Selectman’s Meeting - June 3, 2008

Present: Dodi Thompson, Chris Smith, Brian Church, Linwood Meader Jr., Marti Gross, Steve Lilley, Barry Emery, Peg Lang

1) Linwood reports he has been cleaning up a few blown down trees on the Bessey Rd.2) Steve reports that the Fire Department has not yet received its Federal Grant money for the purchase of the Jaws of Life. Also Steve wants to remind folks that they always need to reserve the community room with him.3) Reviewed and signed Warrant#114) Jim Craig came in to talk with us about getting a refund of the excise tax and registration fee he had paid on a car that he had registered a month early. Jim had asked the town clerk to hold the check until he had the car inspected to see

if it would pass. The car did not, he decided to not keep the car on the road, he returned the plates to the state, but the check had been deposited. The selectmen agreed to give him a refund.5) We signed the Homestead Property Exemption Form for the State. This year we will use 100% valuation rate, which makes the homestead exemption 100% ($13,000). Currently Vienna has 189 Homestead Exemptions.6) John Sexton has appointments with people tomorrow (June 4) throughout the day. Dodi will also be attending these appointments.7) Mark & Carol Hedden sent a copy of a letter from York Hill Surveying to Mark & Carol Hedden dated 7-23- 03, concerning the closing of the Anderson Rd. from their house to John Archard’s. The letter states that The Town voted at the March 3rd, 1947 Town Meeting to close the road.(an excerpt from the meeting is included with the letter). The Heddens say that their understanding is that they now own the road and want to know if that is the case. We will forward this letter to M.M.A. for their opinion.

8) Received a letter from Dan Onion and the 30 Mile River Water Shed Association thanking the town again for the old Lake Warden Boat. The letter also states that the group is looking into hiring a Lake Warden.9) Pulled out all the property cards that have any acreage in tree grown. These will be upgraded with the 2008 Tree Growth rates.

I will be on vacation from Wednesday, August 6th through Thursday, August 14th. I will have hours the following Monday, August 18th from 10:00 - 4:00, and will be resuming my regular hours on Tuesday, August 19th and Thursday, August 21st from 9:00-12:00.

1) Linwood has a grader working on the Kimball Pond Rd.2) The Fire Department grant for the Jaws of Life has been deposited in the Town’s bank account. The Fire Department should be receiving the equipment this week.3) Lee Araps came in. After meeting with John Sexton, he was still not satisfi ed with the assessment on his building and brought in an application for an abatement. He was told that abatement requests can not be accepted by the selectmen until the actual tax bills go out. He will bring it back at a later date.4) Went over the Municipal Tax Rate Calculation Form which is used to set the mil rate.

Selectman’s Meeting - June 17, 2008

Present: Dodi Thompson, Chris Smith, Brian Church, Linwood Meader, Jr., Barry Emery, Beth Evans from the K.J. 1) Louise Kilponen came in to clear up her tax bill. A shed was assigned to the wrong property. We will correct this.2) Reviewed and signed Warrant #123) The Fire Department. received the grant money for the “Jaws of Life”. The total cost for the piece of equipment is $24791.00; the grant will cover all but $2400.00 of the bill.4) Linwood will now begin the next phase of repairing and improving town roads. He will also be getting a quote for paving the Egypt Pond Rd.5) Update on the dead moose fl oating in Flying Pond: A Game Warden came out and got it up on the right of way portion of an island. The moose has been covered with lime. This will keep the smell down and speed up the decomposing process.6) The Norridgewock Landfi ll wants the town to issue dump stickers to the residents of Vienna. 2000 stickers will cost approximately $500.00. We will be ordering stickers soon and they will be available from the Town Clerk. The stickers will have a one year expiration. Residents can get them when they register vehicles, or by appointment with the Town Clerk.7) The Selectman offi cially signed the Town’s Lake Warden boat over to the 30 Mile River Watershed

Association.8) Received and signed a new photo copier maintenance agreement with Transco.

Selectman’s Meeting - June 24, 2008

Present: Dodi Thompson, Chris Smith, Brian Church. 1) Received a quote from Pike Industries for grinding and paving the Egypt Pond Rd. The cost is $78,830.40. No decision was made at this time on when we will begin this project.2) Discussed the abatement process. When property owners apply for an abatement, the application will be reviewed by the selectmen and the assessor. The applicant will be notifi ed by mail if the abatement is granted or denied. If denied, the applicant may then contact the Vienna Board of Assessment review. If the abatement is still denied the next step would be to contact the County Commissioners.

1) The Selectmen voted to accept a donation of $500.00 from the Vienna Volunteer Fire Dept. Inc. to go to the purchase of the new Fire Boat from the Readfi eld Fire Department. 2) There was a request from a resident on Stream Road for the placement of two “School Bus Stop” signs and two “ Hidden Drive “ signs. The selectmen agreed that they were needed for safety reasons. Dodi will order these signs. 3) Reviewed and signed Warrant #13 4) Linwood reports that the grading of the Kimball Pond Rd. has been completed. A small wash out on the Mason Rd. has also been repaired. He will be grading the Varney Rd. next. Road repair in general has been going slowly due to the rain. 5) The selectmen had discussions with several property owners about their new valuations. We have received a few abatement applications to date and expect more in the coming weeks.

Here is some information from HealthLink (see web address below) on safe summer sun fun.

The death rate from melanoma in the US has increased by about 4% a year since 1973, according to the Centers for Disease Control and Prevention. Melanoma represents only about 47,000 of the 1.8 million cases of skin cancer diagnosed each year, but according to the American Cancer Society it will cause 79% of skin cancer deaths. While cancer treatments continue to improve, melanoma recovery rates remain disappointing. Prevention is the better solution. According to the Food and Drug Administration (FDA), sunscreens are an important part of a person’s total sun protection strategy, but sunscreen alone will not prevent all of the possible harmful effects due to sun exposure. Borrowing the “Slip, Slop, Slap” slogan from an Australian skin cancer prevention campaign, the American Cancer Society recommends that anyone out in the sun slip on a shirt, slop on sunscreen and slap on a hat. The educational campaign in Australia seems to be working: the rates of skin cancer are declining in younger groups, and suntans are out of fashion. Use a total program to reduce the sun’s harmful effects. Lavishly apply a sunscreen with an SPF of 15 or higher, and reapply it every two hours according to the directions on the label. Reapply sunscreen as needed after swimming, sweating or towel drying. And use sunscreen even on cloudy days. Avoid the sun during the middle of the day, especially between 10 a.m. and 4 p.m., when the atmosphere absorbs less of the harmful UV rays of sunlight than earlier or later in the day. Wear a wide-brimmed hat, protective clothing, and sunglasses. Never leave children exposed to the sun without adequate protection. Because of the long time it takes for cancer to develop, studies suggest that over-exposure early in life may lead to skin cancers later in life.

Are you getting depressed about the cost of fuel to drive your car? I know, stupid question

– everyone is noticing the almost daily increase in the price per gallon. Well, there is something you can do to help soften that pain – it’s called “hyper-mileage” and it doesn’t cost anything to do. Basically, you simply have to change some driving habits. The simplest way to describe it is to get rid of the “lead foot” - go the speed limit, avoid hard/fast acceleration, and anticipate turns and stops by taking your foot off the gas way before the turn or stop to minimize the amount of braking you have to do. Depending on what your current driving style is, you could improve fuel economy up 37 percent!! That equates to real savings at the gas pump.

Here are few tips:

• Avoid unnecessary trips – that saves the most gas

• Change from an aggressive driver to a moderate driver. Coast to the stop sign; take your foot off the gas going downhill; accelerate gently

• Lower your speed to the speed limit

• If your car has cruise control, use it where appropriate

• Avoid excessive idling – if you will be idling for more than a minute, turn the car off

• Get unnecessary extra weight out of the car – like that cement block that you put in the back of the pickup to help with traction in the winter

• Take the roof rack off if you aren’t using it

• Check your tire pressure

mileage about 10% just by driving more gently. And it also is a lot less stressful. On another note regarding reducing the amount of gas I use: In an issue of “Vienna Record” last year, I discussed small engine use and the amount of pollution they emit and recommended being prudent in their use. This year I took my advice to heart and bought an electric lawn mower and I love it. Yes, it takes longer to mow the lawn and more work (I have to push it rather than ride it). But the real eye-opener for me was when I realized that when I use my riding mower I use more gas mowing my lawn once than I use on a trip to Augusta and back in my car.

MORE THINGS TO CONSIDER FROM THE MERRY DUMPSTERS

NEW at Norridgewock Transfer Station:

For those of you who use the Norridgewock transfer station you will need to get a sticker for your

vehicle. These will be available at the Town Clerks Offi ce in early August. The stickers are on order and I will place a notice on the website when they arrive. Until then Dave Garvis has assured us that Vienna residents will still be accepted at the gate with another proof of residence. In the future, you will be given the opportunity when you register your vehicles to get a sticker. The good news for Vienna is that Waste Management is going “single stream”. This refers to a system in which all recycleables are placed together in a single container. There is no need to separate materials. They will take more items than we currently accept at curbside. So, if you are interested in this type of recycling pick up a sticker for your vehicle at the Clerk’s Offi ce and make use of the transfer station. The Transfer Station in Norridgewock is on Airport Rd. The Hours are Thurs-Sun 7:30-4:00 Single Stream recycling will begin on July 31st Additional items that they will be accepting are: paperback books, milk cartons, drink boxes, frozen food packaging, clear & colored glass, all plastics. Brochures will be available at the transfer station with instructions and the complete list of recycleable materials.

Friday, August 1 at 4:oo p.m. - 6 p.m. Open House at the Grams (Flying Pond Farm) to view the rare murals in one of their rooms by the itinerant Maine mural painter, Jonathan Poor who painted in the early 1800’s. One of the reasons these particular murals are signifi cant is that the artist signed them.

At 6:30 p.m. at the Grange there will be a POT LUCK Supper (please bring a dish to share)

At 7:30 pm there will be a program about Jonathan Poor by Jane Radcliffe of Museum Research Associates

Saturday, August 16 at 5:30 p.m. at the Mount Vernon Community Center there will be a Community Potluck.

September 14 - 20, 2008 the Farmington Fair, a large midway, exhibit halls, livestock exhibits, animal pulling events, and harness racing. Both the Vienna Historical Society and the Mill Stream Grange will have presentation booths in the Exhibition Hall.

CHILDREN’S PUPPETRY WORKSHOP: The Tale of Tatterhood

Would you like to be a puppeteer? Spend fi ve mornings this summer with puppeteer Nancy Tyndall and learn how to make your own handpuppet and put on a show !

The class will begin by listening to Tatterhood, a wonderfully odd Norse fairytale. The story features a scruffy princess, Tatterhood, who rides on the back of a goat, does battle with trolls, and sets off on an adventure with her sister. Next, each student will make one of the puppet characters in the story and learn how to move a puppet expressively. Finally, the teacher will lead the children through an informal dramatization of the story and we’ll put on our show. No previous experience is necessary, and there’s plenty of room for both the shy and the bold. Emphasis is on creating a friendly atmosphere in which to explore, have fun and make something unique.

The workshop will be from August 18-22nd, from 9:30 to 11:30 at The Mt. Vernon Community Center. This class is open to children ages 7 to 11 years old . The cost is $75. per student, materials included, and pre-registration is required. Space is limited to 8 students, so sign up now ! Call 293-2358 to register.

Puppeteer Nancy Tyndall of Unity, Maine, has been travelling throughout Maine for over 20 years, teaching puppetry workshops in elementary schools and entertaining audiences with her Milkweed Puppet Theater.

MINUTES OF THE REGULAR MEETING OF THE VIENNA PLANNING BOARD HELD APRIL 23, 2008

The meeting convened at 7:00 PM. Members present were Waine Whittier, Alan Williams, Bob Bassett, and Creston Gaither. Minutes of the March 26 meeting were read and accepted.

Waine will contact DEP regarding Bill MacDonald’s proposal (see March minutes).

Creston reported that Paul Weckbacher has obtained a Notifi cation of Construction permit for his Kimball Pond Road construction (see January minutes).

Waine said that the board should begin considering the three timber harvest options in the proposed revised Shoreland Zoning Ordinance.

The meeting adjourned at 7:30 PM.

MINUTES OF THE REGULAR MEETING OF THE VIENNA PLANNING BOARD HELD JUNE 26, 2008

The meeting convened at 7:00 PM. Members present were Waine Whittier, Nanou Laliberte, Bob Bassett, and Creston Gaither. Minutes of the April 23 meeting were read and accepted.

There was no quorum for the board’s May 28 meeting. Waine and Creston stayed at the Town House till 7:15 PM and received a request from Muffy Floyd for a timber harvest permit but conducted no formal business.

Waine has discussed Bill MacDonald’s proposal (see March and April minutes) with Rich Baker of DEP’s Shoreland Zoning offi ce. Mr. Baker said

Mr. MacDonald probably should have obtained an additional DEP permit for the crushed stone for which the board gave him a permit some time ago but gave no clear ruling on the present proposal. Creston and Waine wrote Mr. MacDonald a letter on May 14 outlining Mr. Baker’s thoughts and his permit options.

Creston will somewhat belatedly issue Muffy Floyd’s timber harvest permit.

The board reviewed an e-mail from Alan Williams, acting as agent for John Linscott and not as a planning board member, regarding proposed construction on Mr. Linscott’s Flying Pond parcel (tax map 10 lot 35-1) and requesting clarifi cation of the status of this lot with regard to Shoreland Zoning Ordinance (SZO) requirements. Concerns about the lot’s pond frontage were raised. Differences were noted between this situation and a somewhat similar situation brought to the board by Bob Bassett some time ago; in the Bassett case construction within 250 feet of the pond in the non-conforming area was prohibited. Waine will discuss this with MMA after Creston notifi es him as to the date of creation of the lot and the size of the parcel retained by the grantor, Arline Waite.

Waine, recusing himself, requested a permit for an 8’ dock on his Parker Pond parcel. As the proposal is minor and the board is generally familiar with the site the usual site visit was waived and the board voted to authorize Creston to issue the usual SZO permit by letter.

Numerous permits were processed and the Stakes’ CMP Co “pole permit” was approved and processed. Bob will forward it to CMP.

The meeting adjourned at 8:00 PM.

On June 29th, Robert “Bob” Bean of Vienna was presented with an Eagle Cane on behalf of Capital Carvers (a Chapter of Maine Wood

Carvers Association) and Maine Wood Turners Assocation in recognition and appreciation of his service to our country. The Eagle Cane Head was carved by Norma Wing of Vienna and the Cane Shaft Tenon and Adaptor was turned by Peter McCrea of Thomaston. Bob was drafted on August 7, 1952. He served as a Medic with the 180th Infantry Regiment, 45th “Thunderbird” Division of the Oklahoma Army National Guard. He served in Korea for one year, from March 15, 1953 to March 14, 1954. Bob’s unit was part of Project Fisher, the Detail that brought the Division Colors home. He was discharged on August 6, 1954.
