One of the outermost regions of the EU with Territories facing the Issues of "Double and threefold Insularity"

The inhabitants of the southern Islands are doubly affected by "Traditional" Insularity Issues such as :
• Transportation • Higher Cost of Living (freight…) • Energy • Bad Digital Coverage • Higher Unemployment Rate • Etc.
Sometimes, these islanders must deal with a third level of insularity…. 4
Transportation
• Strict timetables
• Extremely limited transport on offer
• High prices, even for recognized residents
Solutions
è Expanding the boat and plane transport network all over the Archipelago
è This network could be used as normal public transport
è Moving towards the recognition of the territorial continuity

Freight
• The goods need to travel further to reach each island
• The price of goods becomes higher everytime an additional form of transportation is needed
• The cost of living is 10 to 40% higher (sometimes even more, e.g : water)

Energy
• Under water cables are needed to supply the southern islands with electricity etc.
• High green energy capacity in the southern islands
• Some projects could turn Marie-‐Galante into an entirely self-‐sufPicient green energy territory
• This would lead to this european island becoming an example for the whole world

Digital coverage
• Fine on the two main islands of Guadeloupe
• Only the city centres are covered by 3G (no 4G yet)
• DifXicult to get network elsewhere
• DifXicult for the inhabitants to get access to the internet if they’re living outside the « cities ». (what about pupils ?)
Solution
è If using satellite broadcasting, what about the cost for the islanders ?

As a result, the southern islanders are leaving the islands and the population rate is signiPicantly dropping

To organize a specific roundtable about second and third level insularity at the 21st Conference of Presidents of the EU's Outermost Regions in Madeira ?
