81 Election of Lord Mayor

Councillor Steve Wemyss nominated Councillor Mike Blake for election to the office of Lord Mayor for the ensuing municipal year.

The nomination was second by Councillor Mike Park.

There being no other nominations, the Lord Mayor put the proposal, which was carried unanimously, and he declared Councillor Mike Blake duly elected Lord Mayor.

Councillor Mike Blake took the Chair and thereupon made and subscribed

the declaration of acceptance of office. The Lord Mayor returned thanks and addressed the Council later in the meeting.

82 Investiture of Lady Mayoress

Mrs Margaret Charlton invested Mrs Susie Sanderson with the Lady Mayoress’s Chain of Office, after which the Lady Mayoress subscribed a document undertaking to support the Lord Mayor in carrying out his official duties.

83 Keys of the Ancient City of Portsmouth

Lt Col Lawrence Williams, Defence Diving School, returned the keys of the City for safekeeping to the Lord Mayor, who undertook to return them for presentation to The Queen when Her Majesty visited the City, or as required by tradition.

84 Appointment of Deputy Lord Mayor Councillor Simon Bosher nominated Councillor Robin Sparshatt for appointment to the office of Deputy Lord Mayor for the ensuing municipal year.

The nomination was seconded by Councillor Steve Wemyss.

There being no other nominations, the Lord Mayor put the proposal, which was carried unanimously, and declared Councillor Robin Sparshatt to be appointed Deputy Lord Mayor.

Councillor Robin Sparshatt made and subscribed the declaration of acceptance of office of Deputy Lord Mayor.

85 Appointment of Chaplain to the City Council The Dean, the Very Reverend David Brindley, was appointed Chaplain to the City Council.

86 Vote of Thanks to the Retiring Lord Mayor and Lady Mayoress

Proposed by Councillor Gerald Vernon-Jackson Seconded by Councillor Phil Shaddock

RESOLVED unanimously –

THAT the Council place on record its sincere thanks to Mr Fred Charlton for his outstanding service to the City during his year of office.

THAT the Council express its great appreciation of the fine qualities which he brought to the conduct of the business of this Council, his devotion to duty and the distinction and goodwill with which he carried out the many and varied duties of office of Lord Mayor.

THAT the Council also place on record its gratitude to Mrs Margaret Charlton for the untiring support and help which she has given as Lady Mayoress to the Lord Mayor.

THAT this resolution be engrossed on vellum and a copy be presented to Mr Fred Charlton and Mrs Margaret Charlton on a suitable future occasion.

87 Presentation to Mr Fred Charlton and Mrs Margaret Charlton The Lord Mayor presented Mr Fred Charlton with a gold miniature replica of the Lord Mayor's badge as part of the Council's gift in appreciation of his fine service during the past year. Mrs Margaret Charlton was presented with a replica of the Lady Mayoress’s badge.

Mrs Annette McKnight, the Acting Lady Mayoress was also presented with a replica of the Lady Mayoress’s badge.

Mr Fred Charlton then addressed the Council.

88 Presentation of Civic Awards

A representative of the Portsmouth Unit of the Sea Cadets brought forward the Civic Award Badges for presentation.

The Lord Mayor presented Civic Awards to members of the community who had been nominated by members of the Council for their outstanding contribution to the life of the city. This was the fourth year that these awards had been made, and they were presented to –

David Best MBE George W Brown MBE Kathleen Gordon Shirley Metherell Ron and Mavis Patterson The Portsmouth Society Tim Stokes

Also awarded, but unable to be present at the ceremony, was Mr Linvoy Primus, who would be presented with his award on a future suitable occasion.

The meeting adjourned at 12.10 pm, to be re-convened at 2.15 pm.

89 Declarations of Interests

Councillor Gerald Vernon-Jackson declared a non-prejudicial Code of Conduct interest in any relevant items as a member of the Local Government Association National Executive.

Councillor Robin Sparshatt declared a potential personal and prejudicial Code of Conduct interest in agenda item 6, should reference be made in the deputation to the John Lewis Partnership, as his company had business dealings with that organisation.

Councillor Alex Bentley declared a potential personal and prejudicial Code of Conduct interest in agenda item 6 should the Northern Quarter be mentioned in the deputation, as his sister owned premises in the City Centre North area.

Councillor David Stephen Butler declared a potential personal and

prejudicial Code of Conduct interest in agenda item 6 should the John Lewis Partnership be mentioned in the deputation, as members of his family were employed by that organisation.

90 Minutes - 27 March 2007

RESOLVED that the Minutes of the meeting held on 27 March 2007 be confirmed and signed as a correct record.

91 Communications and Apologies for Absence Apologies for absence were reported from Councillors Pat Bateman, Mike Hancock CBE MP, Alan Langford, Linda Symes and Les Stevens. In addition, Councillor Anthony Martin was not present.

92 Deputations under Standing Order 17 Mr Mark Austin was present to make a deputation regarding item 9, Appointment of the Executive. However, during his deputation his remarks substantially deviated from this subject, and the Lord Mayor ruled Mr Austin out of order.

Arising from this action and questions by members, the City Solicitor confirmed that Standing Order 38(b) provided for the chamber to be cleared should disturbances occur.

93 Election of Leader of the City Council

15 May 2007 141 98 Appointment of Licensing Sub-Committee

With the reduction in the number of members serving on the Licensing Committee from 15 to 10, it was proposed that the arrangement for forming five sub-committees, as put in place under Council Minute 168/84, should be restructured. The previous arrangement had been put in place when it was envisaged that there might be a need to hold meetings concurrently.

For the future it was recommended that there be one sub-committee formed from all 10 members, with a quorum of three members (as required by standing orders).

Members were informed that as and when there was a need for a sub-committee meeting, members would be canvassed for their availability to attend, the intention being to have at least four members available thereby seeking to ensure that should a member be unavailable at the last moment to act for any reason, the sub-committee would still be quorate.

RESOLVED that a sub-committee be formed of all 10 members of the

Licensing Committee, and that the terms of Council Minute 168/04 be varied and interpreted accordingly.

transport. Traffic and transportation issues, including - • Transportation policies and programmes.

• Transport engineering, including Light Rapid Transport (LRT); tendered bus/ferry services; and public transport co-ordination and publicity.

• Subsidies to local passenger transport services and concessionary fares schemes.

• Construction and maintenance of highways and bridges, traffic management and road safety, street lighting, signposting, other street furniture, road naming and house numbering.
