“In the name of Allah the Most Gracious Most Merciful”The Saudi Tennis Federation (STF) is pleased to present to you the timetable and the general regulations for planned tournaments for the sports season 1439 1440 AH - 2018 - 2019 AD. The STF has been working on many fundamental and important changes in the running of tournaments as well as on improving the quality of tournaments for all age groups. The Federation has also been working to increase the number of open tournaments in order to raise overall quality and the technical level of the tournaments as well as increase the level of community participation especially at grassroots level. Additionally, one of the other key objective of STF going forward is to actively engage all key stakeholders and sectors in the wider support, financing, and sponsorship for the sport of tennis in Saudi Arabia as an ambitious step towards achieving the sporting goals of the Kingdom’s 2030 Vision. We are extremely pleased at STF for your active participation in the preparation of the season’s schedule through your suggestions and comments made by various members of the tennis sport community. We look forward to continue this great cooperation towards the development of a future strategy for Saudi tennis in line win international frameworks, standards and best practice for the sport and in close liaison with regional and international tennis bodies. The Saudi Arabian Olympic Committee (SAOC) and the General Sport Authority (GSA) remain our key partners and enablers in drafting and implementing this future strategy for our beloved sport. The sustained joint efforts of the STF combined with those of all the members within the wider tennis community will contribute towards achieving the vision and mission of the Saudi Tennis Federation, the Saudi Arabian Olympic Committee, and the General Sports Authority in the near future. The Saudi Tennis Federation is today extremely proud of the professional work and great contribution of all the members of the tennis community in Saudi Arabia towards the development of Saudi tennis for a better and more successful future for the sport. Everyone in the sport is now working tirelessly to achieve the aspirations of the Olympic Committee as part of the Gold 2022 initiative and other similar initiatives within the wider Vision 2030 and the National Transition Plan 2020. • These regulations apply to all players participating in local competitions and tournaments that are organised by the Saudi Tennis Federation.

Functions of the Local Competitions Department:
1- Prepare the sporting season schedule and timetable of competitions, tournaments and events.
2- Regularly oversee and monitor the running of competitions and tournaments and ensure the correct adherence to all applicable rules and regulations
3- Organisation and monitoring of all the competitions and tournaments organised by the STF and any other competitions assigned to it by the STF’s Board of Directors

1. STF Premier League Club Championship – Seniors
Rules and regulations
1- The number of clubs in the Premier League is (10)
2- The Championship is played in a league format in one single season involving all of the clubs in the Premier League.
3- Each team should be composed of a maximum of five (5) players, and a minimum of two (2) players, in addition to the team coach and team administrator.
4- Players in Singles matches are permitted to participate in Doubles matches.
5- The championship is held between clubs under team’s match rules, (singles - singles – doubles)
6- Players from the youth and junior categories are eligible to participate in the age category directly above them only; but not eligible to participate in age categories below.
7- Every club administrator or club coach shall hand over to the general referee the players list of names of his club’s sequentially from 1 - 5 on the first day of the tournament. This list must be adhered to throughout all of the matches during each period of the Championships; this also includes those teams that do not have matches on the same day. These disclosures must be and received all at once 30 minutes prior to the start of the Championships.
8- If a team is 15 minutes late from the start of a match, then that team is considered officially withdrawn from that match.
9- Team draw shall be handed over to the general referee 30 minutes before each match. At least two (2) players must be present before the general referee when the draw is handed over, and to be recorded as follows:
- In the first and second singles matches, players are registered based on their ranking (sequence) in the draw.
- Matches shall kick-off where the first match is played between the second-ranked players, and the second match played between the first-ranked players.
- The team coach shall register the players for the doubles matches straight after the end of the second singles match. The doubles match shall then be played half-an-hour later.
- Only the team coach or one of the players registered in the team draw are allowed inside the playing court.
10- In the case of court availability, it is possible to play two singles matches at the same time (concurrently).
11- The winning team is awarded three (3) points, whereas the defeated team receives one (1)

point. Teams that withdraw receive no (zero) points.
12- Clubs finishing the season in 9th and 10th positions are automatically relegated to the First Division.
13- In cases where a team withdraws from a whole stage of the championships, that team will be completely excluded from the competition and automatically relegated to the first division championship.
Playing Rules:
1 - In Singles matches, the match is played in three (3) sets and the match winner is the team that wins two (2) sets first. The ‘tie-break’ rule is applied in all sets.
2 - In Doubles matches, the match is played in three (3) sets and the match winner is the team that wins two (2) sets first. The ‘tie-break’ rule is applied in all sets.
3 - Either of the two teams is entitled to withdraw from the Doubles match and the withdrawn team will be defeated by the score 6/0, 6/0.
4 - The overall match winner is the team that wins two matches out of three.

2. STF First Division Club Championships
Championships Rules & Regulations:
1. The number of first clubs (10) clubs
2. play in way from one role to all the first clubs
3. The team consists of (5) five player’s maximum, and the number of two (2) players at a minimum, in addition to the coach and administrative

9. The draw of the team shall be handed to the general referee before half an hour in front of the general referee shall be recorded as follows:
- In the first and second singles matches players are recorded according to their sequence in the draw
- The match starts the way that the first match (the second vs the second) then the second match (the first vs the first).
- The couch will register the double players after the end of the single match, and then the double match start after 30 min.

10. in cases there is more than one court available the two single matches can be played at same time.
11. The winning team gets three points, and the loser one point, and quit zero
12. The ninth and tenth place drops ranks of second division clubs.
13. In the case of the team quit from full stage is completely excluded from the tournament and will be like did not participate and fall the ranks of second-tier clubs.

Playing Rules:
1- The single matches, the game is held from three groups, wins the match who wins the two groups and applies a breakout in all groups.
2- The double matches, the game is held from three groups, wins the match who wins the two groups and applies a breakout in all groups.
3- The two teams are allow to quit of the double match, and the lose it 0/6 ,0/6.
4- The overall match winner is the team that wins two matches out of three

Championship Rules & Regulations
1. The number of clubs of the excellent class (10) clubs
2. The league is played from one role to all clubs of the excellent class for youth
3. The team consists of five player’s maximum, and two players at a minimum, in addition to the coach and administrative

4. STF Premier League Club Championships – Youth Championships
Championship Rules & Regulations:

3. The team consists of five player’s maximum, and two players at a minimum, in addition to the coach and administrative

Note that both the first and second placed teams shall qualify in case of the combination of two regional championships, and likewise three (3) teams (first, second and third placed) shall qualify in the case of the combination of three regional championships.
Championship Rules & Regulations:1. If the number of qualified teams is five (5) or less, the championship shall be played in a
league format composed of one league only. 2. If the number of qualified teams is six (6) to eight (8) teams, then they shall be divided into
two (2) groups and the teams shall be placed in the groups through a draw. 3. In the event of placing teams into two groups, as above, then the first and second placed
teams shall qualify from each group. A play-off style round of matches is then ultimately used to decide the teams to be promoted to the First Division. Additionally, the defeated teams (from the play-offs) shall play for a third place finish.
4. Players from the youth and junior categories are eligible to participate in the age category directly above them only; but not eligible to participate in age categories below.
5. Only players from the youth category are eligible to participate in the First Division championships. The club championships will be held in a team’s match format (Singles – Singles – Doubles).
6. Singles players are allowed to participate in Doubles matches. 7. The championship kicks off at 4:30 PM.
8. The first and second placed teams will be promoted to the First Division.

Calculation Method of Competition Results in Teams and Singles Tournaments & Championships – Regional and National
The results are calculated to determine final table ranking positions as follows:
First - Teams Championships:
1. Regional team championships, including all age groups, and where the championship is composed of one single competition group.
2. Promotion championships where the championship is composed of one single group or two groups.
3. Premier league championships across all its age groups (Seniors - Juniors - Youth).
4. First Division Championship.
As follows:
A- The total number of points obtained by each team.
B- If two teams are tied with respect to total points, then the winning team in the head-to-head match shall be ranked above.
C- If more than two teams are tied in terms of total points, then rankings are determined as follows:
1. Look at the differential between the number of matches won compared to the number of matches lost for each team. The team with the higher number (proportion) of matches won will be ranked higher and so on.
2. If the teams remain tied after this, then the number of won and lost sets shall be looked at, and the team with the higher proportion of sets won will be ranked higher and so on.
3. If the teams are still tied after this, then the number of won and lost games shall be looked at whereby the team with the higher proportion of games won will be ranked
higher and so on

First: Singles Regional Tournaments
(14U – 18U – Seniors)Tournament Rules & Regulations: 1. All the registered clubs and training centers across all age group categories as determined
above shall participate in these tournaments.
2. Each club is eligible to participate in these tournaments with a minimum one (1) player and a maximum of five (5) players across all age group categories.
3. Each player is allowed to only participate in their assigned age group category. The player is not eligible to participate in the higher category unless in case of an insufficient number of players in that (i.e. higher) category.
4. Every club must be committed to show up on the first day of the tournament at 3:00 PM, and the club administrator or coach have the responsibility to hand over the list name of the players and their cards for each age group to the general referee.
5. The tournament will be held as follows:

6. The general referee of the tournament will be in charge of the draw for the matches as well as the issuance of the playing schedule. In doing this, the players’ final rankings in the previous season shall be taken into account as long as they are still classified within the same age group category. Alternatively, this can be based on the recommendations of the Technical Committee.
7. The registration shall begin at 3:00 PM and close at 3:45 PM.
8. The draw shall take place at 4:00 PM.
9. The match kick-off time shall be at 4:30 PM.
10. The winners from the ‘Regional Winners Singles tournament – National’ across all age groups, as determined above, shall be promoted according to the following table:

Third: Open Tournaments:
a. Adult, Junior and Youth Tournaments:Tournament Rules & Regulations: 1- Saudi and resident players shall participate in the tournaments by age group categories:
Tournaments 2018
1. The Youth category (born in 2004).
2. The category of 12 (2006 and above).
3. The category of 16 (2002 and above).
4. Juniors category (born in January 2000 and above).
5. Adult category (born in December 1999 and below).
Tournaments 2019
6. The youth category was born in 2005.
7. The category of 12 - 2007 upwards
8. The category of 16 - 2003 upwards
9. Young people born in Kingdom at January 2001. Upwards
10. The category of men born in kingdom at December 2000 and below.
2- The participation form should be completed prior to the start of the tournament by two (2) months. This form can be obtained from the Federation’s website. The form must be submitted to the STF along with the participation fees prior to the start of the tournament by three (3) weeks.
3- The registered players within the clubs must fill in the form and deliver it to the Federation prior to the start of the tournament by three (3) weeks, with a firm commitment to participate. In the case of intended withdrawal, notice should be given at least one (1) week prior to the start of the tournament, this is in order to avoid player sanctions.
4- The registration is by priority.
5- The tournament is played under the knock-out rule.
6- The tournament shall kick-off at 4:00 PM on its first day. The tournament schedules and timetable will be made available and can be obtained from the Federation’s website.

7-The Federation will reduce age categories in case the participated player is below eight player , in case if there is below eight players in all categories each category can cancel the tournament.

Tournament Rules & Playing Rules: 1. All the recognised and officially registered entities within Saudi Arabia are eligible to
participate in the tournament.

5. The tournament shall be played under a groups format for all age categories

Point’s collection in Gulf and Arab team’s tournamentsA player who represents Saudi Arabia in team’s tournaments at the Gulf and Arab levels and who is the winner of any Singles match will collect 75 points to be added to his total point number tally.
Singles International Tournaments:
Gulf and Arab tournaments: - The Final Winner (Champion) will collect 480 Points
- Second placed will collect 320 Points.
- Semi-finalist will collect 240 Points.
- Quarter-finalist will collect 160 Points
- Round of (16) place will collect 80 points
Davis Cup:- Any player whose name is put forward to represent Saudi Arabia will collect an additional
100 points.
- Any player who wins any Singles match at the competition will collect 150 additional points.
Third: Referees 1. Game refereeing is assigned to referees accredited by the Saudi Tennis Federation (STF).
2. The referees shall follow the lead of the tournament/ championship general referee, in line with international rules and regulations.
3. The referees must commit to be present at the tournament venue at least half an hour in advance.
4. The referees must commit to wear the official uniforms as specified by the main Referees Committee.
5. In case of a lack of the sufficient number of referees in a tournament, then the general

referee has the authority to decide to run the tournament without referees, particularly in the preliminary rounds. In the final rounds, however, this must be assigned to accredited referees.
6. The referees and the designated office representative are considered (by the Federation or the office) to be fully responsible for managing the tournament matches in terms of applying game and tournament rules & regulations. They are also responsible for resolving all issues and obstacles that may adversely affect the smooth running of the tournament. If this proves not to be possible, then a report must be attached to the tournament sheet to be submitted to the tournament’s hosting office. The office is authorised to take necessary and measure as it deems appropriate, and in conjunction with the view of the Technical Committee.
7. The office Rep has the oversight and responsibility over the preparation of competition courts and all associated equipment required for the competition. Each club administrator and club coach has the responsibility over the conduct of their players as well as their club supporters.
Fourth: Objections & Complaints:1. A club is entitled to object to any penalty or sanction as they see fit. This must be done
by submitting an objection to the competition’s organising committee or the Competitions Technical Committee of the STF, accompanied by a financial fee amounting to (1,000 S.R.), as follows:
a) In competitions that are follow the knockout rule, the club shall present its objection to the organising committee immediately after the end of the match under consideration. The decision of the organizing committee is considered final.
b) In championships with a league format, the club is entitled to come forward with its objection to the attention of the Competitions Technical Committee of the STF within 24 - 48 hours after the end of the match, accompanied by a financial fee amounting to (1,000 S.R.).
c) In the event of a successful appeal (procedurally and in terms of principle), the club shall be reimbursed the appeal fee.
d) The decisions of the Committee are not final and are subject to appeals.
2. Clubs or individuals are entitled to come forward with any objection or complaint regarding any type of misconduct outside the technical framework of competition. This can be against other individuals, clubs, the Federation or any of its employees, through lodging an official complaint with the Complaints & Sanctions Committee at the STF and in accordance with the published rules and procedures of the Appeals Committee. The decision of the Appeals Committee is considered final.

3. Clubs or individuals are entitled present their appeals against the decisions of the STF’s Complaints & Sanctions Committee in relation to previous complaints. These appeals should be presented to the STF’s Appeals Committee in accordance with the published rules & procedures of the Committee. It follows that the decision of the Appeals Committee is considered final.
Fifth: Player RankingOut of the determination of the Technical and Competition Committees to raise the technical level of players, as well as ensuring the continued progress and success of the game of tennis in Saudi Arabia in general, and in line with international practices in terms of player ranking, the Technical Committee has therefore implemented a new format for the individual ranking of players who participate in domestic and international competitions across all categories. The ranking points for players that participate with the national teams during the season, hence unable to take part in domestic competitions, will be worked out by awarding them the same points as for the winners of regional and national tournaments and according to the tournament schedule of the player’s competition category. The player ranking will be issued after the end of each Singles tournament after all the points allocated to each player from their various participations have been added.
Sixth: Participation in International Tournaments1. In the case of any Saudi club participating in regional, Arab or international tournaments, the
scheduled matches of that club shall be automatically postponed, for the whole participation period. If the club intends to continue competing in domestic tournaments and championships during this period, alongside its international participation, then the club is required to write a letter to the STF at least five (5) days prior to the start of matches showing its firm intention to continue competing in all or some of the matches.
2. If a club player is called up to join the national team, and his club wishes to postpone his scheduled matches or some of them, then the club is required to approach the STF at least five (5) days in advance showing its intention to continue competing in all or some of the matches.
3. In case of the postponement of any club’s matches, the Technical Committee has the authority to determine an appropriate alternative date/ time so as not to hinder the smooth running of official championships and tournaments.
