Karnataka Act 22 of 1986). It signified the
culmination of efforts by the Judiciary, the Bar Council of India, the Karnataka
Bar Council, the Bangalore University and the Government of Karnataka to
reform legal education and to establish a centre of excellence for legal
education and research in India. The Law School has undertaken many research projects
funded by the UGC, the Government of India, the Government of Karnataka, the Department
of Women and Child Development, UN agencies, the World Bank, HIVOS, Department of
Justice etc.
The Projects have served to strengthen research and teaching at the Law School. The
National Law School of India University since its inception has taken proactive steps in
organizing conferences, seminars, workshops, refresher courses and certificate courses to
update academicians, law teachers, students, industry personnel in different subject areas.
About CEERA
Centre for Environmental Law Education, Research and Advocacy (CEERA),
established in 1997 is a benefactor of the Ministry of Environment and Forest
(MoEF), Government of Karnataka, the Bar and the Bench in India and
abroad. Building an environmental law database, effectively networking
among all stakeholders, building up an environmental law community and
policy research in the area of environment are CEERA’s main objectives. To
achieve the aforesaid, CEERA has incessantly and successfully been able to build functional
and professional linkages with government agencies and non-governmental organisations in
India, the South Asian Region and at International levels. Apart from handling and furthering
India’s environmental conservation work involving policy analysis, campaigning, community
capacity building and strategic level intervention on critical environmental issues, CEERA
serves as a rich resource centre for environmental law teaching and research for both the
bachelors and masters courses at NLSIU.
One of the first in India, to successfully be granted a World Bank project and thereafter being
a steady choice for the Ministry of Environment Forest and Climate Change, CEERA has
been entrusted with some of the most fundamental training of important Forest Officers,
Revenue Officers, Officers of the Central Pollution Control Board and also of the
Government of Karnataka, the Centre has been approached steadily for carrying out effective
research and conduct effective training programmes. CEERA is proud to have been
consistently associated with and has become a preferred resource centre for carrying out
research and training programmes in the most effective and constructive manner. CEERA
also organises, annually, a UGC recognized, One-week Law Teacher’s Refresher Course for
the past few years.

CEERA has imparted training on Contracts & Energy Sector for various organisations
including the Mitsubishi Power Corporation, Bengaluru; Reliance Energy Management
Institute, Mumbai; Gujarat Energy Training & Research Institute; Administrative Training
Institute, Mysore; National Academy of Direct Taxes, Delhi; Vizag Steel; Central Silk Board;
National Productivity Council; GIPARD, Goa and Fiscal Policy Institute, Bengaluru and has
under the leadership of Prof. Dr. Sairam Bhat, published a book on Privatisation and
Globalisation- Changing Legal Paradigms in 2016 which encompasses a comprehensive
analysis on various regulatory matters and contractual issues, including rule of law and other
intrinsic aspects of liberalisation and privatisation in the globalised era. The Book comprises
of selected papers from the Three-Day International Conference
on Liberalisation and Globalisation: Changing Legal Paradigm
held at NLSIU between July 14-16, 2016 at NLSIU, where we had
Speakers from various International Institutions and Universities,
including Prof. Dodo Thampapillai, NUS Singapore; Prof. A.
Govindjee, and Prof. JA Van Der Walt, Nelson Mandela
Metropolitan University; Prof .Sam Halabi, University of Tulsa;
Mr. Manas Choudhri, Advocate Partner, Khaithan & Co.; Prof.
Harris Freeman from Western New England University; and Prof.
Dilan Thimpapillai, ANU College of Law, amongst several other
distinguished members and students fraternity.
CEERA has also made several publications in the area of environmental law, the law and
public policy along with Newsletters, CEERA March of the Environmental Law, NLSIU’s
first e-Journal – Journal on Environmental Law, Policy and Development and manages two
websites viz., www.nlsenlaw.org, wherein the law and policy on Environment is regularly
updated, and www.Nlsabs.com, a dedicated portal wherein the law and policy on Access to
Benefit Sharing is updated periodically. All our publications are duly updated on our online
portal www.nlspub.ac.in, which is open for subscription to all readers.

Registration Fees may be paid by NEFT/RTGS/IMPS/Demand Draft in favour of
DIRECTOR NLSIU SCHEMES AND PROJECTS, payable at Bengaluru along with the
duly filled Registration Form attached. Upon remittance of Course Fees, the participant(s)
shall send the Transaction Details along with a duly filled Registration Form to MS. Susheela
Course fee covers the following: Admission to all sessions, reading material, Tea/Coffee
and lunch. Breakfast and Dinner shall be provided only to Residential Participants.
Boarding/Lodging/Accommodation:
Participants based from India shall make their own arrangements for
boarding/lodging/Accommodation, including travel arrangement and travel plan, at their own
cost on the days of the Programme. Participants based from India shall be provided Lunch,
Tea/Coffee during the scheduled break
Foreign Participants based out of India will be provided accommodation by the host
institution at their cost on campus at the International Training Centre, subject to availability
of rooms, on first-come, first-serve basis only. Foreign Participants are requested to plan their
travel, to arrive at the Kempegowda International Airport, Bengaluru, thereon to the
Venue at NLSIU, Bengaluru on their own cost, not prior to September 2, 2020 and depart
latest by September 6, 2020. The rooms at the NLSIU Training Centre are Air conditioned

CODE OF CONDUCT & INSTRUCTIONS
Participants shall adhere to the code of conduct and instructions at all times which are as
follows;
Liquor, Cigarettes or intoxicating substance in any form, are prohibited on the
University campus.
Attendance to all the sessions is mandatory for issue of certificate.
Participants, seeking accommodation at Venue are requested to refrain from
accompanying with their spouse or family to the venue.
The Organisers notify that any request for accommodation for Non-Participants will
not be entertained.
Any request for sightseeing/local shopping will not be encouraged.
