The 2017 Annual Security and Fire Safety Report is available. Southern Illinois
University Carbondale (SIU) prepares the Annual Security and Fire Safety Report
(ASR) in compliance with the Jeanne Clery Disclosure of Campus Security Policy
and Campus Crime Statistics Act (“Clery Act”) and the State of Illinois Campus
Security Enhancement Act. The Clery Act requires colleges and universities to:
1. Publish an annual security and fire safety report;
2. Disclose crime statistics;
3. Provide timely warning and emergency notifications upon the confirmation of a
significant emergency or dangerous situation involving an immediate threat to the
health or safety of students or employees occurring on campus;
4. Disclose missing stu-
dent notification proce-
dures for residents liv-
ing on campus;
5. Provide a 60 day
crime and fire log;
6. Submit collected
crime and fire statistics
to the U.S. Department
of Education.

Campus Security Authority Responsibilities
As part of the federal Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Sta-
tistics Act, otherwise known as the Clery Act, certain categories of crime, arrest and referrals at
certain locations are required to be reported in an Annual Security Report. The report can be
found here.
Another key requirement of the Clery Act is to identify Campus Security Authorities (CSAs) to
assist with resources, reporting, and overall safety of the campus community.
What is a Campus Security Authority (CSA)?
The Clery Act identifies certain categories of students, University employees and contractors as
CSAs. These individuals are identified as CSAs based on the function of their job and whether or
not they have a significant responsibility for student activates or the ability to control access to
facilities.
The intent of including non‐law enforcement personnel in the role of CSA is to acknowledge that
some community members and students in particular may be hesitant about reporting crime to
the police. These same people may be more inclined to report incidents to other campus‐
affiliated individuals.
Reporting Obligations
CSAs are responsible for reporting allegations of Clery Act crimes and must also report any Clery
Act crimes reported to them or that they witness. A Clery Act crime is considered “reported”
when it is brought to the attention of a CSA, University Police or local law enforcement person-
nel by a victim, witness, other third party or even the offender.
While CSAs are only obligated to report Clery Act crimes that occurred within the University's
Clery Geography, CSAs are encouraged to promptly report all campus‐ related criminal incidents.

October is domestic violence awareness month. At SIU, gender-based violence will not be tolerated. Gen-
der-based violence encompasses sexual assault, domestic violence, dating violence and stalking. SIU's
commitment to ending gender-based violence can be found in the education, awareness, and prevention
efforts throughout the year.
Most people understand that domestic violence occurs by many different
methods. While the abuse may be physical, sexual, or emotional, domestic vi-
olence is never okay, nor is it the victim’s fault. There are three cycles of vio-
lence: the tension phase, the violent phase, and the honeymoon phase. The
chart below gives detailed explanations of each phase. If you, a loved one, or
an acquaintance experiences the symptoms listed below, it is time to get help.
Stand up for yourself and others to help end domestic violence!

On October 26th and 27th, the Carbondale Halloween Committee will welcome visitors from across the region for a weekend of food, fun and entertainment. The community will host bonfires, Disney movies, free music, hay rides, bouncy houses, bison burgers, pumpkin races and more, all with a focus on family-friendly events. And with some amazing free music acts on Saturday night, along with special programming at the Varsity theater, there will be plenty for adults to do to as well.
The entertainment will be city-wide. Murdale Safe Halloween will be back for its 21st year, and the Green Earth Pumpkin Glow on North Oakland is coming back for its 2nd year. On the SIU Campus there will be a Monster Dash 5K Race and a showing of Disney’s “Halloweentown." The downtown area will play host to the 5th annual Great Carbondale Pumpkin Race, some great programming at the Varsity theater, a candy walk, and some amazing free music. The idea to resurrect Carbondale Halloween arose during last year’s Eclipse experience. The weekend of the Eclipse was such a positive event for so many, there was a sense it was time to create another signature event in Carbondale. After discussions with local business owners, fall seemed to be a perfect time for a new annual event, and with Carbondale being almost synonymous with Halloween, the timing seemed perfect to reintroduce the celebration back to the region.But it takes a community to recreate a festival.
A multitude of sponsors, community organizations and individuals within the Carbondale community have come together to bring back Carbondale Halloween. The Carbondale Halloween Committee consists of 22 members representing 11 community organizations, the City of Carbondale, SIU, business owners and private citizens.
The strong sense of pride that is shown by this cooperation certainly helps to foster a sense of community and improve collaboration between the City and University. It also helps to create more fun things for our region’s residents and SIU students to do, while bringing the fun back to Carbondale.
The City of Carbondale is known throughout the region as a town whose residents have a strong sense of volunteerism and support. That spirit of collaboration could not be on better display in this moment, as citizens and organizations pull together to make the City a better, stronger and more welcoming place.
