There are many ways to write a problem statement. A simple way is to use this format:

(A person/group of people) have difficulty (doing something).

Eg.

Adventurous travellers have difficulty finding interesting places to stay where they can meet local people and learn about the culture.

Statement: The student did not do well in their test
