The idea is that Local Government will fund

libraries from the taxes paid by local people & businesses

However, Local Authorities also have lots of other calls

on this money, including Child Protection & Adult

Social Care...

...which means they look to reduce spending elsewhere,

including libraries

One option is for libraries to develop services which

generate money directly from businesses and

taxpayers...

Workspace & sponsorship

There are four challenges in this process...

Page 23: The way forward for Englands Public Libraries

LibraryCentral Government

Business

People

Challenge 1: InefficiencyWith 151 separate Library Authorities

across the UK, it is impossible to manage IT & stock costs effectively

Page 24: The way forward for Englands Public Libraries

LibraryCentral Government

Business

Local Government

Challenge 2: InequalityNot every Authority is rich enough to fund local services from taxes & there

is no mechanism for redistribution

Page 25: The way forward for Englands Public Libraries

LibraryCentral Government

Local Government

Challenge 3: StewardshipDecisions about changes to library services are not driven by quality

standards, evidence of local need or cross-border opportunities

Page 26: The way forward for Englands Public Libraries

LibraryCentral Government

Business

People

Challenge 4: EnterprisePeople & businesses feel they have already paid for libraries through

taxes, libraries are not equipped for rapid transition & there are ethical

concerns

Local Government

Page 27: The way forward for Englands Public Libraries

Central and Local Government have a statutory

duty to make a plan to address these challenges

Page 28: The way forward for Englands Public Libraries

LibraryCentral Government

Business

Solution 1: ClusteringLibrary Authorities should be

encouraged to form regional clusters to share skills, resources, purchasing

and promotion

Page 29: The way forward for Englands Public Libraries

LibraryCentral Government

Business

People

Solution 2: Targeted supportThe Arts Council England should be funded by Government to provide targeted financial & development

support to libraries in poorer areas

ArtsCouncil

Page 30: The way forward for Englands Public Libraries

LibraryCentral Government

Business

People

Solution 3: Capacity PlanningWorking in clusters, Library

Authorities should develop evidence-based plans for developing their libraries according to published

standards & local needs

ArtsCouncil

Page 31: The way forward for Englands Public Libraries

LibraryCentral Government

Business

People

Solution 4: Transition SupportFunding should be made available to

give libraries time to extend their activities to include new sources of

income (where appropriate/realistic)

ArtsCouncil

Page 32: The way forward for Englands Public Libraries

LibraryCentral Government

Business

People

Solution 5: InnovationNational bodies should develop

innovative partnerships and programmes which drive new sources of

financing into libraries

ArtsCouncil

Page 33: The way forward for Englands Public Libraries

Working together, Central and Local Government and

librarians can deliver the innovative C21st library

network our users deserve

Page 34: The way forward for Englands Public Libraries

We just need to make it happen.
