    In late 2014, Reuters published an investigative series on “The Echo Chamber,” detailing the small group of lawyers that seems to have outsized influence at the U.S. Supreme Court. The series reported that 66 of the 17,000 lawyers who petitioned the court over a nine-year period accounted for 43 percent of the cases the court agreed to hear. Ms. Biskupic is one of the authors of that series, and she will discuss it in her luncheon speech. Immediately following the speech, we will open the floor for questions, comments, and discussion.

    SPEAKER BIOGRAPHIES

    Donald B. Ayer is an appellate lawyer at Jones Day, with 19 arguments before the Supreme Court and numerous arguments in other appellate courts. After graduating from Stanford University and Harvard Law School, he clerked for Judge Malcolm R. Wilkey of the D.C. Circuit and for Justice William H. Rehnquist. Before entering private practice in 1990, Mr. Ayer served for 10 years at the U.S. Department of Justice as an assistant U.S. attorney in San Francisco, as U.S. attorney in Sacramento, as principal deputy solicitor general under Solicitor General Charles Fried, and as deputy attorney general. He also has served as president of the American Academy of Appellate Lawyers and of the Edward Coke Appellate Inn of Court. He currently teaches a course in Supreme Court Advocacy at Georgetown University Law Center and Duke University Law School.

    Joan Biskupic is a journalist, author, and lawyer who has covered the U.S. Supreme Court since 1989. She has been editor in charge, Legal Affairs, for Reuters since February 2012. From 2000 to 2012, she was the legal affairs correspondent for USA Today. From 1992 to 2000, she was the Supreme Court reporter for The Washington Post, and from 1989 to 1992 she was a legal affairs writer for Congressional Quarterly. Ms. Biskupic has written a number of books on the Supreme Court, including biographies of Supreme Court Justices Sandra Day O’Connor, Antonin Scalia, and Sonia Sotomayor. Ms. Biskupic received a B.A. in journalism from Marquette University, an M.A. in English from the University of Oklahoma, and a J.D. from Georgetown University Law Center. She has been a member of the District of Columbia bar since 1994.

    Miguel A. Estrada is a partner in the Washington, D.C., office of Gibson, Dunn & Crutcher. He has argued 22 cases before the U.S. Supreme Court and briefed many others. He has also argued dozens of appeals in the lower federal courts. Mr. Estrada joined Gibson Dunn in 1997, after serving for five years as assistant to the solicitor general of the United States. He previously served as assistant U.S. attorney and deputy chief of the Appellate Section, U.S. Attorney’s Office, Southern District of New York. Before joining the U.S. Attorney’s Office, Mr. Estrada practiced corporate law in New York with Wachtell, Lipton, Rosen & Katz. He served as a law clerk to the Honorable Anthony M. Kennedy in the U.S. Supreme Court from 1988 to 1989 and to the Honorable Amalya L. Kearse in the U.S. Court of Appeals for the Second Circuit from 1986 to 1987. He received a J.D., magna cum laude, in 1986 from Harvard Law School, where he was editor of the Harvard Law Review. Mr. Estrada graduated with an A.B., magna cum laude, in 1983 from Columbia College, New York, where he was Phi Beta Kappa.

    David C. Frederick is a partner at Kellogg, Huber, Hansen, Todd, Evans & Figel, P.L.L.C., and he represents clients across a broad spectrum, principally in appellate courts. He has argued more than 70 appeals, including 41 in the U.S. Supreme Court, in every U.S. Court of Appeals, and in three state supreme courts. A former law clerk to Justice Byron White and Judge Joseph Sneed, he graduated from the University of Texas School of Law (J.D., with honors); the University of Oxford (D.Phil.), where he was a Rhodes Scholar; and the University of Pittsburgh (B.A., summa cum laude), where he was a Truman Scholar. He served in the U.S. Department of Justice as assistant to the solicitor general (1996–2001) and as counselor to the inspector general (1995–1996).

    Gregory G. Garre is a partner in the Washington, D.C., office of Latham & Watkins LLP and is chair of the firm’s Supreme Court and appellate practice. He previously served as the 44th solicitor general of the United States (2008–2009), principal deputy solicitor general (2005–2008), and assistant to the solicitor general (2000–2004), and is the only person to have held all of those positions within the Office of the Solicitor General. He has argued 39 cases before the U.S. Supreme Court and numerous other cases before the courts of appeals. His recent cases include Fisher v. University of Texas, Vance v. Ball State University, Florida v. Harris, United States v. Home Concrete Supply & Co., Ashcroft v. Iqbal, and FCC v. Fox. Following his graduation from law school, he served as a law clerk to Chief Justice William H. Rehnquist and to Judge Anthony J. Scirica of the United States Court of Appeals for the Third Circuit. He speaks frequently on issues related to the Supreme Court and appellate practice.

    Pamela A. Harris became a judge on the U.S. Court of Appeals for the Fourth Circuit in 2014. She received a B.A., summa cum laude, in 1985 from Yale College and a J.D. in 1990 from Yale Law School. She served as a law clerk to Judge Harry T. Edwards of the U.S. Court of Appeals for the District of Columbia Circuit, from 1990 to 1991. She worked as an associate at the law firm of Shea & Gardner (now Goodwin Procter LLP) in Washington, D.C., from 1991 to 1992. She served as a law clerk to Justice John Paul Stevens of the U.S. Supreme Court from 1992 to 1993. Judge Harris served as an attorney-advisor in the U.S. Department of Justice’s Office of Legal Counsel from 1993 to 1996. From 1996 to 1999, she was an associate professor at the University of Pennsylvania Law School. She joined O’Melveny & Myers LLP as counsel in 1999, where she specialized in appellate and Supreme Court litigation, becoming partner in 2005. Beginning in 2007, concurrently with her private practice, she co-directed Harvard Law School’s Supreme Court and Appellate Practice Clinic and was a visiting professor at Georgetown University Law Center. In 2009, she was named the executive director of the Supreme Court Institute at Georgetown, serving in that position until 2010, when she joined the Office of Legal Policy. She returned to Georgetown in 2012.

    Thomas G. Hungar is an appellate litigation partner in the Washington, D.C., office of Gibson, Dunn & Crutcher LLP and is co-chair of the firm’s Appellate and Constitutional Law Practice Group. He has presented oral argument before the U.S. Supreme Court in 26 cases and has also handled numerous appeals in the federal courts of appeals and state appellate courts. Mr. Hungar served as a deputy U.S. solicitor general from 2003 to 2008. In that position, he supervised business-related appellate litigation for the federal government, including antitrust, bankruptcy, communications, environmental, government contracts, international trade, patent, securities, and tax matters. Mr. Hungar is a fellow of the American Academy of Appellate Lawyers and a master in the Giles S. Rich American Inn of Court and the Edward Coke Appellate American Inn of Court. He previously served as an assistant to the solicitor general and as a law clerk to Justice Anthony M. Kennedy and to Ninth Circuit Judge Alex Kozinski. He received his J.D. from Yale Law School in 1987 and his B.S. from Willamette University in 1984.

    Edwin S. Kneedler is a deputy U.S. solicitor general. Mr. Kneedler earned a bachelor’s degree in economics in 1967 from Lehigh University. He then earned a law degree from the University of Virginia School of Law in 1974. From 1974 to 1975, he clerked for Judge James R. Browning on the U.S. Court of Appeals for the Ninth Circuit. In October 1975, Mr. Kneedler joined the Office of Legal Counsel at the U.S. Department of Justice. He then joined the Office of the Solicitor General in June 1979. He was appointed a deputy solicitor general in 1993. On March 17, 2008, he argued his 100th case before the U.S. Supreme Court.

    Deanne E. Maynard is co-chair of the Appellate and Supreme Court Practice Group at Morrison & Foerster. Ms. Maynard served in the Solicitor General’s Office from 2004 to 2009. Before joining the Solicitor General’s Office, Ms. Maynard was a partner at Jenner & Block in Washington, D.C. She clerked twice on the U.S. Supreme Court. During the October 1994 term, she clerked for Justice Stephen Breyer in his first year on the court. During the 1993 term, she clerked for retired Supreme Court Justice Lewis Powell and was affiliated with Justice John Paul Stevens. From 1991 to 1993, Ms. Maynard clerked for Judge Stanley Harris of the U.S. District Court for the District of Columbia. Ms. Maynard graduated magna cum laude in 1991 from Harvard Law School, where she was an editor of the Harvard Law Review. She earned a B.A. in English, with distinction, from the University of Virginia, where she was also Phi Beta Kappa and Omicron Delta Kappa.

    Patricia A. Millett was appointed to the U.S. Court of Appeals for the D.C. Circuit on December 10, 2013. She graduated from the University of Illinois at Urbana–Champaign, summa cum laude, in 1985 and from Harvard Law School, magna cum laude, in 1988. After working in the private law firm Miller & Chevalier for two years, she clerked for Judge Thomas Tang of the U.S. Court of Appeals for the Ninth Circuit. Following her clerkship, she worked for four years on the appellate staff of the Civil Division at the U.S. Department of Justice and for 11 years as an assistant in the Office of the Solicitor General. In September 2007, she became a partner leading the Supreme Court and appellate practices at Akin Gump Strauss Hauer & Feld LLP. She has argued 32 cases before the U.S. Supreme Court and holds a second degree black belt in Tae Kwon Do. She is married and has two children.

    Alan B. Morrison is the Lerner Family Associate Dean for Public Interest & Public Service at the George Washington School of Law. For most of his career, Dean Morrison worked for the Public Citizen Litigation Group, which he co-founded with Ralph Nader in 1972 and directed for over 25 years. His work involved law reform litigation in various areas, including open government, opening up the legal profession, suing agencies that fail to comply with the law, enforcing principles of separation of powers, protecting the rights of consumers, and protecting unrepresented class members in class action settlements. He has argued 20 cases in the U.S. Supreme Court. He is a graduate of Yale University and Harvard Law School, served as a commissioned officer in the U.S. Navy, and was an assistant U.S. attorney in New York.

    Sri Srinivasan was appointed to the U.S. Court of Appeals for the D.C. Circuit in May 2013. He graduated from Stanford University in 1989 and Stanford Law School and Stanford Graduate School of Business in 1995. Following graduation, he served as a law clerk to Judge J. Harvie Wilkinson III of the U.S. Court of Appeals for the Fourth Circuit, as a Bristow Fellow in the Office of the Solicitor General, and as a law clerk to U.S. Supreme Court Justice Sandra Day O’Connor. In 1998, he joined the law firm O’Melveny & Myers. From 2002 to 2007, he served as an assistant to the solicitor general. In 2007, he returned to O’Melveny & Myers as a partner, later becoming chair of the firm’s appellate and Supreme Court practice. From 2011 until his appointment to the U.S. Court of Appeals, Judge Srinivasan served as the principal deputy solicitor general of the United States. He has taught appellate advocacy at Harvard Law School.

    Richard G. Taranto was appointed to the U.S. Court of Appeals for the Federal Circuit by President Barack Obama in March 2013. Judge Taranto practiced law with the firm of Farr & Taranto from 1989 to 2013, where he specialized in appellate litigation. From 1986 to 1989, he served as an assistant to the solicitor general, representing the United States in the Supreme Court. He was in private practice from 1984 to 1986 with the law firm of Onek, Klein & Farr.  Judge Taranto served as a law clerk at all three levels of the federal court system. He clerked for U.S. Supreme Court Justice Sandra Day O’Connor from 1983 to 1984; for Judge Robert Bork of the U.S. Court of Appeals for the District of Columbia Circuit from 1982 to 1983; and for Judge Abraham Sofaer of the U.S. District Court for the Southern District of New York from 1981 to 1982. Judge Taranto received a J.D. from Yale Law School in 1981 and a B.A. from Pomona College in 1977.
