Centre of Cultivating Dialogue 1997 - 2011 1 In the year of 1997, a date not so recent anymore, a handful of enthusiasts initiated a program one hardly could have predicted to have a bright future considering the political, economic and educational reforms of the day. Still, now, ten years into the future, the program can boast a myriad of activities and participants, an achievement easily paramount to that of any international program. The first teachers to be involved in the program could not have even imagined that they would be a part of the team that would participate in activities like seminars, meetings, round table discussions, summer camps, debate activities at the school level, TV debates, and world championships. Still harder was it for them to imagine that these activities would eventually become a matter of tradition, one that future generations can look up to and admire. Since 1997 over 150 high school teachers from 77 Bosnian towns have been given the education and training through, on average, somewhat less than 80 activities each year. The program itself was obviously not created bearing teachers in mind, but first and foremost for the benefit of young people in Bosnia and Herzegovina. The goal has been to educate and train them in the skills of debating and consequently teach them about democracy and tolerance, the skills and knowledge they could apply in their daily work. The way the „Debate Centre“ has strived towards this goal is by utilizing the modern concept of education by fostering direct cooperation between all participants in game like activities insisting on practicing verbal skills, cross examination, argument building and research. The total number of people involved in the aforementioned activities has grown to 23.000 and all of them have gotten out of it something which they can find of use even today. What is important to keep in mind when in debating program is the following maxim: The debate program was founded in 1997 and was implemented within the Open Society Fund SOROS B&H, non-governmental, non-partisan and non-profit program for high school students and teachers from all parts of Bosnia. At the time it was one of the youngest programs in the network of debate programs and is now a member of International Debate Education Organization (IDEA). In January 2005 the Debate Program evolved into the Centre of Cultivating Dialogue, a non-governmental organization, thus expanding its mission and goals. Since 2010 CCD is a member of World Debate Organization for „World School“ debate format (WSDC). In 15 years of its existence and work the CCD has continually reached out and cooperated, before all, to the Bosnian youth driven by the fact that Bosnian society can become a truly democratic one only if young people are given the opportunity to develop their skills, overcome obstacles and prejudices set before them by society, and start communicating with their peers the world over. The mission

The vision

The goals

The mission of the program is to foster critical thinking and democratic principles of decision making creating by the means of debate a new democratic model of civil society having in mind that there is more to abolishing a totalitarian political establishment than setting up new political institutions,

namely enabling the new modes of thinking to permeate all spheres of private and public life.

Both the vision and the goals of CCD are, before all, educational in

their nature and involve, but are not limited to the following: nurturing an open society by assisting with activities that promote a free exchange of ideas, tolerance, critical thinking and regional and international cooperation. In the strides towards achieving its mission and making its vision a reality, CCD attempts to: Execute, organize, coordinate, support and participate in educational and other types of activities and programs which are

of benefit to the public, no matter whether they are organized by CCD or other people and organizations or their subdivisions who: acknowledge the goals and mission of CCD, support the development of open society, democracy, democratic values, freedoms and human rights, promulgate the common goals of IDEA member organizations by contributing, financially or otherwise, to sustain and extend the credibility and efficiency of CCD's activities and programs

Execute, organize, coordinate, support as well as participate in programs and activities which are, referring to the decision of the General Assembly, constructive and consistent with the goals defined and set forth by CCD, in accordance with the law and contribute to public good.

Extend financial, material and any other assistance to persons or organizations who implement programs complementary to the vision and goals of CCD through approved financial programs and projects

Restrain from promulgating adverse influence to the law making process Restrain from participating or being involved in any political campaign, be it for or against any candidate for a post in

public service, which includes not publishing announcements in regards to the aforementioned processes.

The goals include: Stimulating the development of culture of dialogue by enabling the youth and

other interested parties to become the bearers of positive change, primarily within the educational system, aiming towards promotion of democratic models of communication and decision making,

Promoting human rights and protection of human rights for all B&H citizens equally

Stimulating the interactive method of communication in schools Promoting creativity and activity in youth and the development of critical thinking, thus empowering a generation of socially

aware citizens Collecting documentation, disseminating and publicly presenting information on youth, educating on the issues of human rights,

culture, science and society in general Promoting children’s rights and all aspects of child protection and protection of marginalized and vulnerable groups in B&H Supporting the empowerment of student councils in their advisory role in schools in Bosnia and Herzegovina Initiating and supporting the creation of public debates in B&H Promoting, advocating in favor of and gain acknowledgement for the needs of the youth in public life and government structure

at any level in the matters pertaining to education and other relevant topics Promoting the culture of dialogue in the official languages of Bosnia and Herzegovina as well as in the languages of minorities

and English and other foreign languages Increasing the level of tolerance and bolstering respect towards ideas, attitudes, convictions and ethnic groups other than one's

own Publishing magazines, books, periodicals and other materials related to the goals of the Association and the education of the

youth and wider public

CCD is a non-profit organization and no part of the financial assets, income or donations will be allocated to or benefit any single individual. Reasonable compensation will be given to individual persons or organizations for their services in the employ of CCD

sanctioned activities in accordance with the goals of CCD.

The International Debate Education Organization (IDEA) nominated CCD to host World debate Championship for 2009. The Championship was held from July 23rd until August 5th, 2009 on Jahorina. World Debate Championship is an event that rates very high in the calendar of the world debate community, and this also applies to Bosnia

and Herzegovina and all its institutions. More than 250 high school students and their teachers from over 30 countries from the entire world participated. This proved to ber a unique opportunity to bring the culture of dialogue closer to the international youth, promote the cultural identities of the participants and provide a venue for the exchange of know-how between trainers and lecturers. Carefully and thoughtfully chosen topics pertaining to issues of global impact were debated in the Championship. The students competed in their national, but also in mixed international teams with their peers. The World Championship is considered a unique combination of an educational experience and an event that is supposed to empower young people to grow into competent and cooperative future leaders!

B&H is the only IDEA member country which is fully divided and which despite all the hardships and setbacks succeeded in bringing together high school students from all corners of the country to work, research and debate together using the same educational framework; CCD managed to send Bosnian teams to world level competitions who, thanks to their efforts, perseverance and enthusiasm, brought home the shiniest medals:

Between 1997 and 2003 17 TV debate competitions „Za i protiv“ („Pro and contra“) were filmed for FTV, RTRS and BHT1 TV stations. Each competition included 7 debates, 2 of which were held in English. Over 268 debates were produced with contestants from high schools coming from the entire Bosnia and Herzegovina and with some participants coming from other ex-Yugoslav republics. In 2000 a series of 36 political debates under the title „Provide a Good Reason for a Better Tomorrow“ was produced.

Since 2004 CCD is implementing a project involving TV debate shows called „Provide a Good Reason“ and „CrossX“ within which 32 shows were produced. The total number of participants involved in CCD activities is currently in excess of 10,000 while the number of students in TV debates has reached 4015.

According to the data made available by UNICEF in 2002, the TV series „Za i protiv“ was among the top most viewed educational talk shows in the country. In 2006 CCD, cooperating with the Centre of Civil Initiatives and with the assistance of USAID, implemented a project on political debates called „Constructing Civil Society through the Participation of the Youth in the Electoral Process“. The series consisted of 10 TV debates on key issues pertaining to the youth, researched in the period prior to the series, which had surfaced in the reports of NGOs and political platforms in 2002. In the period of May, 2007 – May, 2008 CCD implemented a project „The Voice of the Youth in the Partnership for Peace through Debate“ with the sponsorship of US Embassy. This series of 12 TV debates had the aim to educate the youth and the general public on the basic concepts and the importance of the Partnership for Peace and NATO membership.

In 2009, counting the days until the World Debate Championship in B&H, CCD produced „TV Debate News“ which aired on TV SA. In total 42 “TV Debate News” were aired. That was the support for CCD for its 11-years mission to develop critical thinking and democratic principles of decision making creating, through debates, a new democracy as a model for a civil society. This show pointed out the significance of debate to

Public debates

Since September, 2009 CCD has continued its long–lasting successful cooperation with BHT1 by producing a new Regional TV series „Debates on debates“. The quality of the show is guaranteed by entertaining and knowledgeable guests and current topics. Opposing sides facing each other with a large number of pieces of evidence is what the hosts and the young people from the Western Balkans appearing in the show can always expect. 42 shows were produced. All the shows that were produced and aired are copyright of CCD.

Between 2008 and 2011 CCD hosted 11 public debates which had for topics the most pressing issues in B&H. In the same period 9 public debates on the issue of juvenile delinquency were organized under the title „The Perpetrators and the Victims of Criminal Offenses are our Children - Stop Juvenile Delinquency“. These debates are not merely a place to vent out the frustrations just by repeating what is already a wide known fact. These debates have for an aim to provide recommendations, statements and conclusions everyone can agree on which can be forwarded to the relevant institutions as a set of guidelines, as well as to exert pressure on the responsible people in power to tackle the issue with more tenacity to enable the youth to live in a better future.

Another goal of the debates is to conduct monitoring of the promised activities on solving the problem of juvenile delinquency. The guiding principle has remained that both the government and the NGO sector have to be made more accountable and that they should in the end release to public the precise and clear data on what has in reality been done to thwart juvenile delinquency. This is the case of the first debates in Sarajevo's recent history which strive to establish a link between the citizens, their government and the NGOs they can draw on and use, instead of deepening the gap between these sides. Over 1000 guests from the government and non-governmental sector, educational institutions, international organizations and media took part in the series.

The greatest success of these activities is the agreement reached on May 28th 2010 among representatives of governmental institutions at all levels which reads: “Agreement on mutual continuous coverage with the goal of establishing transparency in the work of all involved sectors and open dialogue among them in solving the problem of juvenile delinquency”. Along side the public debates on juvenile delinquency, in 2008 a public debate entitled „Pro and Contra – should classes in religion be introduced at the kindergarten level in Sarajevo“ which had as guests the

representatives of Bosnian religious communities, namely the representatives of the Jewish, Muslim and Orthodox Christian religious institutions in B&H, the Ministry of Education of Sarajevo Canton – the Institute for Education and Pedagogy, „Save the children“, Gazi-Husrev Bey's Madrasah Sarajevo, „Dani“ Magazine, Catholic School Center, the representatives of the association „The Children of Sarajevo“ any many others. The aim of this debate to open dialogue on yet another very sensitive issue in B&H, and not to create animosity between opposing sides but rather reach consensus on these issues.

Publications

On February 23rd, 2010 CCD coorganized the first public political debate in Bosnia and Herzegovina with the High Representative, Mr. Valentin Inzko and the Prime Minister of Republic of Srpska, Mr. Milorad Dodik. The objective of this debate called „Open dialogue in an open society“ was to open up space for the members of the academic community, politicians, journalists, the representatives of religious institutions, the guests from embassies present in B&H, intellectuals and others speaking on behalf of some public interest to discuss open issues in Bosnian society, adhering to the principles of political debate in which the differences in opinions that may come up have to be respected and in which profanities, hate speech and ethnic and ideological intolerance are strictly forbidden. In the time and midst of exploding use of foul language and hate speech, this debate attempted to offer a new model for communication which accommodates all those in the spheres of public and political life.

This periodical is a very humorous and clever overview of all recent developments in regard to CCD and its activities, but it also contains reports from the international world of debate.
