Among the policies to emergefrom the joint agreement signedby the new Conservative and LibDem coalition government is thescrapping of Home InformationPacks.

Anyone selling their home from21st May no longer needs a HIP.

The statement said: “The partiesagree to implement a full pro-gramme of measures to fulfill ourjoint ambitions for a low carbonand eco-friendly economy, includ-ing …retention of energy perform-ance certificates while scrappingHIPs.”

The National Association of Es-

tate Agents (NAEA), which has longcampaigned against HIPs, is amongthose to welcome the news.

Peter Bolton King, NAEA chief ex-ecutive, said: “This is great news forthe housing market and for housebuyers, few of whom have paidmuch attention to these pointlesspacks.

“It is also good news for sellers,who will no longer need to shell outhundreds of pounds for a piece ofpointless regulation that benefitsno one.”

Among other property marketnews was further evidence thathouse prices are holding firm.

According to the latest monthlysurvey of Royal Institute of Char-tered Surveyors (RICS) members,in April 17% more said prices wererising rather than falling. This is upon March’s figure of 9%.

Sales have also increased. The av-erage homes sold per surveyor roseto 17.4 between February and theend of April.

The RICS figures carry a warningthough. The rise in sales continuesto outstrip the increase in enquiriesfrom possible new buyers.

RICS says this is likely to lead toprice cuts in the coming months,however estate agents that took

part in the survey continue to beoptimistic that prices will continuerising.

RICS spokesman Jeremy Leafsaid: “The start of spring has seenrenewed optimism with the goodweather improving sentiment andsurveyors expecting an increase inboth sales and house prices.”

Latest Department for Communi-ties house price figures add furtherweight to the argument that thehousing market and prices haveheld firm. According to the figureshouse prices rose by 9.7% year onyear in March. This is the 12th con-secutive month of price rises.

Sellers will be required to provide anEnergy Performance Certificate (EPC), al-though once commissioned, propertiescan be marketed before the EPC has beenreceived.
