As examples; we are currently pressuring Basildon Council to take action against the (probably) illegal dumping of vast amounts of hardcore in Barrenleys Wood, we are questioning the legality of the camera controlled parking in the St Edith’s Lane car park and we regularly respond to Planning Applications which could damage our town’s special character. The BDRA is run by residents for residents, but we need more help. If you believe residents deserve a voice in what happens to our town and you have some free time why not help us. No specific skills are needed, just enthusiasm and passion. Send an e-mail to resident @bdra.org and we’ll be in touch to explain how. Local Plan The Local Plan and the responses to the Regulation 19 Consultation have been submitted to the Government’s Planning Inspectorate. We have been advised that all responses are included although some residents are still to receive formal notification. You can see the responses on the Basildon website. The developers responses are worth a look! Coach Holiday I have been told everyone had a wonderful time in Bournemouth and the weather was superb. Another successful trip by Kathleen and Yvonne. In a recent newsletter, I wroteabout some of the naturereserves and parks available to us

in and around Billericay. Withsummer approaching, you may feelinclined to spread your wings alittle wider, and you do not need totravel far from Billericay to findsome very exciting nature andwildlife. Just south of Basildon,there is One Tree Hill, part of theextensive Langdon Hills CountryPark. This offers woodland,meadows and great views down tothe Thames. That’s the place to gofor a walk on a beautiful summer’sday, with the chance to seebutterflies in their natural element.

On one afternoon in July, my daughterand I saw nineteen species, includingWhite Admiral, Silver-washed Fritillary,Green Hairstreak and Brown Argus, allbutterflies which one is unlikely to find ina typical suburban garden, but availablefor all to enjoy just a few miles away. Andit is not just butterflies; one area of the

reserve is known as Johnson’s Meadow.In late May and June, the higher part ofit was just a shimmering purple haze,which closer attention showed to beEarly Purple Orchids, interspersed witha few Heath Spotted and PyramidalOrchids. There was even one solitaryGreater Butterfly Orchid, the only one Ihave ever found in Essex.

Not to be overlooked, of course, isHanningfield Reservoir, which may fallunder Chelmsford’s jurisdiction, but is

closer to Billericay, so I’m happy to claimit as one of our local reserves. This iscertainly the place to go for birdlife andin spring it is at its peak. With the wintermigrants not yet departed to theirnorthern breeding grounds and thesummer visitors already arriving, onecan see a wealth of ducks and wadersaround the water’s edge, while in thewoodland, blackcaps and chiffchaffssing out lustily above a carpet ofbluebells. Around the small dippingpond, always a magnet for groups of

bodied Chasers and other dragonflies,while, later in the summer, Common Blueand Small Copper butterflies can befound on the yellow fleabane along thebank. Last, but by no means least, is theVisitor Centre itself, with its viewing areaoverlooking the bird-feeders and thereservoir beyond and with its newlyenlarged kitchen area always ready toserve a well-earned piece of cake andcup of tea – better than shopping on aSaturday afternoon, I can tell you!

A HEADSTONE FOR ARTHUR CHARLES ARGENT “SAVE THE DATE”I am pleased to say that the stone has been deliveredand by the time you read this it should also havebeen engraved and awaiting installation over thegrave of Charles Argent in the Churchyard of StMary The Virgin, Little Burstead.

Rev Paul Carr, Team Rector for Billericay, has agreed a date of themorning of Saturday 22 June for the dedication of the stone.Arrangements are in hand with Rev Paul but the exact timings are notyet finalised. I want to give as many people as possible theopportunity to attend the dedication of the headstone and rememberCharles nearly one hundred years after his death. I would like toinvite not only all those who made a financial contribution, or wantedto do so and found the money raised was already sufficient, but alsothe wider community who would like to remember Charles.I’m very grateful to the Editor of The Resident for allowing me to usethis article as my way of communicating with everyone. Royal London has released newstatistics stating that 59% ofparents either do not have a

will or have one that is out of date.

When someone dies without a valid will,the intestacy rules are followed, which setsout who will inherit your estate. However,there is no provision in the intestacyrules for the appointment of guardiansto look after your children under theage of 18. A will is the only legal way ofestablishing your children’s whereabouts,should you die before they are of age.

It is a scenario that no parent wishes toever consider. However, you can prepare

for the unthinkable in the best possibleway by appointing them with reliable,trustworthy guardians.

Guardians are responsible for the day-to-day care of any minor children and canmake decisions about their education,health and welfare. Therefore, it isimportant that you name guardians in yourwill who you believe are responsible andare up to the job!

You can leave guardians with instructionson how you would like your children to beraised and provide them with financialsupport. If, on your passing, yourchildren’s other parent is still alive, then it

Are you a parent without a will?is normal practice that they would continueto have full parental responsibility.

However, with family dynamics changing,this is not always the case. In theunfortunate event of there not being asurviving parent, if you do not appointguardians your intentions won’t be known.If family members cannot agree on what isbest, then the court may have to beinvolved and the decision put into thehands of someone you have not met!

By having a valid will in place that appointsthe guardians of your choice, you areensuring that your children are looked afterby people you trust .

UK “income” shares are today exceedinglycheap and producing well over 3% p.a.income, some even produce 6% or more,with higher income in prospect and highercapital values, what’s not to like?

After a decade of virtually non-existent interest rates its nowonder people are seeking

“Well we don’t want to lose the capital” theyreply, “what in money terms or value,” Ienquire?

Let me explain, supposeyou have £10,000 in the bank and spendthe interest (the income) every year howmuch will you have in five years’ time? Youwould still have £10,000 but what will it beworth, what will it buy you? It’s inflationthat’s the problem.

Interest rates have been lower than inflationfor some years now so even if you neverspent a penny of your capital it is simplyreducing in value daily let alone producingthe income you want.

£10,000 in the year 2000 needs to be£16,534 today, to simply buy what it wouldin 2000. At 2% p.a. (the average interestrate over the same period) a depositaccount with no withdrawals would only

Many readers will remember the magnificentmagnolia that for many years graced thesmall triangle at the top of the gardens in the

park. Sadly, the tree died a couple of years ago,probably due to a very wet winter, which must haverotted the roots. Recently, Andy Maddocks,Chairman of BDRA, planted a new tree – a crab apple– in the gardens. The tree was donated jointly by BDRA and the Reading Roomsand will complement the other new trees in the gardens. As wellas the blossom providing pollen and nectar for bees and otherpollinators, the leaves provide food for moth caterpillars, andthe fruit is eaten by birds, such as blackbirds, thrushes andcrows and mammals, such as mice, foxes and even badgers.

The volunteer gardeners in the park have also been busyplanting nearly 100 new plants in the top area of the Garden ofthe Child in the Park. Shrubs have been planted to providestructure and a variety of grasses and perennials in reds,oranges and blues will give colour in midsummer and into theearly autumn. Other plants are gradually being introduced tothe whole garden, with the aim of providing year-long interestand ground cover, saving on maintenance. It is hoped everyonewill enjoy the garden, whilst children are encouraged to keep tothe paths.

Our Information Hut near the café will be open most morningsand alternate Saturdays throughout the summer. Do visit, meetour team of helpers and see our interesting wall displays orperhaps purchase a History of the Park booklet or the story ofthe Wizard & Dragon!

Following concerns aroundanti-social behaviour and drugtaking in the Lake Meadowsarea the Community PolicingTeam have been running acrackdown to target theseproblems, ironically calledOperation Quiet. As part of thiswe have been carrying outstop searches to target thosewho may be using or sellingdrugs. Just last week wearrested the occupants in acar in Radford Crescent forpossession with intent tosupply. That investigationcontinues.

Our Basildon Local PolicingTeam and Operation Raptorcolleagues recently dealt witha nasty and complex fraudinvolving an elderly victim,which serves as a reminder tous all to keep an eye out forneighbours and relatives toensure they don’t fall prey tothese callous individuals.

The victim, who lived inBillericay, was targeted by aruthless criminal pretendingto be a police officer. Thesuspect managed to obtain£5,000 from the victim afterconvincing her she washelping the police with aninvestigation and getting themoney from her bank. Thesuspect then attended herhome to collect the cash, evenwearing high visibility clothingin an attempt to look moreconvincing. The next day thevictim told their family whocalled us. The same suspectstelephoned the victim againasking for more money, thist ime the v ic t im agreedbecause we were ready andwaiting. We parked up and

waited for the suspects tomake their move and theyduly arrived at the address.Unfortunately for them so didwe and arrested both for fraud.They remain on bail and theinvestigation continues.

Barrenleys Wood Response has now beenreceived from EnvironmentAgency, and Basildon Councilare now leading theinvestigation. As a result of thisresponse Al Daw has written toBasildon Council seekinganswers to a number of furtherspecific questions.

CCTV Parking Cameras It has been confirmed byBasildon Council that thecamera controlling the St Edith'sLane car park needs planningpermission but that no suchpermission has been appliedfor nor granted. The companyconcerned are now to applyfor retrospective planningpermission.

Parking in Perry StreetThe residents of Perry Streethave highlighted inconsideratepark ing on pavementsb lock ing access fo rpedestrians with buggies,wheelchairs and mobilityscooters. Both the localCouncil and the Police’sresponses have beenunsatisfactory. Other parking,though not illegal, is causingconsiderable congestion. Alocal resident received anemail from SEPP (South EastParking Partnership) assuringher that money has beenallocated for traffic regulationsin Perry Street and in the nextfew months there will benotices to that effect.
