project, beleaguered by tightcredit markets and an ailingeconomy, has been delin-quent in paying property tax-es..

Chappelle said he willcatch up on those taxeswhen he obtains construc-tion financing in the next 60days.

The amount due fromthe property owner, various-ly listed as CADA Invest-ment Group LLC or CityCenter Two Project LLC,is $128,084.55. Feldpauschsaid that amount includesa 3 percent penalty for latepayment.

Summer taxes were pay-able without penalty by Aug.31, 2010, while winter taxeswere due Feb. 14 but werepayable without penaltythrough 5 p.m. Feb. 28. Un-der state law, all delinquenttaxes go to the county levelon March 1.

Ingham County pays thecity what it is due, and thenadds a 4 percent adminis-tration fee and a 1 percentinterest penalty at the begin-ning of each month.

Taxes on the properties

were last paid in January2010, Feldpausch said. At thetime, bringing the taxes upto date was a condition setby the city council for sub-mitting a revised site planand special use permit re-quest.

The current site plan andspecial use permit on theproject expire Wednesday,April 6. If those run outwithout an extension, theprocess would have to bestarted from scratch.

A year ago, the city coun-cil unanimously approveda one-year extension ofChappelle’s plan, which hasincluded a hotel, officeand retail space, residentialunits and a performingarts theatre.

Any new extension must

be applied for prior to theexpiration date, and per cityordinance the PlanningCommission may – if itchooses – authorize an ex-tension of no more than ayear without an additionalpublic hearing.

Chappelle said he work-ing on changing the proj-ect’s scope, and the pricetag for City Center 11 isnow pegged at $97 milliondown from $116 million ayear ago.

East Lansing Mayor Vic-tor Loomis said Chappellehas told city officials he isworking to move the projectforward.

However, Loomis contin-ued, council members havenot received any documentsthey can evaluate. Still miss-

ing are a financing plan anda legal description of theproperties involved in theproject.

“I am disappointed thatthis situation has presenteditself,” Loomis said.

“I remain hopeful thatsomething is forthcomingvery soon. However, noth-ing has presented itself atthis point that makes me be-lieve we have a buildableproject.”

The city’s Downtown De-velopment Authority ownsfive properties on Evergreen– 314, 328, 334, 340 and344 – intended for the pro-posed parking garage por-tion of the project. Loomis, the council liaison to theDDA board, said those prop-erties could potentially goon the market.

“At some point we willhave to make a determina-tion,” he added.

The DDA, an entity withfunds separate from citygovernment, financed thepurchase of the propertieswith 2009 Downtown Devel-opment Bond AnticipationNotes.

Interest on the bonds isbeing paid with income from

properties and proceedsfrom the bonds, Feldpauschsaid.

In response to citizen al-legations, Loomis said thecity has not invested mil-lions of taxpayer dollars inthe project but has devotedstaff time, largely in plan-

ning and community devel-opment.

“Their job is to plan andhelp community develop-ment projects. That is whatthey are in place to do,” hesaid.

The building had gone through many identities, froma car wash to a day-care center to a mattress shop anda martial arts studio.

Lucky find launches Stormfield’s hopes“I just happened to be driving through here and I

noticed this empty building,” she remembered. “I peekedthrough the windows and thought, ‘This is a pretty coollittle space’.”

The landlord only initially permitted the company toput on one show, but it doesn’t appear Stormfield will bemoving anytime soon.

“It’s an indefinite lease, but no one is banging on thedoor to get us out of here,” Thatcher said.

Numerous improvements have been made to thebuilding, from electrical to simply cleaning up. Manyhands pitched in to get the work done – staff and Storm-field board members alike.

All of the preparation, Thatcher said, has been wellreceived by a community which continues to seek out

a quality Theatre experience. Stormfield patrons comefrom all over mid-Michigan, she added.

“Any city with a vibrant arts scene is an attractiveplace for businesses and … it’s what makes us a culture, the arts,” Thatcher said.

“We’re right between Lansing and East Lansing, and itfeels pretty central.”

While Wiggins admittedto removing several treesthat she said were blockingthe visibility of the buildingfrom the street, she alsosaid she was unaware ofher error and would replacethem.

She also vigorously dis-puted Schultz’s contentionsregarding her practice.

“I cannot legally dispensemarijuana. I cannot touchit,” Wiggins said. “I am a phy-sician. It is a felony.” Wig-gins said she is a primarycare physician who would –under the provisions of theMMMA – evaluate patientsand sign application papers

if a patient qualifies.Wiggins operates a clinic

on Michigan Avenue in Lan-sing, where she said she has23,000 patients. The need fora second location led her toOkemos, where her childrenattend school.

One child attends Chip-pewa Middle School, visibleacross the street and beyonda wide athletic field from thebuilding. That child, Wigginstold board members, askedher not to have any signageregarding medical marijua-na.

That request – echoed byMcGillicuddy – is one withwhich Wiggins said she willcomply.

professional office zoningthat completely encircles thebuilding.

“There is a clean rationalefor acceptance and adoption(of the ordinance),” Ochbergsaid. Any issues regarding

medical marijuana, she con-tinued, were irrelevant.

“It would be unfair andvery inconsistent with ourprevious zoning policies todeny this rezoning,” she add-ed.

In her dissent, Brixie said

she didn’t believe there wasa “proven community need”for additional office zoning.

“There is ample officespace for rent and for saleelsewhere in the township,”she continued.

There is an issue with

For the past few years I, along with many otherresidents, have asked Meridian Township Parks &Recreation for an area that we could run with our

dogs off-leash.In order to exercise my dog properly, I need to leave

Meridian Township and go to another community. In the most recent public opinion survey, more than

half of the respondents rated a dog park as either ahigh or medium need within the township. This is notsurprising considering that according to the HumaneSociety, there are “approximately 77.5 million owneddogs in the United States.”

Study was thoroughThe Meridian Township Park Commission acting on

the numerous requests of its resident’s did a thoroughstudy of the current park system and identified LeggPark as the best suited.

This decision was not taken lightly. There is anexcellent report on the township’s Web site whichexplains the history of this project, including currentpark usage and available upland area for such a park.

Legg Park, formerly a cultivated farm, waspurchased by the parks department with the intentionof building athletic fields.A few neighbors who livenear the park have strongfeelings about this areaand do not wish to see itdeveloped.

I feel that it is unfairfor a few neighbors todictate policy on how theparks and taxpayer dollarsshould be used, as they are not the ones elected by theresidents to make these decisions.

Currently, the township has 789 acres within landpreservation. In addition, there is over 910 acres ofparkland of which only 166.25 acres are used for activerecreation.

The rest is either wooded, wetland, or floodplain, making them ideal for nature observation, butunsuitable for active sport use.

The dog park would utilize 15 to 20 acres in a park

that is 103 acres. The plan of bringing a much neededand wanted amenity to the residents is by no means aneffort on anyone’s part to destroy the environment as afew have stated.

I love living in a community that places such a highvalue on parks and land preservation.

It makes our community truly unique, but a balanceneeds to be achieved for all park users, between areasleft undisturbed and those that can be used by theresidents for active recreating.

The park commission has already voted on andapproved that a portion of Legg Park be designated as adog park. It is time to stop delaying and allow them tomove forward. It is time for the dog-loving residents tocome together and support the park commission on thedevelopment of the dog park.

To have your voice heard, please attend the MeridianTownship Park Plan Review public hearing scheduledfor 7 p.m., Tuesday, March 8, at the Meridian TownshipHall.

HASLETT – Meridian AreaBusiness Association mem-bers are looking forward tomeeting you.

Go see them at the 14thannual MABA Expo, set for10 a.m. to 3 p.m. Saturday,March 12 at Haslett HighSchool, 5450 Marsh Road.

The date returns the Expoto the traditional second Sat-urday in March.

Admission and parkingare free, with complimenta-ry shuttle service from theHaslett school complex pro-vided by Graff Chevrolet ofOkemos.

The Expo, spread out overgymnasiums and hallways atthe high school, is a favoriteway for many visitors to beatthe winter blahs.

For businesses – many ofwhom are spring and sum-mer-oriented – it’s a greatway to introduce themselvesto potential new customers.

The event usually drawsclose to 5,000 people through-out the day, MABA presidentMatt Sloan of Graff Chevro-let said.

“We are seeing more en-trepreneur-type booths, espe-cially ones set up by youngerpeople, which is very nice tosee,” Sloan added.

The Meridian Asset Re-source Center’s MARC’sPlace will showcase manynew entrepreneurs, first-timeexhibitors, student business-es and inventors.

The MARC, the entrepre-neurial and business supportgroup in the Meridian area, will also feature student busi-nesses developed at a campheld in partnership with Park-wood YMCA and the MSUExtension 4-H Club.

Post-event reports fromboth vendors and visitors areusually very positive, Sloansaid.

“The feedback we getfrom the vendors is alwaysfantastic. They get a lot of ex-

posure, a lot of contact andtypically a very good closingratio after the fact. We havea lot of repeat vendors whocome back year after year,”Sloan said.

For his part, Sloan enjoysseeing the families who cometo the Expo, and he believesthey have a good time.

“There’s a lot of things forkids to do at the event. We

OKEMOS – In Japanese, theword, “maru”, means circle.

It also can mean perfection orpurity, and that’s what Robert Songseeks with Maru, his nearly two-year-old restaurant at Central ParkPlace, 5100 Marsh Road.

Song was recognized Feb. 24with the Emerging EntrepreneurAward from the Meridian Asset Re-source Center.

This is the second year theMARC has given out awards toarea businesses.

The interior of the restaurant

is very modern, featuring high ceil-ings, exposed ductwork and a mut-ed color scheme.

The color is all in the food –from the pink of fresh fish to thegreens of vegetables or the refresh-ing green tea ice cream on the des-sert menu.

Song opened Maru in March2009, culminating a decade of workat other restaurants. The native ofsuburban Chicago, a 1994 graduateof Montini Catholic High Schoolin Lombard, earned a dietetics de-gree from Michigan State Universi-ty.

Medical school got some con-sideration, Song said, but he went

on to choose a career path more tohis liking.

“I wanted to do something dif-ferent,” he said.

The path to owning his own res-taurant included a stint as a MSUcafeteria cook during his studentdays and as the general manager ofGenji Japanese Steakhouse in theSaginaw/Midland area.

Song always knew he wouldhave his own place. His time work-ing for others, he said, let him seethe elements needed to make a res-taurant succeed.

He stayed in Okemos when thetime came, calling the area “one ofthe better places to raise a familyand run a small business.”

Song’s goal for Maru has beento do things with food that peoplehaven’t seen before, and by all ac-counts he has succeeded.

“People who are ‘foodies’ orwho want to try different thingscome here and say, ‘Wow!’” he re-lated. “That’s what food has to be –imaginative.”

Maru’s menu includes five dif-ferent types of fresh fish flownfrom Japan two to three times amonth, with fresh fish brought infrom other places at other times.

Skittish about raw fish? Try a sa-

vory plate of grilled teriyaki chick-en at lunch ($11) or dinner ($19),served with fried rice and grilledveggies.

Song is also committed to sup-porting local and Michigan-basedbusinesses, even to having a selec-tion of Michigan beers and wines onthe restaurant’s beverage menu.

“I try to include state and localbusinesses as much as I can,” hesaid. “We have to help each otherout.”

For more information or tomake a reservation, call (517)349-7500, go online to www.marurestaurant.com or “Like” Maru Su-shi on Facebook.

EAST LANSING — The L&LFood Center in East Lansing closedlast Monday, but it should reopen, according to the store’s new oper-ator.

Brothers Randy and RoniWatha, owners of Seven Mile FoodInc. in Detroit, bought the inven-tory and fixtures from the store at6075 Hagadorn Road in East Lan-sing for $60,000.

The sale closed last Monday, and the court-appointed receiverthat had been operating the storeshut it down.

L&L rented that property, so theWathas are working on a separatedeal with the landlord.

Randy Watha said he hopes towork out a lease in the next cou-ple weeks and reopen the storewith the same employees as soonas possible.

“We really want to make an in-vestment in the community,” hesaid.

The Wathas also purchased theproperty, buildings, inventory, equipment and fixtures for the L&Lstore on Martin Luther King Jr.Blvd. in Lansing for $740,000.

That store should remain openthrough the transition, Wathasaid.

He plans to remodel the store inthe next couple months with newrefrigeration units and flooring.

The final sale price on bothstores depends on the amount ofinventory left when the new own-ers took over.

L&L, which was founded in 1931by the Levandowski family, hadbeen operating under receivership

since Dec. 14.It couldn’t secure financing to

keep operating and couldn’t payback $2.47 million in loans to Flint-based Citizens Bank.

Five of its stores closed sincelast spring.

Tom’s Food Center in Portlandpurchased the assets from thestore at 1619 W. Grand River Ave.in Okemos for $50,000.

The Okemos store has beenopen as Tom’s since mid-February.

Haslett’s boys swimmingteam saw its run of CAACGold/White Championshipscame to an end last week-end, but the Vikings had agood showing at the leaguetournament on Feb. 26 atHaslett High.

The new champion of theleague is DeWitt, which wonseven of 12 events on theirway to the victory.

The win was especiallymeaningful for DeWitt’sgroup of upperclassmen, who looked up to Haslett asthe Vikings were crownedchampions for the past twoseasons.

“It feels like Haslett hasn’tbeen touched since I’ve beenhere, so this moment rightnow is very special for all ofus,” said DeWitt senior Dal-ton Launer, who placed first

in the 100-yard butterfly andwas also a member on thePanthers’ winning 200-med-ley relay team. “It’s almostunexplainable to describejust how good this feels.”

Haslett’s two victoriescame in the 100 yardbackstroke, where AndrewBeauman posted a state-qualifying time of 58.59, andin the diving competition, where Chris McLauchlantied his own previous meetrecord with a finals score of480.70.

“We knew that (DeWitt)would be awfully tough tobeat today, and they hadbeen eying us for some timenow,” Haslett coach Bob Ol-iver said.

“But credit our kids-Every swimmer that wethought would make a statecut, made that cut, so that’sa great thing to see as acoach.”

EAST LANSING- LansingCatholic came out with azone defense and dared EastLansing to shoot from theoutside.

The Trojans accepted theCougars’ challenge and madethem pay for it.

Derion Threatt scored agame-high 20 points, includ-ing four 3-pointers, and EastLansing defeated LansingCatholic 61-56 in a CAACcrossover game last Tues-day.

“We started out slow, butwe kept pushing and eventu-ally got back in the flow ofour game,” Threat said. “Wejust wanted to come out andshow everyone that we couldwin our last home game ofthe season.”

It was a fitting way to goout for Threatt, who alongwith four other senior team-mates played their final homegame of the season for East

Lansing. The Trojans’ seniorguard scored 16 of his 20points in the first half andhit every 3-point shot he at-tempted in the second quar-ter.

“That’s why he’s one ofthe best shooters in the area,”East Lansing coach SteveFinamore said of Threatt. “Heworks really hard at it, andas far as were concerned, healways has the green light toshoot it.”

Despite Threatt’s hotshooting, Lansing Catholicwas able to keep the gameclose throughout, and actual-ly took the lead heading intothe fourth quarter.

The Cougars (15-4) heldonto that lead until the Tro-jans tied it at 51 with 2:30 togo. After a Lansing Catholicturnover, East Lansing seniorDevlin Bell hit a deep 3-point-er with just under two min-utes remaining, which turnedout to be the deciding shot inthe game and seal the victoryfor the Trojans (16-3).

E. Lansing ends seasonwith torrid shootingBy SEAN [email protected]

“East Lansing is fast, theyare athletic, and we wantedto make them play a halfcourt game,” Lansing Catho-lic coach Darren Zwick said.

“We really picked up ourdefense late in the forth quar-ter,” Finamore said. “We haveto make sure that we knowhow to close out games atthe end.

“Championship teamsknow how to close outgames.”
