Winter 2006

It’s no joke. Public safety, personal safety, hazardous spills… they are all issues which we might need to consider dozens of times every day.

The USC family had an easy chance to learn the best responses to these and other situations this fall at Crime Prevention Fairs held at both the University Park and the Health Sciences campuses in conjunction with the USC Benefits Fairs.

In addition to university departments, local and federal agencies participated to educate the USC community about current issues, including identity theft.

BICYCLE SAFETY Remind your students, will ya? And you be safe! “To ensure the safety of pedestrians, please walk your bike on the sidewalks and through intersections. In order to enforce these guidelines, officers are deployed at locations that experience a high volume of bicycle traffic.

Bicycles must be walked from 10 a.m. to 2 p.m. Monday through Friday, on Trousdale Parkway from the north end of Bovard.

BICYCLES ARE CONSIDERED VEHICLES and should not interfere with the rights of pedestrians. Bicycles MUST NOT block entrances, handicap ramps, stairs, etc.

All applicable sections of the California Motor Vehicle Code pertaining to bicycle use are to be observed on the properties ofthe University of Southern California.” [excerpted from Scampus] “And bicyclists who want to live to see tomorrow should follow the same traffic control devices such as stop signs, red lights, riding on the correct side of the road, etc. as any other wheeled vehicle, including those laws pertaining to driving with iPods, headsets, cellphones and no hands on the controls!” [excerpted from a staffmember rant after almost running over some fool on a bike, AGAIN!]

WORDS FROM THE PRESIDENT (continued from Page One) To our Senior Administration, thank you so much for your continued support. Thank you for supporting our first ever Crime Prevention Fairs, E-cycling, and Earth Day. To Janis McEldowney, Associate Senior Vice President and Awilda Bregand, Director, Benefits Administration for keeping the Staff Assembly abreast of university benefits, for answering our many questions at our monthly meetings, and fielding all the side bar questions after the meeting were over. Along with Awilda and Janis, I also would like to thank Dennis Cornell, Associate Vice President, University Relations and USC Chief of Protocol, for inviting the Staff Assembly Executive Board to many of the University Events. Thank you. We appreciate you.

To our guest speakers at our monthly meetings, thank you. We enjoyed learning about your many different projects this year, and for helping us understand our university a little bit more. Check out our guest speakers by reading the Assembly minutes at www.usc.edu/org/StaffAssembly. We especially enjoyed the tour of the Galen Center in its infancy. Thank you, Carol Dougherty.

It has been a great experience for me to represent staff on university committees. I have enjoyed meeting and working with many faculty and staff on the Employee Benefits Advisory Committee, USC Family Initiatives Advisory Committee, Retirement Task Force and the Emeriti Center.

Our Staff Assembly representatives are elected from across the University and Health Science Campus. Seventy of our colleagues were nominated and agreed to stand for election for two-year terms. Thirty of these individuals have been chosen to represent us and our fellow staff members beginning in December 2006. Thank you very much for over 1000 votes for your co-workers to serve on the Staff Assembly.

I would like to encourage our new Board and Assembly members to please keep an open mind. Things are not always as they seem. Come to the meetings regularly and share your thoughts and ideas. However, have a ways and means of getting things done. It’s easy to say, let’s do this or that, but how? Let’s continue to be positive in all of our challenging endeavors.

We welcome your comments, suggestions, and encouragement at [email protected]

Merry Christmas and Happy Holidays.

IN PASSING: CLAIRE SNOWClaire Snow, University Advancement, Administrative Services Coordinator, passed away on October 25, 2006.

Senior Vice President Alan Kreditor shared the news of Snow’s passing with University Advancement and Development Officers. In the October 26th memo, Kreditor praised Snow. “Claire was a long-time employee at USC and a part of our team at University Advancement for 10 years. Unfailingly cheerful, brightening all of our lives, she was singularly devoted to her work and our university. We will miss her.”

In March of this year, Snow was recognized with the Staff Monthly Recognition Award presented by Staff Assembly and the University Staff Club. Jeannie Ow, Director of Development – Parents Programs, University Advancement had the pleasure of introducing Snow to the Staff Assembly. “Claire always has a sunny disposition and takes on any task. Claire has a heart of gold and is most worthy of this award.”

In accepting the Staff Monthly Recognition Award, Snow smiled broadly and shared that she looks forward to coming to work every day, and with typical humility, felt that “it is all of us who make this University great.”

Her devotion to USC showed itself in many ways. Snow supported USC through her contributions, as well as through her time and other involvements to make USC a better place, including Friends of the USC Libraries and USC’s chapter of Women in Management

Snow was among the earliest supporters of “Swim with Mike,” the annual swim-a-thon fundraising event named after Mike Nyeholt, supporting the Physically Challenged Athlete’s Scholarship Fund. In an April 2004 Daily Trojan article, Snow modestly explained her dedicated volunteer support for “Swim With Mike”

by simply stating “The recipients go up and talk about what this [Physically Challenged Athlete’s scholarship] has done for their lives, and to be a little part of that, it’s been so rewarding.”

A memorial service planned by her family was held on Friday, November 10th, at St. Lawrence Catholic Church in Redondo Beach.

Please send news to be shared via the Assembled Voice to the Staff Assembly by email or by speaking with any member of the Executive Board or Communications Committee.

COMMUNICATIONS Rita Gonzales – Chair Amy Yung, Co-Chair; Denise Campbell, Wendy Cook, Dawn Kita, Christopher Stephan The Communications Committee is responsible for publishing the Staff Assembly newsletter, The Assembled Voice as well as planning and coordinating any Open Forums on the Health Sciences and University Park Campuses. In addition, this committee is responsible for maintaining the Staff Assembly’s web page, the Staff Assembly mailing list and publicizing Staff Assembly events. In addition, this committee is responsible for maintaining the Staff Assembly’s web page, the Staff Assembly mailing list, e-mails and publicizing Staff Assembly events.

I want to congratulate the committee on doing such a wonderful job this year in meeting our goal. Our objective was to publish three Assembled Voices during this term and we did just that. Our other goal was to get the web site current and we have been successful with that as well.

We were only able to complete these tasks because of the dedication and perseverance of the committee members who put in many hours sacrificing their lunch hours and even working on the newsletter while vacationing on some exotic beach in the tropics. Thank goodness for the invention of the wireless. It was my pleasure to work with all of these wonderful people. It was great teamwork.

Should you have any questions or issues to bring up to the Communication Committee please contact any of the committee members or visit us at www.usc.edu/org/staffassembly/.

We all look forward to another successful year.

ENVIRONMENT Joyce Perez – Chair Wyman Thomas, Co-Chair; Noemi Adalin, Octavio Avila, Jane Bartlett, James Lin Claudia Ortega, Mary Trujillo The Environment Committee is responsible for monitoring the safety and security of the university working environments at the Health Sciences, University Park, and auxiliary campuses. In addition, the committee reviews and reports on recycling and waste reduction, and investigates disaster preparedness on all campus locations. The Environment Committee started the year by joining efforts with both undergraduate and graduate student organizations in hosting the annual Environment Fair, held in mid-April on the University Park Campus.

The focus of this event is to bring in outside organizations to share information about available resources and to educate the community about how to contribute to efforts of conservation. The Environment Fair continues to serve as the main venue to educate and inform the campus community about what can and is done by the university.

The committee expanded the scope of the fair this year by engaging the USC campus community to become active in the efforts of environmentalism. The committee hosted the first Electronic Waste (E-Waste) Recycling Event on the University Park Campus. The event brought in over 7,500 pounds of old and unwanted electronics, contributing to the preservation of our environment. Based on feedback from faculty, staff and students, we hope to continue this as an annual event in conjunction with the Environment Fair.

In the fall semester, the Environment Committee focused on organizing the second annual Crime Prevention Expo on both University Park and Health Science Campuses. This event provided an opportunity for the USC community to learn about the current issues faced by local and federal agencies, many of which highlighted identity theft as a primary problem. Several university departments also took part in the event to answer questions and to

RULES AND ELECTIONS Steve Barnhart –Chair Ardell Nolan,Vice Chair; Linda Lewis, Rick Scott, Lori Suarez, Carolyn Ward The Rules and Elections Committee is responsible for reviewing and recommending changes to the Constitution, By-laws, and Standard Operating Procedures of the Staff Assembly. It conducts the nomination and elections process for the next Assembly as well as the election of officers. The committee monitors the Assembly’s attendance, maintains the official membership list, and is responsible for filling vacant seats. The committee also selects the Staff Monthly Award recipient in conjunction with the Staff Club. The Rules & Elections Committee now concludes its agenda for 2006. We emphasized the further development of the new on-line Staff Assembly election process which was implemented by the committee in 2005 with the assistance of the Office of Budget & Planning.

We have succeeded in increasing the number of staff participating in the election. Second, we continue to work to increase the visibility of the Staff Monthly Recognition Award which is awarded jointly by the Assembly and the Staff Club, by aggressively soliciting nominations. Staff members are encouraged to continue to send in nominations for the award. As always, we remind you to take a minute now to fill out the nomination form included in this newsletter for one of your deserving colleagues.

Environment, continued We also acknowledge and thank Senior Vice President Todd Dickey and the Office of Senior Vice President, Administration for their continued support. We would also like to extend our gratitude to Staff Assembly for their time and energy in helping us with our endeavors.

On a final note, I would like to thank the members of the 2006 Environment Committee for all of their hard work, dedication, and for a job well done!

COMPENSATION & BENEFITS Evelyn Alva – Chair Bob Cuthill, Vice-Chair; Paul Flores, Lisa Gallegos, Stanley Henderson, Shannon Hinojosa, Veronica Pete, Chris Schweska, Pamela Wallace. The Compensation and Benefits Committee is responsible for monitoring and reporting staff concerns regarding university staff compensation and benefits issues. The committee reviews the benefits offered by the university to staff and passes on to the administration concerns and suggestions for changes or enhancements. At the last General Meeting the Compensation & Benefits Committee presented to the Staff Assembly their resolution for Medical Benefits after Retirement for Long-term staff.

This resolution is the culmination of three years work by three different C & B committees. The original plan was to look at the retirement plan offered here at USC and to compare it to retirement plans at other comparable universities. Needless to say, this was an immense undertaking. The committee then decided to focus in on one aspect---Medical Benefits after Retirement based on eligibility determined by age and years of service, for long-term employees that retire prior to age 65.

The committee researched several peer and peer-aspirant universities and found that these institutions offered such benefits, with varying degrees of costs, coverage and eligibility requirements, to bridge the gap between retirement and Medicare eligible age.

After compiling and comparing this information, the committee created a resolution asking the university to consider the possibility of offering medical benefits after retirement to long-term employees based on the criteria in the resolution.

The resolution was presented to the Staff Assembly at their November 2nd general meeting. The floor was opened for discussion, the motion made and seconded and the Staff Assembly voted to accept the resolution.

TRANSPORTATION Wade Thompson Harper – Chair Marty Ruggles, Vice-Chair; Gloria Reyes, Secretary; Ellen Miyasaki, Yolanda Moya, Lou Nieto, Georgina Nuttall, Lydia Vasquez The Transportation Committee is responsible for monitoring staff concerns regarding parking and transportation issues including parking free, current utilization of facilities, carpool, vanpool, and other ridesharing programs, and the construction of new parking facilities on both the Health Sciences and University Park campuses. Members of the committee also participate on the Department of Transportation Services’ Citation Review Board. We would like to express how much the Committee has enjoyed representing you as a liaison between Transportation Services and the Staff of the University.

The Transportation Committee has worked very hard this year to make sure that all concerns that were expressed by the University Staff and the Assembly were handled expediently and with the utmost of care. We may not have always bought back the answer that people wanted to hear, but we made sure all inquiries were dealt with seriously. No matter how great or small the concern was. The committee has worked on the Citation Review Board with Transportation Services and the volunteers of the Student Senate to make sure that all citation appeals were dealt with in a fair and impartial forum. We made very serious recommendations that helped to uphold the standard that the staff and University officials could be proud of.

I hope future Transportation Committees will also reach out to other committees whose interest may cross with Transportation and collaborate to have a smooth resolution and/or function for the benefit of the University Staff.

As chair of the Transportation Committee for two years, I am very proud of each individual who has served with me and worked hard to make my time as chair successful and a real joy. Thank you again for your support and continued support of this Committee. If you are elected to the Staff Assembly in 2007, please consider Transportation as one of your choices to serve on.
