The VILLAGE CRIER Published by the Associates of Loch Raven Village, Inc., Since 1947 Letter from the President Dear Neighbors, Fall is upon us, meaning by the time you have read this, some of our proud traditions will have taken place, such as the Halloween Decoration Contest and Halloween Costume Parade, and even more are right around the corner --- Santa’s Ride and the Holiday Decoration Contest. These annual events continue because our community recognizes the importance of maintaining the Village’s traditions and emphasizes the importance of being more than just neighbors. Our community was started back in 1947 and was specifically planned to be a cohesive neighborhood, with Loch Raven Elementary School as the community anchor, with homes starting on Aberdeen and the surrounding area, until branching out to include additional homes south, west, and northwest of the school. We have agreed to live as one community. We have agreed to be bound by the same covenants, rules, and to act together in the interests of the community, even over individual wants. Since 1947, far more often than not, our community has acted together and without regard to physical barrier or artificial lines drawn. Those lines may differentiate parts of Loch Raven Village to others, but they should not divide us. We should support efforts that unite us in as many ways as possible. Obviously, we will not agree on all issues at all times. However, we are 1,472 homes strong. If we dedicate ourselves to a goal, we are far more likely to get results. Together, we have the strength and we have the numbers to make a difference. Now, we have several long-term issues for which this community needs your help and participation. We need to make sure that Pleasant Plains Elementary School is as strong of an asset as possible for our children and our community. We need more contributors for the Crier and other communication outlets. Just as important, we all want Loch Raven Elementary School building and site to remain of beneficial use to the Village for years to come. However, the building needs major renovations. Blue Water Baltimore volunteers came out in force on the weekend of November 18-19 to plant a total of 21 trees in LRV. There were a number of festive events in the area in the month of December including a very special visit from Santa in his brand new sleigh -- and he brought snow for the occasion! This visit was sponsored by the Providence Volunteer Fire Company and the ALRV. We thank the Providence volunteers for their many hours of effort which enabled Santa’s visit. Also in December was the Pancake Breakfast with Santa held at Babcock Presbyterian Church sponsored by Babcock and the ALRV. Lots of kids of all ages enjoyed making crafts, saying hello to Santa, and eating pancakes!

Pleasant Plains ElementaryPleasant Plains Elementary School and BCPS invite our students and school community to celebrate Team BCPS Day on Thursday, January 11th. Everyone is encouraged to wear blue and share social media messages about what Team BCPS means to them.

Support PPES by dining out! The PPES PTA will be having a spirit night at Red Robin on Wednesday, January 24th from 5-9 p.m., and the 5th graders will be having a spirit night at Chipotle on Wednesday, February 14th from 4-8 p.m. We hope to see you there!

Area Treasures to ExploreIt’s about an hour’s drive from Baltimore, but Rocks State Park is worth the drive! This park features 855 acres of rocky forest land nestled in rural northern Harford County just about eight miles north of Bel Air off of Rt. 24. Primary at-tractions at Rocks include the King and Queen Seat (a spectacular 190-foot high rock outcrop overlooking Deer Creek) and Kilgore Falls. The main section of the park includes three picnic areas, 3.5-miles of hiking trails, and access to Deer Creek, which is ideal for fi shing, wading and tubing. The park’s two satel-lite properties, Falling Branch (home to Kilgore Falls) and Hidden Valley, are a short drive from the main park.

Rocks was one of the fi rst state parks in Maryland created for the expressed purpose of protecting a unique natural feature. In 1949, the State of Maryland purchased the park to preserve the King and Queen Seat.

Rocks State Park is known to fi ll to capac-ity on summer weekends and holidays. Parking is only permitted in parking lots and authorized pull-offs. Visitors will be turned away if parking lots fi ll to capac-ity. Please plan to arrive early. For more information go to Maryland.gov. Social Host/ NuisanceRegulationsLate in 2016, the Associates of Loch Raven Village and the Knettishall Community Association requested that our communities be included in the “Social Host Zone” for Towson. This law was designed to protect the family oriented nature of our communities by imposing fi nes on tenants and landlords for unruly behavior by tenants.

Councilman Marks and County Police report that this law has been extremelysuccessful and have only reported a handful of repeated violations. If a neighbor is having an unruly and loud gathering after 10:00 p.m., you should call 911 to report it.

Beginning with the new year, all of the Towson precinct will be included in this zone.

COP: What can we do to thwart crime in 2018?When one takes a look at crime in the 6th Precinct you fi nd that the frequency in Loch Raven Village is relatively low when compared to other communities! Does that surprise you? Well, when looking at the Baltimore County Police Department’s Blotter Report for the 6th Precinct and the Weekly Activity Reports you fi nd that the the most signifi cant crime is on the periphery of the Village and tends to be aimed at commercial establishments; things like robbery and breaking and entry. True, there are car break-ins largely associated with unlocked cars, and occasional shed break-ins and relatively rare residential burglaries. These latter events seem to run in phases. Crime reports will note activity in neighborhoods along the York Road corridor, then Towson proper, and it works its way to our area. It also tends to follow the Loch Raven Boulevard corridor. If you follow the reports forwarded by Loch Raven Village COP you will get an idea of where the activities noted above are occurring. Get on the email list by contacting [email protected].

Preventive tips: be sure to lock your car doors every time you park; do not leave keys to any car or your home in the car; remove valuables from your car -- including the trunk; turn on your porch lights at night; always lock the doors and windows to your home. You might schedule a free security survey of your home by the community outreach unit of the BCoPD. The program is called the Residential and Commercial Crime Prevention Security Survey.
