THE STORY OF INTERNATIONAL CHILDREN SUPPORT

INTERNATIONAL CHILDREN SUPPORT, Humanitarian Association nonprofit, was born May 3, 2007 by registration of its Deed of Incorporation and its Statute at the Revenue Agency of Italian Ministry of Finance, branch of Saronno, VA, Italy (Annex 2 and Annex 3). April 27, 2007, the Office of Tax Statistics of Italian Ministry of Finance had assigned to the Association the tax code no. 94018860125 (Annex 1).

Founding Members were Dr Paolo Ghionzoli, Ms Gordana Aksentievich, Ms Maria Lvovna Solovieva and Ms Andrea Lynnette Wilson, respectively Chairman, Co-Chairman, First and Second Vice-President. Both the Deed of Incorporation and the Statute are reported with other documents in Association web site www.childrensupport.net.

August 5, 2008 the Prefecture of Italian Republic, branch of Varese, Italy, appointed the Association the apostille of Hague Convention of October 5, 1961(Annex 4). Ms Wilson was the first Representative of the Association (April 27, 2007) while from November 12, 2009 also that role was played by the Chairman Dr Paolo Ghionzoli (Annex 5). June 11, 2014 the Office of Tax Statistics of Italian Ministry of Finance confirmed Association tax code by specifying its legal status "08 - Recognized Associations" with activities "889900 Other socially useful activities non residential NCA", while President Dr Paolo Ghionzoli was reappointed Representative of the Association (Annex 6).

October 23, 2007 INTERNATIONAL CHILDREN SUPPORT was recognized in Serbia (Annex 7). December 12, 2007 it was recognized in Kosovo (Annex 8). The Association began its activity in the Balkans, especially in Serbia and Kosovo, to contribute to stabilize that area devastated by the recent war of 1999, helping the many children and adolescents needy moral and material support in order to reintegrate them in post-war society. To this end, due to direct action in loco of Chairman Dr Paolo Ghionzoli, November 2, 2007 a partnership agreement between the Association and the Social Educative Centre Don Bosco in Pristina, Kosovo, was entered (Annex 9) leading to the development of I.C.S. Project for Kosovo and of specific Project for Salesians (cf. the link on the web site: I.C.S. Project Serbia and Kosovo).

From April 8, 2014 INTERNATIONAL CHILDREN SUPPORT extended its activities to Spain (Annex 10) and from October 26, 2014 to France (Annex 11). At the later time the centre of Association activities has moved to Romania as the European country with most problems for its childhood. As established by the Board of December 15, 2014 (Annex 12), by combining various I.C.S. branches and in compliance with Regulation of European Community (EEC) No 2137/85 of July 25, 1985; between 15 and 17 April 2015 was founded in Romania the European Economic Interest Grouping INTERNATIONAL CHILDREN SUPPORT EUROPE - G.E.I.E. (Annexes 13, 14 and 15). The temporary headquarters was Sat Solonţ, Comuna Solonţ, Nr. 60, Judet Bacău (Annexes 16 and 17). On 12 January 2017 the seat of the G.E.I.E. has been moved to Municipiul Bacău, Aviatilor Road, Nr. 31, Scara A, Ap. 14, Judet Bacău (Annexes 18 and 19).

All projects of INTERNATIONAL CHILDREN SUPPORT made, under construction or planned are listed in the I.C.S. Board of December 31, 2014 (Annex 20).

LA STORIA DI INTERNATIONAL CHILDREN SUPPORT

INTERNATIONAL CHILDREN SUPPORT, Associazione umanitaria senza fine di lucro ONLUS, è stata fondata il 3 maggio del 2007 con la registrazione dell' Atto di Costituzione e dello Statuto all'Agenzia delle Entrate del Ministero delle Finanze italiano, sede di Saronno, Varese, Italia (allegati 2 e 3). Il 27 aprile 2007 l'Anagrafe Tributaria del Ministero delle Finanze italiano aveva attribuito alla Associazione il codice fiscale n. 94018860125 (allegato 1).

I Membri Fondatori furono il Dottor Paolo Ghionzoli, la sig.ra Gordana Aksentievich, la sig.ra Maria Lvovna Solovieva e la sig.ra Andrea Lynnette Wilson, rispettivamente Presidente, Co-Presidente, Primo e Secondo Vice-Presidente. Sia l'Atto di Costituzione, sia lo Statuto sono riportati insieme ad altri documenti nel sito web dell'Associazione www.childrensupport.net.

Il 5 agosto 2008 l'Associazione ottenne dalla Prefettura della Repubblica Italiana, sede di Varese, Italia, l'apostille della Convenzione dell'Aja del 5 ottobre 1961 (allegato 4). La sig.ra Wilson fu il primo Rappresentante dell'Associazione (27 aprile 2007), mentre dal 12 novembre 2009 anche quell'incarico venne ricoperto dal Presidente Dottor Paolo Ghionzoli (allegato 5). L'11 giugno 2014 l'Anagrafe Tributaria del Ministero delle Finanze italiano confermava il codice fiscale dell'Associazione specificando la sua natura giuridica “08 – Associazioni Riconosciute” con il tipo di attività “889900 Altre attività di assistenza sociale non residenziale NCA”, mentre il Presidente Dottor Paolo Ghionzoli veniva riconfermato Rappresentante dell'Associazione (allegato 6).

Il 23 ottobre 2007 INTERNATIONAL CHILDREN SUPPORT fu riconosciuta in Serbia (allegato 7). Il 12 dicembre 2007 fu riconosciuta in Kosovo (allegato 8). L'Associazione iniziò la sua attività nei Balcani, specialmente in Serbia e in Kosovo, per contribuire a stabilizzare quell'area devastata dalla recente guerra del 1999, aiutando i tanti bambini e adolescenti bisognosi di aiuto morale e materiale al fine di reintegrarli nella società del dopoguerra. Con questo scopo, grazie all'azione in loco del Presidente Dottor Paolo Ghionzoli, il 2 novembre 2007 venne sottoscritto un accordo di diretta collaborazione tra l'Associazione e il Centro Socio-Educativo Don Bosco di Pristina, Kosovo (allegato 9), che ha condotto allo sviluppo del progetto di I.C.S. per il Kosovo e allo specifico progetto per i Salesiani (cfr. il link nel sito web: I.C.S. Dal 4 aprile 2014 INTERNATIONAL CHILDREN SUPOORT ha esteso la sua attività in Spagna (allegato 10) e dal 26 ottobre 2014 in Francia (allegato 11). Infine il centro delle attività dell'Associazione è stato localizzato in Romania, il paese europeo con i maggiori problemi per l'infanzia. Come stabilito dal Board dell'Associazione del 15 dicembre 2014 (allegato 12), unendo le varie sedi di I.C.S. e in accordo con il Regolamento della Comunità Europea (CEE) n. 2137/85 del 25 luglio 1985, tra il 15 e il 17 aprile 2015 è stato fondato in Romania il Gruppo Economico di Interesse Europeo INTERNATIONAL CHILDREN SUPPORT EUROPE – G.E.I.E. (allegati 13, 14 e 15). La sede provvisoria era Sat Solont, Comuna Solont, Nr. 60, Judet Bacău (allegati 16 e 17). In data 12.01.2017 la sede del G.E.I.E. è stata spostata in Municipiul Bacău, Strada Aviatilor, Nr. 31, Scara A, Ap. 14, Judet Bacău (allegati 18 e 19).

Tutti i progetti di INTERNATIONAL CHILDREN SUPPORT portati a termine, in corso di attuazione o pianificati sono elencati nel Board di I.C.S. del 31 dicembre 2014 (allegato 20).

The Board of INTERNATIONAL CHILDREN SUPPORT met as an exception today the 15 December 2014 by video conference and computer

(Statute, article seven, third paragraph):Il Board di INTERNATIONAL CHILDREN SUPPORT riunito in via straordinaria

in data odierna, 15 dicembre 2014, in video conferenza e tramite computer (art. 7 dello statuto, 3° capoverso):

– (a) given the need to rationalize the activities of INTERNATIONAL CHILDREN SUPPORT avoiding a maximum loss of time, duplication of work, risks of any misunderstanding between its various components;considerata la necessità di razionalizzare l'attività di I.C.S. evitando al massimo perdite di tempo, duplicazioni di intervento, rischi di incomprensioni tra le sue varie componenti;

– (b) given the need to streamline the flow of donations and fundings for its programs, to avoid duplication and complications between its various operating locations, each having its bank account;considerata la necessità di razionalizzare l'afflusso di donazioni e finanziamenti per i suoi programmi evitando duplicazioni e complicazioni tra le sue diversi sedi operative, avente ognuna il suo conto bancario;

(c) whereas the European nation with the biggest problems of its children and adolescents is certainly Romania;considerando che la nazione europea con maggiori problemi dei suoi bambini e adolescenti è senz'altro la Romania;

– (d) confirming that the President of I.C.S. Dr. Paolo Ghionzoli is the only member of the Association that legally represents it and is legally binding on third parties (Statute, article five, fourth paragraph: "The President, elected by the Bureau, legally represents the association against third”);confermando che il Presidente di I.C.S. – (e) keeping in mind that for this reason all the I.C.S. branch offices in Europe were recorded by the President of I.C.S. Dr. Paolo Ghionzoli as legitimate and exclusive legal representative of I.C.S.;tenendo presente che per tale motivo tutte le sedi europee di I.C.S. sono state registrate dal Presidente di I.C.S. dott. Paolo Ghionzoli in quanto legittimo ed unico rappresentante legale di I.C.S.;

– (1) will be born an E.E.I.G. (European Economic Interest Grouping) bringing together immediately and progressively all European components of INTERNATIONAL CHILDREN SUPPORT. This E.E.I.G. will be called INTERNATIONAL CHILDREN SUPPORT EUROPE – E.E.I.G.dovrà nascere un G.E.I.E. (Gruppo Europeo di Interesse Economico) che riunisca da subito e progressivamente tutte le componenti europee di INTERNATIONAL CHILDREN SUPPORT. Tale G.E.I.E. si chiamerà INTERNATIONAL CHILDREN SUPPORT EUROPE – G.E.I.E.

– (2) INTERNATIONAL CHILDREN SUPPORT EUROPE – E.E.I.G. must consist in Romania.INTERNATIONAL CHILDREN SUPPORT EUROPE – G.E.I.E. dovrà essere costituito in Romania.

– (3) Under the Statute of INTERNATIONAL CHILDREN SUPPORT and as is specified in paragraphs (d) and (e) of the Preamble of the present resolution, the Board of I.C.S. gives the President of I.C.S. Dr. Paolo Ghionzoli full mandate to legitimate representative of I.C.S. to the registration and charter of INTERNATIONAL CHILDREN SUPPORT EUROPE – E.E.I.G., with exclusive right and duty of signing.In virtù dello statuto di INTERNATIONAL CHILDREN SUPPORT e per quanto è precisato ai punti (d) ed (e) delle premesse alla presente delibera, il Board di I.C.S. conferisce al Presidente di I.C.S. Dott. Paolo Ghionzoli pieno mandato di legittimo rappresentante di I.C.S. alla registrazione dell'Atto Costitutivo di INTERNATIONAL CHILDREN SUPPORT EUROPE – G.E.I.E, con esclusivo diritto-dovere di firma.

– (4) For the same reason and as explained in paragraph (e) of the Preamble of the present resolution, the President of I.C.S. Dr. Paolo Ghionzoli is legally authorized to sign on behalf of all legal entities corresponding to the European national headquarters of I.C.S. that will be part of INTERNATIONAL CHILDREN SUPPORT EUROPE – E.E.I.G.Per lo stesso motivo e per quanto chiarito al punto (e) delle premesse alla presente delibera, il Presidente di I.C.S. Dott. Paolo Ghionzoli è legalmente autorizzato a firmare in nome e per conto di tutte le persone giuridiche corrispondenti alle sedi nazionali europee di I.C.S. che faranno parte di INTERNATIONAL CHILDREN SUPPORT EUROPE - G.E.I.E.

– (5) The bank account of INTERNATIONAL CHILDREN SUPPORT EUROPE – E.E.I.G. will be opened by Dr. Paul Ghionzoli to his unique signature, as already established in the I.C.S. Board on 15 October 2008 and confirmed in the I.C.S. Board of 5 May 2014 (5th paragraph: "... states that the I.C.S. bank accounts be opened directly by the I.C.S. Chairman (CEO) Doct. Paolo Ghionzoli and it is not necessary the physical presence of any other I.C.S. Board member"; 7th paragraph:" ... asks and establishes that every and all I.C.S. bank accounts have the only signature of the I.C.S. Chairman (CEO) Doct. Paolo Ghionzoli, who acts on behalf of the I.C.S. Board by its full authorization,



for the good of I.C.S. to develope and carry out its humanitarian action in every country in the best possible way ").Il conto bancario di INTERNATIONAL CHILDREN SUPPORT EUROPE – G.E.I.E. sarà aperto dal Dott. Continuing on the path of absolute correctness and maximum transparency that INTERNATIONAL CHILDREN SUPPORT adopted and pursued since its foundation, it is the will of the Board and of the whole Association to continue to fully inform about the utilization of the financing received by all donors: thanks to their generosity, have been completed or will be completed the following projects ICS:

Proseguendo nella strada della assoluta correttezza e massima trasparenza che INTERNATIONAL CHILDREN SUPPORT ha adottato e persegue sin dalla sua costituzione, è volontà del Board e di tutta la Associazione continuare ad informare esaurientemente sulle modalità di utilizzo dei finanziamenti ricevuti da tutti i donatori. Grazie alla loro generosità, sono stati completati o lo saranno i seguenti progetti di I.C.S.:

- Project to help children of Kosovo;- Project to help children of Serbia and Kosovo; – Project to help children of Romania- Project "Rainbow"; - Project "How beautiful is the Bible!".- Progetto per aiutare i bambini del Kosovo;- Progetto per aiutare i bambini della Serbia e del Kosovo;- Progetto per aiutare i bambini della Romania- Progetto “Arcobaleno”;- Progetto “Quanto è bella la Bibbia!”.

In range of these projects, the funding received by INTERNATIONAL CHILDREN SUPPORT were, are and will be managed in part on their own, in part were, are and will be directed to numerous Salesian Houses in Europe, under the direct control and management of the Salesian Fathers directors of such Houses.

Nell’ambito di questi progetti, i finanziamenti ricevuti da INTERNATIONAL CHILDREN SUPPORT sono e saranno gestiti in parte in modo autonomo, in parte sono e saranno indirizzati verso numerose Case Salesiane in Europa, sotto il diretto controllo e la gestione dei Padri Salesiani Direttori di tali Case.

PROJECT TO HELP THE CHILDREN OF KOSOVOPROGETTO PER AIUTARE I BAMBINI DEL KOSOVO

After completed the expansion of the Social-Qendra Edukative Don Bosko in Pristina, Kosovo, according to the project of Architect Hector Gjurgjiali and of Engineer Nicola Danza, adolescents followed by the Salesians of Pristina will benefit from the project I.C.S. Kosovo-Italy, which provides them psychological support, recreation, mind openness and integration into the appropriate receptive structures receptive structures that have been and will be chosen in Italy. Pristina will also be one of the locations where it will be built and managed the Reception Facility of Rainbow project.

Dopo aver completato l’ampliamento del Qendra Social-Edukative Don Bosko di Pristina, Kosovo, secondo il progetto dell’Arch. Hector Gjurgjiali e dell’Ing. Nicola Danza, gli adolescenti seguiti dai Salesiani di Pristina usufruiranno del Progetto di I.C.S. Kosovo-Italia, che prevede il loro supporto psicologico, lo svago, l’apertura mentale e l’integrazione nelle apposite strutture recettive che sono state e saranno scelte in Italia. Pristina sarà anche una delle sedi dove verrà costruita e gestita la struttura di accoglienza del progetto Arcobaleno.



PROJECT TO HELP THE CHILDREN OF SERBIA AND KOSOVO

PROGETTO PER AIUTARE I BAMBINI DELLA SERBIA E DEL KOSOVO

This I.C.S. project aims to promote and realize the full integration of children and adolescents Serbs and Kosovars, who is going hard after the disaster of war and achieved independence of Kosovo on 17 February 2008. The intervention of I.C.S. in Serbia as part of this project will expand and complement the project of I.C.S. to help the children of Kosovo.

Questo progetto di I.C.S. si propone di promuovere e concretizzare la completa integrazione tra bambini e adolescenti serbi e kosovari, che sta avvenendo faticosamente dopo il disastro della guerra e la raggiunta indipendenza del Kosovo il 17 febbraio 2008. L’intervento di I.C.S. in Serbia nell’ambito di questo progetto amplierà e completerà il progetto di I.C.S. per aiutare i bambini del Kosovo.

The action of INTERNATIONAL CHILDREN SUPPORT in Serbia is of course wider, given the vastness of the territory and greater amount of population: it will happen in the cities of Niš, Kragujevac, Belgrade and Novi Sad, under the supervision and control of Father Ciril Zajec, Parish Priest and Director of the Salesian House SS. Name of Mary of Muzlja, which is connected to the parishes of Muzlja, Belo Blato and Belgrade; and of Father Franc Senk, member of Archbishop’s Palace of Belgrade. Belgrade will be also one of the locations where it will be built and managed the Reception Facility of the Rainbow Project.

L’azione di INTERNATIONAL CHILDREN SUPPORT in Serbia è naturalmente di più ampio respiro, data la maggiore vastità del territorio e quantità di popolazione: essa avverrà nelle città di Niš, Kragujevac, Belgrado e Novi Sad, sotto la supervisione e il controllo di Padre Ciril Zajec, Parroco e Direttore della Casa Salesiana SS. Nome di Maria di Muzlja, che è collegata alle parrocchie di Muzlja, Belo Blato e Beograd; e di Padre Franc Senk dell’Arcivescovato di Belgrado. Belgrado sarà anche una delle sedi dove verrà costruita e gestita la struttura di accoglienza del progetto Arcobaleno.

Following the guideline adopted since its founding in 2007, also for the Project to help children of Romania INTERNATIONAL CHILDREN SUPPORT intends to continue the partnership and active cooperation with the Salesians of Don Bosco, which rely directly part of the donations received. Indeed I.C.S. confirms it is certain that also the realization of projects in Romania under control of Salezians of Don Bosco with their full responsibility, assures the moral and material success in the best possible way and time.

Seguendo la linea guida adottata sin dalla sua fondazione nel 2007, anche per il Progetto per aiutare i bambini della Romania INTERNATIONAL CHILDREN SUPPORT intende proseguire la partnership e la fattiva collaborazione con i Salesiani di Don Bosco, ai quali affiderà anche direttamente parte delle donazioni ricevute. Infatti I.C.S. conferma di essere certa che anche la realizzazione di progetti in Romania sotto il controllo dei Salesiani di Don Bosco e in loro piena responsabilità, sia una garanzia morale e pratica di successo nei modi e nei tempi migliori possibili.



INTERNATIONAL CHILDREN SUPPORT will achieve in Romania the Project of the Assistential Integrated Experimental Community RAINBOW. Apart from this project, that I.C.S. will realize independently, any other funding received from his Project to help children in Romania will go directly to the Salesian Institutes in Romania, namely:

INTERNATIONAL CHILDREN SUPPORT realizzerà in Romania il Progetto di Comunità Sperimentale Integrata ARCOBALENO. A parte tale progetto, che I.C.S. realizzerà in modo autonomo, ogni altro finanziamento ricevuto per il suo Progetto per aiutare i bambini della Romania sarà destinato direttamente agli Istituti Salesiani presenti in Romania, e precisamente:

- The Salesian House dedicated to Mary Help of Christians, including the animation vocational ministry, the oratory, the youth center and professional courses:

- La Casa Salesiana intitolata a Maria Ausiliatrice, comprendente l'animazione pastorale vocazionale, l'oratorio, il centro giovanile e i corsi professionali:

- La Casa Salesiana intitolata a San Giovanni Bosco, comprendente l'animazione giovanile e vocazionale, l'oratorio, il centro di accoglienza dei ragazzi in difficoltà, i corsi professionali e la cappella pubblica:

Centrul Salezian Don Bosco,Str. Veniamin Costache, 66 – 8700 Constanta - Romania



I Salesiani di tale Casa cui I.C.S. si rivolgerà direttamente saranno:Padre Giorgio Marchiori, Direttore e Delegato Cooperatori della Casa;Padre Alois Farcas, Consigliere e Direttore dell'Oratorio; Padre Venceslau Grosu, Vicario ed Economo;Padre Andrei Munteanu, Chierico;Dario Caron, Coadiuvante laico.

In addition to the project to be implemented in Romania, Romanian children also will be included in the draft I.C.S. in Italy planned and implemented for the children of Kosovo and Serbia. According to that project, in holiday resort marinas in Italy will be organized holiday periods for children coming directly from Romania. These groups of children will be supervised and assisted by a specialized staff, thus having the necessary psychological support and playful. Particular attention will be devoted to the integration of different ethnic groups, both among themselves and with the Italian children or other countries guests.

Oltre al Progetto da realizzare in Romania, anche i bambini rumeni saranno inseriti nel progetto di I.C.S. in Italia previsto ed attuato per i bambini del Kosovo e della Serbia. Secondo quel progetto, in località di vacanze marine in Italia saranno organizzati periodi di vacanza per i bambini provenienti direttamente dalla Romania. Tali gruppi di bambini saranno seguiti e assistiti da uno staff specializzato, avendo così il necessario supporto psicologico e ludico. Particolare attenzione sarà dedicata all'integrazione dei diversi gruppi etnici, sia tra loro sia con i bambini italiani o di altri Paesi ospiti della struttura.

5) RAINBOW PROJECT PROGETTO ARCOBALENO

The Rainbow Project made by INTERNATIONAL CHILDREN SUPPORT consists of

the construction and management of an integrated experimental community in which they will be assisted and supported in every way both the elderly alone, both single mothers in difficulty, either orphans or children of disadvantaged parents, as shown exhaustively in the corresponding project. The houses of the Community Rainbow will be built and operated in Pristina (Kosovo), Tirana (Albania), Belgrade (Serbia), Bucharest and Bacau (Romania).

Il Progetto Arcobaleno realizzato da INTERNATIONAL CHILDREN SUPPORT consiste nella costruzione e gestione di una comunità sperimentale integrata nella quale saranno assistiti e supportati in ogni modo sia gli anziani soli, sia le ragazze madri in difficoltà, sia bambini orfani o figli di genitori disagiati, come illustrato esaurientemente nel corrispondente progetto. Le case della Comunità Arcobaleno saranno costruite e gestite a Pristina (Kosovo), Tirana (Albania), Belgrado (Serbia), Bucarest e Bacau (Romania).

6) PROJECT “HOW BEAUTIFUL IS THE BIBLE !” PROGETTO “QUANTO E’ BELLA LA BIBBIA !” This project of INTERNATIONAL CHILDREN SUPPORT provides translations,

printing and free distribution of the book "How beautiful is the Bible!" written by the President of I.C.S. dr. Paolo Ghionzoli and intended to adolescents to help them rediscover their Judeo-Christian roots and to be proud of, of course in full respect of other registered trade mark - exclusive right 32 of 33

every I.C.S. document drafted, signed and transmitted by e-mail has legal status and is binding as the original


cultures and religions. So young people will be able to approach the Holy Book, the book most widely read by mankind, in the most simple and appealing way as possible: this is the hope of the author and of the whole I.C.S. Its distribution will take place in all the Salesian Institutes of countries in which I.C.S. there is.

Questo progetto di INTERNATIONAL CHILDREN SUPPORT prevede le traduzioni, la stampa e la distribuzione gratuita del libro “Quanto è bella la Bibbia!” scritto dal Presidente di I.C.S. Dott. Paolo Ghionzoli e destinato agli adolescenti per aiutarli a riscoprire le proprie origini giudaico-cristiane ed esserne orgogliosi, naturalmente nel pieno rispetto delle altre culture e religioni. I giovani potranno così avvicinarsi al Libro Sacro, il più letto dall’umanità, nel modo più semplice e accattivante possibile: questa è la speranza dell’autore e di tutta I.C.S. La sua distribuzione avverrà in tutti gli Istituti Salesiani dei paesi nei quali I.C.S. è presente.
