The Environmental Defence for Global Friendship Agenda has

been inaugurated by The Commander in Chief of The

Indonesian Military on October 17, 2009 at Kota Baru

Parahyangan, West Java by Lake Saguling.

For this, we would like to renew our highest consideration to

the following 27 Ambassadors and Representatives of foreign

mission from Afghanistan, Brazil, Canada, P.R. China, Cuba,

Indonesia, Iran, Kenya, Lebanon, Namibia, Nigeria, Palestine,

Peru, Philippines, Poland, Portugal, Seychelles, Slovakia,

Somalia, Spain, Sri Lanka, Thailand, East Timor, Turkey, and

Zimbabwe whom have together with The Under Secretary

General of United Nations / Executive Director of UN-Habitat

and President of Asian Institute of Technology contributed to

the ‘Agenda’ by taking part in the official tree planting to mark

the launching of Environmental Defence for Global Friendship.

Today, the trees planted by the embassies have grown and the

flags of the esteem countries now stand as a visible

contribution to our joint societal response to environment.

telah diresmikan oleh Panglima Militer Indonesia pada 17

Oktober 2009 di Kota Baru Parahyangan, di wilayah Danau

Saguling, Jawa Barat.

Untuk itu, Tim Teknis Ketahanan Lingkungan Hidup Mabes TNI

menyampaikan salam hormat kepada 27 Duta Besar dan

Perwakilan misi asing dari Afghanistan, Brasil, Kanada, PR

China, Kuba, Indonesia, Iran, Kenya, Lebanon, Namibia,

Nigeria, Palestina, Peru, Filipina , Polandia, Portugal,

Seychelles, Slovakia, Somalia, Spanyol, Sri Lanka, Thailand,

Timor Leste, Turki, dan Zimbabwe yang telah bersama-sama

dengan Under Secretary General UN / Direktur Eksekutif UN-

Habitat dan Presiden Asian Institute of Technology yang telah

berkontribusi pada Agenda tersebut dengan mengambil

bagian dalam acara penanaman pohon untuk menandai

peluncuran Ketahanan Lingkungan Hidup bagi Persahabatan

Dunia.

Saat ini, pohon yang ditanam telah tumbuh dan bendera

negara sahabat tetap berkibar sebagai bukti tanggung jawab

sosial bersama terhadap lingkungan hidup.

Demi tercapainya ketahanan lingkungan yang berkelanjutan

sebagai bagian dari kedaulatan suatu bangsa dan masa

depannya, Tim Ketahanan Lingkungan Hidup Mabes TNI akan

mensosialisasikan pembentukan World Environmental Defence

Forum sebagai paradigma baru dalam persahabatan global

dan wadah kolaborasi antar pasukan pertahanan dalam peran

operasi militer selain perang.

For the achievement towards environmental sustainability

towards the sovereignty of a nation and its future,

Environmental Defence Team of TNI headquarter will promote

the formation of World Environmental Defence Forum as a new

paradigm in global friendship for collaboration between the

defense forces and the role of military operations other than

war.

He said such initiatives have implications beyond the environment as they provide new avenues for dialogue and collaboration

between the national defence forces of African and Asian countries on environmental defence, which can also act as a vehicle for exchanges of best practices.

“Seychelles should be proud to be involved in such an innovative approach to protecting our environment,

which will not only bridge the gap between our military and the community by engaging them in something so vitally important for our collective

future, but also can act as an example for other countries to follow.”

“In Seychelles, the military have previously taken part in a variety of community initiatives. The Seychelles Coast Guard is charged with

protecting the sovereignty of Seychelles’ waters, not only against piracy but also against illegal fishing and trawling, which is not only harmful to the environment but to the

sustainablity of natural resources”.

The Technical Team of Environmental Defense at this preliminary phase

has developed public – private partnership on the following subject matters:

DAMBA INTRA 'Sustainable Development Partnership Initiative' an integrated public-private hazardous waste water

management in Cisirung at Bandung Regency. The facility has served a cluster of 30 industries to process their

waste prior to final discharge to Citarum River. Damba Intra, West Java is also founder member of Network of

Regional Governments for Sustainable Development (nrg4SD).

Focus Program: Training and development of applicable technology and equipments for clean water and sanitation

for industries and communities and to develop waste treatment plant facilities in West Java and other regions

within Indonesia both for industries and communities.

ARIDTEC a green technology research

group has entered into partnership

with UNJANI (Universitas Jendral

Achmad Yani) on developing of

innovative water solutions for

Indonesia, to produce water from the

moisture in the air. AridTec introduces 'AirQua' a leading technology

that creates great tasting water from the air we breathe. The water

productions serve individual or community within standard

specification or costume to meet the requirements.

Focus Program: To introduce AirQua Technology to be utilized in

places where a large amount of potable water is required and

traditional delivery methods are difficult and costly; such in military

field operations, disaster areas, offshore oil rigs, large construction

sites. The Environmental Defence Team will develop the technology

for local production in Indonesia and to be viable to produce

affordable and healthy drinking water for nation-wide communities

for instance in the coastal societies (fishermen village).

The Environmental Defense Team will identify

with Qnective an alternative solutions for the telecommunications

need for the Indonesian Defence Forces, to provide closed user

group communication in disaster relief efforts where the key

decision makers have immediate access to operations on the

ground and to one another, enabling quick response times and

improved standards of emergency response. In the event that

mobile infrastructure is destroyed in any emergency, users can still

communicate with localized Wi-Fi. The technology can enable

communities to take timely preventative measures in the event

that a natural disaster is anticipated.

communication. At the same time it is cost effective and provide

security of mobile communication for leading institutions and

Educational Insights' at Padalarang, West

Java is an entrepreneur of slump prevention

concept within the Bandung city limits. The

project supports the local economy of its

original inhabitants; and helps to eliminate

unjustified settlements which have created unprecedented

community & slump due to the rapid expansion of Bandung.

Focus Program: Training and capacity building for the district

military and communities within the 1st Phase (Gunung Wayang –

Saguling) Rehabilitation, Reconstruction and Conservation of

Citarum River Basin.The program integrates pilot project of agro

forestry and monitoring centre 'posko hijau' .

PT. ERNA DJULIAWATI a wood based

industry in Central Kalimantan,

strives to implement 'Sustainable

Forest Management' in its

concession by integrating its production, ecology, and social

aspects of forest in a sound and responsible sustainable

management, with around 45 years of experience.

Focus Program: Sharing of best experiences with regional military

command of Indonesia and defense forces from other countries on

forest 'natural resources' resilience, considering the local

community income, economic growth based on sustainable

management practice, improving public facilities, social

awareness and good behavior on forest safety and protection.

What is Environmental Defence

Why Environmental Defence

Over exploitation of natural resources and irresponsible human

behaviours has caused severe damage to nature. And, the

mother earth is now striking back. Floods, droughts, rising sea

levels, diseases, and other impacts of global warming are

affecting people from all walks of life. No one is, therefore,

expected to sit back and wait for the natural disasters to wipe

the human race out.

The Indonesian National Defence Forces ‘TNI’ considers

environmental destruction and global warming as crisis of non-

war, which may impact the sustainability of the Nation. TNI

feels obliged to join hands with fellow countrymen in securing

the future of the people and its mission, by strengthening

community partnership that improves the quality of the

environment envisaged as ‘Environmental Defence’.

Environmental defence is one of TNI’s non-war operations

aimed at ensuring the country’s sovereignty and territorial

integrity, maintaining peace of the world, and securing global

friendship.

Rising sea levels threatens to swallow up hundreds, and

possibly thousands of Indonesia’s more than 17,000 islands,

especially in outlaying areas, and similar condition may affect

other countries. Indonesia is home of one of the world’s

tropical forests, and the engagement of the Environmental

Defence is the starting point that challenges the military to

commit to unlimited paradigm towards environmental

resilience.

“Each and every one of us has to do something if we want to

maintain our existence. Defending the sovereignty of the

nation and its resources is the role of every citizen, regardless

of age, profession, and social status”.

Alasan dari Ketahanan Lingkungan Hidup

Pemanfaatan sumber daya alam yang berlebihan oleh manusia

dan perilaku yang tidak bertanggung jawab telah

menimbulkan dampak kerusakan atas sumber kehidupan. Dan,

saat ini wahana alam bergejolak. banjir, kekeringan, naiknya

permukaan laut, penyakit menular, dan dampak lain karena

pemanasan global menimpa banyak orang dari berbagai

lapisan kehidupan. Karena itu, tidak satupun dari kita boleh

berdiam diri dan menunggu bencana alam memusnahkan

manusia dan keturunannya.

Setiap dan semua orang harus menentukan sikap kalau hendak

mempertahankan keberadaan kita. Mempertahankan

kedaulatan bangsa dan seluruh sumber daya yang terkandung

didalamnya adalah tanggungjawab daripada semua anak

bangsa terlepas dari umur, profesi, dan status sosial.

Tentara Nasional Indonesia ‘TNI” memandang bahwa hal-hal

yang berhubungan dengan kerusakan atas lingkungan hidup

dan pemanasan global sebagai krisis non- perang yang dapat

member ancaman atas kelangsungan suatu bangsa. Menyadari

hal tersebut, TNI terpanggil untuk mengajak seluruh lapisan

bangsa untuk secara bersama-sama melakukan kegiatan yang

meningkatkan kualitas atas lingkungan hidup demi masa

depan rakyat dan keberadaan TNI dengan mengejawantahkan

‘Ketahanan Lingkungan Hidup’.

Ketahanan Lingkungan Hidup adalah salah satu operasi militer

selain perang yang bertujuan untuk menjamin kedaulatan dan

kesatuan integritas bangsa, turut melaksanakan perdamaian

dunia, dan melestarikan persahabatan antara bangsa.

Naiknya permukaan laut mengancam dan bisa mengakibatkan

ratusan bahkan ribuan pulau-pulau dari 17,000 Indonesia

tenggelam yang terutama pulau-pulau kecil terluar, dan

kondisi yang sama juga bisa menimpa negara lain. Keberadaan

hutam tropis di Indonesia adalah sebagai salah satu paru-paru

dunia dan kegiatan TNI dalam Ketahanan Lingkungan Hidup

adalah awal dari suatu perjuangan tanpa batas bagi dunia

dalam menjaga kelestarian lingkungan hidup.

Vision & Mission

Indonesian Military is committed to the assurances of national

community devotion programs and assist the people during

natural disaster and accelerate recuperation.

The operation of environment reconstruction and

rehabilitation is one of the TNI duties in the Military

Operations other than War which is aimed at preserving

environmental defense a part of national resilience.

Indonesian Military is committed to empower the territorial

defense to strengthen environmental resilience and to achieve

the prosperity of the people and the soldiers of future; cherish

the future generations.

Indonesia adalah bagian dari hutan tropis dunia dan memiliki

The Environmental Defence Technical Team

The Commander Chief of Indonesia Military on May 6, 2009,

has designated an Environmental Defence Team at The

Indonesia Military headquarter to carry out its day to day

mission.

As a recognized team in the modeling and simulation of

environmental defence program, the technical team have to

identify one stop quality solutions by encouraging the TNI

territorial defence forces to adopt better environmental

approach strategy to outreach to stakeholders at all levels.

In carrying outs its environmental defence program, The

Technical Team also believes that technology alone is not

enough and that human discipline and benefit of adopting it

by the people plays a decisive role in dealing with current

environmental issues.

The Environmental Defence Program will be carried out

together with local administrations and people and governed

by the existing Indonesia regulations, particularly Law No. 34,

2004 on the military operations other than war, including

helping the government and the local administrations in

carrying out environmental defence as part of national

resilience.

Tim Teknis Ketahanan Lingkungan Hidup

Panglima TNI pada tanggal 6 Mei 2009 telah menetapkan Tim

Teknis Ketahanan Lingkungan Hidup, Mabes TNI untuk

menjalankan misi dan tugas harian dari program ini.

Selanjutnya Tim yang diberi kepercayaan ini akan menciptakan

pola dan simulasi atas program ketahanan lingkungan hidup

dan solusi berkualitas melalui pemberdayaan wilayah

pertahanan agar lebih menguasai pendekatan pertahanan

berbasi lingkungan hidup yang dapat dijabarkan oleh para

pihak di semua lapisan

Dalam melaksanakan misi Ketahanan Lingkungan Hidup, Tim

Teknis menyadari bahwa pendekatan teknologi semata-mata

tidak akan cukup dan salah satu hal yang sangat menentukan

adalah disiplin manusia dan azas manfaat langsung bagi

masyarakat yang akan mengatasi masalah terkini atas hal-hal

lingkungan hidup.

Program Ketahanan Lingkungan Hidup TNI akan dilaksanakan

bersama-sama pemerintah di daerah untuk membantu

masyarakat sesuai peraturan yang berlaku mengacu kepada

UU Republik Indonesia No. 34 Tahun 2004 yang mengatur

operasi militer selain perang, antara lain termasuk membantu

pemerintah dan pemerintah di daerah dalam menjalankan

Ketahanan Lingkungan Hidup sebagai bagian dari pertahanan

nasional.

Urban Solution Institute 'USI' adalah penggagas atas

program ketahanan lingkungan. USI telah

memperkenalkan inisiatif ini kepada TNI sekaligus

untuk memperkenalkan kepada masyarakat

internasional tentang peran terbaik TNI, dalam

membantu komunitas (TMMD) dan dalam evakuasi,

pemulihan dan rekonstruksi atas bencana alam. USI,

mitra kerja UN-Habitat akan berupaya untuk

meningkatkan peran militer dalam pelestarian

lingkungan di kotaan & pedesaan di negara

berkembang.

Urban Solutions Institute 'USI' is founder of the

environmental defense program. USI has

introduced this initiative to The Military of

Indonesia in response to TNI's relentless

community devotion (TMMD) and to commend

the proficient of TNI during evacuation,

recuperation and reconstruction of natural

catastrophe. USI - UN-Habitat long standing

partner will seeks to improve the role of the

military in urban & rural environmental

sustainability in developing countries.

Program

Environmental Defence Program is dependent on reliable

human resources. Therefore socialization, training and

information plays an important role in empowering the whole

range of territorial defense in order to understand the intent

and purpose of conservation, rehabilitation and reconstruction

of the environment, which benefits the economic improvement

of society and the soldier of the future.

Similiar training will be provided to all components of the

government in the region, particularly in sub-districts and

villages, community leaders and youth leaders to be able to be

a cadre of trainers in the field.

These activities also give priority to discipline and good

behavior of the environment, which adapts to the spatial

structure and approach to the existence of villages, towns and

people.

Kegiatan

Program Ketahanan Lingkungan Hidup sangat tergantung

kepada sumber daya manusia yang handal. Sebab itu

sosialisasi, pelatihan dan informasi memegang peran penting

dalam pemberdayaan seluruh jajaran wilayah pertahanan agar

memahami maksud dan tujuan dari konservasi, rehabilitasi

dan rekonstruksi lingkungan hidup, yang memberi manfaat

bagi peningkatan ekonomi masyarakat dan prajurit masa

depan.

Pelatihan yang sama juga akan diberikan kepada seluruh

komponen pemerintah di daerah, khususnya di kecamatan dan

pedesaan, serta tokoh masyarakat dan tokoh pemuda agar

mampu menjadi kader pelatih di lapangan.

Kegiatan ini juga mengutamakan disiplin dan perlakuan yang

baik atas lingkungan hidup, yang menyesuaikan kepada tata

ruang serta pendekatan atas keberadaan desa, kota dan

rakyat.
