The FDA’s Detention Without Physical Examination (DWPE) program automatically detains and prevents the sale of items it deems high-risk. In such situations, a third-party laboratory must conduct detention sampling and testing before the import can be accepted by the FDA. Here are the top imports subject to detention testing:

Fishery and seafood products: Seafood imports are subject to detention testing far more than any other product. From 2005 to 2013, fishery and seafood products made up 20.5% of import refusals. The main reason was sanitary violations or, specifically, “filth.” This number has raised with recent radiation issues in the Atlantic Sea.

Vegetables and vegetable products: 16.1% of import refusals in the last decade come from vegetables and vegetable products. They were most commonly refused because of unsafe pesticide residues.
