REPORT OF ROUNDTABLE MEETING ON RECOVERY & RECYCLING UNDER REFRIGERANT MANAGEMENT PLANS

2. INTRODUCTION One of the objectives for UNEP’s Compliance Assistance Programme (CAP) is to introduce technical services to developing countries with accordance to their requirements to comply with Montreal Protocol. West Asia countries adopted -in the ODS Officers main meeting Manama, June 2003- strategy for CAP in the region. The strategy outlined regional objectives and compliance requirements for the triennium 2003-2005. Later on during the follow-up meeting of ODS Officers Damascus, December 2003 and inline of the adopted strategy, countries requested CAP to organize meeting on RMPs implementation as a priority for the region emphasizing on Recovery & Recycling projects.

3. WORKSHOP OBJECTIVES

The Round-Table Meeting mainly targeting to enhance countries understanding towards R&R implementation. Core objectives of the meeting can be summarized as follows:

• Provide countries with comprehensive overview on the global CFCs demand and market trends in refrigeration and air-conditioning as well as CFCs and alternatives price trend in West Asia.

• Introduce detailed experiences from R&R projects that potentially successful in Article 5 countries as well as lessons learnt from completed projects.

• Introduce new ideas and methodologies for the implementation, monitor and evaluation of the R&R projects.

4. METHODOLOGY

The workshop was organized over a period of two days in order to give enough time for all concerned to express their experiences, visions and accomplishments. In order to achieve these objectives, the workshop followed the concept note and the agenda that prepared by the CAP for this meeting and adopted by countries and concerned participants through the E-form. (Annex I).

5. DAY 1 – MONDAY, 31ST MAY 2004

a. OPENING CEREMONY

Dr. Abdulelah Alwadaee –Network Coordinator – UNEP/ROWA, who delivered a welcoming speech to all participants and delegates illustrating main objectives of the meeting, attended the opening session. Dr. Berj Hatjian – Director General of Ministry of Environment – Lebanon, also made a welcoming statement thanked the implementing agencies for their continuous support and assistance. Dr. Hatjian also pointed out the need to think ahead and in more depth in order to make a difference in environmental management as a whole in the country, wishing all the best for the remaining of the workshop and the following ODS officers meeting.

Following the opening session, Lebanon was selected for chairing the meeting.

The meeting was attended by 47 participants including ODS Officers and the National RMP Experts from the following countries Bahrain, Jordan, Kuwait, Lebanon, Oman, Qatar, Syria, Yemen. In addition to the guest countries Iran, Macedonia and Sudan, The implementing agencies UNDP & UNIDO and Bilateral GTZ (Germany) also participated in the event. More over the Refrigeration & Air-Conditioning Technical Option Committee Co-Chair was invited to participate as international expert in the meeting. Annex II is list of participants.

b. FIRST SESSION Prof. R.S.Agarwal – Co-Chair Refrigeration and Air Conditioning Technical Committee (RTOC) gave the first presentation, which mainly highlighted outcomes of the RTOC Report for the year 2002 on the Refrigeration and Air Conditioning and international trends in consumption of ODS and related technologies production.

The second presentation was given by Mr. Ayman Eltalouny –RMP Officer (UNEP/ROWA) – that focused on the regional consumption of CFCs in West Asia as well as the RMP status of implementation in West Asia countries. In addition, Mr. Eltalouny provided information on the price trend for refrigerants in the region. The third presentation was given by Mrs. Dominique Kayser – Project Coordinator (UNDP), who pointed out the lessons learned from the R&R projects in the region and raised the Bahrain case study. Accordingly, the delegation of Bahrain, clarified that they are experiencing some difficulties in execution mainly due to (a) insufficient awareness among technicians and stakeholders, (b) non user friendly equipment, (c) recycling centers that are operating under a loss, (d) consumers that do not trust recycled CFCs. The fourth presentation was given by Dr. Ahmed Malayeri – Officer (UNIDO), who briefed the experience of UNIDO in the region with regard to the implementation of RMPs.

DISCUSSIONS: The first discussion the day, began by the delegation of Kuwait, who pointed out that the reason for the low prices of HFC 134-a compared to the CFC-12 was due to the high demand of HFCs in the country. The delegate of Macedonia stated that the CFC 12 price per bottle (13.6 Kg) ranges between 50-55 USD and the HFC 134a price per bottle is 60-65 USD. Where as the Syrian delegate stated that the HFC 134a costs 50-57 USD per bottle.

It was clarified by the Lebanese delegation that until today there is no retrofitting facility as was indicated in one of the presentations.

c. SECOND SESSION

The fifth presentation was given by Mr. Samir Traboulsi – Representative of the ASHRAE Chapter of Lebanon, who presented a technical layout concerning phasing out of CFCs in Mobile Air Conditioning (MAC) including servicing techniques, recovery & recycling and retrofitting.

The sixth presentation was also given by Prof. R. S. Agarwal – Co-Chair (RTOC), that outlined mainly R&R techniques, equipment and targeted sectors introducing new ideas for recovery utilizing lower cost and custom made equipments.

DISCUSSIONS:

The second discussion of the day was initiated by the delegation of Bahrain inquiring on the usage of Butane/Propane, which are used in several countries such as Thailand and Malaysia. The issue was clarified by Mr. Traboulsi who pointed out that in some countries charging is being done using these two flammable gases however not at all levels but as a compromise.

Mr. El-Talouny also questioned the average costs of the MAC retrofitting kit together with the availability of such a kit for all models and brands of cars. Mr. Traboulsi provided the answer, in which he stated that a simple kit costs less than 120 USD. Moreover, Prof. R.S.Agarwal stated that retrofitting prices might vary depending on the countries from 200-350 USD. Mr. Traboulsi also indicated that such high prices in retrofitting might lead customers to use other cheaper and illegal measures.

RMP Officer introduced the first discussion session’s outline and expectations including proposal sheets for discussion. Two groups were formed accordingly: the first group included ODS Officers to discuss the “ Information System and Sector Classification” (Annex III). The second group included RMP Experts and National Refrigeration experts to discuss “Equipment Specification and Local Conditions” (Annex VI). Each group selected a Chairman and a Rapporteur. The groups separated for individual discussions in order to present the outcomes and recommendations in the beginning of the next day.

6. DAY 2 - TUESDAY, 1ST JUNE 2004

a. THIRD SESSION

The chairman Mr. Mazen Hussein opened the session and asked the two discussion groups (Group I and Group II) to present their findings and recommendations from the second session. Group I represented by Ms. Rola Al Sheikh (Focal Point Ozone Office – Lebanon) discussed their eight recommendations concerning the servicing sector, data collection and information system. Group II represented by Prof. R.S.Agarwal (Co-Chair RTOC), discussed the technical outcomes concerning the recovery and recycling equipments specifications.

DISCUSSIONS:

Mr. El-Talouny suggested that the Group I should add one recommendation concerning resources needed for updating and revising the servicing sector classification and date collection utilizing the ExCom Decision 41/100 regarding introducing flexibility for countries in cooperation with implementing agencies to reassess the status of their level of work with the available funds from the MLF.

The delegates of Iran stated that they are currently using the Geographical Information System (GIS) to locate the appropriate locations of workshops in order to have a fair distribution of the equipment to them. Taking into consideration distance betweens workshops, level of consumption, etc. The delegation of Iran also suggested adding a recommendation to Group I as to give extra sets of equipments to the complied and cooperative workshops as an incentive. The delegation of Kuwait wondered about the incentives that should be given for the technicians other than the units.

Adding to this issue, and about the feasibility of establishing recycling centers, the representative of UNIDO, Dr. Ahmed Malayeri, pointed out that it depends on the country size, location of workshops, and the number of personnel. In Sudan, for instance, they have many small workshops, as a result no difficulty in the distribution of kits. Whereas in Oman, the decision is still not taken whether a center should be established or not, the chairman added that the decision of having a recycling center should be left to each country itself.

Moreover, Mr. Dirk Legatis, representative of GTZ Proklima, stated that if the center can be located nearby to the population it is better because additional transport costs cannot be covered by the MLF.

b. FOURTH SESSION

Mr. Ayman Eltalouny, RMP Officer (UNEP/ROWA) presented an overview on the Secretariat’s Synthesis report on the evaluation of RMP and highlighted on the latest ExCom decision 41/100 on RMPs. The second presentation was given by Mr. Dirk Legatis – Representative of GTZ Proklima, who pointed out the key lessons learned in the refrigeration training in the region as well as, give an idea on a number of types of equipments such as recovery and recycling machines, vacuums, etc.

DISCUSSIONS:

Bahrain representative asked Mr. Legatis, about what motivates the people in Europe and in Germany for instance to follow the law in R&R. Mr. Legatis replied and stated that since 10 years the system is being implemented and that the regulations are being respected and obeyed, as well as, the competition in these countries is very high as well as the enforcement and penalties system considered main element in achieving this level of complying with regulations.

Regarding the quality control of the recycled products, Mr. Samir Traboulsi inquired about the measures that are taken especially when profit is wanted. Accordingly, Mr. Legatis assured that continuous training is being done concerning safety and handling of refrigerants, i.e. measure of the temperature and the pressure of the refrigerants.

It is to be noted, that the issue of dumping and exporting of old refrigerators in Europe had been raised. The chairman proposed to postpone the discussion of this essential topic to the Main Meeting of ODS Officers since it’s related to trade and policies.

c. FIFTH SESSION

Prof. R.S Agarwal delivered constructive and technical information concerning retrofitting techniques and its viability for different refrigeration and air-conditioning systems in both domestic and commercial applications.

DISCUSSIONS:

The delegation of Bahrain asked about the advantages and disadvantages of the usage of hydrocarbons. Prof. Agarwal clarified that the main disadvantage of hydrocarbons’ usage is in the safety aspect (i.e. flammability) especially in the cabinet of the domestic refrigerator if there is a leakage, however it should be considered that the charge in domestic refrigerator with hydrocarbon refrigerants is less than half of the conventional type by weight.

Also, the delegate of Sudan was concerned in knowing the condensing pressure and the temperature of the compressor in case of using hydrocarbons. Prof. Agarwal, explained that the vapor pressure and condenser pressure and temperature are more or less the same in the traditional refrigerators.

Mr. Legatis raised also the issue of toxic refrigerants. Any unqualified or uncertified technicians can be harmed by the high-pressure in the devices, since the R-134a is lower toxicity and odorless, whereas, the ammonia that is more toxic and can be smelt easily at very high levels, noting that only a certified technician is to be allowed to work with it together with introducing correct standards. As for the price for Hydrocarbons, a machine that produces 100 tones of hydrocarbons per year costs only 100,000.00 USD.

In addition, Prof. Agarwal noted that the workshop should install fire extinguishers and establish good sealing of their electric wiring as well as other safety and risk measures to be taken.

d. SIXTH SESSION

This session was given respectively by each of the delegate of Jordan – Mr. Hecham Rawashdeh, the delegate of Macedonia – Mr. Marin Kocov, and the delegate of Sudan – Mr. Hassan Osman to present on the lessons learned from Article 5 countries in R&R project implementation. Where Jordan, introduced the national refrigerants recovery and recycling project in their country.

Macedonia highlighted the key features of their RMP project, and Sudan summarized their experience in RMP project.

DISCUSSIONS:

The delegate of Lebanon expressed a concern in knowing from Macedonia’s experience, how much they are recovering from the center. The reply was that 80% of the recycled CFCs are from the center.

Mr. Eltalouny asked the delegate of Macedonia to clarify why the workshops need a court approval for operating and under what legislation. Accordingly, Mr. Kocov explained that since in workshops they are working with high-pressure bottles they have to get certificates or else it will be considered illegal. The Ministry of Science issues the certificates.

The delegate of Sudan stated that the cost of recovery is 40 USD per cylinder to recharge and 2 USD to the center per charge for continuity of the center for CFC 134a.

In addition, the delegates of Jordan noted that the R&R is conducted within the maintenance of the workshop itself. In other terms, no need to transfer the cylinder for recycling in the recycling centers.

It had been noticed, that in Sudan the recovered CFC’s price is 2 USD, which is cheaper than the new one (i.e. 7 USD). That’s a main reason why recovery activities are preferable.

The delegate of Yemen showed an interest in knowing the percentage of the pattern of the recyclable refrigerants in Macedonia. Mr. Kocov stated that recovery from domestic appliances is only 10-15% from the reused amount and the rest is from commercial applications and MAC.

e. SEVENTH SESSION

Mr. Eltalouny introduced the discussion session’s outline and expectations including proposal sheets for discussion. Two groups were formed accordingly: the first group (Group IV) included ODS Officers to discuss the “Legislative support measures & enforcement” (Annex V). The second group (Group III) included RMP Experts and National Refrigeration experts to discuss “Management of R&R, and relation with RMP component” (Annex VI). Each group selected a Chairman and a Rapporteur. The groups separated for individual discussions in order to present the outcomes and recommendations.

DISCUSSIONS:

After the groups discussed their tasks, they briefed each other on their main recommendations. Where mainly, concerns were expressed towards the cost effectiveness for RMP projects. For instance, Iran stated that in the South Asia Network, discussions took place about the importance of reconsidering the cost effectiveness value for RMPs.

At the end of the meeting, the network coordinator Dr. Abdulelah Alwadaee thanked all countries, implementing agencies and experts for attending for their participation the organizers of this meeting closed the round table and wishing them success for the coming ODS officers meeting.

7. RECOMMENDATIONS

The final outcomes and recommendations of the round-table meeting are categorized under the four themes of the discussion sessions as follows: a. INFORMATION SYSTEM AND SECTOR CLASSIFICATION

Countries in cooperation with implementing agencies should conduct survey for classifying the refrigeration & air-conditioning servicing sectors before starting the implementation of the R&R component to be at least with accordance to the following criteria: Identifying mainly workshops and servicing companies for the MAC, Commercial and

Domestic sub-sectors. Identifying size of these workshops and companies with respect to activities and

refrigerants consumption and categorizing them by low, medium and high. Plot a map for the geographical distribution of these workshops and companies vs. sub-

sectors and size. Identify the formal and informal part of the small workshops (licensed or registered)

Countries with assistance of the national RMP experts and implementing agencies should develop a questionnaires covering the above mentioned aspects to assist in conducting surveys, Countries should try to update this survey on regular basis. A country that have previously conducted such surveys during RMP preparation should ensure that above data are available and is up to date before proceed with implementation.

Countries in cooperation with implementing agencies are requested to benefit from the flexibility given by the ExCom Decision 41/100 for countries in cooperation with implementing agencies within historically agreed funding levels, as far as planned changes to project activities be clearly documented and available for future monitoring and evaluation in accordance with Fund rules.

Countries should encourage respective governmental and private stakeholders to establish national association for refrigeration and air-conditioning addressing technicians requirements of training and certification.

b. RECOVERY & RECYCLING EQUIPMENT SPECIFICATIONS

Participants reviewed the proposal sheet prepared by CAP for R&R equipment specifications (Annex IV). The matrix in Annex VII illustrates the proposed equipment type vs. targeted sub-sector, while the following were the main general recommendations on this issue: Only Oil-free compressor based portable recovery M/C, R&R M/C and MAC R&R are

preferred over oil-based to avoid difficulties based by service technicians due to contamination.

The recovery, evacuation and charging M/C will be more useful in place of separate

recovery M/C, vacuum pump and R&R M/C for servicing workshops of domestic and light commercial appliances and small workshops and informal sector.

Independent R&R units are preferred over setting up of Recycling centers unless country

specifically asks for it. No equipment is recommended for end-users of RAC applications.

c. MANAGEMENT OF RECOVERY & RECYCLING PROJECT

The implementation of R&R projects should be encouraged irrespective to the price of CFCs in a country, if legislation (licensing and quota of ODS) is in place and enacted properly in order to avoid the release of ODS. Distributing R&R and recovery units to medium/large consumers is preferable over establishing Recycling center, however some recycling centers maybe initiated to cover certain areas depending on country’s requirements and geographical distribution of the beneficiaries. Countries are encouraged to set criteria for distributing the R&R and/or recovery units to beneficiaries, the following criteria was adopted by participants: Amount of CFCs consumed by the workshop or company.

No of monthly or annually serviced appliances by the workshop or company.

The geographical location factor.

Mandatory attendance and certification of the workshop or company technicians to the

training on refrigeration good practices program under RMP.

Availability of funds (No of equipment provided by the project).

Countries in cooperation with implementing agencies should consider -when purchasing- the provision of adequate spare-parts for the supplied units, it is also recommended to consider –when evaluating offers- suppliers that have local and/or regional agents.

For optimum operation and management of the R&R project, countries in cooperation with implementing agencies are requested to consider allocating –or requesting if not yet approved- adequate funds for the management, operation and monitoring of the project.

d. LEGISLATIVE SUPPORT MEASURES

Countries are requested to include incentives and disincentives about import of ODS into their national licensing system.

It is highly recommended that countries should start using the 8-digits code of the Global Harmonized System (GHS).

Ratification of MP amendments and updating national legislations to comply with amendments requirements are two elements that countries should considered as priority.

Countries –in cooperation with implementing agencies- are requested to stress on programs of capacity building, training of personnel and customs officers, within ongoing projects and activities or through seeking additional resources (funds).

Countries should explore the possibilities of integrating the national ODS regulations in the Free-Zones regulations.

8. CLOSING

At the closing session of the meeting, Dr. Abdulelah Al-Wadaee The Regional Network Coordinator introduced CAP thanks and appreciation to the Ministry of Environment of Lebanon particularly the National Ozone Unit for the tremendous efforts and hospitality they provide to support the successful organization of this round-table meeting. Round Table Meeting on Recovery & Recycling under Refrigerant Management Plans (RMPs)

Organized By Compliance Assistance Programme (CAP)

Hosted by the Government of Lebanon Back-to-back with the ODS Officers Main Meeting

Beirut, Lebanon 31st May- 1st June 2004

CONCEPT NOTE

BACKGROUND One of the objectives for UNEP’s Compliance Assistance Programme (CAP) is to introduce technical services to developing countries with accordance to their requirements to comply with Montreal Protocol. West Asia countries adopted -in the ODS Officers main meeting Manama, June 2003- strategy for CAP in the region. The strategy outlined regional objectives and compliance requirements for the triennium 2003-2005. Later on during the follow-up meeting of ODS Officers Damascus, December 2003 and inline of the adopted strategy, countries requested CAP to organize meeting on RMPs implementation as a priority for the region emphasizing on Recovery & Recycling projects.

Refrigerant Management Plans (RMPs) were designed to be national strategies for phasing-out CFCs in the refrigeration and air-conditioning servicing sectors. Five years of implementing RMPs under guidelines set at 1998 and amended in 2000 revealed several and different obstacles faced during implementation. The Multilateral Fund within its role to monitor and evaluate phase-out projects conducted during 2003 a Desk Study on the evaluation of implementation of RMP. The desk study came out with several valuable and applicable recommendations that could in the near future after conducting further assessment –especially for non-LVCs- formulate outline for new guidelines to RMPs. WHY ORGANIZING ROUND-TABLE MEETING ON RECOVERY & RECYCLING? West Asia countries requested organizing special meeting on R&R during last follow-up meeting December 2003 in Syria. Out of 7 approved RMP projects in West Asia countries only one is completed, while out of the remaining 6 RMPs only one actually started with R&R component implementation. That was due to several reasons i.e. RMP approval linked the R&R component start up with CFC price, country preferred to delay implementation –voluntary- till price gap reduced or RMP is newly approved. Countries express their fear towards the implementation of R&R successfully bearing in mind lessons learned from other Article 5 countries. Operating and managing R&R national project is one of the main concerns; countries explained their need for obtaining rigid planning of operating R&R projects and adjustable applicable structure. Although UNEP is not implementing investment projects like R&R, CAP within its main role and objectives is requested to provide technical support through networking with accordance to actual requirements of countries. CAP cooperation and coordination with implementing agencies in West Asia was successfully established during 2003, this cooperation didn’t only cover jointly implemented projects but also extended to include other aspects directly related to compliance of countries. on R&R shall enables countries and IAs to jointly review implementation methodologies and technical aspects for such projects. The Open-ended Working Group on refrigerant management plans set up by decision 40/20 drafted a decision that was adopted by the Executive Committee under decision 41/100 (Attached).

RMP as an approach is going to be reviewed by parties in 2005, CAP through its networking activities could provide comprehensive feedback from both point of views technical and administrative which could support the review process. Recent ExCom decision on RMP as well as outcomes of the MLFS Desk Study also supports indirectly the idea of reviewing and updating RMP guidelines.

OBJECTIVES OF THE ROUND-TABLE MEETING In light of the above mentioned, the Round-Table Meeting is mainly targeting enhancing countries understanding towards R&R implementation. Core objectives can be summarized as follows:

• Provide countries with comprehensive overview on the global CFCs demand and market trends in refrigeration and air-conditioning as well as CFCs and alternatives price trend in West Asia.

• Introduce detailed experiences from R&R projects that potentially successful in Article 5 countries as well as lessons learnt from completed projects.

• Introduce new ideas and methodologies for the implementation, monitor and evaluation of the R&R projects.

TARGETED PARTICIPANTS CAP is keen to raise the level of outcomes of this Round-table meeting, therefore in addition to the National Ozone Officers who are attending the meeting, invitations were also sent to the following: • Refrigeration experts from west Asia countries; experts responsible for R&R implementation and/or

RMP; • Refrigeration and Technical Option Committee Co-Chair; • Refrigeration Expert from Sudan; R&R project supervisor; • ODS Officer from Macedonia; Completed R&R project with good success indicators as per the MLFS

Desk Study; • Implementing Agencies & Bilateral; and • Multilateral Fund Secretariat. Moreover, as a direct result to the close cooperation that CAP established with IAs, UNIDO is sponsoring participation of six participants representing three countries from outside West Asia. Three National Ozone Officers as well as three national experts for RMP implementation are attending representing Iran, Nigeria & Pakistan.

APPROACH Agenda (Attached) of the round-table meeting was designed to accommodate only necessary presentations and to spare more time for group discussions on specific issues. Countries and Implementing Agencies were requested to emphasis on their presentations only on R&R projects highlighting the following elements: • National legal framework used in enforcing phase-out in general and R&R practice in particular. • National demand on CFC by sector before starting the project and at present • Outline of R&R project

• Management of the project including: o Administrative arrangements o Price (Sell & Buy) of Recovered/Recycled Refrigerants control or monitor o Logistical difficulties; overcoming approaches (i.e. recovered refrigerant transport) o Supplied equipment specifications, quality and durability.

Other presentations will tackle only technical related aspects i.e. global and regional context of CFC remaining consumption and demand, technical aspects of domestic and commercial refrigeration systems retrofitting, phase-out CFCs in MAC and highlights on MLFS desk study and latest ExCom decisions on RMP.

DISCUSSION SESSIONS Group discussions sessions designed to cover main elements of R&R projects, the proposed sessions are: • Information System and Sector classification • Equipment Specification and local conditions • Management of R&R and relation with other RMP components. • Legislative support measures & enforcement. Discussion sessions will be served with discussion sheets composing of main discussion elements and required group outputs. The outcomes of these sessions are expected to formulate the core of the round-table meeting final recommendations.

EXPECTED OUTPUTS

The expected outputs of the round-table meeting are:

• Introduction of applicable methodologies for the implementation of R&R projects in the region. • Better understanding to ExCom latest decisions on RMP implementation. • Enhancement of information exchange between countries and IAs on technical issues i.e. R&R

equipment specifications, CFCs price and demand trend in the region and introduction of retrofitting technical aspects.

• Raise the coordination level between UNEP and IAs particularly in jointly implemented RMPs.

Decision 41/100: Open-ended working group on refrigerant management plans

The chair of the open-ended working group on refrigerant management plans set up by Decision 40/20 reported that, following consultations among members of the Executive Committee and representatives of the implementing agencies, a draft decision had been prepared for consideration by the Executive Committee. Following a discussion, in recognition of the fact that in certain cases Article 5 countries needed flexibility in implementing refrigerant management plans in order to reflect changing circumstances, the Executive Committee decided:

(a) To recommend that bilateral and implementing agencies, in collaboration with Article 5 countries preparing and implementing refrigerant management plans, be given flexibility, within historically agreed funding levels, to implement refrigerant management plan components that are adapted to meet the specific needs of relevant Article 5 countries, and that planned changes to project activities be clearly documented and available for future monitoring and evaluation in accordance with Fund rules; and

(b) That in developing appropriate interventions, Article 5 countries and bilateral and implementing agencies should give consideration to: (i) Concentrating support on the development of legislation and coordination mechanisms with industry,

where these are not yet in place, and on further training programs for refrigeration technicians and customs officers, using existing national capacities and providing expert support and resources such as equipment and tools required; this should also include efforts to raise awareness of the value of skilled technicians for end users and for stakeholders;

(ii) Also concentrating recovery and reuse of CFC on large-size commercial and industrial installations and mobile air conditioner (MAC) sectors, if significant numbers of CFC-12 based systems still exist and the availability of CFC is strongly reduced by the adoption of effective import control measures;

(iii) Further exploring possibilities for facilitating cost-effective retrofitting and/or use of drop-in substitutes, possibly through incentive programs;

(iv) Becoming more selective in providing new recovery and in particular recycling equipment by: a. Establishing during project preparation a sounder estimate of the likely demand for recovery and

recycling equipment; b. Delivering equipment to the country only against firm orders and with significant cost

participation by the workshops for equipment provided, using locally-assembled machines to the extent possible;

c. Procuring, delivering and distributing equipment in several stages, after reviewing the utilization of equipment delivered and verifying further demand; and

d. Ensuring that adequate follow-up service and information are available to keep the recovery and recycling equipment in service;

(v) Monitoring the use of equipment and knowledge acquired by the beneficiaries, on an ongoing basis, through regular consultations and collection of periodic reports from the workshops, to be carried out by national consultants in cooperation with associations of technicians. Progress reports based on such monitoring should be prepared annually by the consultant and/or the National Ozone Units, in cooperation with the implementing agency, as provided for in Decision 31/48, and sufficient additional resources should be made available to allow for such follow-up and reporting work.

Evaluation Outcomes

Seventeen completed questionnaires were received from participants representing one from each delegation (country or IA). The below table and figure show the evaluation feedback pattern as received from participants through the above questionnaire.

Moreover, the following are the main common issues raised by participants in the evaluation questionnaires:

• It was noted by most of participants that the meeting was well organized technically and logistically.

• Countries emphasized on the need to maintain the same level of preparation in organizing all regional technical meetings.

• It was also recommended by several countries to introduce as much as possible case studies about R&R in the next regional meetings.

• The participation of the Multilateral Fund Secretariat in such technical meetings is highly recommended to enrich discussions and assist implementing agencies in replying queries concerning projects funding that usually raised in such events.
