NATIONAL TELECOMMUNICATIONS COMMISSION
Women at the NTC are at par with the men in terms of number and professional advancement opportunities. There is no “glass ceiling” to speak off.
NTC has an existing Gender and Development Program (GAD) where women meet and plan their work program.
The NTC allocates up to 5% from the administrative budget for GAD programs.
While women are prioritized to attend training programs there are hardly no funds to finance it.

Relevant Laws on Women Perspective in the Philippines
1. Presidential Decree No. 633 s of 1975 – Creating a National Commission on the Role of Filipino Women (in line with the UN declaration of International Women’s Year with central theme on “EQUALITY, DEVELOPMENT AND PEACE.”
- ensure the full integration of women for economics, social and cultural development at national, regional and international levels and to ensure further equality between men and women.

2. Republic Act 7192 s. of 12 February 1992- An Act promoting the integration of women as full and equal partners of men in development and national building, otherwise known as “Women in Development and Nation Building”.
- the state recognizes the role of women in nation building and shall ensure the fundamental equality before the law of women and men. The State shall provide women rights and opportunities equal to that of men.

3. Executive order No. 348 s. 1989 as amended by EO No. 273 s. 1995 : The Philippine Plan for Gender Responsive Development, 1995 to 2025.
- calls for institutionalizing Gender and Development (GAD) in the planning, programming and budgeting process, i.e. inclusion of GAD concerns in annual agency plans, performance commitment contracts and annual agency budget proposals, work and financial plans.

4. The General Appropriations Act – the general provision of the law in support of gender development is found in Section 27 on Gender-Responsive Projects – “ All Departments, bureaus, offices and agencies shall set aside an amount out of their appropriations to be used for projects designed to address gender issues in accordance with RA 7192.
