Canada Day celebrations planned for Scarborough

So m e a re n’t h a p py t h e Scarborough Waterfront Project would cover a natural beach with a trail, and some don’t like leading the trail away from the beach.

The Toronto and Region Conservation Authority, unveil-ing rough plans for an 11-kilo-metre waterfront park, heard from “save the beach” people and others saying, “I want all accessible, all the time,” said Nancy Gaffney, TRCA waterfront specialist.

The authority hopes the proj-ect, which may cost $80 million, can get people safely away from bluff faces (and falling rocks which might injure them) and improve wildlife habitat.

People are going below the Scarborough Bluffs all the time, and will come in larger numbers “to a shoreline that is not safe,” Gaffney said.

The project (described at www.trca.ca/SWP), which isn’t funded, or approved yet by the City of Toronto, would connect or finish off a trail from Bluffers Park to the mouth of Highland Creek, where the completed Port Union Waterfront Park continues to Pickering.

“Car meets” caused havoc at Kennedy Commons last year.

On Wednesday nights, hun-dreds of youth with souped up cars would gather in the Scarborough shopping cen-tre’s parking lot to hang out.

“They were doing burnouts and wheelies,” said Sharilene Rowland, coordinator of Kennedy Road BIA.

“Some nights there would be a 1,000 cars... It’s not that we have anything against young people with nice cars who want to meet, but when it gets out of hand and

there’s drinking and it starts to intimidate shoppers and workers then it becomes an issue.”

Extra patrols

This year, area businesses reached out to police; extra patrols were sent to the area, and the gatherings have stopped.

And shop owners want to keep it that way, police were told at a Coffee with a Cop event Friday, June 24.

“It was a safety concern. There was a lot of disorderly behaviour,” Const. Mark McCabe said of the car meets.

The Coffee with a Cop event was sponsored by the Kennedy Road BIA and was held at Cafe Mirage at Kennedy Commons.

McCabe, the crime preven-tion officer at 41 Division, started the Coffee with a Cop initiative late last year to engage the public in a relaxed and informal setting.

“There are a lot of people who never have contact with the police unless it’s a 911 call or a vehicle stop,” he said.

“It’s not the best time to build the relationship with the member of the public. This way, they’re having a chance to sit down with us face to face and just have a

chat.”The initiative, which origi-

nated in California, is being eyed by other Toronto police divisions, as well as at least one OPP detachment.

Peterborough County OPP Const. Jason Folz, who attended Friday’s gathering, said he’s interested in bringing the event to his community.

The initiative hasn’t yet been tried by the OPP.

“I’m hoping to be a pio-neer,” Folz said. “Some of the smaller communities could really benefit from having this kind of interaction just to bring down those bar-riers over a simple cup of coffee.”

Residents in the Warden and St. Clair avenues area had to keep their windows closed and stay indoors after smoke from a fire Monday night enveloped the area.

The three-alarm blaze engulfed an electronics store at 746 Warden Ave., just north of St. Clair Avenue.

The call for the fire came in at approximately 7:30 p.m. on Monday.

“Not too far down the road is a fire station, as the crews left the fire station they saw the thick smoke and imme-diately upgraded it to a two alarm fire,” said Capt. Adrian Ratushniak of Toronto Fire Services.

T h e b l a ze w a s t h e n upgraded to a three-alarm response after firefighters had to evacuate the building for their safety when the roof and some walls collapsed.

Sixty-five firefighters and 13 fire trucks were on the scene.

The cause of the fire is still under investigation.

An estimate of the damages has yet to be determined.

On Friday, July 1, we Canadians pause to cel-ebrate another year as just that: Canadians.

We have been able to do that for 149 years now, and let’s be honest: it feels good.

We’re a good country, after all. We look after each other, and try to extend that

compassion abroad. We have bad days – who doesn’t? – but on balance

we’ve lived our 149 years well, and we look pretty good for our age.

The same can’t be said for the rest of our family of nations, and it’s tempting to feel smug about that.

The United Kingdom, to whose Queen we still swear allegiance, is not doing well at all.

In an ill-managed referen-dum, its people have voted to take it from the European Union (EU), in the process

throwing its economy, and the world’s economy, into turmoil.

The vote to leave was decisive but not universally so, and now the U.K. is on the verge of fragmenta-tion, with Scotland poised to hold another indepen-dence referendum, not two years after it narrowly voted to remain in the U.K.

This time, with EU membership in the balance, polls indicate the Scots might well succeed.

We in Canada have flirted with this sort of thing in the past, through two nail-biting referendums in Quebec, each of which might have put us in a similar place: a country split at the seam, where nativism and nationalist intransigence make dissolution seem inevitable.

Good for us that we didn’t take the plunge. We’re still here, in one piece, with the capacity to engage ourselves and the world as proud Canadians.

Let’s be proud, then: proud, but not smug. It is unlikely-to-impossible that separatists in

Quebec could marshal support for another referen-dum any time soon – the Parti Quebecois has yet to find a leader, and in any case will not be in a position to govern until the fall of 2018, when the next provin-cial election is scheduled.

But it is a point for sober reflection this Canada Day, just how precious is our unity and civility, and how easy it is for a nation – any nation, even our own – to allow that to slip away.

Be proud, not smug, about togetherness You can get into a lot of

trouble, writing a column for a newspaper.

Even if you’re a profes-sional, it can be hazardous: sticky fingers for other peo-ple’s ideas and phrases will (or should) sink you; you can get facts wrong, or get caught making it up, which should and does sink you.

Or, like this columnist, you can realize a couple of days after you tried to link Brexit with spurious transit plans and bad public finance, that you may have just overreached – in which case you’ll get called on it, often on Twitter. And that stuff never goes away.

It’s worse when you’re not a professional. Worse still, when you’re not a pro-fessional who has skin in the game.

And so we come to Mayor John Tory, who tried his hand writing a column for a newspaper, The Toronto Star, on Tuesday: a column about his besieged $3 billion Scarborough subway plan, on the eve

of its debut on the floor of Tuesday’s Executive Committee.

It was a substantial piece in the Toronto Star, just a hair over 800 words long, and for most of those words it chugs along well, noting that he ran in 2014 promis-ing to build a subway in Scarborough, that we are behind on transit construc-tion, that there’s political consensus between the three levels of government that the subway’s the way to go, and that city staff have said the Scarborough subway could help boost ridership in a part of the city where it’s currently low.

So far, Tory has penned a good and boring op-ed. It gets troublesome when he goes for what some of us professionals might call “the dig”: that part where you try and nail down just what’s wrong with the thing

we’re critiquing.Writes Tory (at about

the 600 word mark): “But many of the subway’s loudest critics do not live or work in Scarborough, where more than half the population is born outside of Canada. When they say this is too much to spend on a subway, the inference seems to be that it’s too much to spend on this part of the city.”

Oh dear. It’s hard, indeed impossible, to not parse that down to a particularly ugly accusation – that those who fancy a light rail network in Scarborough and not a subway are anti-Scarborough nativists. Indeed, at least one of Tory’s colleagues on council, the subway-opposing, light-rail-loving Josh Matlow, parsed things exactly that way.

“Sad, desperate and shameful. I had hoped for much more from a mayor who preached civility,” tweeted Matlow.

This is the kind of trouble

that isn’t really very much trouble at all for profession-als. We’re used to people crossing the street to avoid us after a particularly vigor-ous application of fair com-ment on their dealings. It goes with the territory.

For a mayor, who’s built his brand on civility and team-work as Tory has?

Both Tory and his office tried to make it clear that the column wasn’t intended to be divisive, but to point out that Scarborough’s poorly served by transit. They weren’t out of line: Josh Matlow was out of line.

It was too late by then. It is one thing that those of us writing columns for the newspapers learn early: there are no take-backs when you write something, however unintentionally it may have been, that makes you look a bit of a jerk.

In 1991, 15-year-old Yvonne Bambrick rode the streets of Toronto with brash confi-dence – making the consid-erable daily commute from her family home at Victoria Park in East York to Jarvis Collegiate by bicycle, along busy downtown streets that made scant accom-modation for bikes.

“Back when I was a naive teenager, I didn’t think twice about it,” recalls Bambrick 25 years later, sitting on a sunny patio in Kensington Market, steps from one of the city’s massive on-street bike racks and just over a block from the busy College Street bike lanes.

“The concept of bike lanes wasn’t on my brain at all. I

did know it wasn’t safe – I got

doored on the Danforth and had a wipeout on bad road conditions. Otherwise I was just a teenager on her bicy-cle, happy to be free getting where she’s going. It meant I could have all the ice cream I wanted.”

In 2016, the Toronto that Bambrick bikes around is a much safer place. Toronto has a total of 558.4 kilome-tres of on-street bike lanes, including white bicycle lanes, contra-flow lanes that run against the flow of traffic, so-called “sharrows”, signed routes without pavement

markings, and even a few kilometres of cycle tracks

that are fully separated from traffic.

A lot of people use those lanes. According to the 2 0 0 6 C e n s u s , Torontonians bike to and from work like nobody else in the Greater To r o n t o a n d Hamilton Area, with 19,780 com-muting by bike

compared to 14,925 in 2001.

In 2015, Bambrick published a book for

those cyclists: The Urban Cycling Survival Guide: Need

To Know Skills and Strategies

for Biking in the City. It was a book culled from her work advocating for cyclists as the head of the Toronto Cyclist’s Union – now Cycle Toronto – and her years riding Toronto’s sometimes tricky streets.

There’s a lot to know: how to make a safe left turn (there’s more than one way); how to suit up for cycling in bad weather; dealing with potentially hostile interac-tions; and how to navigate all those different styles of bike road infrastructure.

Currently, most of those routes are in neighbourhoods surrounding the downtown core – including the rela-tively new cycle tracks on Sherbourne, Adelaide and Richmond streets.

“Richmond-Adelaide were a game changer,” says Bambrick. “I was having to ride there all the time (before), and I’m a confi-dent rider but even for me it was tough. This is amazing. Transformative.”

Bambrick and other cycling advocates are hoping for more change like that, on roads that extend beyond the downtown. This summer, the city will be embarking on a pilot project to try a cycle track along Bloor Street through the Annex neighbourhood – a test, to see whether a city-spanning

track could be installed the length of Bloor Street and Danforth Avenue.

And the outcome of that could determine the implementation of parts of the city’s next big plan for cycling expansion: the Cycling Network 10 Year Plan. Under that plan, Toronto’s bikeway and bike trail network would be extended to the ends of the city: north along Yonge Street to Steeles Avenue; on Kingston Road in Scarborough from Eglinton Avenue to the Highland Creek Trail; Kipling Avenue from Bloor Street to the Waterfront Trail; and Midland Avenue, from Steeles to Lawrence avenues.

Toronto’s Chief Planner Jennifer Keesmaat said to provide an effective cycling alternative, the network needs to expand in the same way that transit networks expand – in a continuum. Do that, she says, and it becomes viable to commute, at least to down-town, from nearly anywhere in the city.

“With cycling, distance isn’t that much of a problem,” says Keesmaat.

“The city is really not that big, and 10 kilometres, 20 kilo-metres isn’t really a big deal. And from the centre of the city you can get pretty much anywhere on a 10 kilometre

bikeway. If you’re cycling from Scarborough to Etobicoke, that’s a big trip. But from the centre of the city you can get anywhere – all you need is safe infrastructure.”

The other thing that a cyclist needs, of course, is the will, and a bit of know-how. Bambrick is an evangelist for the former and a resource for the latter. When asked what it takes to get on a bike, after dutifully recommending a careful read of her book, she suggests a step-by-step approach. Borrow a bike-share bike; go riding with a friend on a quiet street. If it’s been awhile, take a BikeShare course.

And remember: roads were originally for bikes.

“We paved our roads because wheelmen’s clubs advocated to get the roads paved. The bicycling move-ment has been around for a long time,” says Bambrick. “It’s never gone away.”

As the Robbie soccer tournament kicked off its 50th year last Saturday, Scarborough’s Lou Milveski cel-ebrated the third generation of his family taking part in the event.

Milveski played in the Robbie in 1973 and ’74 for the Scarborough Blues, his daughters Vicky and Sandy played in the’80s and ‘90s for Scarborough United, and on Saturday his grandson Aidan Scherpenberg played in the festi-val at Warden Hydro Fields for the Pickering Soccer Club.

“It’s a great tournament,” said Milveski. “We would get huge crowds at Birchmount Stadium and teams come from all over the world.”

The largest youth soccer tour-nament for charity in the world, the Robbie International Soccer Tournament began in Scarborough in 1967 with just a few local teams taking part. For the 50th annual ver-sion of the tourney, which included the festival for boys and girls teams ages eight to 12 this past weekend and the upcoming competitive tour-nament for boys and girls teams ages 13 to 18 this Friday to Sunday, there are 376 teams taking part.

As has become a tradition at the festival for younger players, teams

marched in a parade led by a piper around the fields where games were centred. At Warden Hydro Field on Saturday afternoon, teams from across the province including as far away as Ottawa took part in the parade to cheers from their fami-lies.

Robbie chair Mike Ellis told the assembled players, and their parents, that they were part of something very special. He briefly told them of the history of the tournament and

why it is called the Robbie and why it raises funds for the charity Cystic Fibrosis Canada.

The tourney was named after Robbie Wimbs, the son of John Wimbs who was one of the original organizers back in 1967. Robbie had cystic fibrosis, and he inspired the organizers to raise funds for research. In its 50 years, the Robbie has raised more than $1,7 million.

“The organizers of the tourney had a name for their tourney and

a charity, and 50 years later we’re still here and you are part of that history and tradition,” Ellis said on Saturday. “You are making a differ-ence in the lives of people you have never met.”

This Friday, play in the tourna-ment begins and continues through to the finals on Sunday.

Also on Sunday, former Canadian national team and Toronto FC star Dwayne De Rosario, who grew up in Scarborough and played in the

Robbie as youth, will host a char-ity game at Birchmount Stadium starting 3 p.m. The game will fea-ture soccer stars Adrian Serioux, Craig Forrest, Jim Brennan, Steven Caldwell, Paul Stalteri and Rohan Rickets. Also playing the game will be Canadian women’s national hockey team member Natalie Spooner, also a Scarborough resident.

Create the perfect poolside oasis this summerMany Canadians look forward to basking under-neath the warm sun and enjoying delightful dips in the pool. Is it time to bring life back to your cabana, pool house or deck?

Here, Benjamin Moore’s colour and design ex-pert, Sharon Grech, offers tips on the perfect ap-plication of stain or paint:

Plan your attack: Painting a wood surface takes time and planning, so pay attention to all of the de-tails. Is the wood old or new? Has it previously been stained? How much time do you have to complete the project? Don’t overlook the important step of planning.

Pick the right product: Working with high-qual-ity stain and preparation products will make stain-ing significantly easier. “Pick a product that’s easy to apply and will enrich and enhance the grain of the wood surface,” says Grech. “Quality stains will prevent mould and mildew growth, and will hide imperfections in the wood. My favourite stain is Ar-borcoat, which is better for long-term maintenance and is available in a variety of beautiful colours.”

Don’t skip the prep work: Examine and evaluate the design features you want to update. “Look for things like rotted wood, mildew and old stain, all of which will play a factor in how the new stain will

adhere,” says Grech. “If you do find any of these, be sure to use an appropriate prod-uct to return the wood to service, and always replace rotten wood.”

Once the surface has been properly examined and stripped if necessary, it’s time to wash and sand:• Ideally, wash the surface

with a pressure washer as it will remove most sur-face grime;

• Alternatively, use a com-mercial deck cleaning product and scrub with a deck brush, being sure to rinse clean;

• Allow 48 hours to dry;• Once dry, sand the wood

surface to remove any fuzzy grains. Be sure to wipe off the surface.Choose a colour scheme:

A poolside oasis screams co-lour, so pick shades that are bright and fun. “For the overall surface of a cabana or deck, keep the natural look of the wood by us-ing a semi-transparent stain. Add colour by paint-ing the ceiling inside the cabana in a vivid blue like Blue Lagoon 2054-40 and contrast the deck rails with a dark grey stain like Ashland Slate 1608,”

suggests Grech. “Tie it all together with patterned cushions and colourful drinkware, perfect for pool-side lounging.”

you may remember about local Canada Day events is returning – with one excep-tion – including the parade which starts Friday at 4 p.m. west of the square and the Scarborough Civic Centre on Brimley Road.

The parade heads south on Brimley past Thomson Memorial Park before ending at Lawrence Avenue East at about 5:30 p.m.

Festivities in Thomson Park still begin, of course, with a pancake breakfast and run from 10 a.m. to 4 p.m., includ-ing a reptile show and other entertainment.

The Scarborough Museum, open from 10 a.m. to 5 p.m. at the south end of the park, has other free activities through-out the day.

There has been another Canada Day parade organized by the Royal Canadian Legion on Lawson Road since 1956 at Highland Creek Village, but this year, it won’t happen. “The money just wasn’t there,” Richard Viles, branch presi-dent, said Wednesday, adding

the decision wasn’t taken lightly. “If things change next year, it could be revived.”

Entertaiment on the Legion grounds which always fol-lowed the parade, including a barbecue, a beer garden, music and activities for chil-

dren, are still on, however, and will continue throughout the afternoon.

And once again this year, the City of Toronto ignites a fireworks display at Milliken Park, on Steeles Avenue start-ing at about 10 p.m.

trail to wind its way through a “series of switchbacks at a suitable grade” to the top of a bluff, in order to save 2.2 kilometres of sand beach at East Point Park.

It also calls for stone headland beaches to be built below Grey Abbey Park, which angered certain people at a public meeting Tuesday night at Blessed Cardinal Newman Catholic High School.

Some accused the TRCA of “destroying” natural shore-line in the past, arguing its goal of providing “enjoyable waterfront experience” for visitors is incompatible with the interests of shoreline wildlife.

Jane Fairburn, author of a book on Toronto’s shoreline communities, suggested the authority promised further hardening of the shoreline only where absolutely neces-sary, but now is “essentially paving” the last natural beach

on the Toronto waterfront.“We’re asking you to go

back to the table,” Fairburn said.

Others, however, appealed with as much emotion for a trail at the water’s edge which would be open to people with disabilities, including through East Point.

East Point’s bluffs aren’t as steep as others along the shore. Gaffney said the TRCA felt a softer shoreline below other bluffs couldn’t safely be used.

Dune vegetation can give wildlife a corridor to move through after the trail is built, and bank swallows along the shore will remain in steep upper portions of the bluffs, Gaffney said.

The project’s western portion will widen Bluffers Beach, and two new head-lands there will keep sand

from collecting in the nearby marina entrance, the author-ity says.

Portions of shoreline still in private hands would go into public ownership.

Entry Points

The TRCA also promises to improve three existing entry points to its waterfront works: Doris McCarthy Trail, also called Gates Gully, the Guild Park access road, and Brimley Road’s steep south end.

One man, though, com-plained none of these entrances has TTC service.

“We need access to these parks. It’s not just for people in these marinas,” he said.

Another public meeting on the preferred alternative is promised to take place in the fall before the authority submits its draft environmen-tal assessment to Ontario’s environment ministry this winter.

Allow me to be cre-ative for a moment while I imagine

soaring over the dramatic Scarborough Bluffs.

Cable cars in the sky – an aerial tramway, gondolas, a chair lift, even ziplines...think of it! Anyone who has endured the exhausting, often treacherous journey by foot to Bluffer’s Park (and survived the walk back up) has fantasized about this.

We could enjoy a unique, romantic, and perhaps adrenaline-inducing fun view of our ancient cliffs and tropical-seeming waters. We would avoid interfering with the area’s wildlife, its clean air, and delicate erosion concerns. Geologists say the edge is slowly crumbling, which means that a “hill elevator” – a funicular or incline – to transport us up and down (as seen in Quebec City and Niagara Parkway) is out of the question. “Flying” overhead does seem more exciting anyway.

It’s been said the breathtaking Bluffs are our “hidden gem”. While spec-tacular in comparison to our city’s largely flat land-scape, they are “rarely seen” by the majority of residents, according to a May 13 report by Globe and Mail reporter Marcus Gee.

I find that to be mislead-ing hyperbole. Thousands of us traverse Brimley Road South by car, bike, or foot to reach this peaceful sand-stone cliff park every year. I witness people teetering on the uneven, steep road-side when walking down, however, and it’s frighten-ing. I don’t recommend the elderly or children attempt the shaky pedestrian route there. How about provid-ing an all-day shuttle bus, Toronto Council, as a grounded suggestion? And a safe footpath?

Lucky souls own boats or live in adorable houseboats at the marina, so they expe-rience the view often.

The point of Gee’s piece was that this stunning place can and should expand its access – safely and with respect to the environment – for even more Torontonians to visit.

A plan by the Toronto and Area Region Conservation Authority (TRCA) proposes to do just that, and I’m curi-ous to hear the details. Its Scarborough Waterfront Project will focus on the extensive shoreline between Bluffer’s Park, East

Point Park, and the mouth of Highland Creek. The TRCA welcomes interested nature lovers (and “stake-holders”) to learn about and contribute to its vision for greater accessibility, safe trails, more green spaces, and conservation.

My thoughts – inspired by aerial trams in cities like Portland, Cape Town, and Rio de Janeiro, as well as the recent Don Valley gon-dola proposal for Toronto – may seem far-fetched, but according to Steven Dale of the Gondola Project (A Cable-Propelled Transit Primer) those skyward shuttles are the “fastest-growing transportation method in the world”.

The message here is transit planning, large and small-scale, can be creative. Suspended cable cars, motor-less and engine-less, move people over difficult-to-navigate spaces without destroying the view or the terrain. A perfect aim for a gloriously natural place like the Bluffs. A place to invest in – as a tourist destination, a geographic wonder, and an oasis for our pleasure and health. Imagine.

Bike Share Toronto has begun a promised expansion of its operations, adding 120 new stations and 1,000 more bikes.

The agency first announced in April it was purchas-ing the new infrastructure from Montreal-based PBSC Solutions, which ran the bike share originally called Bixi. This boost to its offer-ings effectively doubles the amount of bikes available for short-term rentals.

The purchase comes from a near $5-million funding arrangement with Metrolinx announced in 2015.

The new rides are expected to be available by July 11.

wPRESTO DISCOUNTS aRE NOT SO haRD afTER all

A couple of weeks ago, we wrote about the lack of TTC outlets for adding a conces-sion onto your Presto card in order to be eligible for a student or senior discount.

We’ve since received con-firmation from the TTC it’s possible to get the concession applied at any Presto outlet

regardless of transit agency. While that’s the case, spokes-person Chris Upfold said the TTC is hesitant to make this information widely known lest a large mass of transit riders “overwhelms” partner agencies like GO and YRT with demands for concessions. So there you have it: you don’t have to go to Davisville to get the discount added- but you didn’t hear it from me.

wSMaRTTRaCK fRIENDS SaY TIf WIll WORK

A group cheerleading for the SmartTrack transit project has now released a report claiming the city can raise billions towards its cost.

Friends and Allies of SmartTrack or FAST hasn’t done much since it came together in the New Year. But now it claims Tax Increment Financing (TIF), a funding plan pushed by John Tory

during the 2014 mayoral cam-paign, can raise $2.3 billion over 30 years for the project. In a nutshell, TIF would allow the city to leverage antici-pated property tax revenues from new development and put it towards financing SmartTrack.

wElECTRIfICaTION Ea COUlD bE DElaYED

Metrolinx may have to post-pone commencement of an Environmental Assessment for electrifying much of GO Transit’s rail operations.

The 120-day Transit Project Assessment Process (TPAP) was supposed to begin in July. But prior to that, a draft of the project report was to be completed by the end of June, which is now delayed to later in the summer.

It’s doubtful this delay will much impact the timeline since electrification won’t likely be done until 2024.

Managers of a Birchmount Road Islamic school seem set to enrol new students and hire on teachers, despite being ordered not to use the building as a school.

The City of Toronto on Jan. 29 declared the build-ing at 1430 Birchmount Rd. unsafe for “assembly use,” which covers both schools and places of worship.

The building housed the Sakinah Centre, which included a mosque, and a school called the Farah Academy, as well as a print-

ing business.The Order to Remedy

an Unsafe Building stated, among other things, that Sakinah had no fire alarm system, and its sprinkler system wasn’t working.

Building improvements

Sakinah, which asked its supporters for $200,000 to fund necessary improvements to the building, recently announced on its website it is “accepting weekday school applications” for students for pre-school, kindergarten and grades 1 through 8 at Farah Academy. The linked school

website advertises prices for enrolment and contains application forms for stu-dents and teachers, adding Farah Academy plans to offer high school courses “by as early as the 2016-2017 school year.”

Sakinah is also hosting a promotional dinner on Friday, Aug. 7, so supporters can “find out all the excit-ing news about the Farah Academy Islamic School.”

Last week, however, Diane Damiano, the city’s deputy chief building officer, said the prohibition against a school in the building remains in place.

said.Attempts to contact man-

agers of Sakinah and Farah Academy for this story for comment were not success-ful.

Sakinah submitted a build-ing permit for a fire alarm system in February, “but the type was for warehouse use,” and not for a school, Damiano said. Apart from deficiencies stated in the order, Sakinah is on land zoned for employ-ment. Buildings in such zoning could become places

of worship – if that was their sole use – before 2013, when a new city-wide bylaw ruled this out, said Damiano.

The owners applied on May 24 for a zoning review and change of use to a place of worship, but with no men-tion of a school, she said.

Sca rborou gh Centre Councillor Michael Thompson said he has met with support-ers of Sakinah after the order was issued.

Some have also called his offices, and seemed to blame him for the city’s actions on

the building, he said.Thompson. who is also the

city’s economic development committee chairperson, said he did not cause Sakinah or its school to be shut down, and could not make a deci-sion to reopen them.

He said he told the owners of Sakinah, before they pur-chased it, that the build-ing could not be used as a mosque or school. “We pro-tect our employment lands,” Thompson added last week. “They were fully aware this use was not appropriate.”
