M ANILA -- Senators and congress- men yesterday crossed partylines in supporting moves to grant Senate Minority Leader Juan Ponce Enrile special accommodation once the Sand- iganbayan orders his arrest on charges of plunder and graft in connection with the P10-billion pork barrel scam. The lawmakers support either a hos- pital arrest or a house arrest for Enrile, citing his advanced age and his medi- cal needs. The lawmakers’ expression of com- passion on Enrile came a day after President Aquino said he was amend- able to special accommodation for the 90-year-old senator. What will happen to my property ownership after filing bankruptcy?

Q.What will happen to my proper-ties after I file bankruptcy?

A.When you file your bankrupt-cy papers, a bankruptcy estate is created that is

administered by the trustee designated by the U.S. Department of Justice. The trustee is the represen-tative of all your creditors in the process. While the bankruptcy process is in progress, he takes control of all the property in your bankruptcy estate. However, the trustee won’t actually take physical control of the property. Most, if not all, of your property will be exempt, which means the trustee will return it to your legal possession after your bankruptcy is closed. If you have any questions about dealing with property after you file, ask a bankruptcy attorney.

Q.What will I do with my property while the bank-ruptcy case is pending?

A. While your bankruptcy is pending, do not throw out, give away, sell, or otherwise dispose of the

property you owned as of your filing date – unless and until the bankruptcy trustee says otherwise. Even if all of your property is exempt, you are expected to hold on to it, in case the trustee or a creditor chal-lenges your exemption claims.

Q. I have a piece of land that is not allowed in my total exemption. What will I do with it?

A. If some of your property is non-exempt, the trustee may ask you to turn it over. Or, the trustee

may decide that the property is worth too little to both-er with and abandon it. Typically, the trustee doesn’t let you know that property is abandoned, but once you receive your discharge, the property is deemed aban-doned.

Q. Can I spend the money that I included in my fil-ing as I declared in Schedule B?

A. You are allowed to spend cash you had when you filed and you declared in Schedule B to make

day-to-day purchases for necessities such as groceries, personal effects, and clothing. Just make sure you can account for what happened to the cash. If you have a huge purchases reflected in your bank statements, be sure to account and explain it to your trustee in case you are asked for it.

Q. Who owns the income I earned and the property I acquired after filing bankruptcy?

A. In Chapter 7 cases, with few ex-ceptions, the trustee has no claim

to property you acquire or income you earn after you file. You are free to spend it as you please. The exceptions are: property from an insur-ance settlement agreement, or inheritance that you become entitled to receive within 180 days after your filing date.

Bankruptcy Basics

1. Bankruptcy will actually improve your credit within one year because your unsecured debts are discharged. Although the bankruptcy will be in your records for 10 years, not filing bankruptcy will make your credit even worse until most your debts are paid.2. If you are being sued by your creditors, most money judgment can be eliminated in bankruptcy.3. Collection actions continue and you can be sued if you are in debt settlement.4. Chapter 7 will eliminate all unsecured debts. If you are near retirement age, you must eliminate most of your debts.5. Bankruptcy will stop foreclosure actions. If your trustee sale date is 10 days before, you can still file for bankruptcy.6. If your salary is being garnished, you have a court case about debts or you are being harassed by credi-tors, bankruptcy can stop garnishment, court cases, harassing creditors and eliminate the debt.7. Bankruptcy is cheaper, faster and safer than debt settlement which has no guaranteed success. 8. Preserve your health, eliminate stress and live a happy life by eliminating your debts which is the root of all problems.

WASHINGTON -- President Obama urged Russian counter-part Vladimir Putin to stop the flow of arms to separatists in eastern and southern Ukraine, or face the prospect of additional sanctions, o ff i c ia l s said after a Monday phone call b e t w e e n the two leaders.T h e K r e m -lin said that Pu-tin backs Ukraine’s call for a cease-fire, but u l t i m a t e peace requires “ending (Ukraine) military actions and starting di-rect talks between the conflicting sides.”Obama and Putin have clashed over Russian activity in Ukraine, including its annexation of the Crimea region. The United States has accused Putin’s government of fomenting separatist violence in eastern and southern Ukraine.Putin, meanwhile, has said he is protecting the interests of ethnic Russians living in Ukraine.

White House spokesman Josh Earnest said Obama urged the Russian leader to stop supporting pro-Russian separatists who are committing violence in eastern and southern Ukraine, and to cut

off a flow of arms to v a r i o u s groups.“Though we be-lieve a d i p l o -m a t i c so lu t ion is still possible, R u s s i a will face additional costs if we do not see con-

crete actions to deescalate the situation,” Earnest said.The United States and allies, who have already placed some sanc-tions on Russia, are backing a peace plan proposed by Ukraine President Petro Poroshenko.The White House and Kremlin statements said that Obama and Putin also talked about ways to end ongoing violence in Iraq and Syria, as well as efforts to ensure that Iran’s nuclear program will be exclusively peaceful.

Obama, Putin speak about Ukraine

WASHINGTON — President Obama said Monday that the challenges facing working mothers and fathers are all too often “the result of outdated policies and old ways of thinking” that should be changed. Speaking to a supportive crowd at the White House Summit on Working Fami-lies, Obama urged govern-ment and busi-nesses to adopt or expand poli-cies for fam-ily leave, child care, flexible work hours and an increase in the minimum wage. “These are not frills,” Obama said. “They are basic needs.” Much of the focus of the all-day sum-mit, which brought together business and political leaders, was on women and child care in the workplace. “Many women can’t even get a paid day off to give birth,” Obama said. “Now that’s a pretty low bar.” There is only one developed country

that does not mandate paid maternity leave, Obama said, “and that is us. And that is not the list you want to be on by your lonesome.” Obama, who has made women vot-ers a key part of his political constitu-ency, said, “When women succeed,

America suc-ceeds, so there’s no such thing as a women’s issue. ... There’s a fam-ily issue and an American issue.” The president criticized Con-gress for not pass-ing his proposals. Congressional Republicans said the Democrats have blocked their plans to en-act more flexible work hours.

“Senate Republicans have long called for greater flexibility in the workplace, particularly giving private-sector em-ployees the type of voluntary flex time that federal employees in the Obama administration already have available to them,” said Don Stewart, a spokes-man for Senate Minority Leader Mitch McConnell, R-Ky.

Obama: Family policies are ‘basic needs’

BAGHDAD -- Secretary of State John Kerry on Monday pressed Iraq’s leaders to put aside sectar-ian differences and form an inclusive government as the Pentagon prepared to deploy military advisers to assess Iraq’s security forces and the insurgent threat they face. The United States hopes to push Iraq’s Shiite-dom-inated government to reconcile with rival Sunnis as it weighs additional military support for Iraq’s belea-guered armed forces. “The future of Iraq depends primarily on the ability of Iraq’s leaders to come together and take a stand united against ISIL,” Kerry said, referring to the al-Qaeda splinter group that has taken control of key towns in recent weeks. The group, known as the Is-lamic State of Iraq and the Levant, over the weekend seized key border crossings into neighboring Syria and Jordan and four other towns. Iraqi Prime Minister Nouri al-Maliki has pressed the United States to help his government fight against the insurgents with the use of air strikes. Any U.S. support runs the risk of appearing to take sides in the sectarian conflict, unless the Iraqi gov-ernment is seen as more inclusive. ISIL is a Sunni militant group that has drawn some support of Sunnis who feel they have been alienated by the al-Maliki government. Kerry said U.S. support would be effective “if Iraq’s leaders take the steps needed to bring the country to-gether.” He met with al-Maliki, a Shiite, and top Sunni and Kurdish leaders, pressing them to adopt a power-sharing arrangement. “This is a critical moment for Iraq’s future,” Kerry said after the meetings. “It is a moment of decision for Iraq’s leaders and it’s a moment of great urgency.”Kerry revealed few details but said all the leaders agreed to seat a new parliament by July 1 as the con-stitution requires.

FALFURRIAS, Texas– Mass graves have been discovered in a south Texas cemetery, and researchers believe they contain the bod-ies of immigrants who died crossing into the US illegally, according to published reports yesterday. The discovery at Sacred Heart Burial Park in Falfurrias came as part of a multi-year effort to identify immigrants who have died in the area near the US-Mexico border. The remote area is often deadly for immi-grants from Mexico and Central America who set out on foot through ranchlands amid sweltering temperatures to avoid a nearby US Border Patrol checkpoint. Anthropologists Lori Baker and Krista Latham and their students unearthed remains in trash bags, shopping bags, body bags or without a container at all, according to the

Corpus Christi Caller Times. In one burial, bones of three bodies were inside one body bag. In another, at least five people in body bags and smaller plastic bags were piled on top of each other. War broke out in 1914, it came to be known as the “War to end all wars” but years later it was known, and to this day, as World War I. Germany lost the war to the

western powers and on November 11, 1918, she signed the Armistice of Compiegne; thus, end-ing the war that was supposed to end all wars. Wrong! On September 1, 1939, Germany invaded Poland. Two days later, the United Kingdom declared war on Germany. Thus, the “Second Period” began, which otherwise was known as World War II. On May 7, 1945, Germany sur-rendered to the Allies, which included the major powers, US, UK, and the Union of Soviet So-cialist Republics (USSR). On August 6, 1945, the US dropped the first atomic bomb on Hiroshima followed by a sec-ond bomb dropped on Nagasaki on August 9. On August 15, Japan’s Emperor Hirohito an-nounced over radio Japan’s surrender. World War II came to an end. The geopolitical land-scape changed with Europe divided into two adversarial blocs: The western European North Atlantic Treaty Organization (NATO) and the eastern European Warsaw Pact. Thus began the Cold War. Meanwhile, North Korean leader Kim Il Sung went to Moscow in March 1950 to ask Stalin’s permission to invade South Korea. Stalin gave his permission and on June 25, 1950 North Ko-rea invaded South Korea. Armed with a United Nations resolution, the US led a multi-national expeditionary force to Korea to fight alongside the South Koreans. On October 25, 1950, Chi-na entered the war on the side of North Korea. On July 27, 1953, the US, North Korea, and China signed an armistice to end the war. It was a geopolitical stalemate and Korea remained di-vided. To this day, the two Koreas are still in a state of war. But no sooner had the Korean War began than the Vietnam War erupted in 1956 when the French left Vietnam and the US sent military advisers to train the South Vietnamese to fight the Viet Cong. By 1965, the US had 543,400 combat troops in Vietnam. On January 27, 1973, the US, South Vietnam,

Viet Cong, and North Vietnam formally signed “An Agreement Ending the War and Restoring Peace in Vietnam” in Paris. A cease-fire took effect the following day with the US agreeing to withdraw all troops within 60 days. How-ever, South Vietnam refused to recognize the Viet Cong’s Provisional Revolutionary Govern-ment and the conflict continued between South Vietnam and the Viet Cong. On April 30, 1975, Saigon fell and South Vietnam surrendered to the Viet Cong. It was a geopolitical defeat for the US. After a decade of relative peace, the new mil-lennia began with an attack on America. The US invaded Afghanistan and Iraq. While the US was fighting the two wars, Russia and China were busy building their military capabilities. Recent events in Ukraine and the South and East China Seas saw the emergence of Russia and China from a low-profile leave-me-alone-I-am-not-causing-any-trouble stance to an ag-gressive land-grabbing behavior.

Tensions in the east When Xi Jinping took over China’s three most powerful positions as President, General Sec-retary of the Communist Party of China, and Chairman of the Central Military Commission, China took a quantum leap in her attempt to dis-lodge the US as the world’s only superpower.

Tensions in the west This year, Russia grabbed Crimea from Ukraine and annexed it. Looking back to all these turmoil and unrest going in flashpoints around the world, it makes one wonder what’s driving Russia’s Vladimir Putin and China’s Xi Jinping into taking the risk of a nuclear Armageddon with their aggressive disposition? Or is it their megalomaniac thirst for power that propels them to go to war against those who resist them? History tells us that nations tried to settle geo-political conflicts by going to war. It also tells us that war seldom settles geopolitical disputes. Yet war has always been the favored way -- Napoleonic complex -- of settling geopolitical conflicts. Indeed, one can say that geopolitics and war are mutually complementary – war as an instrument of geopolitics and geopolitics as the seed of war. But what ends war is diplo-macy, which begs the question: Why not sub-stitute diplomacy for war to settle geopolitical disputes, which would make Planet Earth a lot safer? In the last few weeks, the Phil-

ippines was re-minded why it should start seri-ously reconsider-ing its labor export policy. Reports on the abuses that Fili-pina domestic help-ers in the Middle East and in Asian countries suffered

from their employers, including the pouring of hot water on a Filipina maid in Kuwait, and the dangers that Filipino overseas workers face in countries facing conflict crisis such as Thailand, Iraq, Syria and Libya should have moved our leaders to seriously look for viable alternatives to sending hundreds of thousands of Filipino work-ers as export commodities. But it’s not just the dangers and abuses that many Filipino workers face abroad that should motivate Philippine government leaders to find ways to generate local employment for these peo-ple. It’s not just the permanent injury to children who have to grow up without their parents. It is the wound that exporting of labor inflicts

on our national pride that should finally move our leaders to find ways so that the country could minimize sending our hapless people to distant shores. Recently, Singaporean bloggers have been tell-ing Filipinos to their face that they are not wel-come in Singapore. The online harassment forced organizers of a Philippine Independence Day cel-ebration in a Singapore mall to cancel the event. In Hongkong, a textbook that asks students to identify the race a particular group of people be-longs to states that the correct answer to domes-tic helper is Filipino. Just last week, a “racist” insurance commercial depicting a male Chinese actor as a Filipina maid drew outrage on social media in Hong Kong, with groups representing the city’s legions of domestic helpers calling for an apology. Also recently, reports that the Oxford Dictionary defines a Filipina as a domestic helper drew angry reactions in the social media. These are not isolated reports. For years, Fili-pina female visitors were interviewed lengthily in Hongkong because immigration officers suspect them to be visiting the former Crown Colony to work illegally as maids. Before that, Filipinas go-ing to Japan were thought to be “japayukis” or Filipinas working in the country’s bars and night-clubs. In 1998, when reports on a Greek dictionary de-fining a Filipina as a domestic helper came out and the Philippine government protested, a leader of a group protecting immigrant rights in that Mediterranean country, said: “The kneejerk reaction from the Philippine gov-ernment makes us a laughing stock. In Greece, every rich Greek has a Filipina or two. No amount of diplomatic protest can change that image, be-cause the reality is that as long as the Philippine government continues with its policy of export-ing human resources (including domestic work-ers) the image will prevail. The issue at stake is why in heaven’s name do we have such an image for our women. The Philippine government can ill afford the luxury of spending time protesting a dictionary definition. Because the Philippine gov-ernment is the no. 1 exporter of domestic workers of the world.” Economists and even the World Bank have re-peatedly warned developing countries, including the Philippines, not to depend on the inflow of re-mittances and foreign investments to sustain the growth momentum. Instead of gloating over the increased remit-tances, it should be a cause for concern because it only means that local jobs are not available and this clearly shows that whatever growth the coun-try is enjoying now may be temporary. What if the Middle East countries suddenly decided not to hire Filipinos because of security threats or for political reasons? Or Singapore and Hongkong suddenly decided the Sri Lankans would make better maids? It is folly for the government to depend on over-seas workers for economic growth, not to men-tion economic survival. The government must look at OFW deployment as a temporary solution to the country’s economic ills, and should have a clear program to generate local employment to at least stop the exodus. Obviously, exporting labor remains a major economic policy of the Aquino government. And that is precisely the problem with the continued dependence on exported labor; it lulls both the government and the people to complacency. The government has become less serious in coming out with a more solid economic program, while the remittance-receiving families are content with receiving those monthly manna from their toiling family member and becomes passive in finding other ways to boost their income. Something has to be done to stop treating Fili-pino labor as export, and the export of labor as economic policy. And it has to start now. ([email protected])

MANILA -- Pope Francis will visit the Philippines on January 15, next year, a report from the Catholic News Agency said. Msgr. Nevin Perera, the coordinator of Sri Lankan migrants in Italy, revealed this information in a recent interview with the Catholic News Agency. The in-terview was quoted in an article posted on the website of the Catholic Bishops’ Conference of the Philippines (CBCP).The Vatican, though, has not formally confirmed the dates and specific itiner-ary of Pope Francis’ visit to the country.According to the CBCP News post, the Manila visit comes after a two-day visit to Sri Lanka where the Pope will arrive on January 13. Perera said the Pope will leave for Manila in the morning of Janu-ary 15. Earlier, visiting Vatican officials ex-pressed the pontiff’s desire to visit the country particularly to meet the victims of supertyphoon Yolanda in Eastern Vi-sayas. Manila Archbishop Luis Antonio Car-dinal Tagle said Pope Francis has ex-pressed his intentions to visit the victims of super-typhoon ‘Yolanda’ in Central

Visayas as well as the earthquake victims in Bohol. Palo Archbishop John Du said the papal visit would boost the morale of ‘Yolan-da’ survivors, especially those who are still struggling to rebuild their lives.“The pope’s visit is another big blessing. We are happy for the blessings that come to us– the Pope is coming, the people’s solidarity, and the overwhelming gener-osity of the people,” Du said.

KOREA IN AUGUST This year, the Pope is scheduled to trav-el to Korea from August 14 to 18 the 6th Asian Youth Day in the diocese of Dae-jeon. That visit would be his first in Asia.

THIRD POPE TO VISIT If the schedule pushes through, Pope Francis will be the third head of the Ro-man Catholic Church to visit the Philip-pines after Pope Paul VI in 1970, and Saint John Paul II in 1981 and 1995. The Vatican considers Asia as a conti-nent of growth for Catholicism. In 2012, Vatican data revealed that Catholicism in Asia is growing faster than in any other region of the world.

AMMAN, Jordan – Syrian jets bombed on Saturday rebel-held eastern areas close to the border with Iraq under the control of the Islamic State of Iraq and the Levant (ISIL), killing and injuring dozens in stepped up raids against the militant group since its Iraqi offshoot made stunning gains in northern Iraq.Five raids killed at least 16 peo-ple and injured dozens more when bombs hit residential areas in the town of Muhassan just over 100 km from Iraq, a day after tribal elders in the town along the Euphrates River, pledged allegiance to ISIL.This developed as US Secretary of State John Kerry headed to the Middle East Sunday seek-ing to overcome the sectarian divide in Iraq where Sunni militants seized more ground in an offensive that could rip the country apart.The violent struggle over Iraq on Saturday consumed cities and towns widely spread over the north and west of the country, with Sunni militants making some gains near a strategic border crossing with Syria.At the same time, the Sunnis reportedly faced their own challenges. An Iraqi security official and witnesses said a deadly gun battle near Kirkuk had broken out between two of the most powerful Sunni militant groups fighting the Shiite-dominated government. The battle pitted the ISIL, which is leading the offensive, against its Baathist allies and left 17 dead, ac-cording to the official.In Baghdad, the day’s violence had a more familiar sectarian cast. A bomb exploded in a market in the predominantly Shiite neigh-

borhood of Zafaraniya, killing four shop-pers. Three hours later, two men were found dumped nearby, handcuffed and shot to death. The victims were most likely Sunnis since the area is controlled by Shiite militiamen.In the insurgent-held city of Tikrit, in Sala-

Syria’s reported involvement Saturday was the manifestation of the increasingly convoluted politics sur-rounding the region. Although the United States argues that President Bashar Assad of Syria must step down, he and the United States now have a shared enemy in ISIL.

JERUSALEM — Israeli warplanes bombed a series of targets inside Syr-ia early Monday, the Israeli military said, in response to a cross-border at-tack that killed an Israeli teenager the previous day. In all, Israel said it struck nine mili-tary targets inside Syria, and “direct hits were confirmed.” The targets were located near the site of Sunday’s violence in the Golan Heights and in-cluded a regional military command center and unspecified “launching positions.” There was no immediate response from Syria. In Sunday’s attack, an Israeli civilian vehicle was struck by forces in Syria as it drove in the Israeli-controlled Golan Heights. A teenage boy was killed and two other people were wounded in the first deadly incident along the volatile Israeli-Syrian front since Syria’s civil war erupted more than three years ago. The Israeli vehi-cle was delivering water as it was do-ing contract work for Israel’s Defense Ministry w h e n it was struck. “Yester-day’s at-tack was an un-provoked act of ag-gression a g a i n s t I s r a e l , and a di-rect con-tinuation to recent a t t a c k s that oc-curred in the area,” said Lt. Col. Peter Lerner, a military spokesman. He said the military “will not tolerate any attempt to breach Is-rael’s sovereignty and will act in order to safeguard the civilians of the state of Israel.” The sudden burst of violence has added to the tense situation in Israel, where forces have spent the past week and half in a broad ground operation in the West Bank in search of three teenage boys believed to have been abducted by Hamas militants. Israel has carefully monitored the fighting in Syria, but has generally kept its distance and avoided taking sides. On several occasions, mortar shells and other types of fire have

landed on the Israeli side of the de facto border, drawing limited Israeli reprisals. Israel is also believed to have carried out several airstrikes on arms shipments it believed to be head-ed from Syria to Hezbollah militants in neighboring Lebanon. It was not immediately clear whether Syrian troops or one of the many rebel groups battling the government car-ried out Sunday’s deadly attack in the Golan. But Lerner said it was clear that the attack was intentional. Israel has repeatedly said it holds the Syr-ian government responsible for any attacks emanating from its territory, regardless of who actually carries them out. Israel captured the Golan Heights, a strategic plateau overlooking northern Israel, from Syria in the 1967 Mideast war. Israel’s annexation of the area has never been recognized interna-tionally. The incident occurred in the area of Tel Hazeka, near the Quneitra cross-

ing. The Britain-based Syrian Ob-s e r v a t o r y for Human Rights said Syrian troops had shelled nearby tar-gets on the Syrian bor-der earlier in the day. Israeli po-lice identi-fied the boy as Moham-med Karaka, 14, of the Arab village of Arraba in

northern Israel. Local media said he had accompanied his father, the truck driver, to work. Late Sunday, Prime Minister Benja-min Netanyahu said he spoke to the boy’s father and sent his condolences. “Our enemies don’t differentiate be-tween Jews and non-Jews, adults and children,” he told an international gathering of Jewish journalists. In his address, Netanyahu said in con-flicts like Syria, where al-Qaida-in-spired extremists are battling Iranian-backed Syrian troops, there is no good choice and it is best for Israel to sit back and let its enemies weaken each other. “This is a fault line between civ-ilization and savagery,” he said.

Pope excommunicates Mafiosi

SIBARI, Italy– Pope Francis on Saturday issued the strongest attack on organized crime groups by a pontiff in two decades, accusing them of practic-ing “the adoration of evil” and saying Mafiosi are excommunicated. It was the first time a pope had used the word ex-communication – a total cutoff from the Church – in direct reference to members of organized crime. “Those who in their lives follow this path of evil, as mafiosi do, are not in communion with God. They are excommunicated,” he said in impromptu comments at a Mass before hundreds of thousands of people in one of Italy’s most crime-infested ar-eas. To sustained applause he told the crowd: “This evil must be fought against, it must be pushed aside. We must say no to it.” He branded the local crime group, the ‘Ndranghe-ta, as an example of the “adoration of evil and con-tempt of the common good” and said the Church would exert its full force in efforts to combat or-ganized crime. “Our children are asking for it, our young people are asking for it. They are in need of hope and faith can help respond to this need,” he said.Vatican spokesman Father Ciro Benedettini said the pope’s stern words did not constitute a formal over-arching decree of canon (Church) law, re-garding excommunication, which is a formal legal process. Rather, he said it was more of a direct message to members of organized crime that they had ef-fectively excommunicated themselves, reminding them that they could not participate in Church sacraments or other activities because they had distanced themselves from God through their criminal actions. Still, the use of the highly charged word by a pope was significant because many members of organized crime in Italy see themselves as part of a religious, cult-like group, take part in sacraments, go to church and in some cases have also found complicity by some churchmen in the south. The pope, Benedettini said, was trying to “iso-late mafiosi within their own communities,” send-ing a message that they should not in any way be looked up to as “men of honor.”

‘China wants to seize more sea’DA NANG -- Vietnam and re-gional countries should raise world alarm about China’s nine-dash claim to much of the West Philip-pine Sea (South China Sea), retired French general Daniel Schaeffer told reporters on the sidelines of a conference on the Paracel and Spratly archipelagos here.Schaeffer, an expert on Chinese issues at France’s Asia Research Center, said China wanted to seize more sea within the U-shaped line claim it had marked out and then force other countries in the region to recognize the claim.

“Vietnam and regional countries should drum up the world com-munity about China’s claim,” he added.“It needs efforts to delete the claim before solving any disputes of sov-ereignty. The best way of solving the problem is by raising interna-tional alarm,” Schaeffer said.He warned that China was mount-ing a worldwide communication campaign to back its claim.Professor Renato De Castro from the International Studies Depart-ment at De La Salle University in the Philippines said China had

never given an explanation of its nine-dash line.He noted that global opinion played an important role in dealing with legal territorial disputes and required China respect the interna-tional law.Jerome Cohen, professor and co-director of US-Asia Law Institute, said Vietnam should use adjudica-tion to challenge China’s claims to sovereignty over the Paracel islands.He said unless the parties agreed on another impartial institution, Vietnam would have to go before

the International Court of Justice (ICJ).“China will surely not consent to an ICJ effort, since unlike the Unit-ed Nations Convention on the Law of the Sea (Unclos 1982) situation, China had no treaty commitment to accept ICJ jurisdiction in any dispute. Yet Vietnam may never-theless find it worthwhile to try to invoke the aid of the ICJ, not only placate domestic opinion but also to demonstrate to the world its sin-cere desire for a peaceful impartial settlement,” Cohen added.

WASHINGTON ― The Internal Rev-enue Service today announced the

adoption of a “Taxpayer Bill of Rights” that will become a cornerstone document to provide the nation’s taxpayers with a better understanding of their rights. The Taxpayer Bill of Rights takes the multiple existing rights embedded in the tax code and groups them into 10 broad categories, making them more visible and easier for taxpayers to find on IRS.gov. Publication 1, “Your Rights as a Taxpay-er,” has been updated with the 10 rights and will be sent to millions of taxpayers this year when they receive IRS notices on issues ranging from audits to collec-tion. The rights will also be publicly vis-ible in all IRS facilities for taxpayers and employees to see. “The Taxpayer Bill of Rights contains fundamental information to help taxpay-ers,” said IRS Commissioner John A. Koskinen. “These are core concepts about which taxpayers should be aware. Re-specting taxpayer rights continues to be a top priority for IRS employees, and the new Taxpayer Bill of Rights summarizes these important protections in a clearer, more understandable format than ever before.” The IRS released the Taxpayer Bill of Rights following extensive discussions with the Taxpayer Advocate Service, an independent office inside the IRS that represents the interests of U.S. taxpayers.

Since 2007, adopting a Taxpayer Bill of Rights has been a goal of National Tax-payer Advocate Nina E. Olson, and it was listed as the Advocate’s top priority in her most recent Annual Report to Congress. “Congress has passed multiple pieces of legislation with the title of ‘Taxpayer Bill of Rights,’” Olson said. “However, taxpayer surveys conducted by my office have found that most taxpayers do not be-lieve they have rights before the IRS and even fewer can name their rights. I believe the list of core taxpayer rights the IRS is announcing today will help taxpayers bet-ter understand their rights in dealing with the tax system.” The tax code includes numerous taxpayer rights, but they are scattered throughout the code, making it difficult for people to track and understand. Similar to the U.S. Constitution’s Bill of Rights, the Taxpayer Bill of Rights contains 10 provisions. They are:1. The Right to Be Informed2. The Right to Quality Service3. The Right to Pay No More than the Cor-rect Amount of Tax4. The Right to Challenge the IRS’s Posi-tion and Be Heard5. The Right to Appeal an IRS Decision in an Independent Forum6. The Right to Finality7. The Right to Privacy8. The Right to Confidentiality9. The Right to Retain Representation10. The Right to a Fair and Just Tax Sys-tem The rights have been incorporated into a redesigned version of Publication 1, a document that is routinely included in IRS correspondence with taxpayers. Millions of these mailings go out each year. The new version has been added to IRS.gov, and print copies will start being included in IRS correspondence in the near future. The timing of the updated Publication 1 with the Taxpayer Bill of Rights is critical

because the IRS is in the peak of its cor-respondence mailing season as taxpayers start to receive follow-up correspondence from the 2014 filing season. The publica-tion initially will be available in English and Spanish, and updated versions will soon be available in Chinese, Korean, Russian and Vietnamese. The IRS has also created a special sec-tion of IRS.gov to highlight the 10 rights. MANILA, Philippines–The Office of the Ombudsman has ordered an inquiry into the involvement of former Metro Rail Transit (MRT) general manager Al Vitang-col III and businessman Wilson de Vera in an alleged attempt to extort $30 million from a Czech train coach builder at an am-bassador’s residence two years ago. Vitangcol and De Vera will also be investi-gated for award-ing without public bidding an $11.5-mil-lion mainte-nance contract for MRT 3 to a company, Phil-ippine Trans Rail Manage-ment and Ser-vices Corp. (PH Trams), shortly after the failed shakedown in July 2012. De Vera and Arturo V. Soriano, an uncle of Vitangcol’s wife, are among the incorpo-rators of PH Trams. In a statement, the Ombudsman an-nounced that it had received a recommen-dation from its Field Investigation Office (FIO) to conduct a preliminary investi-gation and administrative adjudication

against Vitangcol and De Vera.Special panel An FIO special panel was formed in July last year to look into news reports detailing the charges hurled by Inekon Group CEO and chair Josef Husek and then Czech Am-bassador to the Philippines Josef Rychtar. A separate team was to probe the 10-month

maintenance contract awarded to PH Trams. Husek and Rychtar have testified that Vitangcol and De Vera asked for bribe money in exchange for granting Inekon the P3.7-billion contract to supply 48 coaches for the MRT 3 expansion. perjury complaint against Rychtar. The FIO panel proceeded with its inves-tigation despite Transportation Secretary Joseph E. A. Abaya’s decision to absolve Vitangcol. A similar probe was conducted by the House of Representatives’ com-mittee on good governance and public ac-countability.

The quake was deep. Reps tell news that the quake started forty-eight miles below sea level. As a result the quake’s impact was limited to the immediate region. USGS indi-cates to news that the Philippines earthquake was nine miles west of Wawa. It was seven-teen miles south of Calatagan and twenty-four miles south of Balayan. It was twenty-five miles southwest of Taal and seventy-two miles southwest of Manila. Several quakes have hit the country since the 7.6 magnitude August 31, 2012, first reported

A number of other active intra-arc fault systems are associated with high seismic activity, including the Cotabato Fault and the Verde Passage-Sibuyan Sea Fault (Galgana et al., 2007).”

Adding to the anti-pork sentiment, student activists held a rally at the Chino Roces Bridge near Malaca-ñang Palace on Saturday to denounce the selective prosecution engineered by the Palace. Charlotte Velasco of the League of Filipino Stu-dents said the government should not only charge opposition Senators Ramon “Bong” Revilla, Juan Ponce Enrile and Jinggoy Estrada but also some of the President’s men like Abad, Alcala and Joel Vil-lanueva, director general of the Technical Education

and Skills Development Authority. Bayan Muna secretary general Renato Reyes also questioned why Abad, Alcala and Villanueva have not been charged although they have been tainted by the pork scandal while the cases against other sus-pects were even railroaded. “There are still others out there who need to be investigated, need to be charged. We’re talking about people who are members of the Cabinet of the Aquino administration, political allies in the Liberal Party,” Reyes said in an interview with the ABS-CBN News Channel on Saturday. Reyes said if no charges are filed against these Cabi-net officials, it will only prove that the pork barrel scam is merely a political weapon of the Aquino ad-ministration. Their sentiment on the issue was shared by House bloc leader Rep. Martin Romualdez who said all pork-tainted allies of the President should be charged with plunder and graft to ensure that the rule of law, justice and fairness apply to all. Justice Secretary Leila de Lima said that the National Bureau of Investigation had found that most of the documents in Villanueva’s case bore signatures that were not his. De Lima said that Villanueva was be-ing investigated for his pork barrel al-locations that were channeled to bogus nongovernment or-ganizations of Janet Lim-Napoles. “That’s an important factor that the ques-tioned documents unit of the NBI had this kind of findings,” De Lima said when asked whether the NBI had cleared Villanueva of involvement in the scam. “Many of the documents that were examined were not (signed) by the same hand,” she said.Told that key whistle-blower Benhur Luy had said that he faked the signatures of lawmakers in going about the scam allegedly mastermind-ed by Napoles, De Lima said it really depended on the documents that were forged.

She declined to say what documents were found to bear fake signatures of Villanueva, a former Citizens Battle against Corruption rep-resentative, as these were still being evaluated by the NBI. The Inquirer earlier said Villanueva was among 11 incumbent and former lawmakers who would be charged with malversation in the

third and last batch of pork barrel cases related to the P10-billion pork barrel scam that the NBI would be filing in the Of-fice of the Ombudsman. The NBI was supposed to file the last batch of cases last week. On Monday, De Lima said the NBI was still evaluating the cases, including that of Villan-ueva. “We are evaluating ev-erything supposedly in the third batch… It’s be-

ing evaluated until we file cases,” she told re-porters. She added that the evaluation would not take too long to complete. De Lima said the justice department was mak-ing it a point to evaluate everything so that the case would stand scrutiny in the Ombudsman and the Sandiganbayan.

DAVAO CITY – Murder charges were filed here yesterday afternoon against four suspects, including a police official who was implicated in the murder of business-man and hotelier Richard King last June 12. Criminal charges were filed against police Superintendent Leonardo Felonia, who surrendered Monday night to Mayor Ro-drigo Duterte after one of the three arrested suspects in the killing of King claimed that the police official hired them to kill the businessman. King’s younger brother James filed the charges at the Davao City Prosecutor’s Of-fice. Felonia is the head of the Philippine Na-tional Police Regional Intelligence Office of Region 11 until he was relieved and

placed under restriction at police head-quarters last Monday. Also charged were Paul Dave Molina Labang, 24, the alleged gunman; brothers Rommel and Rodel dela Cerna who were identified as the lookout and the driver of the getaway motorcycle that Labang used to escape from the crime scene. Authorities earlier arrested Labang who shot King in the head at close range while the hotelier was having dinner with his staff at his Vital C Health and Wellness Products building along Sobrecary St. Ba-rangay Obrero in Davao City. Labang, a resident of Toril district in Davao City, had confessed and reportedly identified Felonia as the one who hired them to kill King.

On June 6, 2014, the U.S. Citizenship and Immigration Services (USCIS)

announced the renewal process for hun-dreds of thousands of young non-citizens who received a grant of Deferred Action for Childhood Arrivals (DACA). Renewal of DACA ensures current DACA holders will continue to be safe from deportation for another two-year period. In addition, they will continue to have work authoriza-tion and to be eligible to receive a social security number, and, in nearly every state, a driver’s license.

Q. Does this process apply to me if I am currently in removal proceedings,

have a final removal order, or have a vol-untary departure order?

A. This process is open to any individual who can demonstrate he or she meets

the guidelines for consideration, includ-ing those who have never been in removal proceedings as well as those in removal proceedings, with a final order, or with a voluntary departure order (as long as they are not in immigration detention). If you are not in immigration detention and want to affirmatively request consideration of deferred action for childhood arrivals, you must submit your request to USCIS – not ICE – pursuant to the procedures outlined below. If you are currently in immigration detention and believe you meet the guide-lines you should not request consideration of deferred action from USCIS but should identify yourself to your detention officer or contact the ICE Office of the Public Advocate through the Office’s hotline at 1-888-351-4024.

Q: What is deferred action?

A: Deferred action is a discretion-ary determination to defer a re-

moval action of an individual as an act of prosecutorial discretion. For purposes of future inadmissibility based upon unlaw-ful presence, an individual whose case has been deferred is not considered to be un-lawfully present during the period in which deferred action is in effect. An individual who has received deferred action is autho-rized by DHS to be present in the United States, and is therefore considered by DHS to be lawfully present during the period deferred action is in effect. However, de-ferred action does not confer lawful status upon an individual, nor does it excuse any previous or subsequent periods of unlawful presence.

Q: What is DACA?

A: On June 15, 2012, the Secretary of Homeland Security announced

that certain people who came to the United States as children and meet several key guidelines may request consideration of deferred action for a period of two years, subject to renewal, and would then be eli-gible for work authorization.

Individuals who can demonstrate through verifiable documentation that they meet

these guidelines will be considered for de-ferred action. Determinations will be made on a case-by-case basis under the DACA guidelines.

Q: Are all DACA recipients eligible to renew?

A: USCIS has made clear that individuals

who initially qualified for DACA will be eligible to renew unless they engaged in certain crim-inal activity, departed the country without the government’s permission, or stopped residing in the United States.

Q: Is there an age requirement for DACA renewal?

A: No one with DACA will be too old to renew – indeed, as previously ex-

plained, it is impossible to age-out of the DACA program.

Q: If the recipient has stopped going to school, will he still be eligible for re-

newal?

A: Individuals enrolled in school at the time of their initial application will not

be disqualified if they had to stop attending to see to other life responsibilities.

Q: Can those seeking DACA grant for the first time still apply?

A: Despite the excitement around re-newal, the 1.15 million potential

DACA applicants who have not yet filed an initial application should not mistaken-ly conclude that the application period has ended. Indeed, the agency continues to ac-cept roughly 10,000 new applications each month. Initial registration remains open.

Designating a “water watcher” — an adult who’s “not grilling, reading or talking with oth-ers” but actively supervising every child each time they are in or near the water — can boost children’s safety, says Helen Lightstone-Bloch, consumer safety manager for the Association of Pool & Spa Professionals. And toss out old or broken drain covers and install anti-entrapment or safety drain covers that are compliant with the Virginia Graeme Baker Pool and Spa Safety Act, she advises. The law is named after the 7-year-old girl who drowned after she was pulled underwater and trapped by a hot tub’s powerful suction — despite being a strong swimmer.

CPSC also recommends installing and using ground-fault circuit interrupters (GFCIs) for protection against electrocution hazards involv-ing electrical circuits and underwater lighting circuits in and around pools, spas and hot tubs.

Mr. Feodor C. Gregorio, Sr. passed away peacefully on June 21, 2014, with Tess, his wife of 50+ years at his side, in Fremont, CA. He will be remembered for his wisdom, integrity, kindness, great sense of humor, humility, unwavering devotion to his family and to God. Mr. Gregorio was born on Feb-ruary 9, 1936 in the Philippines during World War II. He was the 6th out of 11 children whom was alphabetically named by their par-ents, Entong and Tuding Gregorio. As a child, he remembered partic-ipating in the Bataan Death March and surviving. He excelled as a student academically, winning several poetic debate and writing awards during his school years. He later entered the Far Eastern Bible Institute and Seminary (FEBIAS), graduating with a degree in Theology and Christian Ministries under full scholarship. He became a lay minister and a devout Sunday School Teacher at Iglesia Evangelica Metodista en las Islas Filipinas (IEMELIF) Cathedral Church in Manila, Philippines. Along the way, he met Tess Gregorio and had 2 chil-dren; Maria (Tess’ junior) and Jojo (his junior). He also fathered Shirley and Jun, whom are Tess’ children from her previous marriage. He loved and cared for all children equally. He supported his family working as a Director at the Metro Manila Commission, Environ-

mental Sanitation Division. In 1991, he moved his fam-ily to Daly City, California where they lived for 5 years. They later moved to Fremont, CA in 1996, and his body will finally be laid to rest at nearby Hayward, CA. Feodor is survived by his wife, Tess; children: Shirley Fernandez Castro (Rizaldy Castro), Jun Fernandez (de-ceased), Maria Gregorio (Philippe Mouloudj), and Jojo Gregorio; grandchil-dren: Shondy Michelle Cas-tro Mendoza (Joe Mendoza), Rizaldy Castro (Erica Cas-

The drought is for real. From federal agencies to state agencies, from county agencies to city level agencies, measures are being undertaken

to ensure water, most especially drinking water is available to the con-suming public. According to the survey results received by the State

Water Resources Control Board the water conservation efforts by a majority of water suppliers in California show that water usage has declined by 5% statewide from the beginning of the year until May of 2014. This is how water suppliers as well as end users responded to the call of Governor Jerry Brown in his January 17, 2014 Emergency Drought Proclamation. For the Santa Clara Valley Water District the call to save water has to be more aggressive, more serious and implement water savings program that will work. For the second time last week, SCVWD officials invited several ethnic media representatives for a tour of their state of the art Water Treatment Plant in Santa Teresa, a look at Almaden Reservoir/Los Cap i t anc i l lo s Recharge Ponds. We also had a

quick tour of the New Quicksil-ver Dam site to bear witness to the real state of the Almaden dam through a briefing presented rep-resentatives of the SCVWD. The tour opened the eyes of the media representatives and practically en-sured that the message for water conservation is something that the populace should not ignore. She added that they are looking to reach the 20% mark in order to ensure that water will always be available. CAMPBELL – The $108 billion spend-ing budget approved by the Governor today contains landmark funding for the enforcement of mental health parity regu-lations and a new guarantee that mass public transit projects, such as BART to San Jose, will now receive a 10 percent slice of Cap and Trade revenue – two ma-jor budget policies that were shaped by Senator Jim Beall.“The new budget is a historic first step toward ensuring Californians will have greater access to mental health treatment and services,’’ Beall said. “With this bud-get, we can begin to finance crucial pub-lic transit and inter-city rail projects with Cap and Trade funds to get cars off the road. “I think in the years to come, people will look back at this budget and realize it went a long way toward making Cali-fornia healthier by strengthening mental health parity compliance and by support-ing mass transit to reduce greenhouse gases.’’ The budget contains a modified version of Senator Beall’s mental health parity enforcement budget proposal. The action dedicates nearly $2.5 million dollars to the Department of Insurance and the De-partment of Managed Health Care to hire additional staff to enforce mental health parity laws. The additional staff would be paid by fees on insurance plans and have zero impact to the state general fund. The new funding comes in the aftermath of Beall’s successful effort to include $369,000 in the May Revised Budget for the DMHC’s clinical consulting services to conduct initial front-end parity compli-ance reviews beginning with health plans

filings in July. The plans will be required for the first time to provide evidence dem-onstrating they are conforming to federal and state parity laws. Prior to this, plans were largely left to self-certify their com-pliance of the federal parity law.Beall also was able to ensure that 10 per-cent of the Cap and Trade revenue will now be devoted for mass transit and inter-city rail. The share of the revenue could grow to $300 million to $500 million an-nually in succeeding years. “This policy change means Silicon Val-ley’s number one transportation project – bringing BART through downtown San Jose – is well positioned to get the nec-essary funding we need to make it come true,’’ Beall said. PINEHURST, N.C. -- Michelle Wie finally delivered a performance worthy of the hype that has been heaped on her since she was a teenager. Wie bounced back from a late mistake at Pinehurst No. 2 to bury a 25-foot birdie putt on the 17th hole, sending the 24-year-old from Hawaii to her first major championship Sunday, a two-shot victory over Stacy Lewis in the U.S. Women’s Open. Wie closed with an even-par 70 and covered her mouth with her hand before thrusting both arms in the air. Lewis, the No. 1 player in women’s golf, made her work for it. She made eight birdies to match the best score of the tournament with a 66, and then was on the practice range preparing for a playoff when her caddie told her Wie had made the sharp-breaking birdie putt on the 17th. Lewis returned to the 18th green to hug the winner after other play-ers doused Wie with champagne. What a journey for Wie, who now has four career victories - all in North America, the first on the U.S. mainland - and moved to the top of the LPGA money list after winning the biggest event in women’s golf. She has been one of the biggest stars in women’s golf since she was 13 and played in the final group of a major. Her popular soared

along with criticism when she competed against the men on the PGA Tour while still in high school and talked about wanting to play in the Masters. That seems like a lifetime ago. The 6-foot Wie is all grown up, a Stanford graduate, popular among pros of both genders and now a major champion. “Oh my God, I can’t believe this is happening,” Wie said. It almost didn’t. Just like her so much of her life, the path included a sharp twist no one saw coming. Wie started the final round tied with Amy Yang, took the lead when Yang made double bogey on No. 2 and didn’t let anyone catch her the rest of the day. In trouble on the tough fourth hole, she got up-and-down from 135 yards with a shot into 3 feet. Right when Lewis was making a big run, Wie answered by ripping a drive on the shortened par-5 10th and hitting a cut 8-iron into 10 feet for eagle and a four-shot lead. She had not made a bogey since the first hole - and then it all nearly unraveled. From a fairway bunker on the 16th, holding a three-shot lead, she stayed aggressive and hit hybrid from the sand. After a three-minute search, the ball was found in a wiregrass bush that caused her to take a penalty drop behind her in the fairway. She chipped on to about 35 feet and rapped her bogey putt 5 feet past the hole.

Propositions 60 and 90 are constitutional amendments passed by California voters that provides property

tax relief for persons aged 55 and over. The intent of the propositions is to allow senior citizens to transfer their low property tax base if they purchase a home of equal or lesser value (in other words move down into a smaller home). The property sold must be located in one of the 8 counties currently part of the program (as always, this is subject to change). Prop 60 allows transfer of the property tax rate if you purchase within the same county (provided that county participates). Prop 90 allows you to sell your property in a participating county, and purchase a replacement property in any of the 8 counties that participate in the program, to date these are: Alameda, El Dorado, Orange, Los Angeles, San Diego, San Mateo, Ventura and Santa Clara. Perfect example: You bought a property in 1988 in Sunnyvale for $225,000 (Santa Clara County). You sell it this year for $1,200,000. You can buy a new more suit-able home in El Dorado Hills (El Dorado County) for $450,000 and transfer you low property tax base to your new home. The seller or their spouse must be 55 or older as of the date of sale of the original property. They both do not have to be 55, only one of them. It is a one-time only benefit. The only possible exception is if you become disabled. In order to qualify, your replacement property must meet these criteria:1. You, or a spouse residing with you, must have been at least 55 years of age when the original property was sold.2. The replacement property must be your principal resi-dence and must be eligible for the homeowners’ exemp-tion or disabled veterans’ exemption.3. The replacement property must be of equal or lesser “current market value” than the original property. The “equal or lesser” test is applied to the entire replacement property, even if the owner of the original property pur-chases only a partial interest in the replacement property. Owners of two qualifying original properties may not combine the values of those properties in order to qualify for a Proposition 60 base-year value transfer to a replace-ment property of greater value than the more valuable of the two original properties.4. The replacement property must be purchased or built within two years (before or after) of the sale of the origi-nal property.5. To receive retroactive relief from the date of transfer, you must file your claim within three years following the purchase date or new construction completion date of the replacement property.6. Your original property must have been eligible for the

homeowners’ or disabled veterans’ exemption either at the time it was sold or within two years of the purchase or construction of the replacement property. The market value of the replacement property as of the date of purchase must be equal or less than the market value of the original property on the date of sale. The meaning of “equal or lesser value” depends on when you purchase the replacement property. In general, equal or lesser value means:• 100% or less of the market value of the original property if a replacement property were purchased or newly con-structed before the sale of the original property, or• 105% or less of the market value of the original property if a replacement property were purchased or newly con-structed within the first year after the sale of the original property, or• 110% or less of the market value of the original prop-erty if a replacement property were purchased or newly constructed within the second year after the sale of the original property. In determining whether the “equal or lesser value” test is met, it is important to understand that the market value of a property is not necessarily the same as the sale or pur-chase price. The assessor will determine the market value of each property. If the market value of your replacement dwelling exceeds the “equal or lesser value” test, no relief is available. As always, there are many exemptions, exclusions, qual-ifications, and special circumstances. You should always verify your circumstances with the Assessor’s Office for your county. You can find more detailed information on Prop 60 & Prop 90 by visiting the California State Board of Equalization web site where most of the facts in this article was taken. Of course it is best to consult with your licensed tax preparer before you execute this strategy. MANILA - Coco Martin said he is happy for his “Maybe This Time” co-star Sarah Geroni-mo after she finally admitted on Thursday that she is in a relationship with Matteo Guidicelli, with whom he had a controversial brawl in 2011.Geronimo made the confirmation on the sidelines of a thanksgiving party for “Maybe This Time,” al-most a year after she and Guidicelli were first roman-tically linked.Martin, who was also Geronimo’s leading man in the 2010 TV mu-sical “1DOL,” was asked for his reaction to the pop star’s candid admission at the same event.“Siyempre masaya. LOS ANGELES – Shay Mitchell is pretty enough to be a beauty contestant, and smart enough to win the crown. The “Pretty Little Liars” star talked recently about her mom Precious Garcia, her second cousin Lea Salonga and her plans of going back to the Phil-ippines. The 27-year-old actress related that her mom, who hails from Pampanga, left the Philippines when she was just 19 years old, “She is such a strong indepen-dent woman and she’s al-ways been somebody who I looked up to.” Shay admitted that she used to think a lot about her lineage and how it would affect her career. “Being half-Filipino was something that I always questioned, like, if I was going to have a hard time with it, especially with acting. With modeling, which I was doing before, it was easier because people like to look at some-thing different. But a lot of the scripts that I read when I was starting out were always about the girl next door,” she related. “My character in ‘Pretty Little Liars,’ Emily Fields, is pretty much like that. She was the girl next door in the book. I did not look anything like her. But I was, like, I am going to go for it. That was one of the lessons that I learned from my mom. So luckily I did and here I am.”

As for her second cousin, Lea Salonga, she re-vealed, “I met her years ago. She was the coolest because she sang ‘The Carpet Song’ in Aladdin. Yeah, the song is called ‘A Whole New World’ but I call it ‘The Carpet Song.’ Anyway, she was

coming over, and I was so excited. I was expecting her to look like Jasmine. She came in a baseball hat and sweatpants. I was like, ‘So, where’s the Disney princess?’ And then I un-derstood that it was just her voice. That’s why she is so cool to me.” Shay, who has been to the Philippines twice, ad-mitted, “I can’t wait to go back. I want to go to Boracay and go back to Palawan. I really love the beaches over there.” Asked about the biggest lie she has ever told, Shay

revealed, “I have only done this like two or three times during special occasions like my mom’s birthday. I really like trying out new restaurants and usually they are fully booked. So I do something where, and this is so bad (laughs), I call a restau-rant, give my name and act as if I had a reservation and say, ‘I am changing the number of people in my party from four to three.’ Of course, they can’t find my name and I am like, ‘well, I reserved this about three months ago. It’s very important.’ Usually, they make sure they had a table. That’s my secret right there.”

ACTOR Gerald Anderson would rather not work with actress Maja Salvador, his girlfriend of over a year, in any movie or TV project.“I want our relationship to be private. I don’t want work to get in the way. That’s our way of protect-ing what we have,” said the star of the ABS-CBN series “Dyesebel.”Gerald described his relationship with Maja as “unique.” More than lovers, he said, they are best friends. “We’ve gone through a lot, and I’d rather not discuss de-tails. Hyundai-Kia’s first-ever first-place showing in the 2014 J.D. Power Initial Quality Study is a significant milestone for a Korean manufacturer that once struggled with quality. However, as the company accelerates its cadence of new, re-engineered and re-freshed vehicles for the 2015 model year -- including the Kia Soul EV and the Hyundai Genesis and Sonata -- a repeat performance will be a challenge. The quality study tends to sting brands that have launched redesigned models containing technologies that can baffle consumers while favoring those with carryover products. The Hyundai brand’s 2014 lineup is its oldest in several years. The 2015 Sonata went on sale in May. Later 2015 models equipped with navi-gation will feature Apple CarPlay func-tionality, making it one of the first auto-makers to bring CarPlay to market.Nonetheless, Hyundai’s quality team be-lieves its drive toward simplicity in the infotainment experience was a driving factor in this year’s success. Problems with voice recognition, audio systems and Bluetooth pairing beset the industry again in 2014. So one of the keys for Hyundai has been a concerted effort to limit driver confusion with eas-ily accessible technology guides and vid-eos, said Joshua Vedder, Hyundai Motor America’s senior group manager of ser-vice quality engineering. Hyundai also helped its cause by im-proving microphones and making sure

Quality scores are determined by the number of problems experienced per 100 vehicles, with lower scores signaling higher quality. The Hyundai brand, with a score of 94, cut its problems by 12, while Kia’s score remained at 106, 10 points better than the industry average. The Hyundai Accent,

Elantra and Genesis and Kia Cadenza and Sportage all nabbed segment wins. Only General Motors’ six segment wins topped Hyundai-Kia’s five.Study highlights• Toyota Motor Corp. finished second, followed by last year’s leader GM.• The Porsche Panamera, which won the large premium car category, had the best score of any model at 62 problems per 100 vehicles. Ford lowers fuel economy ratings for six vehicles

DETROIT -- The second-largest U.S. automaker said the move covers 2013- and 2014-model year hybrid and plug-in hybrid vehicles plus most 2014 Fiestas. Ford said in a statement it “iden-tified an error” through internal testing and notified the U.S. Envi-ronmental Protection Agency.“It’s unfortunate these figures were inaccurate initially but it’s good to see Ford following up with due diligence to correct them,” Karl Brauer, senior analyst with KBB.com, said in an emailed statement. “There have been rum-blings for a while now that some of Ford’s hybrids weren’t earning their EPA numbers in real world driving conditions.”Ford has been criticized and sued previously for models not match-ing the fuel efficiency it promised for its hybrids.In August 2013, the automaker reduced the rating for the 2013 C-Max hybrid to 43 miles per gallon after advertising 47 mpg and of-fered “goodwill payments” to cus-tomers of as much as $550. That occurred as Consumer Reports reported a disparity what Ford ad-vertised and what the magazine’s testing found. Consumer Reports found the model got 37 miles per gallon overall.With the newest rating change,

Ford altered the combined city-highway mileage rating of three versions of the 2014 Fiesta. Each version’s fuel economy rating was reduced by 1 or 2 mpg. Customers will receive “goodwill” payments of as much as $450 for purchase customers and $275 for lease cus-tomers, depending on the version.Also affected were ratings for 2013 and 2014 hybrid versions of the C-Max, Fusion and Lincoln MKZ as well as plug-in hybrid versions of the C-Max and Fusion. The “goodwill” payments total as much as $1,050 for purchase cus-tomers and $625 for least custom-ers for the MKZ hybrid.
