2015: Context 2013: Constanta County

Despite of an apparent economic development, infant mortality reaches alarming levels in Constanta County.

The high level of poverty in rural areas, and also the lack of medical assistance offered to the women in rural areas during pregnancy, have lead to a worrisome increase of pre-term births.

In 2014, 500 infants were born before term, such number representing 15% from the total number of registered births; 40 of these infants died in the Neonatal Intensive Care Unit, in County Hospital Constanta.

Why a new Neonatal Intensive Care Unit?

The Neonatal Intensive Care Unit within the Clinical County Emergency Hospital Constanta is the only intensive care unit providing healthcare for the newborn, premature infants or infants with medical conditions in the South-Eastern part of Romania.

Even if the unit’s capacity is 8 beds, this unit provides medical care for 20 infants every day.

Incubators for the new-born infants are spread out on two floors of the hospital – where an oxygen source is available.

Medical equipment is obsolete, insufficient and overused

Lack of an efficient structure increase the conditions for infections

Medical gas equipment has not been replaced for approx. 50 years.

In the hospital’s history has never been created a material and operational structure to serve as a Neonatal Intensive Care Unit with a department dedicated to premature infants.

Our Solution In June 2014 “Daruieste Aripi” Association has designed a

rehabilitation and modernization project of the neonatal intensive care unit, benefiting of the expertise of Catalin Carstoveanu, MD, Head of Neonatology Department within “Marie Curie” Children Hospital, and with the help of a team specialized in hospital architecture.

The new structure shall have an area of approx. 670 sq. m and shall be equipped with all the medical equipment necessary to provide effective and efficient medical assistance to newborn infants.

Expected results 1. Create an efficient structure for medical care of newborn infants

by rehabilitation of the Neonatal Intensive Care Unit within the Clinical Emergency Hospital Constanta

The project will include updated rules the entire infrastructure of a newborn care units ( complete medical fluids, equipment shops,laundry,emergency exits , air conditioning, etc. )

2. Decrease the mortality at the

level of Clinical County Emergency Hospital Constanta from 8% in 2014, to 4%.

3. Increase the local intervention capacity in emergency cases by training and expertise exchanges with leading medical centers in Romania, for a number of 8 MDs, and 20 medical assistants

4. Counseling and support for 50 mothers with child abandonment risk, and low social-economic status, annually.

“Daruieste Aripi” Association has submitted with the Ministry of health a memorandum a requesting that while rehabilitation works was being performed, the unit to be provided with performing medical equipment funded by public resources

Beneficiaries

1. Main beneficiary of this project are the families and newborn infants in the South-Eastern area of Romania, for which the intensive care unit in Constanta is the only medical unit to provide healthcare.

Recently, the hospitals in Tulcea and Medgidia have announced closing their pediatric and neonatology department, and transferring all children having medical conditions to the hospital in Constanta.

From the total case of 3.300 child births recorded in Constanta in 2014, 25% are represented by infants requiring intensive medical care. Moreover, approximately 200 children per year are transferred here from their beneficiary hospitals.

Tulcea and Constanta counties are entirely serviced by the Neonatology Intensive Care Unit in Constanta. In addition, severe cases from Braila, Ialomita and Calarasi are referred to Constanta Hospital.

2. A second category of beneficiary is the MDs and medical personnel that will be trained in neonatal intensive medical care.

1. A partnership for the right for life

The initiative to realize a rehabilitation and modernization project for the neonatal intensive care unit dedicated to the newborn infants in the South-Eastern Romania meet the commitment of the partner to support community by improving the life of persons in need.

Furthermore, this partnership supports the right for life of one of the most vulnerable category – newborn infants.

An efficient intensive care unit shall cause immediate changes and create the opportunity to directly intervene in increasing the chances for life for hundreds of children that are born there every year.

“Daruieste Aripi“ Association is a non-profit organization

whose purpose is to support projects in the medical field in order to bring a real progress in treatments of patients in the Romanian state-owned medical system.

Founded in 2013 by Alina Vasea, a volunteer of “Daruieste Viata” Association, our association is always looking for paths to improve the quality of life and we always try through our projects to get involved the entire community.

FOCUS on health

In February 2014, “Daruieste Aripi” finalized a project entirely realized with the support of business community in Constanta –FOCUS Day-Care Medical Center, the only medical center focused on the diagnosis, treatment, monitoring and support of children with oncologic-hematologic and rheumatologic conditions in south-eastern Romania.

WHY FOCUS? = Early diagnosis of cancers in case of children = Treatment and monitoring close to home = Family support = Psychological comfort for child and family = Efficient use of resources = Improvement in medical care

14 new cases of children with cancer were diagnosed in 2014

The “Daruieste Aripi” association has created a project called “10 eroi la Disneyland” (10 Heroes in Disneyland), in order to help sick children and offer them trips to Disneyland Paris. Every year, groups of 10 child-heroes who

are fighting cancer will go to a magical land, away from all the suffering, and enjoy 4 days of play together with other heroes: the characters of the Disney movies.

For the children who have been diagnosed with cancer, participating in such a project means:

o Mental comfort. When fighting cancer, mental support can sometimes be even more important than the treatment itself.

o Equality. Sick children have the right to equal chances and treatment, without any discrimination.

o Reintegration. After being hospitalized and isolated for long periods of time, the kids need to feel accepted and know that they can enjoy being children again.

Everything free for the children

The first trip of this project has taken place between September 14-17th, 2015 and the 10 children-heros enjoyed a wonderfull experience at Disneyland, for most of them this being their biggest dream. The children are registered with Institutul Oncologic Bucuresti and have been accompanied by 4 volunteers, one of them being their current onco-pediatric doctor.

We wish we could replicate at least one trip every year at Disneyland for these

children -heros.
