IMPORTANT All taxpayers should read the following requirement and

comply with it. Section 70, Chapter 13, Revised Statutes of Maine, 1930

"Before making an assessment,the Assessors shall give sea-sonable notice in writing to the Inhabitants, by posting noti-fications in some public place in Town, or shall notify them,in such other ways as the Town at its Annual Meeting directs, to make and bring in to them true and perfect lists,of their polls and all their estates, real and personal, not by law exempt from taxation, of which they were possessed on the first day of April of the same year. If any resident owner, after such notice, does not bring in such lists, he is thereby barred of his right to make application to the Assessors or the County Com-missioners for any abatement of his taxes, unless he offers such list with his application and satisfies them that he was unable to offer it at the time appointed."

the attendance has been very good. All of our schools are in excellent condition. Again, we wish to thank the citizens, the teachers, and

Millinocket School Health Service To the Citizens of Millinocket I submit my fourth report

as School Nurse. Of the 1411 who have received full inspection this year,

but 197 were found to have no defects, yet it is encouraging to find improvements in comparison with last year.

At the end of the last school year, a checkup showed 10 throat corrections, 51 vision corrections and 227 dental cor-rections in the grades. It must be remembered that while one child has a correction made, another may be developing the same defect, thus statistics may give a picture of existing conditions, and not of work accomplished.

1933 dental inspection shows a decrease of two percent in defects of the teeth. When all parents realize that dental decay is due to a deficiency in the diet, we expect a marked decrease in defects. An increase in the number of children underweight is to be expected, due to the economic condition

of the community. Over 300 are receiving free milk at school and 200 more are paying for their own.

We plan to continue our program each year and if possible introduce some new phase of public health. Schick Tests to determine the effectiveness of the Toxoid given in the fall, were offered in June. While a good percentage took advan-tage of this, many did not report for readings and we can not give an accurate report of the findings as we had hoped to. Preparations for clinics for Undernourished Children, pre-vented Toxoid clinics last fall as planned, but they will be held later. As Diptheria reached almost an epidemic stage in Aroostook this year, we should be prepared. 219 were vac-cinated for small pox.

A Hard of Hearing Clinic was held in June. Dr. Butler of the Hard of Hearing Committee, M. P. H. A., was the ex-amining physician. 21 children were examined with recom-mendations for surgical and medical treatment. Four were advised to learn lip reading as there was no hope for improve-ment. A Tonsil Clinic was held after school closed at which seven of these who would not otherwise be able to have treat-ment, were operated on. One was sent to Bangor for a major operation.

Infant and Pre-School Clinics were held as usual in coop-eration with the Maine Baby Saving Society, 105 attending. This year a class in Child Care is being conducted under the direction of the Division of Child Hygiene, Bureau of Health, who will award diplomas to the girls who complete the course. Seven girls received certificates from the American Red Cross after completing the course of Home Hygiene and Care of the Sick. This is the first class that has qualified under the Red Cross requirements. Both of the above classes are from the Sophomore Class of Domestic Science given under cooperative plan.

In the grades 19 rooms won awards in the health habits contest, one room a dental award, and 351 children received Six and Seven Point pins.

May Day 1933 was observed quietly with health movies at the Opera House. Oxford Street School had an attractive health program with May Pole and Dance to which parents

were invited. Dr. Dickinson, Head of Department of Psychology, U. of M. discussed Habit Patterns of children at the May meeting of the P. T. A.

Several trips have been made to Portland for children taking treatment there, and one child was taken to Pownal. Our list of children with orthopedic defects is getting so large that some plan should be devised for Orthopedic clinics. The out come of these cases depend on the early discovery and treatment. We have many contact cases of Tuberculosis in our schools and these children should be examined at least once a year to determine if they are developing active disease. The Clinic Service is developing a system of regional clinics at which point all children from that part of the state will be brought for examination once a year. Millinocket has been given preference if sufficient interest is manifest and we can raise our proportion of the necessary funds.

To show how the time of the nurse is divided we give the following: Visits to buildings 633, to rooms 2284, ip behalf of service 442, follow up in home 167. In addition to the full routine inspection, 2280 special inspections were made, 67 be-ing excluded, and 561 given first aid. 1314 notices of defects were sent to parents.

To the dentists for dental inspection of the school, to Dr. Bryant for throat inspection and for special inspections which the nurse is not permitted to make, to the Child Welfare Com-mittee, and the Milk Fund Committee of the P. T. A., and to all individuals whose interest and assistance have increased the efficiency of the service, appreciation is extended.

School Nurse

Report of Health Officer A few nuisances were reported in Town. These were

remedied so far as possible. Dumping refuse by the roadside or on vacant lots is still done at night; but there is less of this than in previous years.

An occasional pig is kept within Town limits in spite of 60

a Town ordinance against it. Owners of these pigs that were discovered were required to remove them.

As required by law, free vaccination against smallpox was offered in March, 1933. Two persons, only, took advan-tage of this. Vaccination was again offered through the schools in June. With the co-operation of the School Nurse 216 persons were vaccinated.

A large majority of the children who were inoculated in November 1932 against diptheria were tested for immunity. Of those treated, about 92% were found protected.

Due to an outbreak of rabies in other parts of the State a quarantine of all dogs in the Town was ordered April 27, 1933 by the State Bureau of Health. Two hundred and sixty five houses were placarded; and as many dog owners were advis-ed about rabies and the keeping of quarantine. May 27th. the ban was lifted. Between these dates 10 or more children were bitten by dogs, but no really serious results followed.

This has been an exceptional year so far as contagious diseases are concerned. A mild epidemic of chicken pox oc-curred in May and June, but most of the cases were not re-ported. The following diseases were reported;-Pneumonia 3; Influenza 43; Chicken Pox 12; Typhoid Fever 3. The source of the cases of typhoid fever could not be determined. No contagious disease has been reported since July 1933.

Fred G. Townsend and Charles R. Steeves were re-ap-pointed Plumbing Inspector and Alternate respectively.

The children of the first five grades have been examined for throat disorders.

During the calendar year 1933 there were recorded 159 births (including 6 still births) and 54 deaths. This is the fourth consecutive year that the total number of births has been below the average. It is the lowest number reported in at least fourteen years. The death number is the same as in 1932.

Report of Plumbing Inspector To the Citizens of Millinocket:

Your Plumbing Inspector reports for the year 1933. Nine complaints of unsanitary conditions, which have

been investigated, and proper adjustments made to comply with the plumbing code.

Sixty-two inspections of new plumbing installations, which were found to comply with the plumbing code.

During the year the following were installed: 18 Toilets 7 Bath tubs

12 Sinks 9 Lavatories 8 Hot water tanks

The amount collected for permits was $35.25. $22.50 of this amount has been refunded to the Town from the State. There is owing from the State out of this account $3.85, which will be included in 1934 account.

There are several complaints filed, which will be dealt with when spring comes.

Report of Milk Inspector To the Selectmen and Citizens of Millinocket:

Your Milk Inspector begs to submit the following report for the year 1933.

During the past year tests were run monthly for the but-ter fat content of our milk and cream. Bacteria tests were run on each dealer's milk and very low counts obtained.

During the summer months samples of cream were ob-tained from several of the farmers coming into town Fridays and Saturdays. Each sample was tested for butter fat con-tent and each found to be satisfactory.

Report of Swimming Pool Committee To the Selectmen and Citizens of Millinocket:

We, the Swimming Pool Committee, wish to submit the following report for the year 1933.

The Swimming Pool was open to the Public for about thirteen weeks, with Mr. Isaac Cyr and Mrs. Harriet Glenn taking charge. During this time, the average attendance per day was 200, the small children especially enjoying the privileges. No accidents were reported.

We heartily recommend the continuance of this Public Swimming Pool for it is an excellent place for the young peo-ple of the town to have their recreations in the summer with-out fear of danger.

Report of Aviation Field Committee To the Citizens of Millinocket:

Because of the economic conditions, the Airport Com-mittee did not ask for an appropriation in 1933. Later, when it became necessary at a Special Town Meeting to secure funds for other accounts, the Committee agreed that $100.00 could be transferred from the then existing balance. This was done with the understanding that a small appropriation would be made in 1934 for the Airport.

As you know, the Government has approved a C. W. A. Project at our Airport, and work has been carried on there since the first of the year. We should show our interest in the matter by making at least a small appropriation. We are informed by the Federal authorities that Millinocket is a key-point for a landing field and we are in hopes in the near fu-ture, to make the field self-supporting by charging reasonable fees to commercial planes, the same as other cities and towns are now doing. Meanwhile, Federal planes will be landing in Millinocket during this coming summer to inspect our var-ious projects and so we should help this matter along.

The Great Northern Paper Company again hauled ashes to the Airport during the winter and we thank the Company for them.

Throughout the year I have audited bills; vouchers; and postings to the general books. All bills against the town have been paid by the Treasurer only upon Warrants duly authorized by the Selectmen.

TOWN TREASURER - I have verified cash on hand and in bank which I found to be correct and in agreement with a control cash account kept in the Selectmen's office.

MONEY AND BONDS IN SCHOOL FUND I found the Bonds, $10,000.00 worth, in a safety deposit box in the Millinocket Trust Co. Cash as shown in the town records and belonging to said fund was found on deposit in a savings ac-count in the same institution. A detailed report issued by the Treasurer is shown in another part of this booklet, and I hereby certify that it is correct.

T A X COLLECTIONS Your Collector has properly ac-counted for the taxes commited to him for collection, includ-ing Automobile Excise Taxes, and in the verification of his accounts I have given particular attention to:

1. The amount of cash which he collected and turned over to the Treasurer.

2. Abatement orders issued to him by the Selectmen. 3. Abatement allowances made by him to taxpayers who

paid their taxes prior to August 15th. 4. Interest which he received from taxpayers who paid

their taxes after August 15th. 5. Taxes on property sold because of non-payment of

Auditor's Comments To the Citizens of Millinocket:

SALARIES OF TOWN OFFICERS: This year for the first time, salaries of town officers appear in the year in which they were earned. Unfortunately, the layover from last year when added to current year's expenses makes a burdensome total. Hereafter when you pick up a town re-port you will find therein the wages and salaries for that year only.

UNCOLLECTED TAXES: In my report a year ago I mentioned that an analysis of Uncollected Taxes seemed to indicate that in the early years these were carried along for several years and afterwards dropped without making an ap-propriation of a corresponding amount for the abatement of such taxes. I have since confirmed this.

The total amount of uncollected taxes not including those for the current fiscal year aggregates $10,454.20.

I fully realize that owing to the heavy burdens already imposed upon the taxpayers this is hardly an opportune time to raise money to abate these old taxes. However, part of my duties consist in keeping the taxpayers posted regarding the financial affairs of the town and I accordingly repeat what I said last year—whenever conditions return to normal the mat-ter should not be overlooked and an adjustment should be made through a suitable abatement appropriation.

T A X DEEDS - There are now eighty-two (82) tax deeds in the hands of the Treasurer running to the Town. These deeds are dated beginning from year 1908 to the end of the last fiscal year excepting that for all years from 1911 to 1926 both inclusive no tax deeds are to be found.

Those I have listed amountin all to $1,644.52 and it might be within the provinces of the Treasurer to convert some of these into cash inasmuch as this authority has been granted him at each town meeting of the past few years by appropri-ate article inserted in the town warrant. A detailed exami-nation is recommended to ascertain whether some of them have been paid, and simply were not removed from the active list.

Comments By The Selectmen T o the citizens of the town of Mil l inocket w e submit the fo l -

l owing report which may be considered as embrac ing all unsigned accounts 'herein :

W e wish to call to your attention the fact that when the books were closed on January 31, 1934, N O A C C O U N T S S H O W E D A N O V E R D R A F T . A n inspection of the preced-ing thirty-two annual reports will disclose that this is the second time in the history of the town that a fiscal year has ended with no overdrafts.

Vouchers , books, and receipts support ing all of the fore-go ing receipts and disbursements are on file in the office of the selectmen, where they are open to the inspection of the voters and taxpayers during the ordinary hours of business.

Last year the selectmen brought the attention of the voters to the matter of raising money to pay town officers. This was eventually carried out at a special t o w n meeting. Al l town officers during the past fiscal year have been paid, or funds provided therefore. This can be taken care of in like manner during the present fiscal year by action at the c o m i n g March town meeting.

T h e new bookkeep ing system is work ing to perfection. T h e enormous amount of work this year has demonstrated to us that under the old system, it would have been practically impossible to have obtained the same grat i fy ing results. T h e town auditor, Mr. Nelson A . Felix, has, at all times, rendered both courteous and efficient service in auditing the town books.

A t our last annual meeting, f o l l owing a custom estab-lished, Mr. O ' C o n n o r as chairman of the Budget Committee for 1933, presented to that meet ing by motions the recom-mendations of that committee and he per formed his duty in a competent manner. A t the c o m i n g March meeting, Mr. Preble, chairman of the present Budget Committee , f o l l ow ing the prec-edent established, will , w e presume, per form the same service

. and w e make this notation here in order that all may under-stand the capacity in which the chairman of that committee is presumed to act.

W i t h very few, if any exceptions, your board of selectmen approve of the recommendat ions of the present Budget Com-mittee for expenditures in 1934, and we take this opportunity of thanking the members of that body for the assistance which they have rendered to the town in preparing their r e com-mendations and report, and we believe that the practice of

c h o o s i n g such a committee at each annual meeting is a wise one and that it should be fo l lowed. It is not to be understood that it restricts individual citizens in their privilege of of fering mot ions upon any of the articles in the warrant. See report of committee , page 75.

T h e f o l l o w i n g are some of the highlights of the adminis-tration :

T h e c los ing of our bank by the Government.

T h e pulp cutting j ob affected the matter of handling our wel fare people, and a disturbing feature, the strike of the w o r k m e n , which occurred in July.

T h e establishing of C C C camps in Mill inocket and the nominat ing of men to serve in the Baxter C C C camps in town.

T h e supervision of the work on the road f rom P o c k w o -camus to Sourdnahunk Stream, over the " R O O S E V E L T S C E N I C H I G H W A Y " through Baxter Park, passing by M o u n t Katahdin, making it possible to travel f r o m Millinocket to Greenvil le via Ripogenus Dam.

T h e building of the Federal Road from the railway station through Rush 's field, under N R A proved to be a major prob-lem to handle and complications have arisen yet to be defi-nitely settled in regard to the railway crossing. In carrying out this pro ject we were obl iged to employ men from other towns as well as f r om Millinocket.

Mil l inocket , as a municipality, became a member of the N R A .

T h e Federal Civil W o r k s Administration was established by the President of the United States to meet a serious emer-gency . O n N o v e m b e r 19th last at the City Hall in Bangor the State Civil W o r k s Administration for this section was put in motion.

T h e town of Mill inocket was allocated 121 employees under the original C W A works program. On November 21st, t w o days after this vast organization was created, the first j o b was started in Mil l inocket under the supervision of the Board of Selectmen, as Local Civil W o r k s Administrators. T h r o u g h the efforts of the Administration Millinocket was allocated an additional quota of 24 workmen to be placed on the A i rpor t Deve lopment project. T h e creation of the Civil W o r k s Service branch of the work made possible the placing of 20 w o m e n at work in Mill inocket, making the total number of C W A employees in this t own 165.

In connection with this work , the town of Mil l inocket has paid or contracted for materials amount ing to $1,363.60, the agreement with the Federal Government being that the Local Government must pay half of costs of materials.

Under the N R A as originally outlined, the Federal G o v -ernment paid $4,546.00 in wages and salaries on the National Recovery Secondary H i g h w a y pro ject 237 (Sourdnahunk Road , near the B. & A. R. R. station) during the months of September, October , and N o v e m b e r of 1933. This expenditure together with the amount expended for C W A projects makes a grand total of $30,559.76 which the Federal Government has expended for relief purposes in the town of Mil l inocket during the past fiscal year.

In addition to the above hundreds of dollars worth of c lothing, f ootwear , pork and other supplies have been dis-tributed a m o n g the needy here bv the F. E. R. A., a branch of the N R A , through the selectmen.

In all the years since Mil l inocket became a town no such condit ions have arisen as those which have confronted your board during the present year and hardly so in all the previous thirty-three years combined. T h o s e matters which w e have alluded to as "h ighl ights , " some of them, in reality have de-veloped into what might better, perhaps, have been called, " h e a v y darks." T h e pall of unemployment and privation de-scended upon us as well as upon the country at large.

Desperate measures have been taken by the Federal G o v -ernment in a justifiable hope of restoring prosperity to the

country by extending employment . Th e organizing and ad-ministering of the projects set up for the accomplishment of the above purpose has proved to be extremely trying, not only f or us but f o r all, f r o m the President down. In our endeavors to satisfy all within the means furnished us we have not, in all cases, succeeded even to our own satisfaction but considera-tion, w e hope, will be given to the difficulty of our situation. W e can say only that w e have clone our best, but realize that human j u d g m e n t always was and ever will be prone, at least, to occasional error.

points brought out at these hearings are important factors when the recommendat ions are made at later executive meet-ings. W h i l e the attendance at these hearings was about the same as in the past, it is felt that if more were to attend these meetings, it wou ld be of mutual advantage to the citizens and the Committee .

It will be recalled that it was found necessary last year to make extensions to the Catholic and Protestant cemeteries. Ult imate plans call for the enclosure of the old cemeteries and their new extensions with a sturdy fence of appropriate d e s i g n ; the grading and construction of new roadways in the ex-tensions ; and, the installation of additional water lines t o convenient points. T o do all this work in one year would entail a sizable appropriation, so it is the recommendat ion of y o u r Committee , that only $1,000 be raised this year. This sum added to the balance of $1,450 n o w on hand, should take care of the grading, the extension of water lines, and a g o o d start on the new fence. T h e balance of the existing fence to be repaired as cheaply as possible, and then next year, raise enough money to complete the project .

T h e recommended appropriations for your fire and pol ice departments are on the basis of g iv ing the members of these organizations back one-half of the cut that they voluntari ly took in their salaries last year.

Y o u r Committee has been approached by many citizens requesting that something be done in the way of fixing the future salaries of all T o w n Officers. A f ter several lengthy dis-cussions on this subject, the Committee unanimously recom-mends that all salaries of T o w n Officers be fixed for the year of 1934 and thereafter, and suggest the f o l l owing schedule f or the approval of the citizens at T o w n M e e t i n g : —

so that if he col lected all the taxes, his pay (together with the fees f r om the excise tax) would not exceed the sum decided upon.

In the Care of the P o o r Account , there is a balance of $6,422. Y o u r Committee recommends that $20,000 be raised in addition to this balance. It may be that this will prove in-sufficient alone, so a sum of $10,000 is recommended for the Special A c c o u n t . This $10,000 to be used at the discretion of the Selectmen as an Emergency Fund, to provide work for men w h o wou ld otherwise be on the town—said work to have some construct ive value to the town.

T h e school account recommendations are made on the basis of the f o l l o w i n g : — ( 1 ) C o m m o n School to run 34 weeks ; (2 ) Free H i g h School to run 36 weeks ; (3) a 10% reinstate-ment of wages of all teachers and janitors to take effect next September ; (4 ) the hiring of additional teachers next Sep-tember if f ound necessary ; (5) the transportation of those children l iving beyond the Cemetery on the M e d w a y Road, during the three bad winter months.

T h e School Committee reported that the mothers had made a strong appeal to have the School Nurse start work two weeks before school opened, remain two weeks after school c losed, and to work during the one week vacation in the spring. A t the Publ ic Hearings held by your Budget Com-mittee, this extra five week period was advocated by others than the School Board, as a money saver to the T o w n because it wou ld a l low the nurse time to investigate and fo l low up many cases into the homes which would otherwise be neglected. It was also urged at the Public Hearings, that the nurse be given an increase in salary. Th e recommendation in this account is for the five extra weeks and a 10% wage rein-statement effective next September, the same as the teachers.

Every account which appears on your town books has been carefully compi led into a comprehensive tabulation, which in most cases, make the recommendations of the Com-mittee sel f -explanatory.

T h e Committee wishes to take this opportunity to thank the Selectmen and their office f o r c e ; also, the T o w n Auditor for the fine spirit of co-operation they have shown in furnish-ing any information requested.

In conclusion :—If the Budget Committee 's recommenda-tions are accepted as shown on the tabulation (and the state

and county taxes and valuation remain about the same) , the tax rate for 1934 will be approximately $54 per $1,000.
