    Market RequirementsThe first question was: What kind of request is required to fulfil market needs?

    - A request method for later requests(especially required by freight traffic)

    - The current timetabling process, but improved(especially required by passenger traffic)

    -> ROLLING PLANNING (RP)

    -> ANNUAL TIMETABLING (ATT)

    ATT requests work similar to the current ATT, with the improvements:

    - It is accelerated (earlier requests and earlier offers)

    - It is based on dedicated capacity

    Request Methods

    RP requests are an innovative new request method as alternative to ATT:

    - Requests can be placed shortly before the first operation day (4 to 1 month)

    - It is based on safeguarded capacity

    - The validity period of the request can go beyond the TT period (‚multi-annual request‘)

    Capacity Model with Capacity PartitioningIn order to support both approaches, capacity needs to be planned and partitioned, before the start of the request phase (‘Advanced Planning’).

    - Capacity Models must be created to ensure the inclusion of all market requirements

    - Construction works and other Temporary Capacity Restrictions (TCRs) must be taken into consideration

    - Capacity Models must be created for each line and for every year

    - It must focus on origin to destination approach

    Inclusion of Temporary Capacity Restrictions (TCRs)For stable capacity models, unavailable capacity must be included: The Temporary Capacity Restrictions.

    The TCR coordination process is already based on Annex VII of Directive 2012/34/EU and is described in the TCR Guidelines issued by RNE:

    - Major, High and Medium impact TCRs: Fixed by X-12 / included in the annual TT

    - Minor impact TCRs: Fixed by X-4 / allocation of paths 4 (passenger) or 1 (freight) months in advance

    Principles of Capacity PartitioningThe Capacity Partitioning follows two principles:

    1) Partitioning by market needs:

    Capacity required for TCRs

    Capacity available for ATT (especially for passenger)

    Capacity safeguarded for RP (especially for freight)

    Note: If required, ATT can be planned for freight and RP for passenger traffic as well

    2) Inclusion as path or band:

    Capacity bands blocked for TCRs

    Capacity bands with one or several paths

    System paths with exact path details

    Basis for Capacity Model and Capacity Partitioning In order to create the Capacity Model and partition the capacity, the IMs need input from several sources:

    Allocation RulesAs additional framework condition ‚Allocation Rules‘ are needed in the complete allocation process (X-36-X+12):

    - Allocation rules are a decision making tool (for ATT)

    - In case of no commonly agreed solution between involved parties

    - First priority for IMs: Finding alternative solutions in case of conflicts

    Test of TTR: The TTR Pilots- Since 2017, TTR is being tested on various pilot

    lines

    - Since 2019, the project ‘TTR Pilots’ is in charge for any changes of the process description

    - For TT 2021, 3 pilot lines and one network pilot will be active
