In addition to the benefits granted to members and spouses each month, the Secretary will also be presenting, for informational purposes only, items of interest that may affect our members. Questions regarding any member’s specific situation should be addressed directly to the Fund Office.
MONTHLY NEWS AND INFORMATION FROM THE FUND SECRETARY
In November of 2010, the State of Illinois altered the benefits for firefighters and paramedics hired on or after January 01, 2011. Every effort has been made by this Fund to communicate these changes since the passage of PA 96-1495. Within a few months after the passage of this legislation, the Fund published a Summary of Benefits which described all of the benefits of existing firefighters and paramedics as well as the benefits changes affecting new hires. Additionally, as firefighters and paramedics were hired, myself and Fund staff have gone to each new class in the Fire Academy to provide candidates with the necessary documents and explain the new benefit structure. The following items are the benefit changes for new employees hired after January 1, 2011: Retirement Age, Without Penalty: 55, with 10 years of service Retirement Calculation: 2.5% of final avg. salary for each year of service Retirement Age, With Penalty: 50, with 10 years of service Early Retirement Penalty: 0.5% each month age is under 55 Max Retirement Benefit: 75% of final average salary Final Average Monthly Salary: Avg. 96 consecutive best months in final 120 Current Max. Final Salary: $111,571.63 with annual increments Survivors Annuity: 66 2/3 % of annuitant's pension Annuitants' Annual Increases: Starts at Age 60, the lesser of 3% or ½ of CPI-U Survivors' Annual Increases: The lesser of 3% or ½ of the CPI-U
Public Act 96-1495. was passed as part of a pension package to reduce the unfunded pension liabilities of the State of Illinois and also to address the growing unfunded liabilities of pension funds in many municipalities throughout the state including the City of Chicago. Fund after participant’s retirement and also reducing and in some instances eliminated survivor benefits. The adverse impact on our participants was caused by the creation of “a one size fits all” attempt to reduce benefits. As a result, there has been some unintended adverse effects. Our Fund Staff, Attorneys and Trustees have been working on Technical Corrections to this legislation. Our Trustees unanimously agreed at our February 2015 meeting to submit these changes to the General Assembly for their consideration in the upcoming Spring legislative session. The Fund has also provided copies of these proposals to Local 2 director of Political Action, Dan Fabrizio. These technical corrections propose to provide a level of benefit to survivors of firefighters and paramedics who die while active members of the department. We remain hopeful that some of these reductions in benefits were in fact “unintended” and that our legislators will provide essential support to our most vulnerable participants. Thank you.
