    All persons within thejurisdiction of the United States shall have the

    Termination of parentalrights is drastic remedy in which a most seriousinterest of the parents is jeopardized. In re People in Interest of M.M.,184 Colo. 298, 520 P.2d 128 (1974).

    A parent has a fundamental liberty interest in the care, custody, andmanagement of a child. However, thatparental right to due process issubjectto thepowerof the state to act in the child's best interest.People in Interest of M.H., 855 P.2d 15 (Colo. App. 1993)

    The state acts as parens patriae -- sovereign guardian -- to safeguard theinterests of vulnerable children within the state.

    CO LAW-20-1-101. Bond and oath of district attorney and

    staff.

    (1) Every district attorney, before entering upon the duties of his

    office, shall take and subscribe an oath to support the constitution

    of the United States and the organic law of the state and that he

    will faithfully discharge the duties of his office. He shall alsoexecute to the people of the state of Colorado a bond in the sum of

    five thousand dollars, with a good and sufficient individual,

    schedule, or blanket corporate surety bond, or other acceptable

    security, to be approved by the secretary of state, conditioned for

    the faithful discharge of the duties of his office, as the same are

    prescribed by law, and upon any breach of such bond, an action

    shall lie thereon for the benefit of any county fund or personinjured thereby.

    Article. III.

    Section. 1. The judicial Power of the United States shall be vested

    in one supreme Court, and in such inferior Courts as the

    Congress may from time to time ordain and establish. The Judges,

    both of the supreme and inferiorCourts, shall hold their Offices

    during good Behaviour, and shall, at stated Times, receive for their

    Services a Compensation, which shall not be diminished during

    their Continuance in Office.

    Section. 2.Thejudicial Power shall extend to all Cases, in Law

    and Equity, arising under this Constitution, the Laws of theUnited States, and Treaties made, or which shall be made, under

    theirAuthority; to all Cases affecting Ambassadors, other

    public Ministers and Consuls; to all Cases ofadmiralty andmaritime Jurisdiction; to Controversies to which theUnited

    The Slaughter-House Cases, 83 U.S. 36 (1873)

    were the first United States Supreme Court

    interpretation of the relatively new Fourteenth

    Amendment.

    Facts: A Louisiana law of 1869 created a statecorporation for the slaughtering of livestock. The

    corporation was given exclusive power to slaughter

    livestock, and all other private slaughterhouses were

    required to close. Independent butchers could use the

    corporations facilities for a charge, but could not

    conduct independent operations.Procedural Posture: The butchers not included in the

    monopoly claimed that the law deprived them of their

    right to "exercise their trade" and challenged it under

    the 13th and 14th amendments. The highest

    state court sustained the law.
