MONITOR WELL PROGRAM

INTRODUCTION
The Wyoming State Engineer's Office (WSEO) Campbell County Coal
Bed· Methane Monitor Well Program was initiated in 1998, through an
appropriation of $300,000 from the Fifty-Eighth Legislature. The appropriation
was made a part of the Wyoming Water Development Commission (WWDC)
House Enrolled Act 55. A Memorandum of Agreement (MOA) between the
WWDC and the WSEO provides for a program to be conducted by the WSEO
which addresses monitoring of ground water withdrawals due to Coal Bed
Methane (CBM) production from the Wyodak coal. Data obtained from this
program will be utilized to assess the effects such withdrawals produce on
ground water contained in the Wyodak coal and the overlying Wasatch
Formation in Campbell County, Wyoming. To fulfill the goals of the program,
the WSEO was authorized to drill, complete and monitor test wells and collect
geologic and hydrologic data in the Wyodak coal and Wasatch Formation. The
WSEO is required to provide a draft report to the WWDC once drilling and
installation of monitor equipment is completed covering all work elements of
the program. A final report to the WWDC with the WSEO's conclusions and
recommendations is to be submitted by June 1,2000.
GEOLOGYThe Wyodak coal seam represents the uppermost sub-unit of the Fort
Union Formation (Figure 1). The Fort Union Formation is approximately 2,500
feet thick and is composed of interbedded sandstones, siltstones, shales,
claystones and coals. It dates from the Paleocene epoch of the Tertiary period,
dips to the west and outcrops to the east of the coal mining operations in
Campbell County. The Formation has been divided into three members: Tongue
River, Lebo and Tullock (in descending order).
The Tongue River member contains the Wyodak coal seam, a 40 to 70
feet thick low-sulfur sub-bituminous coal. The Wyodak coal seam splits into
the Upper Wyodak seam and the Lower Wyodak seam north of Gillette. South
of Gillette the Wyodak coal seam separates into the Anderson and Canyon coal
seams. Coal bed methane operators have completed CBM wells in both coal
seams throughout the area. Methane contained in the coal seams is present in a
free state, adsorbed on interior pore surfaces and micropores of the coal matrix,
and dissolved in water contained within the seams. Reducing the hydrostatic
pressure in the coal seams by pumping the water enhances the release and
production of methane trapped in the coal matrix, as well as gas dissolved in the
water.
The Wasatch Formation overlays the Fort Union Formation and is
composed ofinterbedded sandstones, siltstones, shales and conglomerate lenses,
and also contains many coal beds throughout the Formation (Figure 1). It dates
from the Eocene epoch of the Tertiary period. The Formation increases in
thickness to over 1,000 feet in central portions ofthe Basin.
AQillFERSThe importance of the Wyodak coal seam as an aquifer within the Fort
Union Formation is very limited. It has been estimated that there are 60

permitted water wells completed in the Wyodak coal seam in Campbell County,
most of which are used for stock watering. Typically, domestic or other
miscellaneous use water wells are not completed in the coal seam. This is due to
the presence of methane gas that is produced with the water and the potential
hazards associated with gas in plumbing and water heaters. TheWyodak coal is
dewatered prior to mining along the coal mine working face to aid in coal
extraction. Water well depths in the Fort Union Formation range from a few
hundred feet to 2,500 feet. Water quality is generally good with total dissolved
solids (TDS) ranging from 1,000 to 2,000 milligrams per liter (USGS, 1974).
The Wasatch Formation overlays the Wyodak coal seam in this region
and is an important aquifer for the water users in Campbell County. There are
numerous stock and domestic water wells completed in the Wasatch Formation
ranging in depth from 100 feet to as deep as 1,000 feet. Some water wells
located along the Powder River have artesian water flow at the land surface of
up to ten gallons per minute. The water quality of the Wasatch Formation is
generally poor, TDS ranging from 227 to 8,200 milligrams per liter (USGS,
1986). Some Wasatch water wells also produce methane gas.
DRILL SITE LOCATIONSDrilling locations for the monitor wells (Appendix C) were selected based
on CBM operators anticipated direction of CBM development. It was the intent
of the WSEO to locate the monitor wells in front of the CBM development in
order to collect pre-development baseline data on water level conditions. As the
CBM development advances from east to west and deeper into the basin,
monitor wells located by the WSEO could monitor the ground water drawdowns
in the aquifers and coal seams as the development approached and ultimately
passed through the monitored area. It was envisioned that the data collected

would provide the WSEO with good baseline ground water conditions before,
during and after CBM development.
The monitor well locations were selected west of the existing CBM area
of operation, knowing that CBM development would most likely progress in a
westerly direction. State lands were sought for each well site to avoid the added
cost and time necessary to acquire access agreements on private lands and
payment of surface damages. All access agreements were obtained from the
Wyoming Farm Loan Board and were for a term of20 years.
DRILLING PROGRAMAdvertising for bids from drilling contractors began in June of 1998 with
the bid opening on July 27, 1998. The WSEO received only one bid. The
single bid was from Ruby Drilling Company of Gillette Wyoming. Ruby's bid
was accepted on September 16, 1998, and the first monitor well was spud on
September 23, 1998.
Two monitor wells were drilled at each location except at the CBM Mon
6 location where a single Wyodak coal well was drilled. The Wyodak coal
seam well was the first well drilled at each location because it was the deepest
well and would provide the needed data to determine the depth of the lowermost
sands of the Wasatch Formation, which were the target sands for the second
monitor well at each site. Table 1 is a list, in drilling order, of all the monitor
wells drilled with their well name, location, formation completed, depth, static
water levels upon completion and spud dates.
All wells were drilled with a 7-7/8" bit and cased with 5-~" prime used
steel casing. The coal wells were drilled into the upper two to four feet of the
Wyodak coal seam, then casing was set to the top ofthe coal zone and cemented
to the land surface to isolate the shallower aquifers. Due to the inability of the
coal to support the weight of cement, circulation of cement back to the land

surface was difficult. A two stage cementing schedule was used to aid in the
cementing effort. The first stage spotted twenty-five to fifty sacks of class"G"
cement at the bottom of the hole, then an Acoustic Bond Log (ABL) was run to
locate the top of the cement. Once the cement top was located, one hole was
shot in the casing just above the cement to provide a path for the second stage
cement to exit the casing and enter the annular space between the well bore and
the casing. Cement was then pumped through the single perforation into the
annular space and circulated back to the land surface. This cementing method
proved to be successful because it sealed over the fractures in the coal,
providing a solid base for the second stage cement.
A 4-%" drill bit was then run into the casing to drill out the approximate
fifty feet of Wyodak coal for an open-hole completion. The completed monitor
well was then logged with a Gamma-ray Log and another ABL to confirm the
placement of the cement and to locate sand bodies within the Wasatch
formation for the drilling of the second of the paired wells.
Wasatch wells were drilled to approximately 10 feet below the lowest
sand above the Wyodak coal. Torch-perforated 5-'l2" steel casing was installed
in each well adjacent to the targeted sands. The perforated casing interval was
gravel packed to twenty feet above the sands, four bags of bentonite chips were
then added from the surface. A bentonite slurry was pumped down the annular
space over the chips until the slurry returned to the land surface. Neat cement
was utilized to fill the annular space where the cement or bentonite slurry had
settled a few feet back down into the well bore. Upon completion, all of the
monitor wells were developed utilizing air lift methods.
MONITOR WELL INSTRUMENTATIONEach monitor well is equipped with continuous water level monitoring
equipment to record water level changes. Special well heads were fabricated

for all of the Wyodak monitor wells to control the flow of gas at the surface and
to allow the transducer cables to exit the well heads in a sealed environment to
the data logger (See Fig 2.). The Wyodak coal seam wells are equipped with
Stevens AX two channel digital data loggers. The AX logger has two inputs:
one to record the water level in the coal seam and the other to record gas
pressure build-up at the wellhead. Gas pressure measured in the wellhead is
subtracted from the pressure of the transducer in the water to obtain an accurate
static water level in the coal seam. Air lines were also installed with the
transducers and were located near the bottom of the well bores and were used to
calibrate the transducers. The top of each wellhead has a 3" ball valve to allow
for venting of gas pressure in case additional work needs to be done on the well.
Venting the gas would allow water to return into the casing and would stop the
flow of gas.
All of the Wasatch Formation monitor wells are equipped with Stevens
GS-98 digital data loggers with a float and weight configuration and shaft
encoder. The shaft encoder converts the physical movements of the float riding
on the static water level into a digital input to the logger.
Both logger types utilized in this project have an E-prom card which
stores the water level data and allows for quick access to that data (See
Appendix A for Period of Record Hydrographs). Processing of the water level
data is accomplished by WSEO personnel. It Should be noted that the water
level declines shown on the hydrographs in Appendix A during May, 1999 are
the results of pumping the wells to obtain water samples for age dating and
chemical analysis. The hydrograph for the CBM Mon-3 well shows a decline
due to nearby CBM production. It is anticipated that other hydrographs will
exhibit substantial declines as CBM production occurs near the coal monitor
wells.

CONCLUSIONS and RECOMMENDATIONSThe period of record for the water level hydrographs obtained from the
monitor wells under this program is too short to provide any definitive answer
regarding vertical hydrologic communication between theWyodak Coal and the
Wasatch Formation. The geologic information obtained during the drilling of
the monitor wells supplements and broadens the available geologic data.
While not part of this particular program, water samples obtained from
the monitor wells drilled under this program will be utilized for age dating of
the water and also chemical analysis of the water. Continued assessment of the
hydrographs obtained under this program will provide valuable data in
determining the effect of ground water withdrawals due to CBM production
within the Wyodak coal and the overlying Wasatch Formation. Data collected
under this program will also supplement data collected by the CBM industry
and federal agencies.
It is recommended that additional monitoring wells should be
incorporated into a monitor well network of sufficient magnitude to observe
ground water levels throughout the area of CBM development. Such a network
could be funded by government agencies, CBM operators, special interest
groups, research programs, etc. It should be recognized that such a program is
costly and must provide a long-term source of funding to operate and maintain
the monitor wells and evaluate the data collected from such a network. Some
additional funding provision to operate and maintain the monitor wells drilled
under this program may be necessary if the State Engineer's standard budget for
such activities proves inadequate.
