Key Challenges To Overcome for Better Trade Facilitation

The Middle East Currently accepts only manual sealed and

signed Certificates of Origin this due to the following factors:-

A gap in coordination between the Customs and the Chambers

(PPP)

Chambers need to update customs regularly of the best

practices in trade facilitation documents; including Certificates of

Origin

More Trust must be built between the Customs and the

Chambers

Lack of joint Customs and Chambers workshops seminars to

share and discuss issues of common concerns

Lack of technology availability & training of human resources

Lack of joint intelligence sharing between the Customs and the

No agreed mechanism or process on post verification for certificates of

origin

Customs and Chamber needs to appoint points of contacts to solve

issues on the spot

Should the Middle East stay behind or advance in the techno era?

Acceptance of e-Certificates of Origin is the only way forward, as the

world is changing & advancing fast & the GCC needs to stay

competitive

• Pure Reliance on Physical Documents, Manual Signatures, & Manual Stamps Only Gives a False Sense of Security & Authenticity

• Focus on the use of Technology to Facilitate Trade As Well As Maintaining Security is Essential

• Training of Staff is Vital
