OBJECTIVES OF THE MARKET STUDY

This report offers a comprehensive picture of the furniture sector in Vietnam, providing

trends in furniture production and consumption, furniture imports and exports, as well as

furniture distribution and furniture supply structure. The study is based on the

questionnaire distributed to selected target group comprising serial furniture

manufacturers, producers for export furniture, trading companies and furniture

component producers.

METHODOLOGY

This market study has been conducted by different ways of direct interviews with the

industry, field research to retailers and distribution of questionnaire to selected target

group. The export-import values are based on the data provided by the Vietnam’s General

Direction for Customer. Other information are gathered through various sources;

compiled and analyzed by officer of GIC. Thus, the study has been performed by the

schema as follow:

PART I: THE VIETNAMESE ECONOMY

1.1. Overview

Vietnam is a largely agricultural country, with more than two-thirds of the workforce

employed on the land. Since 1986, Vietnam has gradually shifted from a centralized

planed economy into a socialist-oriented market economy. The cause of the economic

reform has turned this country to a fast growing economy. Currently, Vietnam has

diplomatic relations with 164 countries, having trade and co-operation relations with

more than 100 ones and trade agreements with about 60 countries and territories in the

world. The economy has made a new step forward in terms of productive forces,

production relations and international economic integration; the people's material and

spiritual life has been markedly improved. Annually, 1,2 – 1,6 million new job

opportunities have been created. The proportion of poor households (by Vietnamese

standards) has dropped from over 30% to 19%. However, domestic savings and domestic

purchasing power are still low.

In the last 10 years, the Gross Domestic Product (GDP) has more than doubled and the

economic structure has made a positive shift. The growth rates are forecasted to remain at

8-8.5 % during the next few years. The share of agriculture including forestry and

fisheries to GDP was, for example, reduced strongly from 24,53% in 2000 to 20,89% in

2005. In contrast, the portion of industry and construction increased considerably from

36,73% to 41,03%. At the same time, the contribution of services to GDP changed only

marginal from 38,74% to 38,08%.

GDP in 2006 is expected to grow by 8,2% and the GDP per capita would reach US$ 720.

Total export turnover would jump by 20% and total investment into the country could

account for 41% of GDP. Total budget revenue is estimated at more than US$ 15,6

billion, up 19%, and total budget spending at US$ 19,69 billion, up 20% against 2005.

Since 2001, Vietnamese authorities have reaffirmed their commitment to economic

liberalization and global player. They have moved to implement the structural reforms

needed to modernize the economy and to produce more competitive, export-driven

industries. State enterprises have been partially restructured, gradually adapted to the new

mechanism, with major corporations set up in many key fields. The number of state-

owned enterprises has been cut from over 12.000 to now 2.800 and will be reduced

further. However, equitization of state-owned enterprises and reduction in the proportion

of non-performing loans has fallen behind schedule. Private sector development, the non-

state sector has now accounted for 69% of GDP and employed almost 90% of the labor

force. After 20 years of renovation, the number of Vietnamese businesses and

entrepreneurs has increased quickly to 245.000 at present. Vietnam will strive to have as

many as 500.000 enterprises by 2010.

Vietnam has set ambitious goals for reform and economic growth, employment creation

and poverty reduction. The government’s aim is for Vietnam to become an industrialized

country by the year 2020. WTO accession in this year is an important step in Vietnam’s

development into a market economy and international integration

However, according to the rating agency Standard & Poor, Vietnam's trade policy score

is 0.5 point better this year; however, its fiscal burden of government score is 0.1 point

worse, and its monetary policy score is 1 point worse. As a result, Vietnam's overall score

is 0.06 point worse this year.

1.2. Foreign Trade

Vietnam has developed economic relations with almost all countries, joined and played

an increasingly active role in many international and regional economic organizations.

Trade volume has tripled in the last 10 years, and exports of goods and services have

maintained an annual growth rate of 20%.

In the first nine months of 2006 reached monthly export turnover US$ 3.27 billion on

average, an increase of US$ 5.73 billion over the same period last year. If this pace

remains in the fourth quarter, total export turnover of the year may reach US$ 39 billion.

Revenue from exports to the EU increased by 33.7%, to America by 33.3% and to

Oceania by 52%. Meanwhile, exports to Asian countries posted a moderate increase of

15.3%, due to reduction in crude oil and rice exports. Exports to Africa decreased 6.4%

over the same period last year. As for export value, Asia remained to be the largest

importer of Vietnam’s products with total value of US$ 12.15 billion, accounting for 46%

of Vietnam’s total export, follow with America, Europe and Oceania. Africa ranked last.

1.3. Vietnam – Germany: Investment and Trade

The presence of German business in Vietnam is growing steadily and gaining prominence

with high profile projects. In many aspects the conditions for an economic cooperation

between Vietnam and Germany are very favorable. However, up to September 2006,

German only has 76 projects licensed with total registered capital of US$ 367,2 millions

(excluding completed investment project or investment through third country), ranking

the 17th among foreign investors in Vietnam. It is worth noting that the majority of these

projects have an investment capital of less than US$ 10 million, some even less than US$

1 million.

In contrast, trade between the two countries in the past years has been growing

continuously. German is among the biggest partners of Vietnam in Europe and also one

of the countries where Vietnam’s exports exceed imports. Main goods imported from

Vietnam are leather products, garments and agricultural products. German mainly exports

to Vietnam machines, chemical products and vehicles.

1.4. Investment Climate

High economic growth, political stability and good development prospects have made

Vietnam an attractive place for foreign direct investment (FDI). According to the World

Investment Report 2005 released by the United Nations Conference on Trade and

Development (UNCTAD), Vietnam ranked 10th in the terms of FDI attraction in the Asia

Pacific region. As of September 2006, there have been more than 6000 foreign

investment projects in operation in Vietnam with total registered capital of over 54 billion

dollars. FDI hit a high record in 2005 with total capital of 5,8 billion USD, the highest

level for the last 8 years and it is estimated to attract at least 7 billion in 2006. A fairly

large amount of external capital has been attracted, plus many advanced technologies and

managerial experiences. FDI accounts for more than 14% of the GDP, nearly 35% of

industrial production and 31% of export value.

On the other side, indirect investment has made positive strides over the past two years,

heralding a new wave about to come. The most visible sign of this wave is the active

participation of foreign investors in big State-owned enterprises going public as well as

their powerful purchase of government and corporate bonds. Another sign is manifested

through fund manager’s plant to establish more funds. Presently, there are 19 foreign

investment funds operating in Vietnam with a total capital of nearly US$ 2 billion.

Besides, various laws were put in effect in an effort to fine-tune the legislation

framework, improve enforceability and develop fully-fledged markets. Two of the most

important legal reforms in this process have been the new Investment and Enterprise

Laws, which are fundamental to foreign investors’ activities in Vietnam.

The new Enterprise Law took effect on July 1, 2006 and for the first time offers foreign

investors, domestic investors and SOEs a unified framework for their corporate structure

and governance in Vietnam. The new Investment Law effective from July 1, 2006,

together with the regulations for implementation once issued, provide the basis for

foreign investors to formulate projects in Vietnam. This law seeks to reverse the

distinction between foreign and domestic investors, and introduces the WTO standards of

non-discrimination and national treatment. It is now easier for overseas businesses to set

up operations in Vietnam, especially if they fall into certain categories such as export

manufacturing or the service sector that supports the exporter.

1.5. Outlook

On November 7, 2006 Vietnam became the 150th member of the WTO. It will open new

opportunities for Vietnam to expand its market, attract investment and take advantage of

foreign technology. In addition, the APEC 2006 Week wrapped up on November 19,

leaving many deep impressions on a dynamic, open, friendly and cooperative Vietnam.

The process of international economic integration in the coming period is to make a new

step forward associated with the discharge of Vietnam’s international commitments. It

requires the raising economy’s efficiency, competitiveness and capacity for independence

and autonomy, and participating effectively in the international division of labor.Vietnam

has an important location, a big workforce, natural resources, the potential infrastructure

for trade and transportation, and a government that is becoming more and more business

oriented, in search of investment and at the same time, in search of a more important role

to play in the region and in the world.

Vietnam is presently one of the world’s most interesting business and marketing arenas.

A prosperous future of Vietnam is not just in the imagination of optimistic Vietnamese.

External assessments and analyses provide same conclusion. Moody, S&P, and Fitch

gave Vietnam encouraged credit scores. Goldman Sachs predicts that the Vietnamese

economy will be at 17th position in the world by 2020. The World Bank and the IFC

highly appreciate Vietnam’s efforts to improve the business environment. The ADB

estimated that economic growth rates of Vietnam will be 8.0 per cent in 2007. And

Merrill Lynch’s two reports in 2006 recommend 10-year investment in Vietnam.

2.1. General

Vietnam has enjoyed 20 years of rapid economic development ever since it opened its

doors to the wider international market. In particular, the furniture industry has made

vigorous and considerable progress, and the country is fast becoming an important

export base and a world-class location for setting up furniture factories. The sector has

been now a significant contributor to the country's GDP.

The Vietnamese furniture industry develops from a small industry to a major

manufacturing and exporting concern. Among the furniture manufacture enterprises, non-

state-owned enterprises take a predominant place with foreign funded enterprises and

civil-run enterprises occupying major parts. Foreign funded enterprises especially have

played a decisive role. However, most furniture manufacture enterprises are small-scaled,

with distinctive regional characteristics. They are mainly distributed in South Vietnam

and Middle of Vietnam. The manufacturing cluster around Ho Chi Minh City is now

home to about 70% of Vietnam’s 600 largest furniture producers.

Quality management is quite neglected in small domestic manufacture and only small

number of companies holds international certificates. The majority of furniture

enterprises are not focused on only one segment of furniture manufacture, which makes it

impossible to specialize in individual production and they are not in the opportunity to

improve their manufacture and to reduce costs. Small and medium sized enterprises

(SMEs) produce for global markets but the relationships with their buyers tend to be

different; in most cases they are purely market-based. A few domestic manufacturers

produce parts or completed furniture pieces directly for renowned foreign furniture

supplier like IKEA. They have to manufacture according to the buyer’s ready-made plans

and designs and participate minimally in the product development phase itself.

Generally, furniture manufacturers in Vietnam can be ranked into three categories:

Small scale plants established and operating by private families

Medium scale companies-local owned

Large manufacturing companies-joint venture and foreign owned.

Small furniture manufacturing enterprises are categorized as the plants that have paid-up

capital below1 billion VND (about 30.000 US$), medium plants are between VND 1 to

50 billion, while the large plants have paid-up capital above 50 billions. The number of

workers employed by these plants ranges from 5 to over 1000 workers with about 30% of

factories employing over 50 workers. The majority of these companies have established

their business in the export markets. In different, private furniture manufactures are

producing home-based furniture, especially, living-room and bed-room furniture.

However, the domestic market is currently demanding furniture for kitchens and offices,

hotels and schools.

Vietnam has around 2.000 furniture manufacturers of which 15% are export focused and

the sector currently employs about 200.000 workers. According to official statistics, there

are over 1.300 wood processing and manufacturing factories with a total round wood

capacity of 2 million cubic meters per year. Foreign investment in the wood processing

industry, especially furniture industry is still low although the field account for a high

proportion of economy. Around 60 companies with foreign capital currently operate in

Vietnam, either as joint ventures or as wholly foreign owned companies. These

companies typically come from other countries in the region, e.g. Singapore and Taiwan.

However, there are also big Scandinavian companies active on the Vietnamese market.

Among these are Scancom, IKEA, and Scanasia. In total, USD 185 million of foreign

capital is invested in the Vietnamese wood processing industry. Foreign investments have

made it possible technologically to modernize manufacture, on the one side, and on the

other side, they bring access to new markets.

According to the Ministry of Trade, the wood processing industry still faces obstacles

related to marketing, design, human resources and material. The weakness of Vietnamese

furnishing and wood processing enterprises is that they have not build up any strong

brand for their products. However, with the strong development of the furniture industry

and the globalization in all, furniture brands are becoming increasingly important. The

famous brands nationwide are Hoang Anh Gia Lai, Hoa Phat, Xuan Hoa, Nha Dep, Nha

Xinh, My A, Savimex…; among which, Savimex is the only one listed enterprise in the

stock market in Vietnam. Many companies manufacture products according to customer-

provided designs and specifications. Additionally, most of the machinery used in

production is locally made or imported from China, Taiwan, Japan or Germany.

Machines from Japan and Germany are typically second hand and the machinery, which

is locally made or imported from China or Taiwan, are often of poor quality and

outdated.

2.2. Furniture market

The Vietnamese furniture market can be divided into two main segments – the common

and the high-end segments. The common furniture is products of carpenter’s shop or of

local small-enterprises, while the high-end furniture are imported products or products

of well-known domestic enterprises. The biggest furniture markets concentrate in the

two economic centre Hanoi and Ho Chi Minh City as well as in some big another cities.

Wooden furniture occupies the major part of furniture products, followed by metal

furniture, while rattan furniture and plastic furniture takes up only a few. The number of

different kinds of furniture owned by citizens has changed dramatically and the

furniture-consuming characteristics between cities and countryside are quite different.

Private consumers like to purchase furniture directly from local furniture outlets or

showrooms. Furniture supper markets in the class of Höffner or IKEA are not available

in Vietnam. Classical furniture like bed, wardrobe or tea chest is still consumed strongly

in rural areas. In different, citizens in urban are of great interest to kitchen and other

functional designed furniture.

Cheap wooden furniture is flourishing thank to a large number of customers,

particularly for low-ranking civil servant or customers in countries. Furniture in this

class can be found easily in small individual furniture shops. Minh Khai Street and De La

Thanh Street, for example, have been known as the biggest centers of cheap wooden furniture in

Hanoi. Customers can go there to buy items at prices from tens of thousand VND to hundreds

of thousand VND or even millions VND. In contrast, interior supermarkets dealing with

imported goods or with first Vietnamese brands have variety of beautiful wooden products for

bedroom, dinning room, living room, office furniture and kitchen. These products are sold at

high prices of tens of million VND or even hundreds of million VND but they are very many in

demand thank to high quality and fine appearance. The target market is mostly urban upper

class families and foreign offices.

Before, furnishing and wood processing enterprises did not pay much attention to high-

grade products. That was the reason for imported furniture to dominate Vietnam market

for a long time. Wood furniture imported from Italy, Singapore, Malaysia and Taiwan is

currently popular in Vietnam due to the quality, value, and variety of products. However,

along with improvement in quality, Vietnamese furnishing and wood processing

enterprises have been regaining domestic market recently. Form and quality of domestic

wooden interiors are as fine as imported products but their prices are lower than those

imported.

On the other side, Vietnamese furniture has now been firmly established in many parts of

the world, making Vietnam the fourth largest furniture exporting country in ASEAN. The

export wooden furniture includes 5 product categories: indoor furniture, outdoor

furniture, wooden fine-arts, wooden furniture combined with other materials for instance

with rattan, steel, aluminum or with upholstery, and MDF boards, of which the interior

furniture makes up the highest ratio with 60%.

In 2005, Vietnam exported US$ 1.56 billion worth of wooden products, up 41.2 percent

over 2004 and well exceeding the level of US$ 1.2 billions targeted for 2010. In early 9

months of 2006, export turnover of furniture industry kept highly increasing and reached

a value of USD 1.35 billion, growing 21% compared to the same period last year. It is

expected that in 2006, the total export turnover from wooden furniture exports will reach

US$ 2 billions, ten-fold the volume in 1999. The main manufacturers for export are

factories typically with 1000 or more workers and exports around a hundred 40 foot

containers each month.

According to Vietnam Timber and Forest Product Association (Vietforest), Vietnam’s

wooden furniture has been exported to 120 countries on the world. Over 70% of products

are exported into the three largest markets EU, Japan and USA, of which EU accounts for

nearly 28%, Japan 24% and USA 20%. The reality shows that Vietnamese products

displayed at international exhibitions and trade fairs on wooden furniture and interior

decorations are highly appreciated in terms of shapes, designs and quality by foreign

experts. In particular, outdoor-use products made of Vietnamese tropical wood, have

taken 80% of the EU market, exceeding those of Indonesia and Malaysia. Vietnam wood

furniture has been mainly exported to Britain, France, Denmark, Norway and Sweden.

Remarkably, the US market, even newly exploited, has been growing to penetrate the

first rank regarding growth rate of importing furniture from Vietnam in recent years.

Export to USA market may achieve US$ 1.3 billion in 2006, almost doubled in

comparison to US$ 700 million of 2005. Regarding the US market, Vietnam has become

a popular destination for US wooden furniture importers, as the US furniture industry

modifies its import patterns in response to the dumping blockade on Chinese wood

furniture. Hence, Chinese manufacturers are shifting some production to Vietnam

because of the U.S. antidumping duties now imposed on wood bedroom furniture made

in China. With no tariffs, many Vietnamese furniture plants are running at capacity and

looking to expand.

Due to the limited source of wood material supply in the country, as well as the growing

demand, most of wood materials for export furniture are being imported. Log and timber

are the most important materials for Vietnam’s furniture industry, which is predominantly

wood-based. In fact, Vietnam factories have to import about 80% of their furniture raw

materials and components. The wood imports have grown from US$ 60 million in 1999

to over US$ 500 million in 2004. Presently, producers import almost 2.5 million cubic

meters of timber each year to meet domestic production demands. By 2020, Vietnam

expects to export US$ 8 billions worth of wooden furniture, which means that it will need

24 millions cm3 of wood and US$ 4 billions to develop material areas. Since imported

wood is comparatively more expensive than wood from domestics, it usually used in

high-end furniture.

Relevant Trade Fairs

For the last few years, Ho Chi Minh City has held the HCMC International Furniture and

Handicraft Fair and Exhibition (HCMC Expo) to further publicize the nation’s thriving

furniture industry. The fair is an annual event of Vietnam and region and is the single one

of its type in Vietnam.

2.3. Furniture Production in Vietnam

Along with quick urban development, the furnishing and wood processing industry of

Vietnam has been developing rapidly. With an existing global demand for lower cost

furniture and other wood products, an abundant and inexpensive labor supply, an

infrastructure in place and easy access to global shipping and sourcing of materials and

supplies, the prospects of the Vietnamese furniture industry look promising. The

government encourages foreign players to set up production facilities in the country.

The existing well-established furniture manufacturing infrastructures provide good

supply-chain support essential for industrial growth. The nine ports and harbors on the

Gulf of Tonkin and the South China Sea provide manufacturers ready and easy access to

international shipping lines. This not only facilitates wood products exports, but also

imports of such materials as lumber, veneers, machinery and equipment needed to

support a furniture and woodworking cluster.

Moreover, the US-Vietnam Bilateral Trade Agreement, which took effect in 2001,

ensures Vietnamese companies export-access to the US market on reasonable terms. This

contrasts China, which currently is a target for US anti-dumping taxes of up to 200%.

(The import tax from Vietnam is 3% to USA and maximum 4% to EU. Most furniture

has no import tax in EU).

Vietnam has one of the lowest industrial wage structures in the world. The cheap, skilful

and abundant labor force is a clear strength for the wood processing industry in Vietnam,

and has attracted several manufacturers to relocate their factory operations from countries

like Malaysia, Philippines and China. The average monthly salary of a foreman is around

USD 300-500, while a blue-collar worker typically earns USD 50-80. The Vietnamese

worker is characterized by an education level, which is significantly higher than other

countries with similar GPD. Due to the lack of capital to invest in technology, manual

labor accounts for as much as 75% of the production.

Many Vietnamese woodwork items are made from materials imported from oversea

countries. Presently, Vietnam imports timber from New Zealand, Australia, South

America, Sweden, USA and Canada. Imported wood materials for export products for

instance New Zealand pinewood has been accepted in Europe, Japan and the USA thanks

to its stability in quality and supply sources. There is no import duty on wood, except for

10% VAT, which is not paid if the final product is re-exported. However, shipping costs

may add additional 60% extra to the costs of the actual wood. It should be noted that

although Vietnam is no longer a supplier of high quality wood such as teak, it has a forest

coverage of around 35% including different types of dark wood as well as large

plantations of e.g. rubber wood, acacia, rose wood, ballau etc.

As a matter of fact, the Vietnam furniture industry is growing quickly at the present

moment. However, its share of global furniture market remain modest, contributing only

7.3% of Japan’s total furniture import, 0.3% of total import in USA and 0.2% of the EU

imports. The potential for growth as such is tremendous. Hence, WTO membership will

prove relevant for the industry as export taxes on Vietnam’s wood products and import

duties on raw materials will be sliced.

2.4. Foreign investment in furniture industry

The furniture industry of Vietnam has a long history and glorious tradition renown for

its diversity and highly-skilled craftsmanship. In the last decade, Vietnam furniture gain

significant grounds not only in the Asian market but has grown beyond the region

quickly. Boosted by keen interest on its very competitive furniture products, the country

is currently featured prominently on the radar screen of many international buyers.

The Vietnam furniture industry is characterized by an accelerated influx of foreign

investment and the rapid expansion of existing companies. The rapid development and

fast market expansion enjoyed is projected to continue into the foreseeable future. In

addition to traditional market in the Asia Pacific, Vietnam furniture has attracted great

interest from new markets such as USA and Europe. The attraction is very much

attributed to the low cost of products coming out of the country as well as the huge

improvement in quality.

Presently, Vietnam is both a significant exporter of furniture and is also hosting several

foreign production facilities. To name a few, Vietnam is a popular manufacturing

location for Taiwanese, Malaysian, Indonesian and Chinese companies. Besides, other

HAWA - a member of Ho Chi Minh City Industry and Commerce Association - was

established in 1991 and has been recognized by the City People's Committee. The

association is a volunteer organization consisting of the enterprises that belongs to

different kinds of economics sectors and are operating in the filed of handicraft and wood

industry. Every five years there is the congress of member to elect the new executive

board for the new term. At present, the Association has 138 members.

PART III: FURNITURE FITTINGS AND ARCHITECTURAL HARDWARE

3.1. General

The fittings market has been growing in line with the development of the local furniture

industry. The demand of fitting is great and a lot of local fitting factories are established

also from foreign investors, mostly from Taiwan. They manufacture fitting in different

types and quality levels, which are delivered both to industrial sector and to retail market.

Vietnamese fitting manufacturers are main supplier for small enterprises and for retail

market. They are facing harder competition with imported goods, especially from China.

Some furniture exporters need high-end fitting such as in stainless steel or with very good

surface treatment. These fittings have to import according to demand of buyers.

The fitting market in Vietnam can be divided in two segments:

- Local fittings mainly supplied for domestic markets as well as for retail market

- Imported fittings, mostly on demand of individual furniture manufacturers, which are

used for high-end furniture or for export market. Leading suppliers are China and

Taiwan. Well-known fitting brands from EU country such as Häfele (Germany) are

usually used for special trading orders to EU or American. In different, Blume

(Austria) products are finding only in retail (high-end) market.

3.2. The big local manufacturer and foreign brands

VINAVIT Fastener Co. Ltd.

Formerly a small producer of screws formed in 1997, Vinavit Fastener Co., Ltd. was

established in 1999. Today, Vinavit is a famous trademark of medium to high-grade

screws sized from M2 to M16. With 125 skilled workers, the company is able to produce

around 90 million screws weighing 300 tones every month, which are used in production

of wooden household furniture, electric appliances and electronic products, consumer

goods, and construction. Vinavit has invested to purchase modern machinery and

technology to further improve product quality and to automate 80 percent of its

production. In 2004, Vinavit received an ISO 9001:2000 quality management certificate

from Quacert to become the first Vietnamese private screw company to be ISO certified,

while in 2005 the company opened a new 2000 m2 factory in the Le Minh Xuan

Industrial Zone to produce exports to Japan and the European Union.
