    Dear Members,On behalf of the Governing Council of the Textile Association (India), I have thepleasure in submitting the Annual Report for the year ending 31st March, 2020.(1) Governing Council Members:

    The Governing Council consists of members as shown below in addition toImmediate Past President.

    (2) TAI Members (Status) :

    The total membership as on 31st March, 2020 stands as 24974. I solicit your fullsupport & co-operation to enroll Corporate, Life and Patron membership to TheTextile Association (India).

    During the year 2019-20, 219 new members were enrolled, out of which 158 werenew Life Members. Life Member’s strength as on 31-3-2020 is 23307.During thisyear we have enrolled 25 Corporate Member and 36 Patron Members (Lifemembers converted their membership to Patron members).

    (3) Governing Council Meetings :

    The Governing Council met two times during the year as mentioned below:

    [i] Mount Abu – 10-04-2019[ii] Bhilwara – 17-08-2019[iii] Chandigarh – 14-11-2019

    TAI has introduced ONLINE Membership Registration format on TAI websitewith payment provision. So far 6 members registered during this financial year.

    Delhi Unit [68 new members], South India Unit [48 new members], P.H.C. Unit[32 new members], Madhya Pradesh Unit [18 new members] and Ahmedabad[11 new members] enrolled maximum number of new members.

    Total strength of members as on 31-3-2020 is given below:

    I take this opportunity to express my sincere thanks to the Office Bearers and themembers of the Managing Committee of the above Units, for having extendedtheir kind invitations to hold the Governing Council Meeting and for providing allthe facilities to the Governing Council Members. My sincere thanks are also dueto all Governing Council Members for their co-operation in conducting the affairsof the association to the best satisfaction of all the members.

    (4) Websites:

    TAI Website www.textileassociationindia.org is performing very satisfactory alongwith several informative wings which has reached with remarkable visitors trafficmore than 1,13,20,500 hits since its re-launch back in June 2015 from acrossthe Indian textile industry as well as globally. It is regularly updating and uploadingon website.

    With the country Flag Counter on the website have been visited more than 1,57,400visitors from most of the global players in this industry across 172 countries with232Country Flags. Website is friendly user “RESPONSIVE”, compatible with MobilePhones, Tablets, and Laptops etc.All Social Media like Facebook, Twitter, Linked-

    in &YouTube etc. are connected. Search Engine Optimization (SEO), has improvedand increased website ranking remarkable. At present SEO Global Ranking is5,64,000 and within India is 33,200. Most of our Important Keywords are on FirstPage of Google Search.

    TAI started Monthly e-newsletter and sending it to the approximate 6800 mailersmonthly. There is a plenty of scope to improve our website, by updating withvarious Modules and the Apps/ Software which are available at cost. This mayfurther improve the visitors’ traffic and may generate the revenue.

    Textile Department of SGGSIE&T,Nanded and TAI Marathwada Unit haveprepared a TEXTILE DIGITAL LIBRARY, where more than 450 Video web linksof Spinning, Weaving, Processing, Garment etc. are available. It will be useful fortextile students, faculty members and learners. Link to open is https://taimu.org/digital-library/

    (5) Journal of the Textile Association (JTA):

    Our Journal is a prestigious peer reviewed bi-monthly textile technical journal.Each received manuscripts are sent to three reviewers for their suggestion, editionor addition.

    After getting the suggestions, remarks from the reviewers, we publish the articlewith the consent of respective author. Presently Impact Factor of our Journal is ata satisfactory level of more than 2.182.JTA is available in digital format from theyear 2010 onwards as e-journal on TAI website www.textileassociationindia.org/journal. Link of e-journal is sent to approximate 6200 mailers.

    (6) Professional Awards Committee (PAC):

    The Textile Association (India) conducted the annual examinations ATA & GMTAto grant Diploma/Degree courses of competency to the persons working inTextile Industry by examination or by applications. In December 2019Examination, 65 candidates were registered for ATA & 20 students forGMTA.

    On the TAI website in PAC, ATA & GMTA Exam Results and Exam Schedules ofeach years are uploaded. Also ATA / GMTA Exam Question papers of previousyears from 2012 & onwards are uploaded. Candidates, willing to appear Exams,may make study & practice of solving such papers. Also respective TAI Unitsmay guide the candidates in advance.

    (7) Activities:

    (i) TAI Celebrated its 80 years Anniversary

    It was 9th April 1939, the foundation of the Textile Association (India), laid to facethe host of challenges. The vision created by Founders, Technocrats and leadersfrom small and big industries came together on a common platform that wouldbring laurels to not only industry but to the country at the large.

    80th Years Anniversary Celebration of The Textile Association(India) with oneday conference on “Global Textile, Changing Scenario in current Times”.The Textile Association (India) celebrated its 80 years Anniversary, hosted by TheTextile Association (India)- Ahmedabad Unit on 09th April, 2019 at Dinesh Hall,Ahmedabad. Chief Guest of the function was Dr. Jaynarayan Vyas and Dr.Chandan Chatterjee was the Guest of Honor.

    The Textile Association (India) presented various awards during 80 Yearsanniversary celebration &conference to the eminent personalities who haverendered their services to The Textile Association (India) and in the textile industryin various fields with their outstanding professional and Technical Expertise.

    After its enormous success in 2001 & 2006, The Textile Association (India) –PHC Unit successfully organized 75th Platinum Jubilee All India TextileConference at Chandigarh on “Indian Textile Industry – A Paradigm Shift”on 15th & 16th November, 2019 at Hotel The Lalit, IT Park, Chandigarh which waswell attended and appreciated.

    At the inaugural session, His Excellence Shri V.P.S. Badnore - Governor of Punjaband U.T. Administrator was the Chief Guest of the function. Shri Ashish Bagrodia– Chairman and Managing Director – Winsome Textile Industries Pvt. Ltd. wasthe Guest of Honor.

    During the inaugural session The Textile Association (India) PHC Unit felicitatedShri Rajiv Garg MD, Garg Acrylics Ltd. with Industrial Excellence Award for hisoutstanding contribution to Textile Industry. Shri MukeshTyagi, M.D, BST TextileMills Pvt. Ltd., was awarded with Rising Entrepreneur Award by hands of ChiefGuest His Excellence Shri V. P. S. Badnore – Governor of Punjab and U. T.Administrator.

    During the inaugural session The Textile Association (India) felicitated thepersonalities for the recognition of their Meritorious Services and significantcontribution to the Industry and the Association. (Dr.) P. G. Patil, Director, CIRCOT,Mumbai was conferred with Honorary F.T.A. for his significant contribution in theacademic field.

    Mr. V. D. Zope has been awarded with Service Gold Medal (Instituted in memoryof Hon. Maj. R. P.Poddar), for the recognition of his services to the Association.Mr. K. K. Agarwal has been awarded with Service Memento (Instituted by Shri H.A. Shah) and Mr. Rajeshkumar J. Shah has been awarded with Service Memento(Instituted by Shri J. J. Randeri), for their services to the Association at Unit level.

  • Also the Best Unit trophy was awarded to Delhi Unit from the group of largerUnits. There was no nomination received from smaller Unit having less than 1000member strength.

    I heartily congratulate to all those dignitaries for their achievements and activeinvolvement in the association activities.

    (8) Proposed Activities for Future:

    76th All India Textile Conference which was scheduled to be organizedduring October 2019 by South Gujarat Unit at Surat has been postponed dueto pandemicCOVID-19. It is proposed to organize by Madhya Pradesh Unitat Indore during February 2021, if the situation is favourable normal, reviewwill be done in middle of January 2021.

    The Covid-19 pandemic has caused widespread disruption to organizations largeand small, across the globe. The Textiles and Clothing Industry has been noexception to the pandemic shocks, leaving each of us crystal gazing andreimagining what the business ecosystem would look like in the era of socialdistancing, masks and sanitizers.

    Let us all hope to get the situation normal at the earliest possible.

    I am also thankful to all members, my TAI colleagues, Office Bearers of all Unitsand the Office Staff of the Central Office and Mumbai Unit for wholehearted supportand co-operation extended.

These financial statements arethe responsibility of the Association’s Management. Our responsibility is to express anopinion on these financial statements based on our audit.

    Management’s Responsibility for the Financial Statements

    Management is responsible for the preparation of these financial statements that give atrue and fair view of the financial position and financial performance of the Trust in accordancewith the Accounting Standards prescribed by Institute of Chartered Accountant of India(ICAI). This responsibility includes the design, implementation and maintenance of internalcontrol relevant to the preparation and presentation of the financial statements that give atrue and fair view and are free from material misstatement, whether due to fraud or error.

    Auditor’s Responsibility

    Our responsibility is to express an opinion on these financial statements based on ouraudit. We conducted our audit in accordance with the Standards on Auditing issued by theInstitute of Chartered Accountants of India. Those standards require that we comply withethical requirements and plan and perform the audit to obtain reasonable assurance aboutwhether the financial statements are free from material misstatement.

    An audit involves performing procedures to obtain audit evidence about the amounts anddisclosures in the financial statements. The procedures selected depend on the auditors’judgment, including the assessment of the risks of material misstatement of the financialstatements, whether due to fraud or error. In making those risk assessments, the auditorconsiders internal control relevant to the Trust’s preparation and fair presentation of thefinancial statements in order to design audit procedures that are appropriate in the

    In our opinion and to the best of our information and according to the explanations given tous, the financial statements give the information required by the Bombay Public Trust Actin the manner so required and give a true and fair view in conformity with the accountingprinciples generally accepted in India :

    NOTICE

    Notice of Special General Body meeting.

    Special General Body of The Textile Association (India) will be held on Saturday, 19th December2020 by Video Conferencing on Zoom at 12.00 p.m. to consider following amendment in rulesand regulations in the constitution of The Textile Association (India) recommended by theGoverning Council Members in the Governing Council meetings held on 19th December 2013,26th January 2017, 15th April 2017, 19th August 2017 & 1st February 2018.

    Recommended Changes

    Apart from the presently approvedtravelling fare and considering the timeand expenses of travelling and stay, It wasresolved in the Governing Council meetingheld at Surat on 19th Dec.2013 that theelected Governing Council members fromunits shall be paid travelling & incidentalexpenses to attend Governing CouncilMeeting. They will get Rs.3000/- (RupeesThree Thousand only) from Central Officeand the equal amount of Rs.3000/-(Rupees Three Thousand only) will be paidby respective unit. This recommendedchange will be applicable from 1st January2014. The Central part is paid only to theGC Members of Unit’s whose audited/approved annual Balance Sheet Reportreceived by the Central Office.

    It was discussed in VI th GoverningCouncil meeting held at Delhi on19th August 2017, Keeping the currentcase of aggrieved members contention aswell as the judgment of the civil court ,it isresolved to follow the rule No. 80 asunder:

    “Save as expressly provided in this Act,

    Existing Rules & Regulation

    The elected Governing Councilmembers from units shall be paid50% of IInd A/c sleeper orRajdhani second A/c sleeperreturn railway fare for attendingGoverning Council meeting fromhis place of residence to theplace of meeting and the balanceshall be paid by the unit at itsdiscretion. Whereas full IInd A/csleeper or Rajdhani second A/csleeper railway fare will be paidto all co-opted members, specialinvitees. A unit represented by asingle Governing Councilmembers will also be paid IInd A/csleeper or Rajdhani second A/csleeper railway fare, provided theunit sends its audited Annualstatement of Accounts & Balancesheet every year.

    TAI, President informed all GoverningCouncil Members that as per the recentamendment approved by AGM all matersagainst TAI can be only referred toCharity Commissioner, Mumbai as perthe guidelines of Maharashtra Publictrust Act. It was also resolved to formGrievance Cell as per the decision takenat Governing Council Meeting held atBhopal on 26th January 2017.

    It was unanimously approved by membersof Governing Council at the GoverningCouncil meeting held at Bhopal on 26th Jan2017 that The Textile Association (India)constitute a ”Grievance Cell” so that anyissue pertaining to complaint, grievance/appeal can be addressed by the cell andthe report of the grievance cell can beplaced before the Governing Council fortaking suitable decision/action withfollowing members:

    The Grievance Cell will function as perfollowing terms & conditions.

    Grievance Cell will be active for threeyears, new grievance Cell will be formedafter completion of duration.

    Expenditure regarding conducting inquiryand review the grievance will be takencare by TAI Central Office.

    Any grievance /complaint /appeal will beaddressed within three months andfindings shall be placed before theGoverning Council during immediate nextGC meeting. The Member’s grievancesshould be submitted through theirrespective Unit only.

    Regarding the procedure for the Electionof President & Vice President, it wasresolved in the Vth Governing Councilmeeting held at Coimbatore on 15th April2017 that second copy of filing nominationpaper will be marked to Returning Officer/Central Office”. At Central office boxshould be created with lock and key andall the letters arriving should be properlymarked and should be entered into aparticular register. Office Manager will betotally responsible for the safety andmaintaining procedure properly during theelection process. It is also advised that allthe units must send nomination papers 2/3 days in advance by courier or post inorder to avoid any unforeseen delays. It was resolved in 1st Governing CouncilMeeting held at Nagpur on 1st February2018, to have Corporate membership ofRs.15000/- (existing) instead of twomembers there will be four people’srepresentatives to attend the TAI events.They do not have voting rights as perBye laws.

    It was resolved in 2nd Governing Councilmeeting held at Indore on 23rd June 2018that instead of one GC Member for every400 additional new TAI members in a TAIUnit, 1(one) governing council member ispermitted for every 500 new additional

    Corporate Membership

    This membership will be open tothe Textile units, Fibremanufacturers, Textile machi-nery manufacturers, Dyes,Chemicals and Auxiliarymanufacturers etc., connectedwith the Textile Industry andTextile Research Institutions andLaboratories. The CorporateMembership shall be for tenyears and its fees shall be asper bye-laws. Such Corporatemembers will have a right todepute two persons forparticipating in the activitiesorganised by the Association.Such Nominees will enjoy all thefacilities of Life Membership.

    For every 400 members strengthof affiliated unit on 1st April, therewill be one representative subjectto maximum representative fromany unit shall not been excee-ding to Eight. In calculating such

    Regarding classification of TAI as an Asso-ciation or Trust as required by the IncomeTax authorities, the Governing CouncilMembers resolved in the 2nd GoverningCouncil meeting held at Indore on 23rd June2018 that being a non-profitableorganisation The Textile Association (India)will continue as an Association instead ofTrust as advised by TAI’s Auditors M/s. B.Madlani & Associates.

    It was resolved in the 1st GoverningCouncil meeting held at Nagpur on1st Feb.2018, The Immediate Past Presidentwill be entitled to get allowance and invitedto attend Governing Council meetingHowever, if required the presentPresident/Hon. Gen Secretary can(witha consent of the Office Bearers) invite any Past President as a ‘Special Invitee’.All the allowances and fare will be paidas per the rules and regulation of theAssociation.

    The Governing Council may at itsdiscretion to co-opt not more thantwo members. In addition to thisthe Chairman of the OfficialCommittees constituted as perbye-laws shall be co-opted in theGoverning Council. If they are notthe members of the GoverningCouncil. Moreover, all PastPresidents of the TextileAssociation (India) will be specialinvitees in the Governing Councilmeetings. All co-opted membersand special invitees as saidabove will have the same statusin the Governing Council as theelected members except votingrights.
