The Light Sweet Crude Oil rose during the session on Monday as the light volume provided a thin enough market to have the futures move on very little news. There were suggestions that some of the fiscal talks in the United States started to make headway, and as a result there was a little bit of a “risk on” rally towards the afternoon in the United States. However, nothing set in stone and technically the US will fall off the “fiscal cliff” at midnight January 1, 2013. Having said that, there are still several things to discuss between members of Congress in order to finalize the deal. President Obama came out and suggested that during the upcoming debt ceiling talks, there could be more taxes. Because of this there is a possibility that the markets may sell off in the near future. After all, the prospect of even higher taxes certainly does nothing for an economy. Brent markets rose a bit during the session as well, but they still remain constrained in the area of $111. Because of this, we feel that this market is trying to break higher, but is still facing significant resistance at the $112.00 level. With this being said, we think that there is pressure building to the upside, but unless we see some type of economic growth or positive momentum for the world economy in general, we think the rallies will eventually fail in this market. .Even a close above $112.00 would only have a limited life as far as we can tell. Granted, we could go as high as $116.00 in the near-term, but we think eventually that level will hold and keep the market lower. As for rising oil prices, there simply no fundamental reason to think so at this moment as there are far too many slow economies out there. One of the biggest drivers of course would be the United States, but in reality that economy is doing reasonable, but there are many political risks at the moment and more to come. Because of this we would be very cautious going long of this market. Base Oil prices for Paraffinic & Naphthenic grades globally are on a downward trend due to lower demand and higher inventories. Many refiners have announced their base oil numbers in downward range. Group I Base Oils like SN-150/500/600 is marked down substantially due to sufficient inventories. Lighter grades Group II Base Oil N -70/85/110 prices are also slashed with lower demand. Group III Base Oil numbers have also been marked down in the range of 30 - 60 cents per gallon. FOB Naphthenic Base Oil prices for heavy grades like Pale 750/2000 are hovering in the price range of USD 930 - 940/920 - 925 PMT respectively. Demand for lighter grades napthenic base oil N -60 is steady amidst requirement from transformer oils manufacturers. Group II Base Oils lighter grades of approximately 10000 MT is also offered by US refiners at a competitive prices and have been loaded for Asian region.

US FOB exports prices for Group I Base Oil marginally marked down and are quoted for the grades SN -70 (885 - 890), SN -150 (USD 900 - 910),SN -500 (USD 910 - 930),Bright Stock (USD 975- 990) PMT respectively. Group II Base Oil Prices for N -70 (USD 885 - 890), N-110 (USD 920 - 930), N-220 (USD 930 - 940), N-600 (USD 950 - 960) PMT respectively. Domestic US prices are marginally marked down and are offered for Group I for SN-70/150/500/Bright Stock in the range of USD 980 - 990/1010 - 1020/1040 - 1050/1110 - 1120 per MT. Group II prices have also been marked down and are quoted around USD 1010 - 1020/1020 - 1030/1030 - 1040/1040 - 1050 PMT for N -70/100/220/600. Group III Base Oil prices in the domestic market have also declined and at present are quoted for 4 Cst (USD 1610 – 1620, 6 Cst (USD 1620 – 1630, 8Cst (USD 1630 - 1640) PMT respectively. Another parcel of 2000 MT higher viscosity napthenic grades are getting ready to be shipped shortly.

Prince Mineral Holding Corp., a distributor and processor of specialty mineral products and additives, has acquired Lufkin, Texas-based Grinding and Sizing Company LLC, including its Houston facilities. Grinding and Sizing manufactures drilling fluid additives used in the oilfield services industry. The terms of the acquisition were not disclosed. Prince Mineral is a portfolio company affiliated with private investment firm Palladium Equity Partners LLC. Both Prince and Palladium are based in New York City. Grinding and Sizing, founded in 1947, has two facilities in Lufkin and a custom production facility on Wallisville Road in Houston. Under the new ownership, Grinding and Sizing intends to maintain all commercial, administration and operational personnel. "Our goal will be to add products and services through familiar channels," said Willson Ropp, chairman and president of Prince Mineral, in a statement. As part of the acquisition, Prince refinanced its existing indebtedness and funded the acquisition with a $285 million issuance of senior secured notes. Greg Barr runs the day-to-day operations of the HBJ newsroom and website, as well as overseeing the weekly executive living section, H-Town.

Base Oil domestic prices in European region remains in downward mode with surplus inventories and are moving in tandem with Crude oil, VGO and Fuel Prices. Demand for grades like heavy neutrals SN - 500 and Bright Stock is received by the refiners and exporters from the end users but at an affordable rate. Prices in the Domestic market at the current level is oscillating in the range of for Group I SN -150 (USD 925 - 935), SN –500(935 - 940), Bright Stock (USD 1025 - 1040). Demand for Group II and II plus remains status quo but prices have shown a weakness as there is an adequate inflow from South East Asian Region and USA. Lighter grades like N -70/150 are being offered in the price range of USD 990 - 995, while higher viscosity grades like N -500/600 are quoted around USD 1010 - 1030 PMT in the domestic market. FOB Europe Exports prices are oscillating for Group I SN -150 (USD 885 - 890), SN -500 (900 - 910), Bright Stock (USD 975 - 995) PMT respectively. Some small parcels of Group I Heavy neutrals are ready for exports to Middle East & Asian region. Approximately, 1500 MT of Bright Stock parcels are also offered to Egyptian buyers and also in the Asian region. Polish Lotos Oil Oil Company has agreed on sale of its lubricating oils at service stations of KIA-Azerbaijan Company, the commercial director, export manager of the company Cezary Kogucik told Azerbaijani journalists in Krakow on Thursday. "At present, we annually supply about one thousand tons of lubricant oil to Azerbaijan and we account for about 10-15 percent of the market, this figures are growing every year. LVM company is our partner company in Baku. We also supply lubricants for drilling units to SOCAR (State Oil Company of Azerbaijan). Akkord and Azenco companies are also major buyers of our products. According to him, the company sees a good tendency in the sale of lubricating oil in the official service points of major automobile companies.” Therefore, we have already agreed with KIA-Azerbaijan on sale of Lotos lubricant oil. Similar negotiations are in process with Hyundai-Azebaijan," Kogucik said. Experience of Azerbaijan in offshore oil production is of interest for Lotos Oil Company.” Your experts produced oil in many parts of the world, in Siberia, with a harsh climate. We currently have projects in the Baltic Sea, and would therefore like to use the knowledge of Azerbaijani specialists. In turn, the company is ready to share its experience in oil refining, as it has a large oil refinery in Gdansk with capacity of 10.5 million tons of oil a year. Currently, mainly Russian oil is used at the refinery. According to Kogucik, its supply is the most beneficial in terms of both technological process and logistics.” Purchasing Azerbaijani oil is not advantageous for us at the moment. We can consider this question in case of the launch of Odessa-Brody-Plotsk-Gdansk pipeline with supplies of Azerbaijani oil. The Lubrizol Corporation recently introduced a series of fully formulated industrial lubricants that meet the Siemens MD specification, formerly known as the Flender specification. The Lubrizol gear oils, FM2205A, FM2206A and FM2207A, are designed to ensure trouble-free performance in heavy-duty gearbox applications in industries such as mining, metal fabrication and general manufacturing. With many of today's industrial gearboxes operating with higher power densities, reduced oil volumes and increased temperatures, further stress is put on gear teeth, bearings, elastomer seals and other components. The stringent Siemens MD specification for helical, bevel and planetary gear units exemplifies the challenge for gear oil formulators by demanding a high level of micropitting and dynamic foam resistance, as well as compatibility with the advanced materials now being used for the internal paint, elastomeric seals and liquid sealants in industrial gearboxes. The specification has proven to be especially challenging since the additive chemistries designed to deliver performance in one aspect of the testing protocol can have a detrimental effect on other required performance areas.” The industry has been searching for a gear oil additives solution capable of ensuring the long-term integrity of gearbox materials while providing guaranteed resistance to micropitting fatigue," said Tim Cooper, Lubrizol industrial product manager for Europe, Africa and the Middle East. "Extensive laboratory testing has demonstrated that this new Lubrizol proprietary chemistry provides the desired levels of performance across a range of base stocks." In order to assist oil blenders who do not have access to the appropriate base oils for blending the approved formulations, Lubrizol is making available Siemens MD-approved finished gear oils, which customers can upload into their supply chains and take advantage of a formal homologation with Lubrizol's oil re-brand program.

China’s demand for base oil is lackluster and domestic refiners’ prices are competitive at present Domestic Lubricants blenders are sourcing their requirements from the refiners rather than importing Reportedly, China CFR prices remains stable for SN 150- N 150 (USD 1000 - 1010) SN -500 - N 500 (USD 1010 - 1015),Bright Stock (USD 1030 - 1040) PMT respectively. Prices may show resistance at the current level. Some small cargoes of 1000 MT of Group I SN -150/500 of Russian origin are being shipped shortly as prices being competitive. During the period January to November 2012, China imported 1.79 million MT of Base Oil. The country imported 156537 MT of Base Oil in January 2012,178828 MT in February, 211466 MT in March, 200844 MT in April, 185811 MT in May, 151714 MT in June, 120400 MT in July, 128757 MT in August, 159775 MT in September, 150718 MT in October and 148019 MT in November 2012. Compared to last month i.e. October 2012, import of the country has decreased by 2% in the month of November 2012. China import has gone down by 2% in November 2012 as compared to same period last year i.e. November 2011. China imported 148019 MT of Base Oil in the month of November 2012. China imported 148019 MT of Base Oil in the month of November 2012. China imported most of its Base Oil to different ports like 44127 MT (30%) to Nanjing, 36235 MT (24%) to Tianjin, 13210 MT (9%) to Gongbei, 10788 MT to Huangpu, 8791 MT (6%) to Hang Zhou, 8022 MT (5%) to Nanning, 5023 MT (3%) to Shenzhen, 4487 MT (3%) to Hohhot, 4149 MT (3%) to Shanghai, 3478 MT (2%) to Guangzhou, 2970 MT (2%) to Ningbo, 2560 MT (2%) to Dalian, 2497 MT (2%) to Taiyuan, 1106 MT (1%) to Zhanjiang and 575 MT to Other Ports. China imported 148019 MT of base oil in November 2012. Most of the Base Oil was imported from Singapore, Korea, Taiwan, and Japan with smaller quantities imported from Russia, Thailand, Malaysia, Qatar, Indonesia and Finland. Russian base oil availability is in abundant. Prices have witnessed a substantial downward correction due to lack of demand. Prices offered in Western Europe are in the region for SN -150 (USD 900 - 910), SN -500 (USD 915 - 930) PMT. While, FOB Russia base oil export prices for SN-150 (USD 860 - 870), SN – 500 (875 – 880) PMT respectively.

Russia, the world’s biggest energy exporter, will reduce duties on most oil shipments abroad by 0.2 percent from Jan. 1 after Urals crude prices declined. The standard export duty will decline to $395.60 a metric ton, or about $53.97 a barrel, from $396.50 a ton this month. Russia’s government is reviewing the export duty structure, with plans to propose changes by the end of the first quarter of 2013 that will help producers meet President Vladimir Putin’s goal of maintaining output at more than 10 million barrels a day. Production climbed to a post-Soviet high of 10.48 million barrels a day in November, according to data from the Energy Ministry’s CDU-TEK unit. Oil and gas provide about half of Russia’s budget revenue. The discounted rate on some eastern Siberian and Caspian Sea grades will fall to $192.70 a ton from $193.30 this month. The levy on extra-heavy crude, set at 10 percent of the standard duty, will be $39.50 in January. Russia bases the export taxes on the average Urals blend price from the 15th day of one month to the 14th of the next. The benchmark export grade averaged $108.66 a barrel during the most recent period, Alexander Sakovich, a Finance Ministry adviser, said by phone on Dec. 17. In the previous monitoring period, it averaged $108.87, according to the ministry. The duty for middle distillates, such as diesel, and heavy products, such as fuel oil, will drop to $261.10 a ton from $261.70. A gasoline tax, set at 90 percent of the crude oil duty since May 2011 to counter domestic shortages, will decline to $356 a ton in January from $356.80 this month. The government will raise the duty on liquefied petroleum gases such as butane and propane to $198.70 a ton from $197.40. Base oil prices in West Africa, Nigeria are oscillating in a narrow band at the current level. On the pricing part at the domestic level has moved down and CFR prices at the current level are quoted for grades SN -150 (980 - 985), SN -500 (USD 985 - 995), Bright Stock (USD 1050 - 1060) per MT. Some medium sized cargoes are expected shortly of SN -150/500 of approximately 1000 MT from Baltic region. Some small Bright Stock cargoes are expected at Nigeria in the price range of USD 1140 – 1150 PMT. Base Oil Prices in Singapore’s domestic market is also following a global trends and treads cautiously as buyers are expecting that the prices may witness a drop of another USD 10 - 15 pmt, In the domestic market prices for Group I are hovering in the region of SN -150 (USD 960 - 970), SN -500 (USD 970 - 980), Bright Stock (USD 1030 - 1045) PMT. Prices for low VI grades are offered at marginally lower prices by USD 10 – 15 per MT. Group II Base oil prices for J-150 (USD 1010 - 1020), J-500 (1020 - 1030) PMT respectively. FOB Singapore Export prices for Group I SN -150 (USD 920 - 930), SN -500 (USD 930 - 940), Bright Stock (USD 1020 - 1030) PMT respectively. Group II Export prices for J -150 (USD 980 - 995), J-500 (USD 995 - 1005) PMT respectively. Approximately another 21000 MT scheduled to be shipped by Jan 15, 2013 During the period January to October 2012, China imported 747870 MT of Base Oil from Singapore. The country imported 90929 MT of Base Oil in January 2012, 70591 MT in February, 84143 MT in March, 68253 MT in April, 109524 MT in May, 94957 MT in June, 95961 MT in July, 34588 MT in August, 44988 MT in September 53936 MT in October 2012. During the period Jan to October 2011, China imported 726909 MT of Base Oil from Singapore. Import of the country has increased by 3% during Jan to October 2012, as compared to the same period last year i.e. Jan to October 2011. Compared to last month i.e. September 2012, import of the country has gone up by 20% in the month of October 2012. China import of Base Oil from Singapore has dipped down by 32% in October 2012, as compared to same period last year i.e. October 2011. During the period January to October 2012, India imported 120661 MT of Base Oil from Singapore. The country imported 8655 MT of Base Oil in January 2012, 11543 MT in February, 9215 MT in March, 13254 MT in April, 14308 MT in May, 14485 MT in June, 17184 MT in July, 9881 MT in August, 7237 MT in September and 14899 MT in October 2012. During the period Jan to October 2011, Indonesia imported 133940 MT of Base Oil from Singapore. As per the data analysis by our team, import of the country has decreased by 10% during Jan to October 2012, as compared to the same period last year i.e. Jan to October 2011. Compared to last month i.e. September 2012, import of the country has gone up by 7662 MT in the month of October 2012. Indonesia import of Base Oil from Singapore has increased by 8726 MT in October 2012, as compared to same period last year i.e. October 2011. During the period Jan to October 2012, Singapore exported 2.22 million MT of Base Oil. The country exported 747870 MT (34%) to China, 539329 MT (24%) to Netherlands, 140017 MT (6%) to Canada, 126362 MT (6%) to Australia, 120661 MT (5%) to India, 114596 MT (5%) to Indonesia, 96290 MT (4%) to Thailand, 79439 MT (4%) to Malaysia, 69816 MT (3%) to Vietnam, 57228 MT (3%) to Japan, 49716 MT (2%) to Other countries 26654 MT (1%) to Korea, 18438 MT (1%) to France, 17602 MT (1%) to Philippines, 15781 MT (1%) to Bangladesh and 11230 MT (1%) to Taiwan.

Korean Base stock Prices at present is priced competitively with the global base oil prices. Exports of base oil are catered to by GS - Caltex, S-OIL and SK Energy and are regularly shipped to China, India and Middle East. Due to huge inventories, prices have retraced substantially. Quoted FOB export prices are fluctuating in the range of for N -60/70 (USD 915 - 920), N -150 (USD 965 - 975), N- 500 (USD 1005 - 1010) PMT. A huge quantity of lighter grades will be shipped to India for the manufacture of transformer oils, Liquid Paraffin, Petrolatum, etc. While high viscosity grades, have been shipped to the Middle East and China. Approximately 29000 MT. of base oils are ready to be shipped by Jan 15, 2013

Iranian base oil prices at present showing a realistic value rather than speculative as due to payment problems to facilitate a trade in USD, buyers are not keen to go ahead with the deal. Prices for exports of Neutrals SN -150/500 have been drastically reduced by the refiners. Gulf Oil Corporation after trading hours on Thursday, 20 December 2012, said that through a step down subsidiary structure in the United Kingdom and USA, it has completed acquisition of 100% stake in Houghton International Inc. for $1.045 billion after satisfactory conclusion of regulatory approvals. Houghton has a global footprint, with sales in more than 75 countries supported by 12 manufacturing facilities in 10 countries. Houghton recorded sales of $858 million and adjusted EBITDA of $132 million (15.4%) for the 12 months ended 30 September 2012. The acquisition which makes GOCL the world's 9th largest lubricant company, fits extremely well with GOCL's existing lubricant portfolio and makes it a 'full range' lubricants company serving customers from automotive, metal working to energy, aerospace and marine, Gulf Oil said. Houghton has a very strong industrial portfolio, which perfectly complements Gulf Oil's very strong presence in the automotive lubricant sector. GOCL will operate Houghton as a separate company and the rest of Gulf Oil's operations will be able to leverage Houghton's extensive base of industrial customers to offer them a complete end-to-end

range of lubricants, Gulf Oil said. Similarly, Houghton will be able to leverage Gulf Oil's existing global network, Gulf Oil said. There are various other synergies that can be achieved in manufacturing, strategic sourcing and distribution, the company said in a statement. The acquisition through the step-down subsidiary ensures that the financials of GOCL will not be affected, the company said. The debt will be serviced through Houghton International Inc's cash flows. The Indian base oil market remains steady with inventories at optimum levels with surplus of imported grades. During the month of November, 2012, Approximately 1,91,856 MT of base oils of all the grades have been procured at Indian Ports from Korea, Singapore, USA, UAE, Iran ,Taiwan, France , UK ,Netherlands, Japan , Italy , Belgium , etc. Indian State Oil PSU'S IOC/HPCL/BPCL drastically reduces their Group I & II Base Oil prices effective Jan 1, 2013. HPCL have dropped their Group I Base Oil prices SN -70/150 by Rs 1.10 per liter on their basic price, while for SN-500/Bright Stock it is Rs 1.40 per liter. BPCL have marked down their prices for N-65/150 by Rs 1.60 per liter on basic price, while BPCL dropped N -500 prices by Rs 3.10 per liter. IOC prices are awaited. They have change the system of discount to the buyers on lifting minimum quantity. It is also worth to be noted that India currency has been again marked down to Rs. 54.55 against USD. Hefty Discounts are offered by refiners which are in the range of Rs. 12.00 - 15 per liter for buyers who commit to lift above 1500 MT. Group I Base Oil prices for neutrals SN -150/500 (Russian and Iranian origin) are offered in the domestic market at Rs. 51-50 – 51.95/53.50 – 53.75 per liter, excise duty and VAT as applicable Ex Silvassa in bulk for one tanker load. At current level availability is not a concern.

The Indian domestic market, Korean origin Group II plus N-60–70/150/500 prices are steady. As per conversation with domestic importers and traders prices have been marked up for all the above grades and at the current level are quoted in the range of Rs. 49.20 – 49.55/52.10 – 52.40/53.50- 53.90 per liter in bulk respectively with an additional 14 percent excise duty and VAT as applicable, no Sales tax/Vat if products are offered Ex-Silvassa a tax free zone. The above mentioned prices are offered by a manufacturer who also offers the grades in the domestic market, while another importer trader is offering the grades cheaper by Rs. 0.25 – 0.35 per liter on basic prices. Light Liquid Paraffin (IP) is priced at Rs. 50.10-50.25 per liter in bulk and Heavy Liquid paraffin (IP) is Rs. 59.65 – 59.75 per liter in bulk respectively plus taxes extra.

Indian state Oil PSU Chennai Petroleum Corporation Ltd has stopped the supply of aromatic extract (RPO) till further notice as some of the plants are undergoing for modifications. In the domestic market prices for imported grades are moving in a range of Rs. 9005 - 9050 pmt packed in barrels of 205 Kg, plus VAT as applicable. Imports have also been dwindled 1500 MT of bulk RPO cargoes have been reached at Indian Port and the product has been unloaded at storage terminal inside the Mumbai Port. During the period January to November 2012, India imported 1951217 MT of Base Oil. The country imported 150901 MT of Base Oil in January 2012, 149019 MT in February, 166096 MT in March, 176817 MT in April, 187791 MT in May, 186277 MT in June, 175967 MT in July, 199633 MT in August, 177890 MT in September, 188959 MT in October and 191867 MT in November 2012. During the period Jan to November 2011, India imported 1681680 MT of base oil. Import of the country has firmed up by 16% during Jan to November 2012, as compared to same period last year i.e. Jan to November 2011. Compared to last month i.e. October 2012, import of the country has increased by 2% in the month of November 2012. India import has gone down by 3% in November 2012 as compared to same period last year i.e. November 2011.

During the month of November 2012, India imported 191867 MT of Base Oil. The country imported 108718 MT (57%) from Korea, 27851 MT (15%) from Singapore, 25014 MT (13%) from UAE, 9275 MT (5%) from USA, 4545 MT (2%) from Taiwan, 3144 MT (2%) from Pakistan, 3017 MT (2%) from Bahrain, 2772 MT (1%) from Other countries, 1612 MT (1%) from France, 1503 MT (1%) from Iran, 1500 MT (1%) from Netherlands, 1417 MT (1%) from Malaysia and 1446 MT (1%) from Russia. While in the month of November 2012, India imported 191867 MT of Base Oil, India imported the huge quantum in small shipments on different ports like 161674 MT (84%) into Mumbai, 16617 MT (9%) into JNPT, 3457 MT (2%) into Ennore, 3123 MT (2%) into Ludhiana, 2433 MT(1%) into Chennai, 1931 MT (1%) into Kolkata, 1465MT (1%) to Tughlakabad and 1168 MT (1%) into Other Ports.

India imported roughly 191856 MT of Base Oil in the month of November 2012, which comprises 76567 MT (40%) of Base Oil N-60/70/TOBS/SN-70/SN-90/HVI, 52217 MT (27%) of J-150/N-100/N-150/N-250, 20613 MT (11%) of SN-500/AP CORE 600/SN-400, 11010 MT (6%) of J-500/N-500/N-600, 13520 MT (7%) of Rubber Process Oil, 8396 MT (4%) of SN-100/130/150/APCORE 150/SN-180, 3925 MT (2%) of Bright Stock – 150, 3583 MT (2%) of Napthenic Transformer Base Oil and 2025 MT (1%) of Hygold 100/500/2000/4000 Tuffalow.

Approximately 6737 MT of Light & Heavy White Oil has been exported in the month of November 2012 from JNPT and Chennai port. Compared to last month i.e. October 2012, exports of the country have gone up by 14% in the month of November 2012. It has been exported to Algeria, Argentina, Australia, Bangladesh, Brazil, Bulgaria, Chile, Cambodia, Colombia, Djibouti, Ecuador, Egypt, Greece, Germany, Indonesia, Israel, New Zeland, Morocco, Mozambique, Jordan, Kenya, Pakistan, Nigeria, Philippines, Poland, Russia, South Africa, Thailand, Saudi, Togo, Singapore, Srilanka, Taiwan, Tanzania, Turkey, UAE, Ukraine, Yugoslavia and Zimbabwe. Approximately 4554 MT of Transformer Oil has been exported in the month of November 2012 from JNPT and Chennai port. It has been exported to Australia, Brazil, Bangladesh, Cuba, Djibouti, Guinea, Iran, Korea, Indonesia, Kenya, Morocco, New Zealand, Malaysia, Nigeria, Saudi, Oman, Turkey, UAE, Philippines, Thailand, Vietnam and Srilanka.
