FTA Funding DynamicsFTA Funding Dynamics• Most FTA programs fund capital expenses with
80% federal share and 20% local share.
• Funding to urban areas are funded directly to “designated recipient” (usually the transit agency).
• Funding to non-urban areas – the only funds that can be used for operating assistance – are funded to the State, where they administer the funds.
• Other program funds are awarded through competitionor earmarked.
