Law I: Field of Play• The field of play is to be what shape?

• The ball is to be spherical, properly inflated, and the proper size.
• The referee approves the ball before the start of the game.

According to FIFA:A substitute only enters the field of play after the player being replaced has left and after receiving a signal from the referee.
WSA Rule Modifications:Typically subs will start coming on the pitch as players are coming off. This is mostly due to the lack of stoppage time that can be added. Try to have the players exiting and entering the field quickly WITH YOUR PERMISSION.
Law IV - Players' Equipment
Players equipment consists of:
• Jersey
•Shorts
•Socks
• Cleats/shoes
• Shin guards

WSA Referee responsibilities:
• Enforce the laws of the game. • Promote/insure safety
• Educate and instruct
• Create a fun playing environment
Other Referee responsibilities
Lightning
• Apply the 30-30 rule:When to “call”a game…
When you see lightning, count the time until you hear thunder.
If this time is 30 seconds orless, seek proper shelter.
If you can't see the lightning, just hearing the thunder is a good back-up rule.
Hearing thunder means you are within reach of lightning
Minimize the risk of being struck:
Protect the safety of all participants by stopping game activities
quickly, so that participant and spectators may retire to a safer
place before the lightning threat becomes significant.
No place outside is safe during a thunderstorm
The best shelter is a large, fully enclosed, substantially constructed buildingA vehicle with a solid metal roof and metal
sides is a reasonable second choice
Remember!!!!!!
If there is no proper shelter:
avoid the most dangerous locations
Higher elevations; wide open areas, including fields
Tall objects such as trees, lamp posts….
And this guy
If you cannot avoid these locations, crouch down on the balls of
your feet, with your head tucked into your chest and your hands
over your ears.
Remain calm. A calm official will often be able to
prevent panic by young players.
The referee continued
• Any incident that occurs during a match falling outside of the norm should be reported.

• The ball is out of play when it has wholly crossed the goal-line or touch-line, whether on the ground or in the air

On a throw-in:
• On a throw-in, if any part of the ball passes over the touch-line, the ball is in play
In this case, the whole ball does not need to cross the touch-line completely

Indirect Free Kick (IFK)

What is a legal throw in?Both feet must remain on the ground.
Jumping up in the air when throwing in is illegal.
Ball must come from directly behind the head with both hands on either side of the ball. Turning hands one way or the other is illegal.
Player may step ON the touch line, but not over it.
WSA rule modifications• U6/U7 (1st grade) has unlimited re-tries
(with instruction)
• U8 (2nd grade) gets ONE re-try
• U10 (3rd grade) NO retries. It is important to call illegal throw-ins at this age, as they will need to know them.

When the attacking team kicks the entire ball over the end-line (but not scoring a goal), a goal kick is awarded to the defending team.

Law XVII - Corner-Kick

The Officiating Team
Because they are a team, the officials must appear unified. In order to do so they wear the same attire. WSA Jr. Referees wear:
• Black T-Shirt (all black no colors)• Black shorts• Black shoes/cleats• Black socks
Prior to the game

How does the coin toss work?
Offside
The attacker who receives the ball from his team--mate, number 8, is not offside because, when the ball is kicked, he islevel with the second last defender.
The attacker, number 9, is not offside because, when the ball is played to him by his team-mate, number 7, he is levelwith the second last defender.
A player cannot be offside from a throw-in.
The attacker who receives the ball from his team-mate, number 9, is offside since he is nearer to his opponents’ goal linethan the ball and the second last defender and gains an advantage by being in that position.
The attacker, number 9, is offside because he is involved in active play and is interfering with the goalkeeper.
