1. CALL TO ORDER & INTRODUCTIONS Chair Horner called the meeting to order at 2:15 PM. Members and guests introduced themselves.
2. ASHRAE CODE OF ETHICS COMMITMENT ‘In this and all other ASHRAE meetings, we will act with honesty, fairness, courtesy, competence, integrity and respect for others, and we shall avoid all real or perceived conflicts of interests.’ (See full Code of Ethics: www.ashrae.org/about-ashrae/ashrae-code-of-ethics.)
3. REVIEW OF AGENDA
An item was added to the agenda to discuss the IEQ-GA. Brian Gilligan was invited to address EHC at 3:30 PM to discuss a GSA stress and sleep study.
4. MINUTES Minutes from Winter Meeting were approved at EHC spring meeting.
5. CHAIR’S REPORT (Horner)
A. Motions from Past Meetings Requiring Higher Body Approval 1. Spring Meeting
a) that Walter Vernon be appointed to the Infectious Aerosols position document committee. [This motion is on DRSC agenda for Kansas City meeting.]
B. 2018-2019 Management by Objectives (MBOs) 1. Report on MBOs
EHC will discuss MBO items as they arise on the agenda. A status report on MBOs is included as Attachment A.
C. IEQ-GA It was reported that the following motions were approved by ASHRAE BOD in November:
1. ASHRAE participate in the incorporation of the IEQ-GA and continue its membership, subject to
review every five years. Fiscal Impact: Up to $5000 every year, including 1) an estimated $2200 contribution to incorporation costs, 2) to be determined, but lower, annual membership fees in subsequent years, and travel cost for ASHRAE’s representative to an annual in-person meeting.
2. That responsibility for monitoring and reporting on IEQ-GA be assigned to the Environmental Health Committee (EHC) and that EHC recommend candidates to serve as the ASHRAE representative and alternate for terms of up to three years. The IEQ-GA candidates recommended by EHC must be confirmed by Presidential appointment.
Bahnfleth was asked to determine if $5000 was allocated in ASHRAE budget (AI #1). Weekes reported that the IEQ-GA is meeting tomorrow here in Kansas City. The aim is to incorporate in Fall 2019 in Belgium. EHC would recommend ASHRAE representatives to the IEQ-GA later on the agenda.
D. Other It was noted outgoing EHC chair Horner was not on roster for next year, a violation of ROB. Hermans agreed to discuss roster with Boyce/Neme to place Elliott Horner on EHC as consultant per ROB 2.406.002.1C (AI #2).

6. VICE-CHAIR’S REPORT (Conlan) A. ROB/MOP/Reference Manual
No new changes to ROB and MOP documents were warranted at this time. Changes to the Environmental Health Award information in the Reference Manual would be discussed later in Vice Chair report.
B. Budget
No changes were requested to EHC budget.
C. Environmental Health Award It was moved (WC) and seconded (WT) that,
(1) EHC approve changes to the EH Award criteria in the Reference Manual as shown in Attachment B. MOTION 1 PASSED: 10-0-0, CNV BACKGROUND: These changes are meant to expand the list of ASHRAE’s health related publications that nominees get credit for in the point criteria.
7. BOARD OF DIRECTORS (BOD) EX-OFFICO (ExO) & COORDINATING OFFICER (CO) REPORT A. BOD EX-Officio - Lawrence
Incoming BOD Ex-O Rick Hermans gave the Ex-O presentation on behalf of Tom Lawrence (Attachment C). Highlights include: • Incoming ASHRAE President is Darryl Boyce with theme of Building for People and Performance,
Achieving Operational Excellence • Members are asked to nominate committee members at www.ashrae.org/nominate. Encouraged all
to self-nominate if they wish. • ASHRAE reviewing new membership models • ASHRAE is renovating a new HQ building for occupancy in October 2020 • New ASHRAE Strategic Plan developed and available (www.ashrae.org/about/strategic-plan). One
of four main initiatives is IEQ. Bahnfleth noted there were many opportunities for EHC to contribute to new plan.
• Research Advisory Panel (RAP) is being assembled to develop an update to the ASHRAE Strategic Research Plan. RAP’s first meeting will be in Orlando. EHC PD’s and EIB may serve as good resource for research of interest to Society.
B. Coordinating Officer – Schwedler Incoming Coordinating Officer Dennis Knight thanked EHC members on behalf of Mick Schwedler. He emphasized new strategic plan and encouraged work in these areas.
8. ASHRAE IAQ 2020 CONFERENCE
Sherman reported that planning is underway for ASHRAE’s IAQ 2020 conference. The conference titled “Indoor Environmental Quality Performance Approaches - Transitioning from IAQ to IEQ” will be in Athens, Greece September 14-16, 2020. It is co-organized by AIVC and hosted by the Hellenic Chapter of ASHRAE. Information is available at www.ashrae.org/iaq2020. The call for papers is currently open and set to close October 7, 2019. EHC members were asked to review and consider submitting an abstract (AI #3).
9. IEQ-GA
IEQ-GA received a MOU draft from ISIAQ. Bahnfleth and Wargocki explained the ISIAQ database to standardize reporting to a worldwide database of IEQ/IAQ Standards. The MOU is for ASHRAE to help participate in this effort.

Leung invited all to participate if they had an interested in any of these topic areas. Leung emphasized the chapter would focus not just on indoor air but on the entire indoor environment. The final draft of the chapter is due July 2020, so much of the writing and reviewing will be done later this year. Horner concluded that some sections are badly in need of help. Asked all to participate. Leung would explore how drafts can be shared and controlled among all participants, which could include the Handbook portal, email, basecamp or other options (AI #4).
2.0 IAQ Guide There was no further discussion on the update to the IAQ Guide. Staff reported that there 27k+ individual downloads, >2300 of which were purchases.
B. Policy Subcommittee (Khankari)
1.0 Position Documents (PD) A. Indoor Air Quality
The revision to the Indoor Air Quality PD is underway and the committee is meeting regularly. The current version expires in June 2020 but the committee expects a draft will be ready for approval in Fall 2019.
B. Limiting Indoor Mold and Dampness in Buildings
Weekes agreed to check with Lew Harriman to determine if a revision was appropriate or if no action is needed. The PD expires in June 2021.
C. Environmental Tobacco Smoke (ETS) Schoen reported that little progress has been made. The PD expires in June 2019 but the PD is still in development.

BACKGROUND: The PD is currently scheduled to expire on June 29, 2019. A revision to the PD is already authorized and is currently underway but will not be complete before the PD expires. The PD chair estimates the revision will be completed within 12 months. MOTION 3 PASSED: 10-0-0 CV
D. Combustion of Solid Fuel and IAQ in Primarily Developing Countries
The chair of the last PD committee, Paul Francisco, was contacted and indicated a reaffirmation was appropriate. It was moved and seconded that,
(4) EHC recommends that Technology Council reaffirm the Combustion of Solid Fuels and Indoor Air Quality in Primarily Developing Countries Position Document (PD).
BACKGROUND: The PD is currently scheduled to expire on October 3, 2019. The chair of the PD committee that developed the current PD recommended a reaffirmation, not a full revision or retirement. The reaffirmed PD would expire in 36 months. MOTION 4 PASSED: 9-0-1 CV
E. Infectious Aerosols
EHC’s motion from the spring to add Walter Vernon to the PD committee will be considered by Tech Council at this meeting. The committee to revise the Airborne Infectious Diseases PD has met several times and is developing the revision. The current version expires in January 2020 and the PD committee expects a draft will be ready for approval later in Fall 2019.
F. Indoor Carbon Dioxide There was discussion on who would chair this PD. Persily agreed to chair starting this fall with Bill Bahnfleth and Pawel Wargocki on the committee. It was noted that this PD should not overlap content with IAQ PD. New PD will focus on what the role of CO2 is and how it should be used. It is moved and seconded that,
(5) EHC recommends that Technology Council appoint Andrew Persily as chair of the Indoor Carbon Dioxide PD committee.
BACKGROUND: This new PD was authorized at the Winter Meeting. Persily agreed to serve if appointed. The plan is to recommend a full PD committee roster in the Fall and to have a draft of the PD for the Winter Meeting in Orlando. MOTION 5 PASSED: 11-0-0 CV

2.0 Emerging issue briefs (EIB)
A. Current emerging issue briefs No changes were suggested to the EIBs currently on EHC page of website. A summary of EIBs is included as Attachment D.
B. Other • Indoor Environmental Impact of Climate Change
Alspach and Burley were leading this effort and a draft was available. Horner agreed to send some related EPA resources to Burley. The goal was for a draft for EHC by fall (AI #5). If the EPA’s guidance on fires, wildfire smoke would not fit in here, it could be its own brief.
• Disagreement and conflicting IAQ Standards around the world Leung was leading this effort but would hold off given work if ISIAQ to create database.
• Others Bayer suggested looking a brief on handling 3D printers. Staff would send a template and examples to Bayer to send and discuss with TC 2.3 member. Horner noted UL speakers on 3D printers may have an interest as well. The scope of such an EIB would be what are exposures and harm and how do we control emission? How do emissions change with varying feedstocks? Goal for draft by Fall meeting (Oct.) Horner suggestion for a EIB on wildfires and fire smoke would be another idea for an EHC brief.
C. Education/Program Subcommittee (Stewart)
Stewart noted that Hoy Bohanon would serve as chair of the Program subcommittee after her term. Stewart summarized program ideas from subcommittee discussion. A summary of program planning is included with these Minutes as Attachment E. 1. EHC Sponsored Programs in Kansas City

D. Research Subcommittee (Sun) 1. Advanced Research Topic discussion
EHC decided previously to focus on high level or advanced issues. Asked for more ideas for further exploration. These could be developed by EHC or worked with TC’s to develop and co-sponsor projects. EHC would ask for time (5 minutes) to present at RAC and TAC breakfasts in Orlando (AI #7). Purpose would be to promote EHC as a resource, collaborator and co-sponsor on projects, make them aware of EHC PDs and EIBs and suggested research. Brian Gilligan with the GSA introduced himself and quickly summarized his GSA sleep study which included 140+ participants in a federal building. The study is looking at how IAQ in building affects sleep, stress, cortisol levels, etc. Information on the project is included as Attachment F. EHC could support with funding and technical expertise in discussing study methods. Taylor and Burley were asked to explore a possible ASHRAE RTAR or WS (AI #8). i. Impact of Meeting Room Environmental Conditions on Performance, Collaboration, and Comfort (Nicholas Clements, Erica Stewart, Jensen Zhang) – Attachment G.
Clements is the lead on this project. Clements agreed to review RTAR on field study assessment and send draft to possible cosponsoring committees (TC 2.1, SSPC 55). Josephine Lau offered comments and would resend. Conlan noted the KC host committee was doing some evaluations of this conference which may be helpful here. EHC can letter ballot RTAR by October 15th if ready. Asked all to review.
ii. Survey of Biowall Water Systems for Waterborne Microbial Contaminants (Lan Chi Weekes,
Frederick Marks, Nicholas Clements) – Attachment H.
Clements reached out to biowall researcher in Australia for comments. Siegel offered input as well related to cost and scope. Clements agreed to make changes based on replies (AI #9). Khankari noted RAC recently approved an innovative research grant for a biowall project and report should be available soon. Weekes noted the focus of this project is biowalls integral to HVAC system. EHC can letter ballot by October 15th. EHC could lead or co-sponsor with TC 2.1, 2.2. 9.6, 2.3, 2.4, and/or 1.12 could lead.
b. New/Other RTAR ideas from EHC members EHC proposed an idea for an RTAR on impact of plants and pets in workspace. Taylor Suggested this would be two RTARs.
c. RTAR Review EHC reviewed and provided comments to RAC on RTAR 1877, Outdoor ozone in naturally ventilated buildings, and RTAR 1878, Outdoor particulate matter penetration and indoor PM deposition rates in naturally ventilated commercial buildings.

a. EHC contributors on Tech Council Report (MBO) It was decided this effort would be led by full EHC, not research subcommittee. This could be part of EHC’s strategic planning efforts.
b. Active EHC co-sponsored Project
RP-1579, “Testing and Evaluation of Ozone Filters for Improving IAQ” is sponsored by TC 2.3, and co-sponsored by SSPC 62.1 and EHC. This project was awarded to UT-Austin. EHC member Hans Besselink is on the PMS and can keep EHC updated. EHC may wish to consider new EHC representative.
c. Notes from the Research Subcommittee meeting are included as Attachment I. 11. STANDARDS ACTIVITIES
A. Standard 62.1 Horner noted there are multiple addenda recommended for approval here in Kansas City. A 2019 version of 62.1 will be published later this year.
B. Standard 188 Some addenda went for 3rd public review and the committee is reviewing comments at this time.
C. Standard 55
Standard 55 is working on a prescriptive path compliance option.
D. Standard 62.2 Sherman reported an addendum limiting the use of unvented combustion space heaters was approved by 62.2 and the BOD but appealed. There is a new addendum related to operating requirements of ventilation systems that is in the works. There is a discussion on if Guideline 24 will be continued with the publication of ASHRAE Residential IAQ Guide.
E. Standard 189.1 There is a new Chair for this committee, and they are meeting tomorrow. There are several addenda in the works for 2020. This standard is being used as content for IgCC. Persily encouraged all to participate in public reviews.
F. Guideline 10 The Guideline 10 committee led a forum in Atlanta on the definition of health. They are considering a another forum in Orlando meeting. Adding information on circadian rhythm to the Guideline 10 and Chapter F10 in Handbook.
G. Standard 170 Hermans reported the current efforts are related to continuous maintenance proposals and coordination with FGI.
H. Guideline 42P committee A very rough draft of the guideline has been developed with a deadline moved to September with aim of publication in 2019.
I. MTG on Health and Wellness
Weekes reported this MTG is held first meeting in Atlanta and is meeting again in Kansas City. Current efforts are related to strengthening the roster and involving members from outside organizations.

Khankari reported this MTG has sponsored a research project which is starting this fall. The goal of the project is to correlate air change rates to contaminant dilution. This MTG includes representatives from TCs 9.6, 9.10, 9.11, and SSPC 170.

No technical issue was the topic of EHC’s strategic planning. Instead, Horner and Conlan noted goal in coming year would be to assure EHC operated as a Standing Committee versus at a technical committee level.

A. Next Meeting The next face to face meeting is the ASHRAE Annual Meeting in Orlando FL on Monday, February 3, 2020. EHC will consider a Fall Conference Call in September. Staff to doodle specific date.

A. Recognize Outgoing Members Horner recognized members rolling off EHC with a certificate of appreciation – Lan Chi Nguyen-Weekes, Shin-ichi Tanabe and Hans Besselink, and handed over chairmanship to Wade Conlan.
B. Recognize Incoming Members Conlan welcomed incoming members, all in attendance, Bill Bahnfleth, Stephanie Taylor and Karel Kabele.
C. Subcommittee Assignments Conlan noted that this would be done prior to the fall meeting.

EHC Education Sub-Committee will annually review all eligible nominations received and make a recommendation to the Environmental Health Committee for its consideration prior to the ASHRAE Winter Meeting based on the following procedures
PROCEDURES FOR DONALD BAHNFLETH ENVIRONMENTAL HEALTH AWARD
1. Purpose. The purpose of the award is to recognize excellence in volunteer service focused on environmental health issues. It will serve to heighten general membership awareness of, and interest in, environmental health activities. 2. Award Presentation. Each year the Society recognizes the outstanding efforts of a single volunteer in the area of environmental health activities. Nominations are solicited during the first half of the Society year. The Environmental Health Committee will select the recipient and notify the Honors and Awards Committee of its selection at the ASHRAE Winter Meeting. A typical award application will include a letter of nomination outlining eligibility and a nomination form. 3. Eligibility Requirements. The award is open to ASHRAE members and non-members who have demonstrated outstanding achievement in the ASHRAE environmental health activities. The recipient will be selected from all nominations that meet a 10 point minimum the requirement as outlined under Section 7 Criteria for Selecting Recipients. Environmental Health Committee Members and Technology Council members are ineligible for receipt of the Donald Bahnfleth Environmental Health Award during the terms they serve on the respective committees. 4. Judging. Environmental Health Education Sub-Committee will review all eligible nominations received and make a recommendation to the Environmental Health Committee for its consideration at the ASHRAE Winter Meeting. The award may be omitted if a suitable candidate is not identified. 5. Presentation. The Donald Bahnfleth Environmental Health Award is presented during the Honors and Awards portion of the Plenary Session at the ASHRAE Annual Meeting. A certificateplaque is presented to the recipient by the ASHRAE President. 6. Application. A nomination for the Donald Bahnfleth Environmental Health Award should include a cover letter outlining the nominee’s environmental health activities in ASHRAE. This summary should contain an explanation, approximately 100 words, of the nominee’s qualifications. 7. Criteria for Selecting Recipients. Following is an outline of how points are awarded. A. • Significant difference (25%) in stress response levels between those spending the majority of their time in the 30%-60% RH range set in ASHRAE 55-1989 and those in drier conditions.
• We found indication that a narrower range which minimizes stress responses around 45% RH may exist.
• Findings of this study may help improve the design and operation of buildings to enhance health and wellbeing via management of RH and behavioral interventions.

• Recording period was significantly longer than prior studies, however, three consecutive days may not be sufficient to relate RH with long term stress.
