The Robert B. Toulouse School of Graduate Studies WhenRobertB.Toulouse,whoservedasgraduatedeanfrom1954to1982andprovostuntil1990,retired,theboardofregentsrenamedthegraduateschooltheRobertB.ToulouseSchoolofGraduateStudies. Hiscontributionstograduateeducationmadethehonorrichlydeserved.DuringToulouse’stenureasgraduatedean,almosteverygraduateprogramcurrentlyauthorizedatUNTwasestablished.HisleadershiproleinestablishingtheseprogramshelpedtomakeUNTthemostcomprehensivegraduateinstitutionintheregionandoneofthethreelargestgraduateinstitutionsinthestate. From 1981 until 2000, the president also carried the responsibilities and title of Chancellor of the University and the University of North Texas Health Science Center in Fort Worth. Senate Bill 751 of the 76th Texas Legislature provided for the establishment of the University of North Texas System, and in July 1999, the Texas Higher Education Coordinating Board confirmed formal system status for UNT, including the Denton campus, UNTHSC in Fort Worth and the UNT Dallas Campus (UNT Sys-tem Center at Dallas). In October 2000, the positions of president and chancel-lor were officially separated.

Toulouse’seffortsalsohadanextraordinaryeffectonthedevelopmentofresearchattheuniversity.Asdean,hepursuedagoalofenhancingresearchacrosstheentirecampus,involvingasmanyprofessorsaspossibletobuildastrongbaseforattractingexternalfunding.Hisinsightandgoodjudgmentinmanag-ingtheuniversity’slimitedresourcesledtomajorincreasesinthequalityandimpactofresearchatUNT.Inthis,helaidthefoundationfortheexplosiveincreaseinexternalresearchfundinginthe1980s.
History of Graduate Education at UNT Graduatestudiesatthemaster’slevelwerefirstofferedatUNTin1935inresponsetoanincreasingdemandfromTexasschoolsystemsforteacherswithmorethanfouryearsofcollegeeducation.Master’sdegreeswerefirstofferedinart,biology,chemistry,economics,education,English,physicalandhealtheducation,andSpanish,withthefirstmaster’sdegreesconferredin1936. Beginningin1946,master’sprogramswereaddedinotherdepartmentsandby1950themaster’sdegreewasavailableinalmosteveryareainwhichtheinstitutionofferedthebachelor’sdegree. TheGraduateSchoolwasestablishedin1946aspartofamajorreorganizationoftheinstitution.TheBoardofRegentsapprovedthefirstdoctoralprograms—adoctorofeducationineducationandadoctorofphilosophyinmusic—in1950.Today,doctoralprogramsareofferedinallschoolsandcollegesexcepttheSchoolofMerchandisingandHospitalityManage-ment.Throughoutthedevelopmentofthegraduateprogram,thepatternhasbeentobuildmaster’spro-gramsonthebaseofwell-establishedundergraduateprogramsandtobuilddoctoralprogramsonthebaseofwell-establishedmaster’sprograms. Inrecognitionoftheinstitution’swideningscopeinhighereducation,theTexasLegislatureapprovedthattheNorthTexasStateCollegebechangedtoNorthTexasStateUniversityin1961.Theuniversitywasdesignatedin1964bytheGovernor’sCommit-teeonEducationBeyondtheHighSchoolasoneofthefivemajorstate-supporteduniversitiesinTexas.In1968,theTexasCollegeandUniversitySystemCoordinatingBoardconfirmedtheuniversity’smis-siontooffer“top-qualitydoctoralprograms...inthebasicartsandsciences,teachereducation,businessadministrationandthefinearts”aswellas“coopera-tivedoctoralprogramsinotherfields.”
Federation of North Texas Area Universities Anewdimensioningraduateeducationcamein1968withtheestablishmentoftheFederationof
NorthTexasAreaUniversities.WiththeguidanceoftheTexasHigherEducationCoordinatingBoard,thefederationwasfoundedtoexpandandenrichthevarietyofgraduatedegreesavailabletoresidentsoftheareabysharingtheresourcesoftheUniversityofNorthTexasandTexasWoman’sUniversityinDenton,andTexasA&MUniversity–Commerce. Master’sanddoctoraldegreeprogramshavebeendevelopedthatpermitstudentsatoneofthethreeparticipatinginstitutionstocompleteaportionoftheirgraduateworkateitherorbothoftheothertwo,althoughasingleinstitutiongrantsthedegree.UNTgrantseightmaster’sandsevendoctoraldegreesthatarepartofthefederationconsortium.Inaddition,16programcommitteeshavebeenformedtoencouragecooperativeactivitiesbetweentheparticipatinguniversities.
Universities Center at Dallas In1997theFederationofNorthTexasAreaUniversitiesassumedthemanagementoftheUniver-sitiesCenteratDallas,formerlytheDallasEducationCenter.Fiveuniversitiescooperateintheofferingofupper-divisionundergraduatecoursesandgraduatecoursesthatmaybeappliedtoprogramsanddegreesofferedbythethreeprincipalFederationuniversities(TexasA&MUniversity–Commerce,TexasWoman’sUniversityandUNT)andbytheUniversityofTexasatArlingtonandtheUniversityofTexasatDallas.Atthegraduatelevel,amaster’sinbusinessadmin-istrationdegreecanbecompletedentirelyattheUniversitiesCenteratDallas.

StudentswhoenrollattheUNTDallasCampusmustmeetthesameadmissionsrequirementsasstudentswhoapplytotheUNTcampusinDenton.DallasCampusstudentsearntheirdegreefromUNT.TheUniversityofNorthTexasDallasCampusislocatedat7300HoustonSchoolRoad. UNT Health Science Center at Fort Worth TheUniversityofNorthTexasHealthScienceCenteratFortWortheducatesosteopathicphysiciansandbiomedicalscientistsandemphasizeseducation,researchandcommunityservicesthatpromoteandsupportdiseasepreventionandprimaryhealthcare. Thecenter,begunin1970astheprivatelyfundedTexasCollegeofOsteopathicMedicine(TCOM),becamestate-assistedandaffiliatedwiththeUni-versityofNorthTexasbyactionoftheTexasStateLegislaturein1975.TheHealthScienceCenterisgovernedbytheUniversityofNorthTexasBoardofRegents.Currently,theHealthScienceCenter’sthreecomponentsareTCOM,theGraduateSchoolofBio-medicalSciencesandtheSchoolofPublicHealth. ThegraduateschooloffersaMasterofPublicHealthdegreeandmaster’sanddoctoraldegreesinthebiomed-icalscienceswithspecializationsinanatomyandcellbiology,biochemistryandmolecularbiology,microbiol-ogyandimmunology,pharmacology,andphysiology. Research UNTresearchprogramsfocusonthesolutionstoproblemsatnational,regional,stateandlocallevels.Toimplementthisapproach,theuniversityisdevel-opingnewfacilitiesspecificallydesignedtoprovidestate-of-the-artcapabilities. Externalresearchfundingreached$22,654,807inthe2006fiscalyear.Ofthistotal,48.4percentwasforresearch,21.5percentwasforinstructionalprojects,23.6percentsupportedpublicserviceeffortsand6.5percentsupportedstudentservicesandotherprojects.Federalgovernmentagenciesprovided71.8percentofthefunds,stateagencyfundsamountedto8.1percentandprivatesources(includingbusinessandindustry)provided20.1percent.Specificareasofresearcharedescribedinthecatalogsectiondevotedtoeachacademicunit. Externalfundingisanessentialfeatureofuni-versityresearch.Manygraduatefacultymembersreceivegrantsandcontractsfromprivatefounda-tionsandcorporationsandfromfederal,stateandmunicipalagencies.Thesefundsareusedinsupportofallformsofresearchactivity,includingemploy-mentofgraduateresearchassistants.Fellowshipsaresometimesavailableindepartmentsthathavereceivedfederaltraininggrants. UNThasmadeaconsistentcommitmenttoexpandingandimprovingthespaceandequip-mentavailableforresearch.The60,000square-footScienceResearchBuildingprovidesstate-of-the-artfacilitiesforresearchinthedepartmentsofbiologicalsciences,chemistryandphysics,andthebiochemistryprogram.TheEnvironmentalEducationScienceandTechnologyBuildinghoststheInstituteforAppliedSciencesandprovidesunmatchedfacilitiesforresearch,teachingandpublicoutreachactivitiesrelatedtotheenvironment.Togetherwithotherspecializedlaboratoriesspreadthroughoutthecampus,UNTprovideshigh-qual-ityspaceandequipmenttosupportitsteaching,researchandservicemissions.
