West Virginia ranks 47th overall in economic well-being, dropping from 42nd last year.
West Virginia has a quarter of our children in families living below the federal poverty level.
West Virginia has seen gains in education for children as more high school seniors graduate on time and students make slight advances in math and reading proficiency.
West Virginia has one of the lowest rates (2%) of uninsured children in the country, ranking 2nd as a tie with 5 other states.
West Virginia school nutrition programs provide healthy, nutritious breakfast and lunch meals free to all public school students.
Children growing up in financially stable environments have better long-term outcomes. Decision-makers need to support programs that connect parents to economic opportunities.

Welcome to the 2018 West Virginia KIDS COUNT Data Book! The purpose of this publication is to provide state legislators, public officials, and child advocates with reliable data needed to advance sound policies that benefit children and families. This year, the book has undergone an important transformation in two ways:
First, WV KIDS COUNT is aligning our State Data Book
Indicators with The Annie E. Casey Foundation’s 16
national child well-being indicators in four domains
that capture what children need to thrive including
1) health, 2) education, 3) economic well-being, and 4)
family and community.
Second, WV KIDS COUNT convened a group of child-
serving professionals and parents to identify emerging
areas of focus that influence child well-being issues
in West Virginia. These indicators are included in this
Data Book.
The national and emerging West Virginia child well-
being indicators are included in this Data Book.
Because of these changes and additions, in some
cases, we are starting with baseline data and will
collect additional data over time for comparison
purposes.

most trusted data about the well-being of
children and builds alliances to advocate for
what kids need.
As a health economist, I believe in the power of data. Accurate, unbiased information about how our children are faring is an essential tool for effecting change in West Virginia. However, like all tools, data must be wielded responsibly.
It’s critical that users understand the limitations of the
information contained in this book. For example, the indicators
are primarily presented at the county and state levels; this
aggregation can mask important trends that occur within these
larger geographic areas. Further, some counties in West Virginia
are relatively unpopulated, which means that their indicators
are subject to the pitfalls of small sample sizes. In the interest
of transparency, The Data Book includes detailed information
on the sources and methods used for calculating all indicators.
Readers are encouraged to take the data as a starting point, and
dig deeper when additional information is needed.
This year’s Data Book reveals some important truths about the state of our children – some more positive than others. Among the good news is that West Virginia has one of the lowest rates (2%) of uninsured children in the country. Since having insurance provides the foundation for accessing health care and improving health outcomes, this represents an important health policy victory.

Unfortunately, providing children with insurance alone is not
enough to improve health outcomes in our state. Rates of health
care use are still worrying low: only 45% of WV’s Medicaid-
enrolled children received a well-child visit in 2017; a similarly
low percentage received dental care. It’s up to policy makers
and advocates to ensure that barriers to receiving care (like
transportation limitations and provider shortages) are reduced.
West Virginia also has seen gains in education for its children as
more high school seniors graduate on time and students make
slight advances in math and reading proficiency.
Unfortunately, in a national ranking of economic well-being
among other states, West Virginia is 47, dropping five spots
from 42 last year. Knowing that children who grow up in
financially stable environments have better outcomes long-term,
one of our greatest challenges lies in the fact that a quarter of
West Virginia’s children are in families that live below the federal
poverty level. This begs the question, what can we do? The
answer: Use the data to educate decision-makers on the critical
importance of investing in programs that connect parents to
economic opportunities.
Whether you are a parent, advocate, or policy-maker, I
encourage you to use the information contained in this Data
Book responsibly to drive investments in West Virginia’s children
and families. and thank you for your commitment to the children
