The VisionImplementing the Town’s General PlanEven before the Town’s incorporation in 1984, Loomis community members envisioned a downtown with more homes that would help create a walkable, vibrant neighborhood and business district.

The Town’s 2001 General Plan includes The Village at Loomis concept, which had been previously outlined in the King Road Specific Master Plan in 1989 and the Town Center Master Plan in 1992.

The General Plan identifies the majority of The Village at Loomis site as Special Policy Area 2 and provides the following specific land use policies for this location:

» Preservation of the central riparian corridor

» General commercial and/or office uses adjacent to the Raley’s Center

» Low-profile office structures located after these commercial uses

» Medium to medium-high density residential use adjacent to the Laird Street area to the north

» High-density residential use The Town amended the General Plan in 2014 to add high-density residential use to implement the Housing Element of the General Plan. This amendment specifically applies to The Village at Loomis to accommodate up to 129 multi-family dwelling units at a density up to 25 units per acre.

The vision for this area as stated in the Town Center Master Plan:

» A truly special place, cherished by residents and visitors alike that maintains many of its unique, rural, small town qualities

» To change and mature in beneficial ways: better shopping and employment opportunities integrated within the walkable confines of the Town’s center; new office space, and improved connections through Loomis to encourage walking

» New housing including sensitive residential infill to support new businesses and services and maintain Loomis’ small town qualities

The Town Center Master Plan adopted in 1992 states, “With sensitive development, the Town Center can experience considerable intensification without losing its small town qualities… [Small town qualities can be maintained through adherence to design guidelines and standards]…. This additional intensification will bring additional residents and employees to support revitalized businesses and new stores.”

The Master Plan provides for 737 new dwelling units in the Plan Area. To date, 159 units have been built or approved – 578 new dwelling units remain to be approved and built in the Plan Area, which includes The Village at Loomis, with very limited availability to provide those units beyond The Village project area.

The Town Center Implementation Plan is intended to continue the revitalization of the Taylor and Horseshoe Bar Road corridors, jump start development synergy and promote the Town’s economic stability. According to the Implementation Plan, The Village at Loomis is a key catalyst to this objective:

“ . . . [T]he potential Village project … would help increase market demand and economic feasibility for new retail and office development in downtown. New retail and office projects should … complement existing downtown businesses and help to support and expand the economic vitality of downtown.”

In 2016 the Town updated the Circulation Element of the General Plan to:

» Re-adopt the extension of Doc Barnes Drive from Horseshoe Bar Road to King Road

» Add a road to extend Webb Street from its terminus at Laird Street to a new intersection at Horseshoe Bar Road and Library Drive. This new extension of Webb Street includes

» Create roundabout at the new Horseshoe Bar Road/Library Drive/Webb Street intersection

Trail improvements planned for The Village at Loomis site consist of:

» Multi-use trail along Doc Barnes Drive between King Road and Horseshoe Bar Road

» Multi-use trails along both sides of the riparian corridor extending from the terminus of Sun Knoll Drive to Doc Barnes Drive

» Pedestrian path connecting from the terminus of Day Avenue southerly to Doc Barnes Drive

The Bicycle Transportation Plan identifies several bicycle routes through The Village at Loomis site:

» Class I bicycle path along Doc Barnes Drive from Horseshoe Bar Road to King Road

» Class II bicycle lanes along Doc Barnes Drive from Horseshoe Bar Road to King Road

» Class II bicycle lanes from the end of Library Drive through the open space to the residential development on the east side of the open space

» Class I bicycle path along the open space trails from Sun Knoll Drive to Doc Barnes Drive

The VillageA Hidden Treasure

Located on 66 predominantly vacant acres behind Raley’s Shopping Center, The Village

at Loomis is organized into seven distinct districts. The project includes three single-

family neighborhoods, an apartment complex that supports the Town-approved Housing

Element requirements, a mixed-use district, an office district, and a commercial district.

To improve local circulation, the project will construct the long-planned Doc Barnes Drive connecting King and Horseshoe Bar roads. Additionally, The Village at Loomis will provide a linked system of trails, open

space and sidewalks that will protect the riparian corridors, promote a pedestrian-friendly atmosphere and establish a safe,

comfortable and convenient bikeway system.

Designed by the CommunityLong envisioned by the community, The Village at Loomis will maintain the character of Loomis while enhancing the downtown area and making it a focal point for shopping and services.

A vibrant, mixed-use project in a park-like setting

Implementing part of the Loomis Trails Master Plan, The Village at Loomis is organized around open space, parks and a pedestrian and bike network connecting all portions of the neighborhood and commercial space with the existing downtown area. The architectural styles of both housing and businesses allow for a variety of choices that complement the existing character of the Town, seamlessly blending the new community with the current one.

Protecting natural resources through open space, parks and wetlands

Dotted with native oak trees and traversing a drainage corridor, The Village at Loomis centers around 10 acres of open space.

The project includes two supplementary open space parcels totaling almost an additional acre of land. These areas protect riparian corridors extending through the site to meet the expectations set forth in the Conservation of Resources section of the Loomis General Plan and provide environmentally safe zones for stormwater detention.

Additionally, nearly two acres of public parks will enhance the community, benefiting current and future residents, businesses and visitors alike. Three areas are designated for passive parks – recreation areas with minimal development to preserve their beauty and protect sensitive spaces.

The remainder of the parklands will be developed into two pocket parks in the residential districts. These active parks will include play equipment for kids, picnic areas, benches and decorative landscape.

Promoting a balanced transportation system with trails, paths and sidewalks

The Loomis Bicycle Transportation Plan identifies two key goals for bikeway route development in the area that encompasses The Village at Loomis:

1. Achieve a balanced transportation system that is consistent with the Town of Loomis General Plan Circulation Element and provides Town of Loomis residents a variety of transportation choices, including automobile, transit, bicycle, and pedestrian options.

2. Establish a safe, comfortable, convenient and highly-connected bikeway system that meets the transportation and recreation needs of avid, regular, youth and beginning bike riders.

Conceived with these goals and smart growth principles in mind, The Village at Loomis creates a network of trails, paths, and sidewalks that will make it safe and easy to traverse by bike or on foot, encouraging residents to leave their cars at home and bike or walk to shopping, work, and school through a well-planned system.

The Districts

The Village Commercial DistrictsThe Town Council specifically identified The Village at Loomis as a key catalyst for downtown in the Loomis Town Center Implementation Plan and the Loomis General Plan. To achieve this goal, the new commercial districts will become people-active places and building design will support a “Main Street” feel with all its charm.

All commercial projects will be compatible with Design Standards and reflect the character and richness of the project’s homes, parks and landscape. Building design will incorporate a diversity of scale, materials and colors to minimize the effects of a typical commercial area. Plus, as stated in the Town of Loomis General Plan, the Village Commercial Districts provide a gradual transition of intensity between commercial and residential areas to minimize conflicts for residents.

The Village at Loomis includes three business districts: commercial, office and mixed-use.

The Village Commercial DistrictThe Village Commercial District is located near Raley’s at the northeast corner of Doc Barnes Drive and Horseshoe Bar Road. Thoughtful site planning will result in a varied commercial street scene along the adjoining primary roadways that will be interesting for both pedestrians and motorists.

The Village Office DistrictTo create a street scene that appeals to pedestrians and motorists, this District will focus on architectural design and detail. The Village Office District will be located near the corner of Library and South Gates drives and be placed primarily along the roadways.

The Village Mixed-Use DistrictSituated along Horseshoe Bar Road at Library Drive, its central location makes this District an ideal walkable destination for nearby residents. The Village Mixed-Use District will be part residential and part business with shared driveways to minimize access points and include small, community-focused retail shops, restaurants and professional services in a Main Street-style setting.

The Village Residential DistrictsThe inspiration for The Village at Loomis comes from the historic railroad and farming communities within the Loomis region. Drawing upon this rich history, The Village at Loomis creates a distinctly California-style community with a unique and compelling design.

The Village Residential Districts – a collection of twelve architectural styles in three thematic series – give the project a diverse, small town atmosphere that will seamlessly blend with the Town of Loomis.

The Arts & Crafts SeriesRooted in nature with a focus on integrating with the land, the four styles in this series are modern interpretations of beloved classics inspired by the work of Frank Lloyd Wright and Greene & Greene and reminiscent of homes in the Sacramento region during the early part of the 20th Century.

The Americana SeriesPeople from different countries starting a new life in America carried familiar architecture styles and details with them. The Americana Series is a collection of styles rich in detail and honoring history while embracing the future, encapsulating the cultural kaleidoscope that defines this country.

The Agrarian SeriesRecalling the agricultural history of the Loomis Basin and reminiscent of comfortable farm buildings, these four styles bring an element of rustic charm to the neighborhood.

The Village High Density DistrictLocated near Raley’s at the end of Library Drive and adjacent to the open space corridor and Doc Barnes Drive, the High Density District will be developed in accordance with the Loomis General Plan Housing

Element Requirement of 25 units per acre. Architectural styles will be chosen from one of the three residential series palettes and will be held to the same strict design standards as the other Districts. The Village High Density District can accommodate multifamily residential or age-restricted residential, with or without services.
