The Trelawny Multi-purpose StadiumThe Trelawny multi-purpose stadium cost the Government an USD30 Million dollars.

The stadium has unlimited potential

Introduction The Trelawny Stadium/Usain Bolt Stadium, will make a significant contribution to the sporting facilities in Jamaica and to the tourism product in Jamaica.

Sports tourism is multibillion dollar industry which accounts for over 14 per cent of the total international tourism market.

Sport tourism encompasses- Fans travelling to watch sport Persons travelling to participate in international sporting events.

Sports tourism vision:To create a dynamic and enabling the environment in which persons enjoy and excel in sport at all levels, while building strong bonds of unity in their communities and benefiting from the economic opportunities to be derived from sport.

SPORTS TOURISM MISSION:To transform Jamaica into one of the most engaged and successful sporting nations in the world.

Environmental policiesThe Plan seeks to guide the industrys development over the next decade by creating a strategic vision for its growth and development and establishing an enabling environment to help it realise that vision

Environment sustainability development Undertaking the investment in all three resort centres designed to improve water quality and coral cover including collecting solid waste, pumping sewage to sea beyond the reef and building sediment traps and taking all other measures recommended in the Carrying Capacity Study to protect the environment.

Provide a matching grant facility to assist all tourism ventures undertake environmental audits and access advice on implementing environmental improvements.

Provide up to a grant per annum to the marine park trusts to help them improve environmental protection and operate the new facilities.

Increase the availability of manuals providing guidelines on measures to improve environmental impact, focusing on easily implemented measures with low pay-back periods such as energy conversation, recycling water and solid waste.

Work with the accommodation and attraction operators, through their representative organisations, to establish self-regulating systems which bring peer pressure to bear on those failing to comply with planning and or environmental guidelines.

Reduce pollution from vehicles by introducing carbon emission policies

Community relationship development Encouraging local Parish Development Committees (PDCs), community based organisations (CBOs), non-governmental organisations (NGOs) and heritage and cultural groups to participate in the resort boards. Establishing parish level sub-committees of the resort boards and empowering them to take the lead role in tourism planning and development. There would be specific budgets managed by TPDCo on which the sub-committees could draw.

Giving priority to ventures sponsored by or involving the community through the Heritage & Community Support Unit at TPDCo with funding to assist in the design of community based projects.

Improving the interface between the visitor and communities by involving community organisations in anti-harassment, including managing the resort patrols, and in public education on tourism. We will have community workshops with certificates awarded by TPDco once completed.

Taxation policy developmentWe need to ensure that while we require tax to build our country we also are required to ensure that our citizens or businesses are not overburdened by taxes.

Tax and investment development We will use incentives to attract businesses while still collecting revenue through;

OMNIBUS INCENTIVESThis newomnibusfiscal incentives framework provides for varying levels of relief in respect of customs duties, additional stamp duties and corporate income tax.

The two components of the Ominibus incentivesRevised Customs TariffThis is targeted at the productive sectors and provides for the0%dutyoncapital equipment and raw material. Persons in Manufacturing, Tourism and Creative industries stand to benefit from dutyfree importation ofindustry-related consumer goods.

Revised Stamp Duty ActThis is targeted at the manufacturing sector and provides exemptionfrom additionalstamp duty on raw materials and non-consumer goods.

Infrastructure policy developmentTo plan, construct and maintain a road system which serves the transport needs of people and industry. A safe and efficient system for the movement of people, goods and services throughout Jamaica.

Infrastructure developmentRegulate vehicle weights to ensure better quality road condition and more efficient freight vehicles- Using weighing stations for freight vehicle, section roads of freight vehicles.

Improve the management of traffic on the network to make the best use of the road system-building multiple lane roads and highway systems.

Temporal approach Recognizes that the seasonality of tourism must be considered and incorporated into the tourism planning process.

This includes managing the impacts of tourism during the high- season.

The slow- season is designated as a period of rest/regeneration for the physical and social environment, and also for planning and preparation for the upcoming high season.

We have to understand that the sporting industry is seasonal and as such we have to make the most of the seasonality through use of the facility during low peaks for training... As well as sports development through school practices.

RecommendationsFor sustainable development, local communities must play a major role in defining, developing and managing the tourism experience so that they take ownership of the industry and are committed to providing the visitor experience on which the success of the industry depends.

The environment is the product. Its preservation requires adherence to a location strategy that concentrates rooms and the investment of resources to help mitigate environmental impact in the three major resort centres. The industry must be provided with an incentive and the expertise required to adopt best practice on environmental issues
