Submission Guidelines: Papers should describe original work and be 15 double‐spaced pages or less in length. A concise and representative abstract should be included. The paper should clearly indicate the complete postal and electronic mailing addresses, as well as the phone number of the corresponding author. Accepted papers up to 6 pages in the IEEE double‐column proceedings format will be published with no additional charge. Submissions exceeding pages will be charged an additional fee.
