SECTION 1 INTRODUCTION
1.1 Purpose and Background
This Third Addendum to the Certified Final Program Environmental Impact Report for the
General Plan 2025 Program has been prepared by the City of Riverside (“City”) in conformance
with the California Environmental Quality Act (Public Resources Code, § 21000 et seq.)
(“CEQA”), the State CEQA Guidelines (Cal. Code Regs., Title 14, Chapter 3 § 15000 et seq.) and
the City of Riverside CEQA Resolution No. 21106, to address minor changes to the General Plan
2025 Program (“Program”) (as defined below) as a result of California State Assembly Bill No.
162 (“AB 162”), requiring a minor General Plan Amendment to the Public Safety Element, the
Open Space and Conservation Element, and the Public Facilities and Infrastructure Element.
Independent of AB 162, additional sections of the Public Safety Element and the Open Space and
Conservation Element also require amendments to incorporate updated information received after
the adoption of the General Plan 2025 Program.
A. AB 162
AB 162, also known as the Wolk Bill, became effective on October 10, 2007. The bill
requires cities and counties to address, in a more comprehensive manner, flood management
in their General Plans with or before the next comprehensive update of the Housing Element.
Consequently, the Housing Element is currently in the process of a comprehensive update for
the Regional Housing Needs Assessment (RHNA) Cycle 2006-2014. AB 162 specifically
requires that the General Plan include the following:
- Identification and annual review of areas within the City that are subject to flooding as
identified by flood plain mapping prepared by the Federal Emergency Management
Agency (FEMA) or the Department of Water Resources.
- Identification of rivers, creeks, streams, flood corridors, riparian habitat and land that
may accommodate floodwater for the purposes of groundwater recharge and stormwater
management.
- A safety element for the protection of the community from any unreasonable risks
associated with the effects of seismically induced surface rupture, ground shaking,
ground failure, tsunami, seiche, and dam failure; slope instability leading to mudslides
and landslides, subsidence, liquefaction, and other seismic, geologic, and fire hazards.
- Establishment of a set of comprehensive goals, policies, and objectives for the protection
of the community from the unreasonable risks of flooding.
- Identification of new information that was not available during the previous revision of
the safety element and would provide criteria by which cities and counties that have flood
plain management ordinances may comply with these provisions.
- Consultation with the Division of Mines and Geology of the Department of Conservation
and with the Office of Emergency Services and, prior to adoption or amendment of the
safety element, including submittal of one copy of a draft or amendment of the safety
element to specified state agencies and local governments for review pursuant to
specified procedures.

- The determination of available land suitable for urban development may exclude lands
where the flood management infrastructure designed to protect the jurisdiction is not
adequate to avoid the risk of flooding such that the development of housing would be
impractical due to cost or other considerations.
General Plan Amendment – Public Safety Element (AB 162)
The Public Safety Element of the General Plan 2025 sets forth a proactive and coordinated
program of protection for all foreseeable natural and human-caused hazards. The Element
addresses reducing the risk of geologic and flood hazards, managing hazardous materials,
improving transportation related safety, fire prevention and response, providing adequate
police services, reducing crime through environmental design and how Riverside's public
safety providers can best coordinate their activities to ensure the public's safety. AB 162
serves to further the objectives and policies of the Public Safety Element by requiring updates
and incorporation of information related to flood management and protection.
As outlined in the table below, the proposed General Plan Amendment involves text changes
to the General Plan 2025 Public Safety Element as well as updates to the following maps as
required by AB 162:

The Open Space and Conservation Element of the General Plan 2025 provides the
framework, through various objectives and policies, to preserve, protect and enhance
Riverside’s existing resources, and to capture new resources as they become available. As
such, it is vital that the most up-to-date information is incorporated into the General Plan as
soon as it becomes available to ensure its proper implementation.
Similar to the updates outlined above, the proposed General Plan Amendment involves text
changes to the General Plan 2025 Open Space and Conservation Element as well as the
incorporation of the following maps as required by AB 162:

Public facilities and infrastructure represent a hidden support network within the City of
Riverside. Well-designed and maintained infrastructure systems are critical to the
community's economic development goals, and they enhance the quality of neighborhoods.
Infrastructure such as sewer and water lines, broadband communication networks and solid
waste collection and disposal must be sufficient to accommodate the present and future needs
the community. Providing quality public facilities such as libraries, hospitals and community

centers are also of vital importance, as they contribute to the health, education and quality of
life for all residents. The Public Facilities and Infrastructure Element of the General Plan
2025 addresses these hidden support systems.

This Addendum documents the City’s consideration of the potential environmental impacts
resulting from the minor changes to the Program as a result of AB 162 as well as the need to
incorporate updated information received after the adoption of the General Plan 2025 Program,
resulting in a General Plan amendment and explains the City’s decision that a subsequent EIR is
not required. The City of Riverside is the lead agency and has approval authority over the
Program and changes that are included as part of this project.
1.3 Documents Incorporated by Reference
Section 15150 of the State CEQA Guidelines encourages environmental documents to
incorporate by reference other documents that provide relevant data and analysis.

1.4 CEQA Requirements for Use of an Addendum
When a lead agency has already prepared an EIR, CEQA mandates that "no subsequent or
supplemental environmental impact report shall be required by the lead agency or any responsible
agency, unless one or more of the following events occurs: (a) substantial changes are proposed
in the project which will require major revisions of the environmental impact report; (b)
substantial changes occur with respect to the circumstances under which the project is being
undertaken which will require major revisions in the environmental impact report; (c) new
information, which was not known and could not have been known at the time the environmental
impact report was certified as complete, becomes available" (Cal. Pub. Res. Code, § 21166). State
CEQA Guidelines Section 15162 clarifies that a subsequent EIR or supplemental EIR is only
required when "substantial changes" occur to a project or the circumstances surrounding a
project, or "new information" about a project implicates "new significant environmental effects"
or a "substantial increase in the severity of previously significant effects."
When only some changes or additions to a previously certified EIR are necessary and none of the
conditions described in Public Resources Code Section 21166 or Section 15162 of the State
CEQA Guidelines calling for the preparation of a subsequent or supplemental EIR are met,
CEQA allows the lead agency to prepare and adopt an addendum. (State CEQA Guidelines, §
15164(a).)
Previous analysis of environmental impacts has been conducted for the Program, including an
Initial Study, a draft PEIR, and a Certified Final PEIR (“Final PEIR”).
1.5 Summary of Analysis and Findings
Based upon the environmental checklist prepared for the proposed General Plan Amendment
(Section 3) and supporting checklist responses (Section 4), other than the minor changes to the
Program in reference to the project, no further clarification or additional explanation is warranted,
beyond the analysis contained in the Final PEIR. The environmental effects associated with the
changes in the proposed General Plan Amendment do not require additional analysis beyond the
analysis previously prepared and distributed in the Final PEIR.
Pursuant to Section 15164 of the State CEQA Guidelines, the City of Riverside finds that only
minor modifications are required to the Circulated Final PEIR and that none of the conditions
described in Public Resources Code Section 21166 or Section 15162 of the CEQA Guidelines
requiring preparation of a subsequent or supplemental EIR have occurred. More specifically, the
City of Riverside has determined that:
The primary basis for the changes to the Program is to implement the requirements of AB
162 as well as the need to incorporate updated information received after the adoption of the
General Plan 2025 Program.

There are no substantial changes to the project that would require major revisions of the Final
PEIR for the Program, due to new significant environmental effects or a substantial increase
in the severity of impacts identified in the Final PEIR.
No substantial changes have occurred in the circumstances under which the project is being
undertaken that will require major revisions of the Final PEIR to disclose new significant
environmental effects or that would result in a substantial increase in the severity of the
impacts identified in the Final PEIR.
There is no new information of substantial importance, which was not known at the time that
the previous Final PEIR was circulated, indicating that:
- The proposed General Plan Amendment will not have one or more significant effects not
previously discussed in the Final PEIR;
- There are no impacts that were determined to be significant in the previous Final PEIR
that would be substantially more severe;
- There are no additional mitigation measures or alternatives to the project that would
substantially reduce one or more of the significant effects identified in the previous Final
PEIR; and
- There are no additional mitigation measures or alternatives which were rejected by the
project proponent that are considerably different from those analyzed in the previous
Final PEIR that would substantially reduce any significant impact identified in the Final
PEIR.

SECTION 2 DESCRIPTION OF THE PROPOSED ACTION
2.1 Project Description
Changes to the Program description as noted in the Final PEIR are not necessary due to the minor
non-substantive changes included in the proposed General Plan Amendment.
The Program still remains as the adoption and implementation of the following programmatic
land use planning documents:
1. Comprehensive update of the City of Riverside General Plan.
2. Comprehensive update of the City of Riverside Zoning Code (Title 19 of the Municipal Code
of the City of Riverside) and the rezoning of properties to reflect new zone names and to
respond to General Plan land use designation changes in focus areas Citywide.
3. Comprehensive update of the City of Riverside Subdivision Code (Title 18 of the Riverside
Municipal Code of the City of Riverside).
4. Amendment to the Noise Code (Title 7 of the Municipal Code of the City of Riverside).
5. Adoption of the Magnolia Avenue Specific Plan.
6. Adoption of Citywide Design and Sign Guidelines.

2.2 Environmental Setting
The City’s Planning Area for the Program encompasses approximately 143 square miles and
includes a broad array of land uses, ranging from high-density residential, and commercial to
semi-rural to agricultural.
The City of Riverside is located in western Riverside County and is bounded on the north by the
unincorporated Riverside County communities of Rubidoux and Jurupa and the cities of Colton
and Rialto (San Bernardino County), on the east by Riverside County and the City of Moreno
Valley, to the south by unincorporated Riverside County, and to the west by the Riverside County
and the cities of Norco and Corona.

III. Air Quality
The following responses are based on the air quality data provided in Appendix c of this
document. The air quality data includes an air quality assessment methodology, existing regional
and local air quality data, and air emissions calculations.
Where available, the significance criteria established by the applicable air quality management or
air pollution control district may be relied upon to make the following determinations. Would the
project:
a) Conflict with or obstruct implementation of
the applicable air quality plan?
b) Violate any air quality standard or contribute
substantially to an existing or projected air
quality violation?
c) Result in a cumulatively considerable net

reduced as a result of the update. The proposed General Plan Amendment also
incorporates the existing land use compatibility zones for the Riverside Municipal and
Flabob Airports and the March Air Reserve Base/March Inland Port (MARB/MIP),
which were not referenced on the existing map (Appendix C). As well, the proposed
General Plan Amendment provides updated information related to fire hazard areas
(Appendix D). The information adopted with the General Plan 2025 was obtained from
the California Department of Forestry and Fire Protection (CALFIRE) and reflects 1985
data. The updated maps reflect 2010 data, which provides a more accurate representation
of the conditions related to this matter as they exist today. Finally, the proposed General
General Plan 2025 Program – Third Addendum to Certified Final PEIR Appendices

Plan Amendment incorporates a new map that identifies the City’s main evacuation
routes (Appendix E), which serves to supplement and enhance the City’s existing
evacuation plans. As such, the proposed General Plan Amendment does not increase or
significantly change the impacts from hazards. All of the map updates as part of the
proposed amendment (including flood hazard areas based on the latest FEMA maps)
serve to provide more accurate and reliable information to better avoid and minimize
impacts related to hazards.

protection. The proposed General Plan Amendment updates an existing map, Flood
Hazard Areas (Appendix F), and incorporates three new maps, Rivers, Creeks and
Streams, (Appendix G), Waterbasins Groundwater Recharge Areas (Appendix H), and
Stormwater Management Areas (Appendix I), that identify areas within the City that are
subject to flooding. The updated Flood Hazard Areas map reflects updated information
received from the Federal Emergency Management Agency (FEMA) with respect to
flood hazard areas, in accordance with the requirements of AB 162, which provides a
more accurate representation of the conditions related to this matter as they exist today.

Specifically, it replaces the method of calculating the likelihood of a major flood
occurrence by number of years (e.g.:100-Year and 500-Year Flood) with percentages for
likely occurrences. The updated maps also include the addition of the Fairmount Dam,
which is listed on the State’s list of dams. The three new maps identify areas that may
accommodate floodwater, including rivers, creeks and streams, for the purposes of
groundwater recharge and stormwater management. With implementation of the
requirements under AB 162, the proposed General Plan Amendment does not increase or
significantly change the impacts from hydrology and water quality. In fact, it serves to
further identify where potential impacts could occur with respect to hydrology and water
quality.
X. Land Use and Planning

XIV. Public Services

any of the public services:

conditions, including the location of agricultural lands, evacuation routes, neighborhood
policing centers, fire hazard areas, hazardous waste sites, mineral resources, flood hazard
areas, stormwater management areas, water basins groundwater recharge areas, and
rivers, creeks and streams. In fact, the proposed General Plan Amendment incorporates
updated and new maps that identify the City’s fire hazard areas, main evacuation routes,
areas subject to flooding and neighborhood policing centers (See Appendices D, E, F and
K), which serve to aid in fire and police protection by providing accurate and up-to-date
information.
XV. Recreation
a) Would the project increase the use of existing neighborhood and regional parks or other
recreational facilities such that substantial physical deterioration of the facility would
occur or be accelerated?

management areas, waterbasins groundwater recharge areas, and rivers, creeks and
streams. In fact, the proposed General Plan Amendment incorporates new maps that
identify the City’s waterbasins groundwater recharge areas as well as stormwater
management areas (See Appendices H and I), which serve to aid in the provision of
service systems by providing accurate and up-to-date information.
XVIII. Mandatory Findings of Significance
a) Does the project have the potential to degrade the quality of the environment,
substantially reduce the habitat of a fish or wildlife species, cause a fish or wildlife
population to drop below self-sustaining levels, threaten to eliminate a plant or animal
