11. Summary of the finding of the thesis:

The thesis focused on problems of security, sa fety of data-information and

strategies of safe security for a local network in state offices; cryptographic

overview research; symmetric encryption method, DES data encryption

standard; asymmetric encryption and the born of RSA public key cryptography

system are enough to ensure privacy and confirmation for databases which

reflect all requirements of security so that they are used in many security

software of email system and management, operation, working.

The thesis researched the scientific basis of digital signature, maps of

digital signature to find two maps of potential one, public key infrastructure, the

methods of electronic signature attack and using of digital signature on security

and confirmation of sending/receiving an email and text transmiss ion in network

of state offices.

The thesis also presented overview, features and requirements of security

information, authenticated in sending/receiving an email and text transmission in

network of state offices currently; researched one of the methods of safety

protection on high safety database that is to use public key encryption, apply

digital signature on authentication information transmitted over Internet.

The thesis researched, installed PGP software application with the

mechanisms of export, import public key to manage users via providing

password using; file encryption, data encryption to hide information; using way

of digital signature to generate electronic authentication in transmitted

information over Internet. The registration way of pers onal digital certificate is

to use in electronic transactions and send folders in a local network of state

offices when confirming information, digital signature of sender/receiver.

12. Practical applicability:

To carry out regulations in state offices such as: Decree No. 26/2007/N-

CP dated 15 February 2007 implementation of the Law on electronic

transactions on digital signature and digital signature authentication services,

Circular No. 05/2010/TT-BNV dated 1 July 2010 to guide the providing,

managing and using digital signature authentication services specialized in

offices belong to political system, authors who registered to Government Cipher

Commission to issue certificates for 35 officers at Departments securityinformation need in operation. Department of Information and Communication is

the first unit in Thai Binh city tested the trial managing software system of

digital signature for Department s security, authentication information.

13. Further research directions:

In the following time, I will be continued to research, choose Offices in

Thai Binh city which need to carry out the security, safety information to work

with Government Cipher Commission to issue digital certificates for officers of

those offices so that using of digital signature will be satisfied requirements of

the security, safety, authentication of information in sending/receiving an email

and text transmission over Internet between state offices.

building of email system to increase operational efficiency of management state

offices in Thai Binh city - was done by my group (I am a leader) was

collected and has developed in Thai Binh city from year 2009 up to now.
