November 8th is Election Day! No matter what side of the isle you are on it's important to do your civic duty and vote. The City of Chicago makes it easy to vote for your preferred candidates during the election. For full voter information, go to www.chicagoelections.com, but primarily there are 3 ways to cast your ballot.

Early Voting - Any Chicago voter may use any site in the city for Early Voting & Registration now through Nov. 7. Voters don't need a reason or excuse to use Early Voting & Registration before Elec-tion Day. The 3rd Ward Site is at Bee Library - 3647 S. State St.

Vote on Election Day - On Election Day you must vote at your polling location.

Vote by Mail - Any registered voter may Vote By Mail. Voters do not need a reason or excuse to Vote by Mail. Nov. 3, 2016 at 5 p.m. is the deadline to return your appli-cation to the offices of the Board of Elections. You can apply online at http://www.chicagoelections.com/en/vote-by-mail.html or print out and mail your application form.

To register to vote you can visit any of Chicago's 51 Early Voting & Registration sites now through Nov. 7. You must present two IDs, at least one showing current address. On Election Day, Nov. 8, 2016, you may register and vote only at the precinct polling place assigned to your home address.

To register to vote, you must: - be a U.S. citizen, and - be born on or before November 8, 1998, and - live in your precinct at least 30 days before the election, and - not claim the right to vote elsewhere; and - not be in prison/jail serving time for a conviction. (Note: Ex-convicts who have completed their sentences and who meet all other requirements listed above are eligible to register and vote in Illinois.) New Bronzeville Mariano's Opens Alderman Dowell was proud to attend the historic grand opening of the new Bronzeville Mariano's grocery store on Dr. Martin Luther King Jr. Drive and Pershing Road. The new grocery store was a long time coming and will offer lasting benefits to the community. The Bronzeville Mariano's was made possible through the cooperation of the 3rd and 4th Wards, Bob Mariano, the City of Chicago and countless others who remained dedicated to bringing fresh food, economic development and jobs to the Bronzeville neighborhood. Mariano's is a committed partner in the community, hiring from Bronzeville FIRST and allocating a specific section of the store for local Bronzeville products. This project will be a great addition and economic driver to the neighborhood.

Emergency Heating Repair Program Open Nov. 1 The 2016-17 Emergency Heating Repair Program will be open starting November 1, 2016 through April 1, 2017 or until all funds have been exhausted. The program provides grants for the repair or replacement of faulty or inoperable residential heating systems for eligible owner-occupied one-to-four unit residential buildings. The program provides assistance to a property one-time only. Any owner occupied property that has received service in the past would be ineligible to receive service again. The Emergency Heating Repair program's application package is available to online at: www.cityofchicago.org/dpd to be linked and shown on the right side of the Department of Planning and Development's main page.

Property Tax Rebate Program Open Through November 30th The City of Chicago Property Tax Rebate Program provides eligible families and seniors some property tax relief through a City-funded rebate. Mayor Rahm Emanuel and the Chicago City Council are implementing this rebate program to help offset the property tax increase needed to fund the pensions of our first responders. November 30th 2016 is the deadline for eligible Chicago homeowners to apply for a City of Chicago rebate at any of the 26 neighborhood locations, including City Hall. Homeowners must apply for the rebate in person. For residents of the 3rd Ward, the closest rebate locations are: the Chinese American Service League (2141 S. Tan Ct.) or the King Center (4314 S. Ald. Dowell Opens Hadiya Pendleton Park In early October, Alderman Dowell was joined by the families of Hadiya Pendleton and Vonzell Banks, as well as dozens of residents from the community to open the new Hadiya Pendleton Park at 4345 S. Calumet Avenue. The newly expanded park will feature a musical themed walkway containing music bars and musical notes, a state-of-the-art playground, a performance stage, a water feature and fitness stations for residents and their families to enjoy. Hadiya Pendleton Park opens two years after King College Prep student Hadiya Pendleton was tragically lost to stray gunfire. This expanded park gives local children and families a fantastic place to play while also honoring the memories of Hadiya Pendleton and Vonzell Banks - another young student killed by senseless violence.

Armstrong Park Ribbon Cutting Alderman Dowell joined members of the Lillian Harding Armstrong Park Advisory Council (PAC) and community residents for the ceremonial ribbon-cutting at Lillian Harding Armstrong Park's newly renovated track at 4433 S. St. Lawrence Avenue. The new track was paid for by Chicago Park District and Crescent Heights, the development company building the DePaul Center in the South Loop. The Park Advisory Council, a voluntary group of individuals who meet on a regular basis to support the effective functioning of their local park, was formed in June of 2014 and is being led by Bruce Sayre the PAC's President. He leads a strong and active PAC membership group consisting of Ruby Haughton- Pitts, Prentiss Byrd, Marjorie Edwards, Terry Ervin, Kimi Edwards, Debra Smith and Shelley Davis among others.

The ribbon-cutting ceremony was the first of two events held at Armstrong Park on October 22nd. The PAC and community residents walked a lap around the track to raise awareness of Domestic Violence Abuse as October is Domestic Violence Awareness Month. In addition to walking around the track, the PAC also collected hygiene products to be donated to a women's shelter for domestic violence victims. Alderman Dowell Hosts 3rd Ward Parade of Homes Meeting On Monday, October 24th Alderman Dowell hosted a Town Hall meeting to present the developers for the 3rd Ward Parade of Homes project. This project will create a series of market-rate single-family housing in an area from Pershing Road to 46th Street on Indiana Ave., Calumet Ave. and Prairie Ave. The five developers selected to participate in the Parade of Homes are: Lennox Jackson with Urban Equities, Jerome Wade with Jerome Wade Enterprises, Benjamin Van Horne of Greenline Homes, Eric & Sheila Dantzler with R&D Builders and Craig Yarbrough of Click Development. Thank you to the developers and Brian O'Donnell with the Department of Planning and Development for participating in this exciting opportunity. Old St. Mary's Girls Cross Country Wins State Championship Join Alderman Dowell and the entire Old St. Mary's family in congratulating the Old St. Mary's Girls Cross Country team for winning the State Championship. The girls' team beat the second place team by 30 points. All of the girls set personal records from 25 seconds to 1 minute faster than they had run before! Congratulations to Reese Crowley, Ella Hwang, Meghan Semmer, Olivia Syftestad, Emily Hwang, Sandra O'Malley, Allie Dombrowski, Summer Cardenas, and Stacia Konow.

Bronzeville Community Action Council Honors Principals The Bronzeville Community Action Council (Bronzeville CAC) hosted a breakfast in honor of the neighborhood's principals to thank them for all of the fantastic work they do leading their schools and educating local children. At the event principals were treated to a buffet breakfast and were thanked personally by their local elected officials - including Alderman Dowell - and members of the Bronzeville CAC. Thank you to the Illinois Institute of Technology for hosting the event and to the Bronzeville CAC for organizing this wonderful celebration of our school's leadership.

42nd Street Named in Honor of Dr. Sokoni T. Karanja Alderman Dowell was proud to preside over the honorary street renaming cere-mony for the founder and former Executive Director of Centers for New Hori-zons, Dr. Sokoni T. Karanja. 42nd Street between Prairie Avenue and Dr. Martin Luther King Jr. Drive is now adorned with signs marking it as the honorary Dr. Sokoni T. Karanja Way. Dr. Karanja is an institution in Bronzeville and remains a neighborhood resi-dent. While leading Centers for New Horizons, he developed wraparound ser-vices for local families including: job training, placement assistance, mental health programming, early-education concepts and more. In addition to his work with Centers for New Horizons, he sits on multiple boards and task forces, was named a MacArthur Fellowship recipient, and remains very active in the Bronzeville community. Congratulations to Dr. Karanja for his tireless work and dedication to the residents of Bronzeville and to the entire City of Chicago.

Burke School Builds New Garden With the guidance of Mission Continues, a volunteer organization made up primarily of U.S. military veterans, Burke Elementary school constructed a school garden on the CPS-owned vacant lot on the corner of 54th Ave. and Calumet Ave. This garden will be a great addition to the Burke School community, allowing students to have a hands-on approach to learning about science, the environment and sustainability. Led by John Worthy, Mission Continues was joined by students and faculty of Burke School in the construction of the garden. Classrooms will be assigned a bed for planting and lesson plans will be created around the new garden. Alderman Dowell was happy to assist in the construction of the garden by supplying wood chips that serve as the bed for the garden. Thank you Principal Jessica Biggs of Burke School, John Worthy and the rest of the Mission Continues team and to all of the students, parents, faculty and residents that came out to help construct the garden.

Ald. Dowell Hosts House Share Ordinance Meeting Nov. 16th On June 22, 2016, the City of Chicago adopted an ordinance that changed the law regarding the regulation of short-term rental activity, including shared housing and vacation rentals, in the city. The ordinance takes effect December 17, 2016. As part of the ordinance, the City of Chicago's Department of Business Affairs and Consumer Protection will maintain a Prohibited Buildings List which will allow your building to be placed on a list prohibiting short-term residential rental activity in your building if it has 5 or more dwelling units, or the building is otherwise governed by a homeowners' as-sociation, condo association, or building cooperative. On November 16th, Alderman Dowell's office in conjunction with the Department of Business Affairs and Consumer Protection, will host a meeting for Board Presidents, Managing Agents or Association Attorneys, to learn about the House Share Ordinance and how to take the necessary steps to be included on the Prohibited Buildings List. The meet-ing will also offer an opportunity to get questions answered, obtain an Affidavit Form and learn how to handle com-plaints. Alderman Dowell Gets Into the Thanksgiving Spirit As she does every year, Alderman Dowell is giving back to the community over the Thanksgiving holiday season. This year not only is the Alderman giving away her usual batch of turkeys to local residents, but she is partnering with Greater Harvest Missionary Baptist Church to sponsor a food pantry as well as working with Tapas Valencia to host a free Thanksgiving Day meal for needy residents. Finally, led by her staff, the Alderman's office is collecting personal hygiene items for women who otherwise can not afford or do not have access to them. Thank you to Pastor Grandberry of True Rock Ministries, Tapas Valencia, Greater Harvest MBC and all the other great supporters of this year's Thanksgiving festivities. Water Main Replacement - 51st Street from Prairie Ave. to King Drive Alderman Dowell would like to alert you of an upcoming water main construction project in your neighborhood. By mid-October 2016, Department of Water Management (DWM) Benchmark Construction Company crews will begin the work to install 951 feet of new 12-inch water main in E. 51st Street, from S. Prairie Avenue to S. Dr. Martin Luther King Jr. Drive. The old water main dates back to 1891, and needs to be replaced. If you would like to receive regular email updates about the progress of the project, please go to BuildingANewChica-go.org to register for the WaterALERT program. Simply enter your name, email address and the project identification number #1601008 into the system. By signing up for the WaterALERT emails, you will be notified as the project enters each new construction phase - from DWM's mobilization of equipment onto the site, to the installation of new pipes, to the final restoration of the street. When DWM is working in the street, they may close or limit it to traffic for safety reasons, but you will always be able to reach your home or business. Outside of working hours, a travel lane will be left open for local traffic only. DWM will post their work area for "No Parking" as needed during work hours (generally 7am-4pm). Parking outside of those hours will be allowed, but cars will need to be moved by the start of the next workday. DWM will try to preserve as much parking space as possible. DWM knows that construction always involves inconveniences and noise. They will do everything possible to maintain your quality of life throughout these projects, and conducting themselves as good and thoughtful neighbors in the course of their presence on your street. However, those that live in the City's neighborhoods know that isn't even close to the whole story. Park District Lead Drinking Water Testing In an effort to ensure the safety of Chicago Park District patrons and staff, the Park District is implementing a comprehensive testing program following EPA protocols for lead sampling in all of their drinking fountains and kitchen sinks. In response to the testing, 14 of 544 indoor drinking water sources (fountains and sinks) and 445 of 1,891 outdoor fountains were disabled, as they were found to have levels higher than the EPA action level of 15 parts per billion (ppb). These fountains will undergo further testing, and will be removed, repaired or replaced, as necessary. Chicago's water supply is free of lead when it leaves the treatment plant. However, lead can be found in some older plumbing fixtures and piping, and lead found in the water usually comes from the corrosion of these items. This explains why only some fountains are affected - the issue is not system-wide, but is specific to the fixtures or pipes for fountains and sinks. City Announces Reforms for Single-Family Home Renovation Projects On October 20, 2016 Mayor Rahm Emanuel announced reforms that will encourage more single-family homeowners across Chicago to take on home renovation projects. The reforms will cut the time it takes for home renovation project permits to be approved to 30 days or less and provide enhanced customer service for home renovation permits requiring special zoning and landmark approvals. 3rd Ward Small Business Improvement Funds Available The City of Chicago, along with its partner Somercor, operates a program to assist business with various capital ex-penses called the Small Business Improvement Fund, or SBIF for short. To find out if you are eligible for SBIF financing and what SBIF funds can be used for go to www.somercor.com.

Between November 1st and November 30th the following TIF districts in the 3rd Ward will be accept-ing SBIF applications: 24th/Michigan, 43rd/Cottage, 47th/King, 47th/State, Bronzeville and Michigan/Cermak. Raccoon, Opossum and Other Wildlife Management If you find injured or trapped wildlife, wildlife that pose an imminent hazard to public health or safety, or wildlife in your home, please contact 311 and Chicago Animal Care and Control (CACC) will respond. To prevent wildlife in your home, here are a few tips:

Install a commercial chimney cap on your fireplace or furnace chimney Cover the inside of your attic, soffit, kitchen and bathroom vents with hardware cloth Cover window wells with commercial grates Annually inspect your roof and repair immediately

To prevent wildlife in your neighborhood you should take the following steps: Don't feed wildlife Keep a tight fitting lid on all garbage cans Don't let bird food from feeders accumulate on the ground Remove brush piles and other debris from your yard Stack firewood on a frame that keeps logs at least 2 feet above the ground

Community Health Worker Training The University of Chicago Comprehensive Care Program is having a free 2 day class about ways to improve the health of your community as a community health worker.
