Bradley M. Burlingame

Brad was President & CEO of Visit West Hollywood, a position he held since 1997.

He is the former chair of the California Travel Association and past president of the

Destination Marketing Association of the West. He served on numerous boards both in and

out of the tourism industry and mentored countless young people throughout his career.

Brad was a great partner to the West Hollywood Chamber, long-time Board Member.

He was a beloved family member, friend and colleague. Brad was a lifelong Angels baseball fan.

He is survived by his wife, Diane, his daughters, Juliana and Lora.

015 was an important year for the West Hollywood Chamber of Commerce! Our comprehensive social media programs delivered in excess of 1.2 million impressions, and traffic to our Business Directory on our website translating to 20,000 referrals per day. Our unique (and really fun) networking events and new member breakfasts reached record levels of attendance allowing participants to make meaningful connections to grow their business. The legislative advocacy work of our Government Affairs Committee has proven that we have a meaningful voice that can impact legislation. Our Political Action Committee played a clear role in two municipal elections. Our new tiered membership structure has gained the recognition of Chambers across the Westside. Membership has grown exponentially by 20% as businesses throughout our community, and even into Los Angeles, having recognized the value that our Chamber provides. Through the visionary leadership of our CEO, Genevieve Morrill and a brilliant and dedicated staff we have become the Chamber to watch. But we continue to evolve. As we enter 2016 we double up on our commitment to make our Chamber the best possible partner and advocate for our business community. This year we will also focus on more fully engaging our residential community to insure that they fully understand the role that our businesses play in their daily lives and the benefits that responsible, creative development can bring to a community. Perceptions of “business” change when people become fully aware that they include their grocery store, their coffee house, their favorite breakfast spot and their gym. Even “big box” stores like Target or Best Buy play a vital role in our community providing convenience and value for our residents. Development breathes fresh life into our community, provides the additional housing we so desperately need and adds to our stock of affordable housing. Our business community and our residents share in a commitment to the core values that define West Hollywood and we can work together to move this vision into the future. Committees are a big part of the West Hollywood Chamber of Commerce’s programs and strategic planning. By actively participating in a committee, you can bring your talents to the table and help shape and plan Chamber programs and events. Committee participation is a great way for Members to network, promote their business and meet fellow Chamber Members. We encourage you to join a committee, learn more about them or simply attend a meeting to see what they are about. Committees typically meet once a month and offer various opportunities for Chamber Members.

GOVERNMENTAL AFFAIRS COMMITTEE The Governmental Affairs Committee (GAC), representing business in government, reviews various requests for project support and discusses other governmental issues affecting the business community. *Ideal for members interested in civic, government and local legislation*

MEMBER RELATIONS/AMBASSADOR COMMITTEE This committee works to retain and increase Membership by assessing and accommodating the needs of Members. The City of West Hollywood, through its Arts and Economic Development Division, supports a number of arts and culture initiatives. Through the Arts Grant program, WeHo Arts presents a monthly film screening with Outfest in the City’s Council Chambers on the first Wednesday of each month, and monthly kids concerts in the West Hollywood Library through SASSAS (the Society for the Activation of Social Space through Art and Sound) on the first Saturdays of each month. As a counterpoint to the City’s outdoor summer programming, WeHo Arts presents free Winter Sounds concerts through the beginning of March.

On Saturday, February 6, 2016, at 4 p.m., in the City of West Hollywood’s Council Chambers, 625 N. San Vicente Boulevard, songwriters Garretson and Gorodetsky will be joined by Brainchildren of Xenog in a concert which combines folk, pop, blues, and jazz harmonies to create songs that are haunting, as well as humorous. Their music explores the fragility of existence, whether it’s a song about a garden slug or a predatory scrub jay. This concert will recreate the sonic experience of a backyard in Los Angeles where skunks, possums, owls, hawks, and cats manage to thrive. They have previous-ly performed at the Getty Museum, UCLA, the Skirball Cultural Center, and MOCA. Commissions include music for Los Angeles Poverty Department’s “Utopia/Dystopia” at the REDCAT, and the Los Angeles Public Library’s stage celebration “My Moby Dick” at the Broad Theatre.

San Vicente Boulevard, Honey Whiskey Trio will explore harmony in folk, bluegrass, and any melody that catches the ear. Held during Women’s History Month, this all-female trio of storytellers in song will perform a capella, with body percussion, and accompanied by mandolin, guitar, banjo, washboard, dulcimer, and mouth trumpet. In 2013, Honey Whiskey Trio won the Harmony Sweepstakes National Competition, also winning Audience Favorite. They have gone on to headline the Los Angeles A Cappella Festival, the Women’s A Cappella Association’s SheSings Festival, and the South Eastern Minnesota A Cappella Festival.

In partnership with LA><ART, the City of West Hollywood’s Art on the Outside presents Los Angeles based artist Lisa Williamson’s first public art project, Eleven Holes, at Kings Road Park. The sculpture’s wooden form evokes both a tree and a totem and somewhat seamlessly integrates into the outdoor environment in which it’s installed.

Mauro Perucchetti brings together elements of Conceptual Art, Minimalism and Pop Art in his light-hearted pieces that elicit pointed political and social critique, subtly addressing some of the most pressing issues in contemporary society. The sculpture titled Modern Heroes features pop art emulations of comic book-like icons of masculinity (based on the artists own visage). One icon stands erect and bares his chest while the other, in a reclined position, stretches out an admiring hand; the gesture is a reference to Michelangelo’s Sistine Chapel ceiling. Michelangelo 2020: A Tribute to Women is a symbol of the artist’s belief in gender equality. Emulating Michelangelo’s David sculpture, Perucchetti’s artwork also insinuates a similar story, whichdeals with courage, strength and overcoming obstacles.

The goal of the West Hollywood Street Media Project is to create a unified pedestrian wayfinding and street media system that uses technology to integrate mapping, signage, information throughout the City for enhanced urban design, promotion of public transit use, and increased revenue generation. Street Media refers to elements within the public right-of-way which provide a platform for communicating messages and information to the public. These messages and information have a broad range of content, ranging from public art, to maps and other geographic based information, to revenue based advertising. Bus shelters, pole banners, street benches and trash receptacles are common examples of street media. Responses to a Request for Proposals for a street furniture vendor are due in early February. Finalists will present to the public in April, and a vendor is expected to be selected in May. As part of the City’s ongoing efforts to encourage innovative signage on the Sunset Strip, the City will amend the Zoning Ordinance and Sunset Specific Plan to address temporary creative billboard and tall wall installations. The revised standards are intended to:

• Improve the quality of existing off-site signs through creativity and innovation, increasing the vitality and energy of the Sunset Strip.• Encourage creative off-site signs that are consistent with the vibrant character of the Sunset Strip while minimizing or avoiding potential aesthetic nuisances.• Allow for creative tall wall signs along the Sunset Strip.• Increase the number of creative billboards that are implemented on the Sunset Strip.• Streamline the process of approving temporary creative off-site signs and provide predictability in the process.

More specifically, these amendments will: 1) clarify what types of temporary creative off-site signs are encouraged; 2) encourage installation of more creative advertising on the Sunset Strip; 3) establish a process for administrative approval for those signs and extend the staff-approved permit to 12 months with a possible 6 month extension; and 4) provide updated standards for their design and operation. The Planning Commission recommended approval of this item on November 19, 2015, and the City Council approved the proposed amendments on January 19, 2016. The policy changes will be effective on March 1, 2016. The City’s study regarding regulations for billboards and tall walls is ongoing, in parallel to the policy changes for temporary creative signs. Draft proposed policy alternatives addressing changes to existing signs, new signs, and digital signs are expected to be presented to the Planning Commission and City Council for initial discussion in Spring 2016.

he Center for Early Education (CEE), a socio-economically and culturally diverse independent school for children, toddlers through grade six, is an urban campus in the heart of West Hollywood. Located on just over an acre, the Center’s campus is comprised of three instructional buildings, two with rooftop playgrounds, a central courtyard, three ground-level play yards and underground parking. Students come from within a twenty-five mile radius of the school, representing communities as diverse as Central Los Angeles, Beverly Hills, Inglewood, Brentwood, Hancock Park, West Hollywood and the surrounding hillside communities. The Center for Early Education was founded in 1939 by a group of parents, most of whom were professional psychoanalysts. During the 1970s, The Center added elementary grades from Kindergarten through Grade Six. Today over 535 students attend CEE. One hundred faculty and staff members comprise a highly qualified professional team committed to serving the entire community of the school: students, parents, grandparents and alumni. In order to modernize the educational campus and provide new outdoor recreation space for the students, CEE needs to redevelop and expand the existing campus with the addition of approximately 0.87 net

acres of new properties to create an approximately 2.32-acre urban campus. The project will demolish approximately 68,350 gross square feet of existing educational, commercial, and residential buildings, and develop 67,000 gross square feet of new and renovated educational buildings, and retain the existing 39,200 gross square-foot elementary school building. At this time there are no plans to increase enrollment as part of the project. A major goal of the project is to create significant outdoor open space for the students, including a new, large ground-level recreational field fronting Alfred Street accessible from each of the campus buildings and enhanced roof-top play courts to replace the existing roof-top play courts on buildings planned for demolition. CEE is an inward facing business and therefore will have a public art component at the street level to engage the pedestrian. On December 7, 2015 the City Council voted to support the project. The Center for Early Education has been active and involved in the City of West Hollywood for decades. This year they celebrate their 75th Anniversary and plan to be here for many more years to come. They are investing in their students, this amazing educational campus in West Hollywood and the community beyond the school.

Your Chamber has been hard at work to find solutions to address the call to action for an increase to minimum wage at a local level. In our search to find information on what this means to the West Hollywood community members – its residents, business owners and visitors – we learned a great deal. City of Los Angeles has implemented an unprecedented wage increase of 67% phased in over the next five years. Should this be implemented locally, the ramifications for the West Hollywood community would be staggering. We believe this goes too far and too fast and will cause great harm to our small business community and restaurants. Any discussion of wage increases must be part of a larger plan with concrete steps to grow our economy, increase private sector jobs, and bring newbusinesses to West Hollywood. As we work with the city staff to help advise the council on an appropriate program for West Hollywood, we are calling on the community to work on solutions together and have a voice in this dialogue. This is not an issue exclusive to our businesses but rather something which will have an impact to all of us. Unlike Los Angeles or LA County, the West Hollywood businesscommunity is not comprised of large manufacturing companies and has a limited number of workers at minimum wage levels. Rather, ourcommunity is comprised of predominantly small business, many of which are “micro” businesses of 2 to 4 employees who will likely not feel much impact from the proposed wage increases. At the same time, a relatively large percentage of the workers in West Hollywood are in the hospitality sector earning well beyond the minimum wage as a result of the tips they receive on top of their wages. The restaurant industry has been fighting for “total compensation” meaning that tip, hourly and benefits should all be counted as the total hourly wage. “Total compensation should have been included in the wage increase. This increase will put a lot of pressure on the tipped service industries aka hospitality”, stated the owner of Den on Sunset. He went on to say, “An added wage increase in restaurant sectors will affect bottom lines significantly. Restaurants operate with a slim margin and this will make the margin evaporate. The price of a beverage or food item will most definitely increase to offset the increased labor cost.” What will businesses need to do to adjust? Many have communicated that they will have to increase prices and pass these costs on to their goods and services. Many residents are seniors, or on fixedincomes, and concerns have been raised as to whether many within our community will be able to afford these higher priced restaurants and retail. Some small businesses will have to lay off employees,and/or stop paying benefits. This is true for Yogurt Stop co-owner, Shoshana A. Joseph who said, “We will have to let go of staff and cut hours resulting in an increase to our work load by 35 hours a week atthe counter on top of everything else we need to do to run a small business.”

Minimum Wage

Many food service places are considering laying off employees and converting to tablet ordering and counter service – the fast causal style with automated service. Many will no longer hire inexperiencedworkers but will have to seek more well trained and cut back on employee paid education and training. “The minimum wage hike proposed keeps younger workers from even getting a chance to get a job,” said Kenny Tashman, President of Tashman Home Center, a long time small business in West Hollywood. “It is not worth the risk”, he continued, “Furthermore raising the minimum every year is a disincentive for current workers who will get a raise no matter how they work, leading to poor productivity, service, and innovation in the work place.” Many businesses have expressed the concerns that this will cause them to have to close their shops, such as stated by the owner of ChopStop. “My business is 70+% non-skilled or first time job seekers. As it stands now in my Weho location, increasing Min. Wage by 60% will force me to immediately raise prices by 20% - a steep hike in this economy - or go out of business.” Another, long-time business owner didn’t mince words, “Are you kidding?” said Marco, owner and operator of Marco’s Restaurant, “We already can barely afford payroll. We surely would go out of business if that happened.” The Chamber has asked the city to conduct a bonafied independent study that provides our council information that will help guide decisions and policies on how to shape a minimum wage program forour unique and boutique community. We want to have a tempered approach and look at what other cities have implemented and what impacts, if any, were realized. This is not a one-size fits all city. “We understand a fair wage but all that will happen is that we as a small business will have to increase prices to the consumer. Unfortunately--you cannot just increase entry level it would have to be across the board to be fair to the more tenured employees. It’s not just payroll--it’s EDD; SDI; Social Security; Workers Comp; Insurance...all of these have to be factored. The Increase in cost would be significant”, said Christine Karayan, owner and operator of the Troubadour. Many questions still remain. With professional studies conducted, it is our hope that we can have a better picture of how to creatively compose a program that is right for West Hollywood.

When minimum wage earners are increased there will be pressure to increase wages of all workers up the ladder

to maintain the differential/”earned” seniority. Further, even if a business already pays above minimum wage, when a minimum wage increase is implemented

the company will have to increase all employees accordingly to insure these employees don’t

feel they are sliding down the income ladder.

If prices increase to accommodate for payroll increases we can expect businesses to increase the prices of their goods

and services. What will this mean in terms of affordability for local residents, many of whom are on fixed incomes? Whether it is the price of a hamburger at the local café, the cost of their dry cleaning, the price of a car wash or a bag of pet food, local

residents will have to make difficult choices.

How will local independent businesses already hit by the high rents in West Hollywood be able

to cope with the rise in wages?

Will small independents be forced out by the high cost of doing business in West Hollywood leaving either empty

stretches of retail/restaurant space or a landscape that only allows for larger corporate businesses like the

Chipotles of the world?

Will the loss of the creative and unique small businesses that make up the West Hollywood community have a

negative impact on the “experience” of West Hollywood…an experience that has made West Hollywood a

travel destination?

Retail stores are shrinking due to online pricing competition and convenience, how will retail stores,

so valuable to the makeup of restaurants and hotels in the area be able to stay in businesses?

DID YOU KNOW? (THE FACTS) Restaurant, night club and hotel owners are all taxed on an

employee’s gratuity earnings. Only a few states in the country, California being one, do not

have a “tip-credit” program to include tips as part of the employees total compensation.

By State law ALL exempt employees (salaried employees) must be double the minimum wage – i.e: at $13.25 per hour the first base salary employee will have to be $55,120; at $14.00/hr. the annual base salary = $58,240; $15.00/hr. = $62,400 – starting base salary

When minimum wage increases, so do payroll taxes, workers comp, EDD, SSI, etc.

Most small businesses have 10% or less net profit Some businesses have “percentage rents” – meaning that their rents

are tied to gross sales and once a tenant reaches a natural break-even point where once they hit X number of dollars in sales for every dollar beyond that the landlord will receive a piece of the action. Since it is based off the gross sales number, increasing pricing on the menu only takes the place of business closer to the natural breakeven point or beyond that, benefitting the landlord while trying to cover the increased cost of doing business.

Some businesses require educational training for entry-level employees and require that the company pay for their educational training – sometimes on the job and some outsourced at the company’s expense.

The wage increases already in effect in Los Angeles and LA County are already resulting in increased costs of goods for businesses, as vendors of produce, supplies, etc., raise their prices to accommodate for the wage increases. This adds to the spiraling effect that impacts bottom lines.

Most West Hollywood businesses already pay above minimum wage Over 80% of the people who work in West Hollywood do not Live

in West Hollywood. This, coupled with the fact that we have a mini-mal number of minimum wage employees, means that any proposed wage increase will have little negligible impact on wage earners living in West Hollywood, but it will hurt our local residents who will face increased prices.

The City of West Hollywood has launched a significant project to help prepare for a major earthquake. The City’s Building and Safety Division has contracted with Degenkolb Engineers, a leading firm that specializes in seismic analysis, evaluation, and strengthening solutions, to survey the City’s existing building stock and to assist the City with a seismic retrofit ordinance. On Wednesday, December 2, 2015, teams of structural engineers began a Citywide visual assessment of existing buildings from public right-of-ways — these engineers will catalog every building in the City of West Hollywood. The visual assessment will include taking photographs of buildings, and is expected to be completed in February 2016.

City of West HollywoodBegins Comprehensive Seismic Building Survey

Data collected in the survey will assist with phase two of the Seismic Program, which is the development of a retrofit ordinance. West Hollywood is a densely populated city with many buildings that are not retrofitted to withstand larger earthquakes. The City’s goal isto take a proactive approach to increase life-safety and minimize damage in the event of a major earthquake. Once the survey is complete, buildings that are potentially vulnerable can be identified, and a framework for a retrofit program can be tailored for the City. While no building is absolutely earthquake-proof, the City is taking these precautionary measures to lessen the potential for catastrophic failure of our existing buildings. Retrofitting existing buildings will protect the safety of the people who live and work in West Hollywood, and lessen the economic impact following a major earthquake. Today the Center’s more than 500 employees provide services for more LGBT people than any other organization in the world, offering programs, services and global advocacy that span four broad categories: Health, Social Services and Housing, Culture and Education, Leadership and Advocacy. The Los Angeles LGBT Center has been notified that Charity Navigator, one of the nation’s premier charity evaluators, has awarded the Center—for the sixth consecutive year—its coveted highest (4-star) rating for sound fiscal management and commitment to accountability and transparency. In its notification to the Center, Charity Navigator stated that only 3% of the charities they rate have received at least six consecutive 4-star evaluations, indicating that the Center outperforms most other charities in the United States and “demonstrates to the public it is worthy of their trust.” According to Charity Navigator, the 4-star rating validates the Center’s good governance and practices to minimize the chance of unethical activities and recognizes that the Center consistently executes its mission in a fiscally responsible way.

The West Hollywood Chamber of Commerce’s 32nd annual West Hollywood Creative City Awards 2015: Honoring Innovation in Business was held on Wednesday, November 4, 2015 at The London West Hollywood. The festivities began in the early evening with a reception and silent auction sponsored by Beverly Center with musical entertainment, a dinner and awards ceremony sponsored by Cedars Sinai and Wells Fargo. Guests arrived at The London and were whisked away to the third floor Hampton Court for the reception and silent auction. Trusted event producer and designer Michael Habicht of iii Designs with help from The Lighter Side, created a beautifully lit Silent Auction and Reception. Guests noshed on tasty appetizers and drank wine sponsored by Young’s Market and Wine Warehouse while the Happiness Band played vibrant jazz music. Our guests placed hopeful bids via and online bidding system called Handbid where over 100 items, all contributed from West Hollywood Chamber Members, showcased their products and services. Packages ranged from Caribbean trips, spa excursions and beauty products, to entertainment and dining. The one major standout feature at the reception was an exciting new game called Square. Square provided a visual platform for raffling off a European cruise, Hornburg Jaguar for the weekend, a couple Cirque du Soleil tickets and two round-trip Southwest Airline tickets sponsored by the LA Area Chamber of Commerce. Once guests had exhausted the fun, interactive activities in the Hampton Court, they loaded the elevators to continue their event journey under a rooftop tent for the official dinner and awards ceremony. Guests walking into the tent beautifully illuminated by The Lighter Side with up lit LED lights sponsored by LA Event Lights were greeted with the incredible voice of singer Sergio Velatti. All musical entertainment for the evening was secured and vetted by CL22 Productions, an extraordinary event production company. The awards ceremony was hosted by the talented and sensational comedian Jason Stuart. Jason had the guests rolling with laugher. Some, not so amused by the comedic jabs, created their own levity by bantering in response. This year’s Lifetime Achievement Award was presented to Alberto Borrelli owner of B2V Salon in West Hollywood. Alberto Borrelli, with Umberto Savone, created a beauty haven in the heart of West Hollywood in 1985. What made Borrelli Salon stand out was the innovative concept of individual suites on the second level where entrepreneurial stylists were able to open their own salon business creating the ‘celebrity studio’ atmosphere where L.A. ‘fashionistas’ could enjoy their privacy. Borrelli Salon soon became the local hangout for a multitude of celebs and L.A. dignitaries and has remained so for over 30 years. The six other businesses were honored with awards that evening including Cedars Sinai: OR-360 for the Creative Concept Award; Restoration Hardware for the Corporate Innovation Award; The London West Hollywood for the John Chase Art & Design Award; WEHOville for the Creative Communications Award;

PUMP Restaurant Lounge for the Weho Attraction Award; and The Trevor Project for the Creative Community Service Award. The seven dynamic videos were expertly shot and edited by Gear 6 Productions and superbly directed by Maxine Tatlonghari. For the first time in its history, the event hosted an after-party. The London made the gorgeous Penthouse Suite inspired by Vivienne Westwood available for the creative Wehonian guests. The spacious 11,000 square foot suite provided a remarkable rooftop view while enjoying small bites provided by Craig’s Restaurant. Inside, guests wandered with jaws agape at the exquisite design, accessories and amenities that this fantastic and newly renovated space displayed. The event raised over $52,000 for the Chamber from supporters purchasing tickets and tables, sponsoring, and the tireless efforts of the event committee and Chamber Members who volunteered and contributed their time, products and services. The Chamber is fortunate to have so many great contributors and sponsors and grateful for their generous donations which allow the organization to host this event year after year. The Chamber extends a huge debt of gratitude to our Innovative Sponsors, Cedars Sinai and Wells Fargo, as well as silent auction and reception sponsor Beverly Center.
