This newsleer, our web page, social media and other communicaon methods will be the focus of our work. We will incorporate feedback and finalize our Regional Reree Council Frameworkthat we discussed in the last newsleer. Our Regional Reree Councils are an important way for you to get informaon, volunteer and stay connected to the Long Blue Line”. Our Framework adds structure and consistency to these valuable organizaons and helps ensure they receive the support they need to support you. We are writing as fellow retired USPHS officers and members of the Board of Directors of the Commissioned Officers Association (COA) of the USPHS. We invite you to stay involved with COA and connect with fellow retired members of the USPHS. Here are just three reasons why it could be in your best interest and that of the corps you served on active duty to stay connected:

First, COA advocates and lobbies for the interests of retired members. As retirees, we face political assaults on our pensions, Tricare costs & benefits, state income taxes, VA benefits, base and commissary privileges, and space-available privileges. If these are important to you, then you need to pay close attention, especially in these times of rapid and relatively non-transparent legislative changes. PHS officers and retirees are particularly vulnerable because PHS is not a "military" service. COA is the only organization dedicated to support of the USPHS and its members – in both active duty and retired status. COA educates Congress and the Administration about our unique position as a “uniformed service” which is not a part of the military (Army, Navy, Air Force, Marine Corps) or armed (USCG). This effort never ends. Changing one word in legislation - from military or armed to uniformed - makes a huge difference to the equity all seven uniformed services receive from the Federal Government. Banding together with our much larger sister services has an impact and COA makes it happen. However, COA cannot do it alone. We need our retirees to be actively involved at the local level by communicating with their congressional representatives. Local COA branches are an excellent way for PHS retirees to stay informed and organized.

Second, COA maintains excellent working relationships with staff of the Department of Health and Human Services and the non-HHS agencies where officers are detailed. COA staff keep a finger on the pulse of evolving health care and public health issues facing the government. Through its newsletter Frontline and social media, COA shares updates about the USPHS which pique our interest. It allows us to enjoy retired life without fully separating from the uniformed service which will always have a piece of our hearts. Another way to stay connected is through the nearly 100 Local Branches of COA.

Third, COA and its foundation, the PHS Commissioned Officers Foundation for the Advancement of Public Health, continue to host an annual conference. We find the USPHS Scientific and Training Symposium to be a reunion. It's the one time each year when USPHS retirees can gather to hear directly from current USPHS leaders and speak with active duty officers about their careers. Many retirees serve as mentors to people still in uniform. You can join our ranks. The 53rd USPHS Symposium will be at the InterContinental Dallas on June 4-7, 2018. This ALCOAST expands and clarifies REF (A). 2. Coast Guard Active Duty (AD) and Selected Reserve (SELRES) members who are on Extended Active Duty (EAD) or Active Duty for Opera-tional Support (ADOS) orders who have had a prior or current permanent duty assignment on a Coast Guard cutter that was constructed prior to 1991 will have the appropriate medical documentation inserted into their Service Treatment Record (STR) by Coast Guard healthcare personnel. Refer to REF (B) for additional information. 3. Coast Guard AD/SELRES members who are scheduled to retire within six months of the date of this message or for whom the medical documentation was not inserted in their STRs and SELRES members with a prior permanent duty assignment on a Coast Guard cutter that was constructed prior to 1991 may have this same medical documentation inserted into their STR by their Coast Guard primary care provider or Independent Duty Health Services Technician (IDHS) responsible for their unit. For this to occur, they will need to provide their primary care provider or IDHS responsible for their unit with a print out of their Career Summary Page from Direct Access (Click on Tasks/My Member Info/Create Report/Scroll down to Career Summary). 4. Information for CG Veterans/Retirees Filing for Veterans Affairs Disability Compensation Due to Asbestos and Lead-Related Health Effects

http://www.dcms.uscg.mil/asbestos/ Exposure: If you were assigned to Coast Guard cutters that were constructed prior to 1991, you may have been exposed to very low levels of asbestos and lead. Recorded levels of exposure were well below the Occupational Safety and Health Administration (OSHA) levels that require medical surveillance examinations. Routine exposure for asbestos and lead would include working on and berthing in a Coast Guard cutter where there may be small exposed areas of asbestos-containing thermal insulation, a number of torn asbestos-containing floor tiles, and lead dust from lead ballast ingots and lead-containing paint. Exceptional exposures may have occurred during certain maintenance procedures (e.g. tearing up entire floor surfaces of asbestos-containing floor tiles and torching or sanding surfaces painted with lead-containing paint) without the use of personal protective equipment. Asbestos and Lead Related Health Effects: It is very difficult to link lead-related health effects to low level exposures on Coast Guard cutters. Routine exposures to asbestos on Coast Guard cutters could possibly be linked to the following medical conditions: (1) Mesothelioma; (2) Asbestos-related cancers (lung, larynx, and ovary). (Note – the linkage for very low levels of exposure for these cancers is not clear.) VA Disability Compensation Process: The VA has a mechanism for veterans to apply for compensation due to a disability that is the result of an injury, disease or an event in military service. If you experience a health effect believed to be due to exposure to asbestos or lead during military service and you desire to apply for VA disability compensation, you will need to provide evidence that supports the following: (1) There was an event in service that caused the injury or disease; (2) You have a current physical or mental disability; and (3) There is a relationship between your current disability and an event in service. Additional assistance may be obtained through a VA National Facility or a Veteran Service Organization (VSO). VA Regional Offices are listed at https://www.va.gov/directory/. A Career Summary list of all of permanent duty assignments (if you printed this out from Direct Access prior to separation). OR

Documentation in your Coast Guard Service Treatment Records (medical records) which states that you had a permanent duty assignment on a specific Coast Guard cutter (if this was recorded). OR

Military Service Records from the National Archives in St. Louis, Missouri (if you have separated from the Coast Guard prior to 10/1/2006). See https://www.archives.gov/veterans/military-service-records for additional information. Under Information and/or Documents Requested, you should request your entire Official Military Personnel File. The DD-214 will not include information on your permanent duty assignments. OR

Military Service Records from the Coast Guard Military Records Section/ Personnel Service Center (if you have separated from the Coast Guard on or after 10/1/2006). ARMED FORCES RETIREMENT HOME The Armed Forces Retirement Home – with locations in Washington, D.C., and Gulfport, Miss. is now accepting applications for residency. The Home, which offers affordable independent living in modern facilities, has immediate openings in Washington, D.C. and a waiting time of under 20 months in Gulfport, Miss. AFRH is fully accredited by The Joint Commission and the Commission on Continuing Care Retirement Communities. Veterans must be able to live independently upon admission to the AFRH. This means being able to care for personal needs, attend a dining facility for meals, and keep all medical appointments. For those accepted into independent living, we also offer higher levels of care – including assisted living, long-term care, and memory support. 85% of our residents spent a career in the military, retiring honorably in the enlisted ranks following 20 or more years of service to our Nation. Military veterans from each service branch live at the Home. The largest group represented served during the Korea and Vietnam eras. Served as members of the Armed Forces, at least one-half of whose service was not active commissioned service (other than as a warrant officer or limited-duty officer). The following categories will be considered. Veterans (male or female) who are:

60 years of age or over; and were discharged or released under honorable conditions with 20 or more years of active service, or

Determined to be incapable of earning a livelihood because of a service-connected disability incurred in the Armed Forces, or

Served in a war theater during a time of war declared by Congress or were eligible for hostile fire special pay; were released from service in the Armed Forces under honorable conditions; and are determined to be incapable of earning a livelihood be-cause of injuries, disease or disability.

WASHINGTON — The Fiscal Year 2018 National Defense Authorization Act was signed by President Donald Trump on Dec. 12, 2017. The following changes impact uniformed retirees.

• The Special Survivor Indemnity Allowance (SSIA) has become a permanent benefit and will no longer end June 1 2018. SSIA is paid to surviving spouses whose SBP is offset by Dependency and Indemnity Compensation (DIC). DIC is paid by the Department of Veterans Affairs for eligible survivors of current or previous military members whose death is determined by the VA to be service connected. SSIA payment remains at $310 through Dec. 2018 and will increase based on cost of living adjustments starting calendar year 2019.

• Members who retire under the Blended Retirement System (BRS) and who elect to receive a lump sum payment at retirement will pay Survivor Benefit Plan premiums monthly as if they did not elect lump sum payment. Simply, whether a retiree elects a lump sum or nor not under the BRS, the monthly premium will be the same.

• A technical correction was made for calculating the division of retired pay on court orders entered after Dec. 23, 2016 (in cases where the orders became final prior to the retiree receiving retirement pay).

For a member on active duty, the division of retired pay is calculated based on the retired pay plan, grade, base pay, and years of service on the date of the final court order awarding division of retired pay. For a Reserve member not in receipt of retired pay, the division of retired pay is calculated based on the retired pay plan, grade, creditable service points, and years of service on the date of the final court order awarding a division of retired pay. The calculation will increase by the cost of living amounts that a retiree would have been grant-ed from the time of the divorce to the date the member actually retires. THE WOMAN WHO SMASHED CODES A 2017 non-fiction book "THE WOMAN WHO SMASHED CODES" by Jason Fargone chronicles the life of Elizabeth Friedman who in 1925 was hired by the U.S. Coast Guard to help break codes used by the rum runners during prohibition. She headed up a small group under VADM Joseph Francis Farley, Chief Communications, who later became the Commandant (1946 to 1949). She was a life saver for the six US Treasury Dept's law enforcement agencies who needed her talents in catching gangsters and smugglers. At the time, the CG was the leading federal agency in code breaking. Using her code breaking expertise, she assisted J. Edgar Hoover expose Nazi spy rings in US/South America. While busting Nazi codes, she cracked multiple versions of the early German Enigma machine, bringing her in contact with Bletchley Park in England. During this period, she remained essentially unknown. J. Edgar Hoover wrote her out of the story once the war had ended, classifying her files top-secret. CDR Charles Keller, USCG (Ret)
